The New Horizons of Illinois 2018-2019 catalog contains information on entering the school, choosing a

program and moving towards a career or advanced study.

This catalog outlines the academic policies, procedures, student services and career programs of the

school.

CLASS STARTING & ENDING DATES

Programs of study begin on a date coordinated between the individual student and New Horizons. A

student may enter the school at any time. The school recommends that the student take the classes in

the order listed under the program curriculum. The date of completion is determined by the date that

the student completes all of the required classes for each program. Students may wish to complete a

program faster or slower. A student may get council from their assigned Admissions Representative and

alter the speed of the program if the schedule permits. Class schedules are published and regularly

updated on the new Horizons web site. Classes are offered on a first-come, first-serve basis. Register for

classes as far in advance as possible.

Each class in a program has certain prerequisites and must be matched with student experience prior to

enrollment by the Admissions Representative. To insure proper mastery of learning objectives, classes

should be taken in the order recommended by the Education Consultant.

HOURS OF OPERATION

The business office is open when classes are in session. Classes are in session:

Monday – Friday 8:00 am – 4:00 pm

As well as scheduled evening classes from 5:30pm-10:30pm on Monday-Friday where designated

HOLIDAYS

School will not be held on the following holidays: New Year’s Day, Memorial Day, Independence Day,

Labor Day, Thanksgiving Day, Christmas Eve, and Christmas Day.

Additional holidays may be declared at the discretion of the General Manager.

The school is affiliated with all other New Horizons worldwide, although each location is independently

owned and operated. Each location may offer different classes and have different accreditation.

DESCRIPTION OF SCHOOL FACILITIES

The New Horizons Computer Learning Center of O’Fallon, IL is located in the new state-of-the-art

training facility at 8 Eagle Center, Suite 2, O’Fallon, IL 62269. The facility provides classrooms tailored for

hands-on leaning including enough equipment for one computer per person, a high-speed Internet

connection in every classroom terminal, and classrooms with ceiling-mounted projection and white

board equipment for appropriate visual aid. The facility provides a small break area for students which

includes coffee and snacks and soda for purchase. The facility consists of three total classrooms

equipped with current computer hardware required for the study of computer related applications and

information technology. Courseware for each class delivered by the training facility is issued to every

attending student for them to keep and use in pursuit of their training objectives.

The building is fully handicapped-accessible in compliance with the American Disabilities Act. The

training premises are located on the second floor of the building and includes an elevator. The on-site

parking area has several large handicapped parking spaces in addition to ample parking for all facility

trainees. The hallways and interior walking areas of the building are much wider than code, and can

easily accommodate either wheelchair or automated wheelchair accessibility. Both male and female

restroom facilities are handicapped-accessible and the classroom learning labs have tabletop PCs on

desks with rollaway chairs which can be removed to easily accommodate wheelchair bound clients.

Access to public transportation is conveniently available nearby.

APPLYING FOR ADMISSION AND ADMISSION REQUIREMENTS Students may apply for admission by scheduling an appointment with an Admissions Representative. An

applicant must be at least 18 years of age. It is mandatory that a student provide proof of either a high

school diploma or a GED. It is also mandatory that the applicant have a good command of the English

language as our classes are taught in English.

A student wishing to apply for enrollment may attend one (introductory PC class) session prior to

entering the program at no cost. Students are encouraged to attend the class to determine his or her

level of commitment and financial obligation.

Each student is assigned an Admissions Representative that interviews the student prior to any program.

The Admissions Representative will continue to monitor the student as well as counsel them through

each program. Each Admissions Representative is trained to counsel students in specific programs that

the school offers.

Should a student already have pre-requisite level knowledge of a particular subject matter they can

elect to take an assessment test to determine if they may bypass any pre-requisites without taking

instruction in a particular pre-requisite class. This is permissible only with prior approval from the

Director of Education. There is no cost to the student to take an assessment test.

STEPS TO ENROLLING

Step 1

Contact New Horizons at 314.429.3311 or in person at 8 Eagle Center, Suite 2, O’Fallon, IL to request a Consumer Program catalog and application package.

Step 2

Schedule an appointment to meet with an Admissions Representative to discuss your goals and how New Horizons can assist you in designing a learning path that’s right for you.

Step 3

Register for the first class in your learning program and ensure payment or arrangements have been made.

Step 4

Attend classes, self-study and achieve your desired Vendor Certification.

READMISSION POLICY

Students who leave the school in good standing may resume their studies by completing the

Readmission form. You will be notified in writing of your readmission status.

Students who have been dismissed from the school due to unsatisfactory progress or misconduct and

wish to resume their education need to complete the Readmission form and also write a letter of appeal

addressed to the Director of Education, and make an appointment for an interview with an Admissions

Representative.

All previous course work completed at the school remains part of the permanent record for students

who have been readmitted, and the cumulative average includes all prior grades, regardless of how

much time elapsed between enrollments.

Deadline for Readmission: One month before the beginning of the semester for which the application is

being made.

FEES AND REFUNDS

PAYMENT

Full payment or proof of an approved loan/government funding is due prior to the first class day.

Payment may be made by credit card, check, money order or via electronic funds transfer.

FEES

Fees are included in the Program price. If a student elects to exercise the “retake” option for a class and

does not have their original student course materials (book, etc.), a fee for another set of student

materials will be charged.

REFUNDS

Refunds will be mailed within 30 days of receipt of written withdrawal notification. Refunds will be

mailed for payments made by cash, check or money order; refunds for credit card payments will be

issued to the appropriate credit card.

TUITION REIMBURSEMENT SCHEDULE

Should a student’s enrollment be terminated or should the student withdraw/cancel for any reason, all

refunds will be made according the following refund schedule:

CANCELLATION AND WITHDRAWAL POLICIES CLASS CANCELLATION

Cancellation must be made in writing. The official termination date will be the date of letter receipt.

This letter must be addressed to the Director of Education:

All monies will be refunded if the school does not accept the applicant or if the student cancels within

three (3) business days (exclusive of Saturdays, Sundays and Holidays) after signing the enrollment

agreement and making initial payment.

A student may also cancel upon a doctor’s order clearly stating they cannot physically receive the

services, or may cancel the contract if the services cease to be offered as stated in the contract. If

student cancels the contract for either of these reasons, New Horizons may keep a portion of the

contract price equal to a pro rata portion of the total price representing the proportion of services you

used or completed, plus the cost of any related goods which student has retained.

Cancellation after attendance has begun, but prior to first class completion of the program, will result in

a $50 cancellation fee and a pro rata refund computed on the number of hours completed to the total

program hours. All kits and books received by the student will also be considered in the pro rata refund

amount. These books and kits are non-returnable after the student has opened them.

Cancellation after completing 50% of the Program will result in no refund. Cancellation requests made

later than 12-months after the original invoice date for courses in a student’s Program of training,

wherein the courses were offered by the school but delivery not accepted by the student, will result in

no refund.

If a student misses the 1st day of a required Program course after confirming their intent to attend via

telephone or email WITHOUT notifying the school prior to the course start date, that class will appear on

their transcript as a “No-Show” for attendance purposes, program material will be delivered to the

student in-person or via signature-required certified mail, and that course will count as having been

delivered for purposes of computing potential Program cancellation/refund totals. The student may

attend the next available offering of that required Program course at no additional charge. As long as

the student notifies the school of their inability to attend a required Program class prior to the starting

date of that class, no penalty will be applied.

Termination Date: In calculating the refund due to a student, a pro rata refund computed on the number

of hours completed to the total program hours. All kits and books received by the student will also be

considered in the pro rata refund amount.

A student can be dismissed, at the discretion of the Director, for insufficient progress, non-payment of

costs, or failure to comply with rules.

WITHDRAWAL PROCEDURE

New Horizons will consider a student actively enrolled for course (es) unless notified in writing by the

student that he/she has withdrawn. A student’s withdrawal from New Horizons and associated tuition

refunds (if any) are determined based on the date of written withdrawal notification, signed by the

student and Director of Education. Withdrawal (“W”) will appear on the transcript for any withdrawal

initiated after the third week of classes.

ACADEMIC POLICIES GENERAL GUIDELINES

A student may enter the school facility at any time during open hours for classes, lab work or just study

periods with other peers. The school recommends that the student take the classes in the order listed

under the program curriculum. The program completion is determined by the date that the student

completes all of the required classes for their individual program. All classes are awarded a certificate

upon completion. New Horizons offers many methods of learning, Online Live, Instructor Led, and

Online Anytime. We recognize many students learn differently and as such offer multiple modalities of

learning. A student may get council from their assigned Admissions Representative and alter the speed

of the program if they are in a program that qualifies for that type of training. All other courses offered

by New Horizons are published quarterly with classes starting at 8:00 am and ending at 4:00 pm. These

schedules can be located on our website, www.newhorizonsstl.com.

Students must have an attendance rate of at least 80%. Attendance as well as academic progress

standards will be applied to meet program or course completion status. (eg. For a five-day class, must

attend minimum 4 full days) Students may repeat any class as many times as they wish up to six months

from first day of each class. This is a benefit New Horizons offers all students to reinforce learning.

DRESS CODE

New Horizons Computer Learning Center maintains a quality learning environment. Dress should not

distract from the learning environment. Students should use good judgment when deciding what to

wear. Students that do not adhere to the Dress Code may first be reprimanded by their Admissions

Representative, Instructor, and Director of Admissions or General Manager. A reprimand consists of a

verbal reminder of the Dress Code. If student is found repeatedly disobeying the Dress Code policy, the

punishment may be probation which is a formal written warning indicating to the student that if they

repeatedly disobey the Dress Code policy it may result in termination or expulsion from school.

Examples of unacceptable attire:

Tops with spaghetti straps, halter tops, tube tops

Athletic gear including bike shorts, mesh shorts, and rippled-sleeve shirts

Clothing items with inappropriate or unhealthy language or logos

Clothing items that do not provide appropriate coverage of the midriff, back or undergarments

ACADEMIC PROGRESS POLICY

Satisfactory academic progress and completion is measured by class attendance, successfully passing

the post-class assessment or have passed the requisite Vendor Certification. Students must maintain an

attendance rate of at least 80% for each class. (Five day class, must attend minimum 4 days.)

Satisfactory academic progress is indicated by gauging performance on post program assessments or

successfully passing and achieving related IT Certification(s).

New Horizons monitors this progress on a weekly basis to determine if a student is performing at a

satisfactory level determined by their attendance assessments. If a student is deemed as not

satisfactorily making academic progress, they will be notified immediately the week thereafter, by their

Admissions Representative in writing notifying them that improvements must be made to maintain a

satisfactory performance.

The consequences for failure to maintain the minimum satisfactory academic progress are as follows:

the student will not be allowed to move on to their next scheduled class and will be placed on

probation. Students on probation will be required to retake the class that they have failed to meet

satisfactory academic progress before moving onto the next class. Students who successfully complete a

class for which they are required to retake while on probation will be considered maintaining

satisfactory academic progress and can proceed with taking other required classes for completion of the

program. Students who fail to successfully complete a class for which they are required to take while on

probation will be dismissed from New Horizons.

ATTENDANCE

Students must maintain an 80% attendance rate for each class. Successful completion of each class

requires a student to attend all sections of covered study. Failing to meet or maintain the attendance

rate will place students within unsatisfactory academic progress. If a student is found repeatedly

disobeying the attendance policy, the punishment may be probation which is a formal written warning

indicating to the student that if they repeatedly disobey the attendance policy it may result in

termination or expulsion from the school. Students should arrive 20 minutes before class start time to

insure proper check-in and seating. Approximately 5 days before their class date, students will receive a

call from New Horizons to confirm their attendance.

COURSEWARE

Students must attend all days of any course they are enrolled in order to receive the courseware. No

courseware will be issued prior to the course date or without course attendance.

GRADUATION REQUIREMENTS

A student will graduate upon successful completion of each course of their program of education.

Students must have an attendance rate of at least 80%. (Five day class, must attend minimum 4 days.) A

student is given a certification of completion for every course he/she has successfully completed.

Students may repeat any class as many times as they wish up to six months from first day of each class.

TRANSCRIPTS

A student may pull an unofficial copy of their transcript from within the New Horizons Integrated

Learning Management System (LMS) application. Each student is provided a unique User Name and

Password associated with their LMS account once enrolled into a class/program.

In order to obtain an official transcript, student should contact the New Horizons Computer Learning

Center Director of Education in writing. The Registrar will provide an authorization release form which

needs to be filled out and signed by the Student. Upon receipt of the signed release, New Horizons will

submit official transcript to student or designated party. Student may request School to send transcript

directly to a potential employer. If a student makes more than six requests for his/her transcript, a fee

of $5 per request may be imposed on subsequent requests in excess of one per year.

TRANSFERABILITY OF CERTIFICATE

The school does not guarantee transferability of credit and that in most cases, credits or coursework are

not likely to transfer to another institution. Acceptance of credit earned will be up to the receiving

institution.

STUDENT CONDUCT CODE

Students at New Horizons of St Louis are expected to conduct themselves in a manner that contributes

to an environment conducive to learning and personal development. This obligation requires both

New Horizons and students to conduct their affairs in an orderly, uninterrupted manner. Students

violating federal, state, and local laws or causing undue disruption at any New Horizons facility will be

subject to removal from New Horizons property and cancellation of their training program. Such

violations include but are not limited to:

acts that interfere with the purposes, necessities and processes of New Horizons;

causing or threatening to cause harm to an individual either directly or indirectly by action or

verbal behavior;

improper, unauthorized, or personal use of New Horizons of St Louis computer laboratories,

equipment, internet services, or software; the modifying or copying of software and the use of

illegal or unauthorized software;

Sexual harassment. Sexual harassment is defined as any unwelcome attention, behavior, or

materials of a sexual nature that create an intimidating, hostile, or offensive environment or

that interferes with educational or work performance. Sexual harassment is a violation of state

and federal law as well as New Horizons policy;

nuisance activities such as the use of loud, abusive, or otherwise improper language; loitering;

improper assembling; creating any hazard to persons or things; blocking access ways; improper

disposal of rubbish; and lewd or obscene conduct as defined by law;

possession and/or consumption of alcoholic beverages on New Horizons of St Louis property,

owned or leased;

sale, use, possession, or distribution of marijuana or any other controlled substance not

prescribed by a licensed physician;

illegal gambling or solicitation of any kind;

theft or damage to New Horizons property or property of members of New Horizons or our

students;

STUDENT GRIEVANCE PROCEDURES

Student grievances may involve academic matters, administrative matters, or discrimination.

Grievances, other than those involving discrimination charges, will be handled through the regular chain

of authority (Instructor, Director of Education, General Manager, and President/Owner). A grievant who

is not satisfied with a decision at one level may appeal the grievance to the next level of authority. The

Owner/President of New Horizons is the final authority in any grievance. Information and discussions

concerning the resolution of a grievance will be maintained in as confidential a manner as possible so as

to protect the interests of all parties.

Every attempt should be made to resolve all grievances informally. However, the student has the right

to submit a formal, written grievance. Grievances should be submitted in writing at each level of

authority within 5 calendar days of the action being grieved or within 5 calendar days of the decision

being appealed. A written response will normally be made to the grievant within 5 calendar days unless

circumstances require additional time for consideration.

Grievances involving discrimination because of race, color, creed, sex, disability, religion, national origin,

sexual preference, or age should be made to the affirmative action officer (New Horizons General

Manager) who will handle the grievance in conformance with state and federal statutes governing such

cases.

All students may submit grievances to the Illinois State Board of Higher Education in writing.

ACADEMIC AND STUDENT AFFAIRS LEARNING GUARANTEE

Students may repeat classes of the same version at no additional charge as many times as required

within the program term, so long as it does not exceed 6 months and as long as space is available in the

repeat class. Students will not be issued new courseware for the repeat class.

ACADEMIC AND CAREER COUNSELING

All students will be assigned an Education Consultant/counselor to assist in determining the learning

path that works best for the student – one that will help him reach his goals. The Education Consultant

tracks Student progress throughout the Program and assists as needed in dealing with any challenges

that arise as well as being available to provide basic career counseling. As needed, the Director of

Training will schedule students for mentoring/tutoring with the Subject Matter Expert (SME) for the

topic.

EMPLOYMENT ASSISTANCE

The New Horizons Education Consultant will assist students with employment to the best of its ability,

but cannot guarantee employment. However, students who take seriously the responsibility to find a

job, and gain the necessary technical and job-search skills to do so, have a proven track record of

successfully obtaining employment in their chosen field of study.

Satisfactory academic progress is indicated by receipt of a passing grade. Students will receive a grade of

INSTRUCTIONAL METHODS Students have optional methods of learning available to them at New Horizons depending upon their

learning style needs.

Traditional Classroom Learning: Students have their own networked environments which enable

instructors to manage hands-on lab demonstrations and exercises that mirror the professional

environment.

Online LIVE: Online LIVE provides students with a live instructor-led experience via that Internet.

Although separated by geography, instructors and students share an interactive experience, including

active discussions, simultaneous document viewing, application sharing and live, hands-on labs.

FREQUENTLY ASKED QUESTIONS How much do classes cost at New Horizons?

Pricing for each of the consumer programs is detailed in the “Program Pricing” section of this catalog.

What other costs are there?

The cost of student books, etc. is included in the Program price. The only additional expense for Student

may occur if Student exercises the “retake” option and repeats a class. If Student does not have their

original student materials from the first class, an additional fee for another set of student materials will

be charged. If a student fails an exam the first time, there may be an additional cost incurred to retake

it.

What is the average class size at New Horizons of St Louis?

Class size varies but does not exceed 25 students which make it easy to get individual attention from the

instructors.

How do I know which classes to take first?

An Education Counselor will review your background and previous training with you and work with you

to make adjustments to the standard program course track if needed to ensure a logical and progressive

class sequence.

How do I get my transcript?

Students may pull a copy of their transcript from within the New Horizons Integrated Learning

Management System (LMS) application. Students are provided a User Name and Password once

enrolled into a class/program which is unique to their LMS account.

Is New Horizons Computer Learning Accredited?

Although New Horizons is not accredited through an accrediting body, all of our Instructors are Certified

within their field of study/teach and have extensive training and practical experience in the programs for

which they have been certified.

How can I find out if New Horizons is closed or has a delayed opening due to inclement weather?

Should we need to cancel our classes for any reason, our school will be listed on news channel 5 and on

KSDK.com. Cancelled courses will be rescheduled as soon as possible and students enrolled in that

course will be notified of the new date(s).

Computers Made Easy – An introductory course that covers the basics of Computer Hardware and Software and basics of how to use Microsoft Office. This course is designed for a student who is new to the Information Technology field.

CompTIA A+ – In this course, you will acquire the essential skills and information you will need to install, configure, optimize, troubleshoot, repair, upgrade, and perform preventive maintenance on PCs, digital devices, and operating systems.

CompTIA Network+ – This course builds on your existing user-level knowledge and experience with personal computer operating systems and networks to present the fundamental skills and concepts that you will need to use on the job in any type of networking career.
