Statement of Intent

The intent of this Comprehensive Sign Plan is to provide consistency and proportional guidance for all the signs designed, constructed, and placed at Lakeview at University Center. Lakeview at University Center consists of parcels E and F of University Cen-ter (the “Property”, “Lakeview at University Center”, or “the Center”) as shown on page 8. These guidelines clearly set out the center’s expectations for quality business signage. The overall objective is to ensure that the intent and spirit of the guidelines are followed.

The scale of the signs should be ap-propriate for the building on which they are placed and the area where they are located. Where signs are associ-ated with a build-ing, the size, shape, and location of the signs should be pro-portional with the scale of the building. The definitions and terms used are per Loudoun County 1972 & 1993 Zoning Ordinances or gen-erally accepted terms of the development community in the Washington Metropolitan region. All the signs, graphics, and lettering are subject to approval by developer and the University Center De-sign Review Committee.

In the event that a required sign is not specifically addressed by this Comprehensive Sign Plan, such sign shall conform with the Loudoun County 1972 Zoning Ordinance

Development Logo

The Development Logo (the “Development Logo”) ‘Lakeview at University Center’ provide a distinct identity to the project area. The Development Logo will be displayed throughout the Property either with or without the ‘AT UNIVERSITY CENTER’ sub-script and either with or without the mirrored text below the word ‘LAKEVIEW’. All similar uses of the Development Logo will be consistent in proportion, color, & font.

Typography

Standard typography will be used for all site permanent and temporary signs other than tenant signs. Standard typography will consist of ‘Arial’ and ‘Hoefler’ bold & non-bold text fonts. All signs will reflect the standard typography in order to ensure the consistency throughout the Property.

Tenant signs may use proprietary fonts and are not restricted to the use of the fonts below.

General Criteria

Tenants and businesses utilizing signage are encouraged to install signs which are aesthetically pleasing and proportional to the building features to which they are applied. Numerous types and fabrication methods are acceptable, however, in all cases, mechanical fasteners and electrical connections and conduits should be concealed. In the case of raceway type signage, careful consideration must be given to the design and color of the background material in order to conceal the raceway. Visible raceways and transformers for individual lights are not permitted. Sign installation details shall indicate the location of the transformer and other mechanical equipment.

Building signs shall be mounted in locations that respect the design of a building, including the arrangement of bays and window and door openings.

Type 1: INTERNALLY ILLUMINATED LETTERS

Individual letters with opaque sides and translucent face, or individual translucent letters cutouts or push through of opaque face recessed into opaque panels

Lighting: Conceal transformer and lamp with backlit face material.

Mounting: Individual letters on building facade. All clips, wiring, tubes, and such must be concealed by each letter.

Material: Metal sides with plastic or glass faces.

Type 2: INDIVIDUAL BACK-LIT LETTERS

Individual letters which are backlit to create a halo effect.

Lighting: Conceal transformer and lamp behind opaque letter.

Mounting: Individual letters on building facade. All clips, wiring, tubes, and such must be concealed by each letter.

Material: Metal or metallic finish on plastic.

Type 3: FRONT ILLUMINATED LETTERS

A panel or individual letters carved, flush, or raised.

Lighting: Low wattage fixtures mounted on building facade to specifically light signs.

Mounting: Sign panel, concealed attachments, for fixtures all clips, wiring, tubes, and such must be concealed.

Material: Suitable to building architecture and supporting signage.

Type 4: CANOPY SIGN

A sign which is mounted flat upon a canopy structure or individual letters mounted atop or below a canopy structure. Clearance of 8’-0” minimum above finished grade must be maintained.

Lighting: Conceal transformer and lamp behind opaque letter; lit with approved fixture; or non-laminated sign.

Mounting: Individual letters on canopy structure. All clips, wiring, tubes, and such must be concealed by each letter. Signs to be on edge, below, or sit on top of canopy

Material: Metal sides with plastic or glass faces.

Type 5: BLADE SIGNS

A simple sign or logo of carved, etched, painted letters on a panel which is mounted perpendicular to the building wall surface.

Lighting: Non-illuminated sign.

Mounting: Materials durable to the elements and complimentary to the blade sign itself. The supporting bracket to the blade sign is typically as interesting as the sign itself. Material: Appropriate to the sign and building upon which it is mounted.

Type 6: WINDOW SIGNS: PAINTED OR ETCHED ON GLASS

A logo or individual letters painted, posted, displayed, or etched on an interior translucent or transparent surface.

Lighting: Non-illuminated sign.

Mounting: Direct upon inside of glass surface. (Note: signs mounted inside the building within 4’ of the inside face of the glass will be considered as window signs.)

Material: Painted, etched, vinyl, and the like acceptable as long as the sign is neat in appearance and appropriate to the building and surrounding neighbors

Type 7: AWNING SIGNS

A sign painted, printed, or silkscreened on a fabric awning.

Lighting: Non-illuminated sign; may not be internally lit; may be lit with “gooseneck” type fixtures from above.

Mounting: Direct upon awning fabric, either on vertical or sloped face

Material: Painted or silkscreened in appropriate color to awning and building.

Development Signs

Project Entry Monument Sign

A maximum of two project entry monument signs will be permitted at each vehicular entrance to the Property. The monument signs will be located at entrances from Loudoun County Parkway and George Washington Boulevard. Project entry monument signs shall include the name and logo of the Center.

Background: 42’-0” wide x 8’-0” high wall – fieldstone veneer and bluestone cap, 350 sf maximum.

Material: Incised, bluestone panel with gold leaf lettering.

Illumination: Internally illuminated or ground mounted spotlighting with shielded, focused optic lens or such other methods that achieve a comparable result.

Light Pole Banner Signs

Banner signs provide information for current or upcoming events, and are located on project light poles. These banners may be used to provide event/festival information and seasonal decoration.

The banner is a sign intended to be hung on a frame, secured at the top and at the bottom, possessing characters, letters, illustrations, or ornamentations applied to a fabric type of ma-terial. Signs shall not include official flags and emblems or political, professional, religious, educational, or corporate organizations. The bottom of the banner should be 8’-0” mini-mum above the pedestrian way.

Details

Location: on project light poles or developer controlled facilities – for example see Sign Location Plan (page 8).

Background: none.

Size: 2’ x 4’ maximum; 8sf per side per banner, 16 sf total. Signs may be double-sided.

Colors: may vary per banner message.

Illumination: none.

Sign shall meet the requirements of Section 523.1.4 of the 1972 Zoning Ordinance and shall not be visible from a highway.

Marketing Signs

Marketing signs are intended to be temporary to identify businesses present on Property during construction activities, business opportunities, leasing activities, and other like commercial activities. These signs shall be a maximum of 4’-0” wide x 7’-0” high, pole mounted, and may be double-sided.

This type of signage will be installed as needed by the developer upon project completion.

Details

1 Sign per building.

Location: as appropriate to satisfactorily market the building.

Background: similar to project logo.

Size: 4’-0” wide x 7’-0” high, maximum sign area 4’-0” x 6’-0”, 24 sf per side; 48 sf total per sign.

Colors: per development standard color palette and fonts.

Materials: Painted wood with painted or vinyl, die cut lettering.

Office Building Signs

Office Building Address Signs

This signage is intended to display the building address as required by the County Fire Marshal and shall be permitted at each building entrance. The building address number will be located no less than 8’-0” directly above the entry doors, mounted to the glass using 6” vinyl, die cut white numbers. Where this sign is located at the primary building entrance,

the sign may include the full building number and street name.

Address signs may also include a solid engraved plaque adjacent to the building entrance. Such signs shall be mounted on the precast panels ad-jacent to the front entry door locations. Total square footage for the building address sign will not exceed 8sf, per building.

Location: per Fire Marshal or directly over Main entry doors.

Background: glass.

Text: e.g. 20135 and 20130 Lakev-iew Center Plaza

Size: 6” high letters or as required by Fire Marshal, 8sf total per build-ing.

Background: building precast.

Office Tenant Signs

Office tenant signs shall identify the office building tenants and provide visibility from Route 7, Loudoun County Parkway and George Washington Parkway. Proprietary fonts and colors may be used. Signs should be individually mounted and internally illuminated. The signs will be mounted at the building roof line towards the end of the particular facade – see example elevations below.

Retail Tenant Signs

These signs are intended to identify the tenants of inline retail and restaurant buildings. Signs may include proprietary fonts and colors. Sign options are available in a number of different types and locations. Depending upon location in the building, retail tenants have the option to select from the list of sign types below provided the maximum total square footage meets the following:

End cap retail and restaurant locations will be allowed three building mounted signs plus one optional retail sign type, plus a building address sign.

The combined sf of these signs shall not exceed 90 sf, or 150 sf if awnings are used as the optional retail sign type.

In-line retail and restaurant locations will be allowed two building mounted signs plus one op-tional retail sign type, plus a building address sign.

The total sf of these signs shall not ex-ceed 60 sf, or 150 sf if awnings are used as the optional retail sign type.

Building Mounted Retail Tenant SignsDetails

Location: on buildings above entries to below cornice line; long elevation - number equal to number of retail ten-ants; short or side elevation – 1 per side elevation.

Background: building wall material.

Size: Maximum size per sign 30sf

Optional Type Retail Tenant Signs

In addition to building mounted signs, retail tenants may use one of the following sign types at any one time. The sizes of any optional type retail sign shall be included in the maxi-mum sf of retail tenant signage.

Awning Signs

Location: Minimum height above grade is 8’-0”.

Color: proprietary color.

Area: Awning area is defined as the area of awning as seen in elevation - see example diagram.

Text and graphics: proprietary logo and lettering, maximum 20% of awning area may contain sign lettering or graphics; square footage will apply toward maxi-mum allowed sign area

Illumination: Awnings may be lit with building mounted “gooseneck” type fixtures; may not be internally illuminated

Canopy Signs

Location: attached to a projecting building canopy, either mounted on side or standing above, minimum height above grade is 8’-0”

Color: proprietary color

Size: Maximum size per sign 30 sf

Text and graphics: propri-etary logo and lettering

Illumination: Canopy signage may be lit with building/canopy mounted type fixtures; may be inter-nally illuminated

Bank Signs

Signage for banks will include a number of different sign types in order to identify the brand of institution and to direct customers around and through their site. These sign types will include building mounted signs, temporary building mounted banners, pad site monu-ment sign, pad site directional signs, and miscellaneous information signs such as drive-through clearance signs, drive-up informational signs, business hours, door information signs, and building address numbers. While the number of signs may vary among differ-ent institutions the maximum allowable sign area will be calculated as 1sf per linear foot of building facade, max. 300 sf per institutions (as provided below). Banners will be included in the total sign area. The size of signs associated with ATM machines will not be included in the total.

Prohibited Signs

Discontinued Business Signs - Any sign which advertises or publicizes any activity, business, product or service no longer produced or conducted on the premises upon which the sign is located.

Permanent or Temporary High Intensity Signs - Signs which contain or consist of flags, pennants, ribbons, streamers, spinners, strings of light bulbs, flashing lights, or other similar moving devices, with the exception of special event signs or decorations approved by the developer and University Center Design Review Committee. These devices, when not part of any sign are similarly prohibited.

Snipe Signs - Snipe signs or signs attached to trees, telephone poles, public benches, street lights or placed on any public property or right-of-way.

Signs Resembling Official Signs and Signals – Signs imitating or resembling official traffic or government signs or signals.

Signs on Vehicles - Signs placed on vehicles or trailers which are parked or located for the primary purpose of displaying such sign. This does not apply to allowed temporary signs or to signs or lettering on buses, taxis or vehicles operating during the normal course of business.

Illegal Activities - Signs advertising activities which are illegal under federal, state or county laws or regulations.

Pylon Signs - Tall (greater than 8’-0”), pole mounted signs advertising a particular business.

Signs prohibited by Section 523-1 of the 1972 Loudoun County Zoning Ordinance.
