    COMPLIANCE REPORT OF ENVIRONMENTAL CLEARANCE

    The residential project ISCON PLATINUM is located in one of the rapidly developing

    area of the Ahmedabad city. The project development planned in two phases. Unit

    had obtained EC for phase 1 in September 2011, which comprised of 12 towers and a club house. Unit had obtained EC for expansion in August 2015 for building of

    additional 7 towers in phase 2.

    Introduction

    Details of EC letter and project activities are given in following table. Copies of EC

    letter are attested as Annexure 1.

    Status of the proposed project is given in the table below.

    compliance has been done through the Observation, Documents Verification and

    Interview process. As the construction is still going on, the report is divided into two

    sections as per the terms and conditions of EC i.e. Construction and operational

    phase.

    Compliance status of Environment Clearance (EC)

    A.1 CONSTRUCTION PHASE A 1.1 WATER No. Condition Compliance Status 1 Water requirement during the

    construction phase shall be 730 KL/day and shall be met through the bore well. Permission from Central Ground Water Authority shall be obtained before digging up the bore wells.

    Water required during the construction phase is taken from the bore well existing at the site. The bore well was already constructed at site before starting of the project.

    2 Sewage generated during the construction phase shall be discharged into the soak pit through septic tank system.

    Initially, sewage was discharged into the soak pit through septic tank system. As AUDA drainage line has already been connected, sewage is presently discharged into the AUDA line.

    3 Water demand during construction shall be reduced by use of curing agents, super plasticizers and other best construction practices.

    Complied and complying. Best efforts had been made to reduce the water demand by using the best construction practices and curing agents.

    Overall, the site is well in compliance with A 1.1 Water compliance requirements. Rain water collection, storage and harvesting system provided throughout the site are excellent. A 1.2 AIR

    4 Peripheral barricading shall be done to prevent dust emission spreading outside the project premises.

    Complied. Peripheral barricading has been provided all around the construction site to prevent dust spreading outside the project premises. It is shown in Photo 1 of this report.

    5 Water sprinkling shall be done in vulnerable areas for controlling fugitive emission.

    Complied. Water sprinkling is regularly done to control fugitive emission.

    6 Material shall be covered during transportation to avoid the fugitive emission.

    Complied. Materials were and are covered during transportation as necessary to avoid the fugitive emission.

    8 The ambient air quality shall be monitored in and around the project area during construction phase.

    Ambient air quality is monitored in and around the project site during construction phase by NABL accredited Laboratory. All the parameters prescribed for ambient air monitoring is found within limit. AAQM results are attached as Annexure 2.

    9 The construction materials and debris shall be properly stored and handled to avoid negative impacts such as air pollution and public nuisance by blocking the roads and public passages.

    Complied. The construction material and debris have been properly handled and stored. It is shown in Photo 3 of this report.

    Overall, the site is well in compliance with A 1.2 Air compliance requirements. Excellent use of barricades and barriers within and around the periphery of the site. A 1.3 SAFETY

    10 Structural design of the project shall strictly adhere to the seismic zone norms for earthquake resistant structures.

    Complied. Structural design is prepared by certified structural designer. Project is designed to adhere to the IS codes of 1893 (part-1, June 2002).

    11 During construction, Personal Protective Equipment shall be provided to the construction workers and its usage shall be ensured and supervised.

    Complied. Personal protective equipments have been provided and usage has been ensured as shown in Photo 4.

    12 First aid box shall be made readily available in adequate quantity at all the times.

    Complied. First aid box is readily available at the construction site as well as admin building of existing project. It is given in Photo 5 of this report.

    13 Training shall be given to all workers on construction safety aspects.

    Complied. Periodic trainings are given to all the workers to ensure safety during construction activity.

    14 The project proponent shall strictly comply with the Gujarat Building and other Construction Workers Act & Rules.

    Overall, the site is in compliance with A 1.3 Safety compliance requirements. The process for safety training of construction employees need to be strengthened. The first aid box should be readily available at the project office instead of in locked room. A 1.4 NOISE

    15 The overall noise level in and around the project area shall be kept well within the prescribed standards by providing noise control measures including acoustic insulation, hoods, silencers, enclosures, vibration dampers etc. on all sources of noise generation. The ambient noise levels shall confirm to the standards prescribed under the Environment (Protection) Act and Rules.

    Acoustic insulation, enclosures, vibration dampers on all sources of noise generations such as D. G. Sets, Concrete Mixer, Batching Plant, and Lift for material transfer etc. have been provided. It is shown in Photo 6 of this report. Ambient noise level near the main gate is observed higher the standard limit due to construction work of bridge near the main gate and heavy vehicular movement near the maingate. Test reports of the same are enclosed as Annexure 3.

    16 The noise generating equipments, machinery and vehicles shall not be operated during the night hours and shall be maintained properly to avoid generation of high noise due to lack of wear and tear.

    Complied. All the equipments, machinery and vehicles are only operated during day hours and maintained properly to avoid generation of high noise due to lack of wear and tear.

    17 Use of diesel generator sets during construction phase shall be strictly with acoustic enclosure and shall confirm to EPA rules for air and noise emission standards.

    Complied. D. G. Sets are not being used during construction phase.

    Overall, the site is well in compliance with A 1.4 Noise compliance requirements.

    A 2 OTHER CONDITIONS

    Complied. Waste water is disposed off to the existing drainage line of AUDA. Safe disposal of solid waste is also ensured.

    19 The NBC norms shall be strictly adhered to.

    Complied. NBC norms are strictly adhered during construction phase.

    20 Barricade of adequate height shall be provided on the periphery of the construction site with adequate signage.

    12 ft. high barricades have been provided along the site periphery with signage. It is shown in Photo 1 of this report.

    21 All topsoil excavated during construction phase shall be used in horticulture / landscape development within the project site.

    Complied. All top soil excavated during construction has been used in landscape development within the site.

    22 The debris generated during the construction work shall be re-used in filling and resurfacing of the area and recyclable scrap shall be sold to vendors.

    Complying. The debris generated during the construction has been re-used in footing, filling and resurfacing area. Recyclable scrap is sold to the vendors.

    23 Vehicles hired for bringing construction material at site shall be in good conditions and confirm to applicable air and noise emission standards and shall be operated only during day time and non-peak hours.

    Complied. All vehicles used for the construction are confirming to the applicable air and noise emission standards and operated only during the day time. It is made sure all the vehicles have valid PUC certificate.

    24 Project proponent shall ensure use of eco-friendly building materials including fly ash bricks, fly ash paving blocks and Ready mix concrete (RMC) in the project.

    Fly ash bricks, fly ash blocks and Ready Mix Concretes are used on the project most of the times. It is shown in Photo 3 of this report.

    25 Necessary sanitary, hygiene and first aid measures shall be provided before starting the construction activities and to be maintained throughout the construction phase.

    Necessary sanitary, hygiene and first aid measures have been provided and continue the same practice for remaining work.

    26 Adequate accommodation, drinking water, sanitary facilities, first aid center, utensils and cooking fuel shall be provided for construction workers at site.

    Mostly local workers within proximity of site has been employed for the Construction activities.

    27 Adequate care shall be taken to see that the surrounding landscape at the project site is not environmentally degraded.

    To save the surrounding landscape from environmental damage, barrier & barricades are provided around the project site. Also, proper management

    of solid waste and wastewater is ensured to avoid disposal outside the project site.

    28 Fly ash shall be used in the construction wherever applicable as per provisions of Fly Ash Notification under the E. P. Act, 1986.

    Mostly autoclaved aerated concrete blocks made of fly ash are used at the site as shown in Photo 3.

    29 Used cement bags, waste paper and cardboard packing material shall be sold off to recyclers. Residual steel scrap shall be collected at site and sold to recyclers.

    Complied. Used cement bags, waste paper, cardboard packing material and steel scrap are collected at site and sold to the recyclers.

    30 Only lead free paints shall be used for project.

    Lead free paints have been used for the project and continue the same practice in future.

    Overall, the site is well in compliance with A 2 General Conditions requirements. The following are the list of the best practices observed at the construction site.

    1. Green belt development within and around the site as shown in Photo 7. 2. Excellent installation of storm and rain water collection, storage,

    harvesting to recharge the ground water as shown in Photo 8, 9. 3. Easy access to the peripheral road from the site as shown in Photo 10.

    A.3 OPERATIONAL PHASE

    A.3.1 WATER

    operation phase shall be 880 KL/day, out of which fresh water requirement shall be met from water supply system of AUDA and water requirement for gardening & flushing shall be met by reuse of treated sewage from the proposed project. Metering of water shall be done and its record shall be maintained. No ground water shall be tapped during the operation phase of project.

    Less no of units are in operation .So water requirement at present is met through bore well. STP will be installed after completion of entire project. Hence, total water requirement for gardening and flushing will be met by treated water from STP.

    2 No new bore well shall be constructed and existing bore wells shall be sealed or converted into recharge well upon completion of the construction work.

    Will be complied. At present, water requirement is met by bore well. After completion of the entire project water requirement water will be sourced from AUDA and bore well will be kept standby.

    3 Low water consuming devices shall be provided. Fixtures for showers, toilet, flushing and drinking shall be of low flow either by use of aerators / diffusers or pressure reducing devices etc.

    Complying. Low water consuming devices have been provided for the existing project in operation. Same will complied for the ongoing project.

    4 Sewage generation during the operational phase shall not exceed 635 KL/day which shall be treated in the proposed STP.

    5 The STP shall be operated regularly and efficiently so as to achieve the GPCB norms at the STP outlets.

    7 Entire quantity of treated sewage conforming to the GPCB norms shall be reused for plantation / gardening within the premises as well as for landscaping and irrigation purpose outside the premises for the same from the AUDA & surplus treated sewage for flushing.

    8 Dual plumbing system with separate tanks and lines shall be provided for utilization of treated sewage for flushing.

    Will be complied. Dual plumbing will be provided after installation of treated STP.

    9 Rain water harvesting from rooftop and paved areas and ground water recharge through 9 nos. of percolation wells shall be carried out as per the details submitted. Rain water harvesting and ground recharge shall be carried out in such a manner that ground water extraction shall be compensated by equivalent or more quantity of rain water recharged. Before recharging the runoff, pretreatment must be done to remove suspended matter.

    Complying. 9 Nos. of Rain water harvesting structures have been provided with well designed network drainage, catchment and storm water system. Photograph of rain water harvesting pit is given in Photo 9.

    A.3.2 AIR 10 A D.G set (500KVA) proposed as

    backup power shall be enclosed type and confirm to prescribe standards under EPA rules. Necessary acoustic enclosures shall be provided at diesel generator set to mitigate the impact of noise.

    Complying. D.G sets proposed as backup power are enclosed type and confirm to prescribe standard under EPA rules. Provided D.G produce low vibration, compact. D.G has glass window for view of panel, acoustic insulation of foam material to control noise. D.G. Sets are provided with acoustic enclosures as shown in Photo 6.

    11 The exhaust of D.G set shall be 3 m above roof top.

    Will be complied. DG set will be provided with 3 m exhaust height before completion of the entire project.

    12 The gaseous emissions from the D.G. sets shall conform to the standards prescribed by GPCB. At no time, the emission levels shall go beyond the stipulated standards.

    Complying. D.G sets proposed as backup power are enclosed type and confirm to prescribe standard under EPA rules. Provided D.G produce low vibration, compact. D.G has glass window for view of panel, acoustic insulation of foam material to control noise. D.G. Sets are provided with acoustic enclosures as shown in Photo 6.

    A.3.3 SOLID WASTE 13 The solid waste generated shall be

    properly collected and segregated at source. The recyclable material shall be sold to vendors whereas other garbage shall be disposed of

    properly as per the provisions made by the AUDA.

    recyclable waste is sold to vendors and non recyclable waste sent to nearest bin facility provided by AUDA. Same practice will be complied for ongoing project.

    14 Used oil shall be sold only to the registered recycler

    Will be complied. Used oil will be sold to registered recyclers.

    15 The project must strictly comply with rules and regulations with regard to handling and disposal of Hazardous waste in accordance with the Hazardous waste (Management, Handling and Transboundary) Rules 2008. Authorization from GPCB must be obtained for collection /treatment/storage/ disposal of hazardous waste.

    Will be complied. There is no hazardous waste generation other than used oil from D.G. Set. Used oil will be sold to registered recyclers and same will be complied for ongoing project.

    A 3.4 SAFETY 16 The planning, design and construction

    of all buildings shall be such as to ensure safety from fire.

    Complying. All the building are planned, designed and constructed to ensure safety from fire. Details of fire-fighting equipments and safety systems are shown in photo 11. Same practice will be complied for ongoing project.

    17 Fire control measures viz. On/off switches at each floor located near hose reel or Provision of separate underground water storage tank of 100 KL capacity for fire fighting purposes, automatic sprinkler system will be provided in basement per 12 sq.m. area, provision of fire extinguishers (DCP type & CO2 type) at each floor, wet riser, fire hydrant system, fire alarm at alternate floor of each block etc. shall be provided as proposed.

    Complying. All the building are planned, designed and constructed to ensure safety from fire. Details of fire-fighting equipments and safety systems are shown in photo 11. Same practice will be complied for ongoing project.

    18 Compulsory training to the staff for the first aid and fire fighting along with regular mock drill shall be made as an integral part of the emergency management plan of the project.

    Complying. Periodic trainings are provided to the staff for fire & safety as an integral part of emergency management.

    19 Dedicated power back up system shall be provided in the case of power failure & emergency of fire water pumps.

    Complying. A D.G. set is provided as the power back up in the case of power failure & emergency of fire water pumps as shown in Photo 6.

    20 First Aid Boxes shall be made readily available in adequate quantity at all the times.

    Complying. First aid box is readily available at all the times. Refer Photo 5.

    21 Main entry and exit shall be separate and clearly marked in the facility.

    Complying. Main entry and exit are separate and clearly marked as shown in Photo 12.

    22 Necessary emergency lighting system along with emergency power back up system shall be provided. Further, necessary auto glow signage at all appropriate places shall be provided to guide the people towards exits and assembly points during emergency.

    23 All the staircases and lifts shall open out at ground level from the highest point of building [with access from each floor] for emergency evacuation. Two staircases shall be provided in each building having floor area more than 500 m2 on each floor.

    Will be Complied. All staircase and lifts open out at ground level from highest point of building. Emergency stairs will be provided as per requirement of AMC considering local bylaws/GDCR. Refer Photo 13.

    24 Provision for adequate air changes per hour in the basement shall be made so as to avoid build up of CO in the area.

    Complying. Adequate air exchange per hour is maintained by natural ventilation to avoid built up of CO in the area. Cut-outs have been provided on ground floor in each building for natural ventilation as shown in Photo 14.

    25 Car park exhaust system equipped with CO (Carbon Monoxide) sensor shall be provided to ensure operation of exhaust fans as CO concentration levels.

    Will be complied. Car park exhaust system equipped with CO sensor will be installed before completion of entire project.

    26 Sufficient peripheral open passage shall be kept in the margin area for free movement of fire tender/ emergency vehicle around the premises

    Complying. Sufficient peripheral open passage has been provided for free movement of fire tender / emergency vehicle around the premises and same will be complied for the ongoing project.

    A.3.5 NOISE 27 The acoustic enclosures shall be

    installed at all noise generating equipments such as DG set etc to mitigate the impact of noise.

    28 The overall noise level in and around the project area shall be kept well within the prescribed standards by providing noise control measures including acoustic insulation, hoods, silencers, enclosures vibration dampers etc. on all sources of noise generation.     Complying. Acoustic enclosures and vibration dampers are provided to D.G. sets. The ambient noise levels are well within the norms prescribed under the EPA Rules. Results of noise level within project site are given in Annexure 3.

    A.3.6 PARKING / TRAFFIC CONGESTION 29 Minimum parking area of 46,141.12 m2

    [28,367.76 m2 in basement + 15778.02 in hollow plinth +1,102.14 m2 as open surface parking for club house] shall be provided as proposed.

    Complying. Parking area of 20,669.27 [9,851.77 m2 in basement + 8,292.25 m2 in hollow plint + 1,832.05 m2 in open surface parking + 693.20 for club house] is provided for existing project.

    There will be provision of 25471.85 m2 [18,515.99 m2 in basement + 7,485.77 m2 in hollow plint + 729.91 m2 in open surface parking + 893.2 for club house] parking area for ongoing project.

    30 The area earmarked for the parking shall be used for parking only. No other activity shall be permitted in this area.

    31 Traffic congestion near the entry and exit points from the roads adjoining the proposed project site shall be avoided.

    A.3.7 ENERGY CONSERVATION 33 Various energy conservation measures

    35 The transformers and motors shall have minimum efficiency of 85 %.

    36 Only variable frequency motor drives shall be used in the project.

    37 Use of glass shall be minimal to reduce the heat island effect as well as to reduce the electricity consumption.

    Complying. Standard quality of glass has been used to reduce the heat island effect as well as to reduce the electricity consumption. Same will be implemented for ongoing project.

    A.3.8 GREEN BELT 38 Minimum 6,534.65 sq.m area

    including 2,731.80 sq.m. tree covered area with 674 nos. of trees shall be developed as the green belt within the premises.

    Complying. Greenbelt has been developed in the area of 6,197.9 sq.m for the existing project including 2,552.8 sq. m. tree covered area as shown in Photo 22. Greenbelt will be provided in 336.75 sq. m. area for the ongoing project.

    39 The area earmarked as green area shall be used only for greenbelt and shall not be altered for any other purpose.

    Complying.

    40 Drip irrigation / low-volume, low-angle sprinkler system shall be used for the lawns and other green area including tree plantation.

    Complying. Low volume / low angle water sprinklers have been provided as shown in Photo 16 for lawns and other green area including tree plantation. Same will be complied for ongoing project.

    41 All the statutory clearances such as the approvals for storage of diesel from Chief Controller of Explosives, Fire Department, Directorate of Civil Aviation, Central Ground Water Authority etc if applicable, shall be obtained by the project proponent from the competent authorities before commencing any project activity.

    42 The project proponent shall strictly comply with Gujarat Building and other construction Worker Act & Rules as well as Gujarat Lifts & Escalator Rules.

    43 The project proponent shall ensure maximum employment to local people.

    circulated in the region, one of which shall be in Gujarati language and other in English. A copy each shall be forwarded to the concerned regional officer of the ministry.

    49 It shall be mandatory for the project management to submit half-yearly compliance report in respect of the stipulated prior environmental clearance terms and conditions in hard and soft copies to the regulatory authority concerned on 1st June and 1st December of each year.

    50 The project authority shall also adhere to the stipulation made by Gujarat Pollution Control Board.

    51 The project authorities shall inform the GPCB, Regional Office of MoEF and SEIAA about the date of financial closure and final approval of the project by the concerned authorities and the date of start of the project.

    52 The SEIAA may revoke or suspend the clearance, if implementation of any of the above condition is not found satisfactory.

    53 The company in a time bond manner shall implement these conditions. The SEIAA reserves the right to stipulate addition condition, if the same is found necessary. The above condition will be enforced inter-alia under the provision of water (Prevention &Control of pollution Act,1974, Air (prevention &control of pollution act,1981 , the Environment (protection)Act 1986 and Hazardous waste (management, Handling and Transboundary movement) Rules,2008 along with their amendments and rules.
