Repatriation General Hospital and Surrounding Areas Development Plan Amendment Proposed planning changes for public consultation

The Minister for Planning is proposing to amend the Mitcham (City) Development Plan to enable a wider range of land uses including health and aged care, rehabilitation service, facilities for education and training and residential accommodation for different community groups.

The new policy recognises the importance of heritage and the community value of the site and seeks quality design outcomes recognising the adjacent residential areas.

Renewal of the Repat site The State Government entered into a Contract for Sale over the majority of the Repat site with South Australian, non-for-profit organisation, ACH Group in June 2017. ACH Group proposes to invest around $200 million to renew and redevelop the site into a unique, integrated health, wellbeing, education, research, ageing and Veterans precinct.

Importantly, a Land Management Agreement is contained within the Contract for Sale describing what the land may be used for in perpetuity - healthcare, ageing, learning, education and community related purposes.

This Agreement also ensures the Repat Chapel, SPF Hall and Remembrance Garden will be enhanced and upgraded so that they are appropriate for use by the public, and their presence and future use on the site will be protected.

ACH Group’s vision for renewal of the Repat includes an exciting mixed-use site for the whole community (included but not limited to):

• health and aged care services, including transition care and day hospital services • both inpatient and outpatient services • education and training facilities • accommodation with an emphasis towards supporting the needs of aged persons, retirement living,

Veterans, disability and students • a research and innovation hub • open, green spaces, gardens and cafes that will be available for the whole community to use • continued community use of the hydrotherapy pool • veterans’ services; and • allied health services including medical imaging, pathology, podiatry, and pharmacy.

The ACH Group is committed to retaining the heritage buildings and preserving the spirit of the site which we know many in the community have a very strong connection to.

A small part of the Repat site incorporating the ViTA Building and Orthotics, Prosthetics SA and associated car parking is being retained by SA Health; and it is the intent that Repat Radiology (also part of SA Health) will continue on the site for at least three years, under a lease agreement with the ACH Group.

The renewed Repat site will continue to serve South Australian community and Veterans for years to come.

Why a need for land use change Making the most of the Repat land requires changes so that people, education providers, non-government organisations and businesses can invest in the site for healthcare, learning, education, ageing and community related purposes, with confidence. At the moment that is not the case because the rules that control how the land can be used are old and restrictive to institutional uses - even some existing uses (like houses along Francis Street and fronting Goodwood Road or the petrol station) would not be supported if proposed as new today.

Changing the rules involves a proposal detailing how those rules will change and making them available to the public for comment.

What is a development plan amendment? Development plans prescribe how land across South Australia can be developed to support the social, economic and environmental needs of the community.

A development plan amendment (DPA) proposes changes to a development plan.

This DPA has been prepared by the Minister for Planning and is known as Ministerial DPA.

What changes are being proposed? The DPA proposes to update the Mitcham (City) Development Plan to guide the future redevelopment of the Repat site as a mixed use health, accommodation and education precinct in accordance with the Government’s expectations for the land and ACH Group’s vision for the site outlined in its draft Masterplan.

This includes:

• rezoning the site from Institutional to a more contemporary Mixed Use Zone to support a range of health, medical, educational, research, aged care, community, open space and recreational activities with opportunities for ancillary offices and small-scale shops, as well as accommodation focussed on ageing in place, disability, supported care, retirement living, Veterans emergency accommodation and student living

• introducing policies and a clear statement of Desired Character to clarify the range and mix of land uses envisaged for the site and requirements for building height limits, building envelopes and setbacks, car parking, stormwater management and the conservation and adaptive re-use of important heritage buildings and places within the site including the Chapel, School Patriotic Fund (SPF) Hall and Peace Garden

• introducing a concept plan to spatially identify land use arrangements, important heritage buildings to be conserved, access and movement arrangements (including for cars, pedestrians and cyclists), open space and recreation areas, and buffers and interfaces with adjacent residential areas.

Drop-in Sessions There will be two DPA public drop-in sessions where departmental offices will be able to explain what the DPA is about and how you can have your say:

Session 1: Thursday 21 September (4:00pm to 6:30pm), Blackwood Memorial Hall, 21 Coromandel Parade, Blackwood

Session 2: Wednesday 27 September (4:00pm to 6:30pm), Cumberland Park Community Centre, 390 Goodwood Road, Cumberland Park

Have your say Consultation on Ministerial DPAs is managed by the State Planning Commission (the Commission), which provides advice to the Minister for Planning on planning and development issues.

As part of the consultation process, you may:

• comment on the DPA by making a written submission to the Commission

• attend the public meeting if you wish to be heard by members of the Commission or raise any matter not previously raised in your written submission.

Making written submissions You can make a written submission on the DPA any time before the closing date, 5 pm on Monday, 23 October 2017:

The meeting will provide an opportunity for anyone to be heard by the State Planning Commission or to raise any matter not previously discussed in their written submission.

Timeline

Submission Period Submissions are invited on the DPA between 29 August 2017 and 23 October 2017. Submissions are made publically available on 24 October 2017.

A Public Meeting will be held on Tuesday, 31 October 2017 at 7pm

Consideration of Submissions The Commission provides its advice to the Minister for Planning.

Decision is made by notice in Government Gazette.

The DPA is referred to the Environment Resources & Development Committee of Parliament. The Committee may request the Minister to consider changes to a DPA as a result of its review. Notice of any subsequent change is made in the Gazette and the development plan is amended accordingly.
