Dear Prospective Educator,
Thank you for your enquiry on becoming a Family Day Care Educator with Communicare. Please find enclosed information relating to registration and service membership application process for Communicare Family Day Care Service and the benefits of belonging to a Service. One of the requirements of the education and care service is to engage and register family day care educators and family day care educator assistants. A Family Day Care Educator must be a member of an approved Family Day Care Service before they can operate. Family Day Care Services are Co-ordination Units for Family Day Care and are staffed with qualified Early Childhood Education and Care people to provide advice and assistance to support Educators to provide quality care. As a member of our service, Educators are viewed as Australian Government approved Child Care Services and can offer full Child Care Benefit and Child Care Rebate entitlements to families. A family day care educator who is providing care and is not a member of an approved family day care service is providing unlicensed care, and may be prosecuted. If an educator leaves a service, they must cease providing care until they again become a member of an approved Family Day Care Service. WHAT IS A FAMILY DAY CARE SERVICE
Communicare Family Day Care Service is an approved Family Day Care Service by the Australian
Children’s Education and Care Regulatory Authority (ACECQA).
Family Day Care is an alternative child care option that is provided in an approved residence
and/or venue operated by a registered Educator. An Educator registered with Communicare
Family Day Care Service; is accountable for compliance under the Educational and Care Service
National Law (WA) Act 2012 and Educational and Care Service National Regulations 2012.
A Family Day Care Educator must be a member of an approved Family Day Care Service before
he / she can operate Family Day Care. Service members are viewed as Australian Government
approved Child Care Services and can offer full Child Care Benefit (CCB) as well as the 50% Child
Care Rebate (CCR) to eligible families.
Family Day Care Educators are not employees of the Service. Educators are self-employed
contractors and therefore are required to operate and run their own business model. Care is
provided in small groups in the Family Day Care Educator’s home. This allows Family Day Care
Educators to provide highly personalised care and stimulating activities. This gives children the
opportunity to form strong relationships with their Family Day Care Educator and fosters social,
emotional, cognitive and physical development within a responsive environment.
A family day care educator must not educate and care for more than 7 children at any one time.
With the understanding -
(1) A family day care educator must not educate and care for more than 7 children at a family
day care residence or approved family day care venue at any one time.
(2) In determining the number of children who can be educated and cared for by a family day
care educator for the purposes of Point (1)—
(a) no more than 4 can be preschool age (kindergarten) or under; and
(b) if the children are being educated and cared for at a residence, the educator's own
children and any other children at the residence are to be taken into account if—
(i) those children are under 13 years of age; and
(ii) there is no other adult present and caring for the children.

(3) No more than 7 children can be educated and cared for as part of a family day care service
at a family day care residence or an approved family day care venue at any one time.
(4) Point 3 does not apply to children visiting a family day care residence or an approved family
day care venue as part of an excursion.

THE ROLE OF THE SERVICE
The role of Communicare Family Day Care Service is to engage, register and support Educators.
The Service’s primary responsibility is to support Educators in providing quality child care. The
Service also assists with referrals from parents to Educators for placement and administers
Child Care Benefit on behalf of the Commonwealth government and families.
Communicare Family Day Care Service endeavours to offer quality, affordable child care to all
families. Communicare Family Day Care Service reserves the right to select Educators for
Service memberships who are able to best meet the needs of Communicare clients.
Communicare Family Day Care Service also ensures that educators are registered, insured and
working according to Commonwealth Government guidelines, Education and Care Services
National Regulations 2012 and the National Quality Standards.
Communicare Family Day Care also endeavours to monitors the care provided through regular
unannounced visits. The Service also provides playgroups and special activities for children in
care during school term and events.

WHAT THE SERVICE OFFERS TO EDUCATORS
c) Regular support visits at Educator’s home
d) 24/7 Telephone contact for emergencies (all hours)
e) Enrolment, attendance and other required forms
f) Discussion and advice on child developmental concerns
g) Advice on administration matters. A recommended fee schedule is available on
request.
h) Referral of families for child placements
i) In-service and professional development training opportunities
j) Administers Child Care Benefit on behalf of families and the Commonwealth
government
k) Service members can access membership from Family Day Care Australia and Public

l) Counselling support services through the Employees Assistance Program (EAP)
STEPS INVOLVED IN BECOMING A FAMILY DAY EDUCATOR
The Prospective Educator is required to obtain an application package from any of the Service
Staff.
Application package includes –
1) Introductory letter from the Service
2) Becoming a Family Day Care Educator booklet includes overview of FDC, application
process and criteria for service registration including cost of Registration Fee /
Application Fee / Resource levy (ongoing cost)

This package is comprehensive and requires the Prospective Educator to have the necessary
requirements for application of Family Day Care registration and Service membership; to have
hygienic and a safe environment for the provision of Family Day Care; as well as policies and
procedures specific to individual services. All Educators must meet the requirements in order
to become registered.
FIRST APPOINTMENT - INTERVIEW AT PROSPECTIVE EDUCATOR’S VENUE
Prospective Educator may then contact the Service to register their interest for family day care
registration and/or service membership. An interview will be set up with Service staff to
ascertain the suitability of the Prospective Educator and environment in relation to National
Law, Regulations and Service standards.
The Prospective Educator must have -
1) Minimum qualification of a Certificate III in Children Services
2) Completed Service Registration and Membership Application form
3) Attached a Curriculum Vitae stating relevant qualifications and experience in child
care (if applicable).
A Service staff member will meet Prospective Educator to ascertain the current level of child
care knowledge, communication skills and commitment to Family Day Care.
Areas to be covered in Interview One need to include the following:
i. possible income;
ii. Business, financial and taxation responsibilities;

At the end of the interview, Prospective Educator to be given a copy of -
1) Fit and Proper criteria checklist
2) Residence / Approved Venue Assessment Form
3) Basic equipment list
4) Any other information applicable to the Prospective Educator
The Prospective Educator needs to contact the Service for another appointment when the
Prospective Educator has the documents required to meet the ‘fit and proper’ criteria.
Note: Scheduling of appointments is essential. Availability of appointment times is subjected
to the workload of the Family Day Care Service Staff.
SECOND APPOINTMENT – Interview / Assessment for “Fitness and Propriety”
Interview Two is designed to:
• assess the knowledge, skills and practices of the Prospective Educator in regard to
providing family day care;
• determine the current practices in caring for children;
• determine how the Prospective Educator sees the role of family day care educator and
her/his responsibilities in being a member of the service.
Establish ‘fit and proper’ criteria
The Prospective Educator must have completed the following - 1) Fit and Proper Assessment Form – completed 2) Registration and Membership questionnaire (to be completed at Service Office
Reception) 3) Payment of application fee of $50
Areas to be covered in Interview Two need to include the following:
i. Prospective Educators will be given the Registration and/or Membership
Questionnaire to complete in your own handwriting. Some prospective Educators at
this stage may be directed towards further training prior to continuing with their
application for Service registration and/or membership.
ii. Elaborate on information provided at initial contact - their understanding of education
and care of young children in a learning environment;

iii. Establishment costs including but not limited to the following:
National Police Clearance (Certificate has to be less than 6 months old to the date of
first appointment);
Valid Working With Children Check (WWCC);
Assessment of overseas qualification costs (if applicable);
First Aid and other training costs including Asthma and Anaphylaxis;
Certificate III in Children’s Services or higher qualifications;
Local Government fees including home occupancy and food act certificate;
Medical Clearance;
Vehicle registration (if required);
Small business set up costs;
Public Liability Insurance including Child Accident Insurance;
Out of Home Care Insurance (if applicable);
Child Car Restraints (if applicable);
Toys, equipment, resources and publications (Refer to supporting documentation);
Modifications to premises to meet Service requirements.
iv. regulation requirements including home and safety requirements, home safety audit
checklist ; registration self-assessment / audit by family day care service staff (Refer to
Residence/approved venue assessment form);
v. Professional development and orientation requirements;
vi. Expectations on own family – impact, responsibilities, ensuring a protective
environment for the children is maintained;
vii. requirements for operating a family day care service - written records, observations;
viii. requirement to complete an online recognised and accredited food safe course; and
ix. play session visits or experienced educator/mentor information, along with
expectations and requirements of Prospective Educator during these visits.

Determination of ‘fit and proper’ of Prospective Educator by the service
Family day care service will complete the following form to meet the requirements of ‘Fit and
proper’ assessment of family day care educator.
Provide evidence of the following. The Prospective Educator:
1. must be a Citizen or is a permanent resident of Australia;
2. must be over 18 years of age;
3. needs to provide copy of any Children’s Services qualifications;
4. possess or will obtain a National Police Clearance, that is not older than 6 months at
time of Interview 1;
5. will obtain a statement or make a statutory declaration regarding any overseas criminal
history if the Prospective Educator has lived and worked overseas within the last 3
years or does not have a National Police Clearance;
6. will obtain a Working with Children Check (WWCC);
7. will provide a medical clearance that indicate acceptable mental and physical health in
the work of the family day educator in providing education and care to a child/ren;
8. possess a current ACECQA recognised First Aid and CPR Certificate;
9. possess a current ACECQA recognised Asthma and Anaphylaxis Emergency
Management training;
10. possess a current Driver’s Licence (if applicable);
11. will provide a declaration of financial capacity to demonstrate they have the resources
to operate their business;
12. will provide two Referees – who agree to be contacted as referees;
13. Council approval letter;
14. Food Act Certificate;
15. will provide a statutory declaration to declare that the Prospective Educator has no
formal disciplinary proceedings against them (if applicable);
[Note: this information identifies any formal disciplinary proceeding against the Prospective
Educator under an education and care and/or children’s services law of a participating
jurisdiction and the outcome, if known by the individual].

16. will undertake a recognized and accredited online food safe course through the
township/shire/council.
A person is not eligible to provide a reference for a Prospective Educator if the person is:
a) an employee of the Prospective Educator including family day care assistants
b) related by marriage, including defacto/spouse
or
c) the Prospective Educator himself / herself
[Note: The referee must be informed that Communicare may contact them for information on
the educator]
The family day service will review the information from the ‘fit and proper’ assessment to
determine whether the application from the Prospective Educator meets the family day care
requirements and will proceed.
a) If the Prospective Educator meets the family day care service’s requirements then the
Prospective Educator will be directed to attend a family day care educator’s service
and/or play session where an observation and assessment form will be completed by
the family day care service;
b) If the Prospective Educator does not meet the family day care service requirements, a
letter will be sent to the Prospective Educator informing them that they do not
currently meet the family day care service requirements; and
c) If the Prospective Educator’s household members, that will be present when the
children are being educated and cared for, meet the fit and proper requirements.
THIRD APPOINTMENT - RESIDENCE / VENUE ASSESSMENT VISIT
A Service Staff will meet with the Prospective Educator at the residence / venue to assess the
suitability of the residence / venue for Family Day Care.
The Prospective Educator must have completed the following documents
1) Residence / Approved Venue Assessment Self-Assessment Checklist - completed by
prospective Educator

Third appointment
Visit includes –
1) Observation Schedule – home based interview
2) Risk assessment of the residence / approved venue
If the residence / approved venue assessment visit is satisfactory, proceed to final interview if
the prospective educator is not currently working in an education and care service.
If the Prospective Educator does not meet the family day care service requirements, a letter will
be sent to the Prospective Educator informing them that they do not currently meet the family
day care service requirements.
FINAL APPOINTMENT
The Prospective Educator will meet a current educator at an education and care service, to
assess the readiness of the Prospective Educator working with children. This interview may be
omitted if the Prospective Educator is still employed at an education and care service at the
time of application.
The Prospective Educator must have completed the following -
Risk assessment of the residence / approved venue
Assessment includes –
Observation Schedule – education and care service
If this observation is unsatisfactory, proceed to Observation.
Some prospective Educators at this stage may be directed towards further training prior to
continuing with their application for Service registration and/or membership.
OBSERVATION (if necessary)
A Service Staff will meet with the Prospective Educator at the Service Office or Residence /
Approved Venue to conclude the registration process.

The Prospective Educator must have completed the following -
1) Interviews I & II
2) Observation Schedule I and II.
If all of the above items are satisfactory, the applicant will receive the Family Day Care
Registration.
If the Prospective Educator does not meet the family day care service requirements, a letter will
be sent to the Prospective Educator informing them that they do not currently meet the family
day care service requirements.
ACCEPTANCE FOR REGISTRATION AS AN EDUCATOR WITH THE SERVICE
Service accepts Prospective Educator for registration conditional on requirements for 1) set up
being met, 2) orientation undertaken, 3) skills and knowledge competency assessment being
undertaken and 4) criminal history declaration being submitted.

‘Fit and proper’ assessment
The service staff meets to discuss the outcome of the Prospective Educator’s application for
registration as a family day care educator with the service.
All information collected will be assessed by two (2) Communicare Management Staff.
Confirmation of service registration will be confirmed in writing
Offer to become a registered family educator with the service is sent to the educator on service
letterhead stating any special conditions that are pertinent to that particular educator.
Certification of Registration is sent to Educator.

SERVICE MEMBERSHIP APPLICATION
Upon meeting of registration criteria as an educator, the family day care service offers service
membership to the family day care educator on the condition that the Educator completes the
professional development in-service with the Service Staff.
The Prospective Educator must have completed the following –
1) Completion of registration
Hours of business operations
1. Educators must be willing to provide a family day care service for a minimum of twenty
four (24) hours per week.
2. Educators residing at the Communicare Family Day Care Village must provide care for
a minimum of forty (40) hours per week with a minimum of four (4) days per week
between Monday to Friday.
3. Educators who failed to enrol children within four (4) months from the commencement
of their service agreement will have their service membership probation extended for
another three (3) months from the review date unless otherwise specified.
Statement of Fees Although each family day care educator is self-employed the service must be informed of the
complete ‘Statement of Fees’ being charged by the educator. The FDC Service operates on the
understanding that:
1. The FDC Service authorises the FDC Educator to act as an agent and collect the parent
portion of the fees on behalf of the FDC Service. Collecting this portion of the fee, as
well as any debt incurred by the non-collection of fees, will be the FDC Educator’s
responsibility.
2. The Educator will retain the parent portion of the fees and the balance of the FDC
Educator’s agreed fee charged to the FDC Service will be paid to the FDC Educator as
and when the parents’ subsidy payments are received.
Hours:
The family day care educator is self-employed so the hours are self-determined and negotiated
with the service to ensure that service membership needs and that of families is met.

Induction and Orientation
Induction and orientation topics may include, not limited to –
(i) Regulatory obligations and governance
(ii) Child development, programming and communication and relationship with families
(iii) Health and nutrition
(iv) Business Management and Administration support
(v) Behaviour management and Interactions with children
(vi) Safety and risk assessment
The Educator is expected to complete a skills and knowledge questionnaire before receiving
the Service membership. The Educator must meet the requirement of the questionnaire.
Failure to do so may impact on the commencement of the FDC business.
Upon successful completion of the skills and knowledge questionnaire, The Service provides
educator with Service Agreement. Service membership is initially for a six (6) month period.
During and upon completion of the six (6) month period, the family day care service reviews
the performance of the educator against the NQS (Meets National Quality Standard) and the
service membership criteria and offers support to the family day care educator to assist to meet
these criteria.
Upon completion of the 6 month period, if all criteria have been met, the family day care service
will offer the family day care educator a service membership for one (1) year.
SERVICE MEMBERSHIP RENEW
Service membership is reviewed on an annual cycle. During the cycle the family day care
educator is continually assessed and supported against all criteria for initial membership,
undertaken during visits and other support services provided by the family day care service.
The educator is expected to complete an assessment of the residence / approved venue before
the each membership review.
Note: if the family day care educator demonstrates a continuous breach/s of the policies,
and/or criteria for registration, and/or criteria for service membership, and/or the national

quality standards, then the service may cancel membership at any time and notify the
Regulatory Authority.
Cancellation of Service Membership
The aim of the Cancellation of Service Membership process is to:
revoke the Service membership of any educator on evidence of a serious breach of service
criteria for membership.
The cancellation of service membership process includes an:
grievance process
cancellation procedure
depending upon the seriousness of the breach of service criteria for membership
Continuous breach of service policies and procedures and serious incident may result in the
cancellation of the service membership. Services need to develop their own policies to clarify
what breeches would constitute cancellation of service membership.
Note: The Approved Provider must notify the Regulatory Authority within 24 hours of the
incident, or up to 7 days in some cases of any serious incident, meaning an incident or class of
incidents prescribed by the National Regulations as a serious incident. The form to be completed
for regulatory authority is a S101 ‘Notification of Serious Incident’ form.

Grievance Process – evoke the grievance policy
This process is implemented when the educator and the service still cannot reach an
agreement, after the service grievance procedure has been implemented and documented.
The grievance procedure is divided into two steps. The first step is a series of warnings to the
educator to inform her/him of the issue. The second step is taken when the issue remains
unresolved after step 1. The process provides both parties with a procedure for dealing with
unresolved grievances.
Step 1:
This step requires the service to provide three warnings to the educator. The three warnings
consist of:
(i) verbal discussion - if the grievance is not resolved through this discussion, then
(ii) a report in writing is given to the educator - if the issue is not resolved, then
(ii) a second report to the educator - if the issues are not resolved then the second step in
the Grievance Process is implemented.
Step 2:
This step moves the process beyond the service staff and into the responsibility of the approved
provider.
DUTIES AND RESPONSIBILITIES OF EDUCATORS
All family day care educators must be engaged by or registered with a family day care service
to provide education and are for children in a residence or at an approved venue [Education and
Care Services National Law (WA) Bill 2011, Part 1 s.5]. To apply for service membership, the
Prospective Educator needs to have met the registration requirements of the Education and
Care Services National Law, 2010.

Experience The educator needs to have had practical hands on experience and/or relevant training leading
to min of Cert 3 in the education and care of children. Communication (including Functional
English1) and comprehension skills along with some sound organizational skills is also required.
Duties -
To provide the child with the opportunity to grow and develop through a range of
experiences;
To provide a safe, hygienic, and physical environment;
To record and maintain accurate records and forward all necessary forms to the service
according to service policies and requirements;
To provide nutritious meals and snacks, if meals and snacks are provided;
To provide an opportunity for adequate rest time which meets children’s needs;
To maintain constant supervision of children in education and care;
To maintain property and equipment in a safe and hygienic condition;
To develop a plan that for the needs of your family and children in education and care;
and
To report to parents daily regarding their child and keep parents informed on general
matters.
Responsibilities
To maintain confidentiality of all information received in your role as a family day care
educator, whilst recognizing the best interests of the child.
To National Quality Framework
To meet the National Quality Framework standards and elements through practice,
policy and procedures.
1 Functional English is defined as English that is good enough to successfully handle a variety of everyday situations. In other words, the person can function in an English environment in all aspects of language: speaking, listening, writing, and reading.

To the Child:
To provide a safe, stimulating, home environment that meets individual needs;
To be warm and responsive to each child; and
Undertake and document the child’s developmental progress through assessment
against the National Quality Standards and the learning frameworks.
To the Parent/s:
To respect the parent/s rights as the primary carer;
To develop a working relationship with the parent/s so as to understand their needs
and the needs of the child; and
To refer parents with concerns and/or suggestions to the family day care service staff.
To the family day care service:
To implement service policies and procedures;
To keep service staff informed of any changes or concerns in your family day care
residence and or approved venue;
To inform and disclose to the service any issues that may impact on the safety and well-

Frances Jarman Resource and Referral Officer / Educational Leader
Fran began her career in child care in 1994. She further her career and completed her Diploma in Children’s Services in 1998. She was as an educator running the baby room [6weeks to 18 months]. In the year 2000 I began working with Communicare Family Day care as a resource and referral officer. After completing a Certificate in Mothercraft Nursing and Diploma in Child Care Monique has spent many decades working in various roles in the Children’s Services industry. Monique was a coordinator of Ngala Occasional Care Centre following many years of experience of being responsible across all age groups from 0-5 years. Monique spent a number of years at TAFE lecturing and supervising students on field placement. Monique’s work stint at Playsafe gave her the opportunity to undertake safety audits and the design of child care centre and school playgrounds which had a focus on natural elements to enhance children’s connection with nature and develop their creativity.
Jo Georgiou Resource and Referral Officer / Educational Leader
Jo was a Family Day Care Educator for 7 years and both her children spent the first 7 years of their lives in her day care. She is passionate about the industry. When she decided to close her business she knew that she had to find another way to work in Family Day Care. Helping educators operate high quality Services while managing their own family lives is her ambition and her aim for job satisfaction as a Resource and Referral Officer. Jo is currently undertaking her degree in Early Childhood Studies.

Joanne Mazzoleni Resource and Referral Officer / Educational Leader
Joanne Mazzoleni first started her career in children’s services as a Qualified Nanny working in London in 1997 and continuing this in Perth Western Australia until 1999. She obtained her diploma in Children’s Services in 2001 where she continued to work in the babies and toddler rooms. In 2002 she began working at Communicare Occasional Care Centre until the end of 2007. In 2009 she was facilitator of Family Day-Care Play Session where she worked until 2013 because she was re-appointed as Family day Care Resource and Referral Officer.
