Tengo el agrado de dirigirme a los Honorables Presidentes de las Secciones Nacionales de la CPPS, a fin de remitir junto a la presente la invitación formulada por la Secretaría de la Comisión Permanente del Pacífico Sur (CPPS) y el Proyecto STRONG High Seas ("Fortalecimiento de la gobernanza regional de los océanos para alta mar") para participar en el "Primer Taller de capacitación para las negociaciones BBNJ de las Naciones Unidas", que tendrá lugar el 3 de septiembre de 2018 en Nueva York, EE.UU.

Esta capacitación está dirigida a personas que estando vinculadas al proceso BBNJ, no podrían viajar a Nueva York por razones presupuestarias o por otras razones. El Proyecto STRONG High Seas financiará el viaje a Nueva York de un participante por país miembro y su alojamiento durante la semana comprendida entre el 2 y el 9 de septiembre. Es necesario, contactarse directamente con: stronghighseas@iass-potsdam.de hasta el 3 de agosto de 2018 a más tardar, para confirmar la participación y reservar los arreglos de hotel y viaje que serán realizados por el equipo del proyecto STRONG High Seas en el IASS, de acuerdo con la Ley alemana de gastos de viaje federales. Los arreglos de viaje reservados de manera independiente no serán elegibles para reembolso. Las dietas y cualquier gasto adicional no estarán cubiertos.

De igual manera, también pueden participar en esta capacitación, sin costo, otras personas, ya sea de las Representaciones Permanentes de los Estados Miembros en Nueva York o miembros de los equipos negociadores que viajen a la sede de la ONU para participar en las mismas. Es necesario comunicar esta situación a la misma dirección electrónica mencionada lo antes posible en razón de que el cupo máximo de participantes es de 25 y serán aceptados sobre la base de primer llegado, primer servido.

Esta capacitación es la primera de dos organizadas por el proyecto STRONG High Seas durante las negociaciones sobre un instrumento internacional jurídicamente vinculante con arreglo a la Convención de las Naciones Unidas sobre el Derecho del Mar (CONVEMAR), sobre la conservación y el uso sostenible de la biodiversidad marina en áreas más allá de las jurisdicciones nacionales (BBNJ). Será la oportunidad para reunir a representantes de ministerios y negociadores en la ONU de las regiones del Pacífico sudeste y sudeste Atlántico con el objeto de:

• Proporcionar antecedentes sobre las negociaciones de BBNJ en términos de lo que implican y lo que se puede esperar de las mismas;

• Contribuir a una mejor comprensión de las negociaciones de BBNJ en términos de oportunidades y desafíos de las negociaciones de un instrumento internacional sobre BBNJ para el Pacífico sudeste y Regiones del sudeste atlántico;

• Resaltar la importancia, las oportunidades y los desafíos de los enfoques de gobernanza de los océanos regionales para la implementación de un futuro acuerdo BBNJ bajo la CONVEMAR;

• Ofrecer una oportunidad de conexión y encuentro para participantes de diferentes regiones y países y asegurar el aprendizaje mutuo.

La capacitación tiene cuatro componentes:

• Se organizará un seminario en línea (web) en agosto de 2018 (la fecha exacta se confirmará próximamente) que se enfocará en biodiversidad marina, la conectividad entre aguas dentro y fuera de la jurisdicción nacional, así como la importancia de conservar y usar de forma sostenible BBNJ;

• Una capacitación el 3 de septiembre proporcionará un enfoque en profundidad en las negociaciones de BBNJ, así como la relevancia de la gobernanza de los océanos regionales para la entrega de un instrumento internacional BBNJ;

• Reuniones diarias de información al final de cada día de la conferencia durante la primera semana (del4 al 7 de septiembre 2018) para discutir los debates diarios;

• Una reunión de expertos de alto nivel el 8 de septiembre, que reunirá a las diferentes partes interesadas que asistirán a las Negociaciones de BBNJ para considerar cuestiones clave relacionadas con el papel de la gobernanza regional de los océanos en áreas más allá de la jurisdicción nacional, incluyendo: a) la inclusión del nivel regional en un instrumento global BBNJ; b) opciones para vincular un nuevo acuerdo global a la gobernanza regional ; y, e) el rol, oportunidades y desafíos para los enfoques de gobernanza de los océanos regionales para la implementación de un futuro acuerdo.

Invitation First BBNJ Training for UN Negotiations

Dear invited guests,

The Secretariat of the Comisión Permanente del Pacífico Sur (CPPS) and the STRONG High Seas (‘Strengthening Regional Ocean Governance for the High Seas’) project are pleased to invite you to the first BBNJ Training for UN Negotiations, which will take place on 3rd September 2018 in New York, USA.

The STRONG High Seas project is a five-year project that aims to strengthen regional ocean governance for the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction. It is coordinated by the Institute for Advanced Sustainability Studies (IASS) and implemented together with the Institute for Sustainable Development and International Relations (IDDRI), BirdLife International, the International Ocean Institute (IOI) – Southern Africa, the Universidad Católica del Norte (UCN), WWF Colombia, and WWF Germany. Working with the Secretariat of the Comisión Permanente del Pacífico Sur (CPPS; Permanent Commission for the South Pacific) and the Secretariat of the West and Central Africa Regional Seas Programme (Abidjan Convention), the project will develop and propose targeted measures to support the coordinated development of integrated and ecosystem-based management approaches for ocean governance in areas beyond national jurisdiction.

This training is the first of two trainings that will be organised by the STRONG High Seas project alongside the negotiations on an international legally binding instrument under the United Nations Convention on the Law of the Sea (UNCLOS) on the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction (BBNJ). It will be the opportunity to bring together ministry representatives and UN negotiators from the Southeast Pacific and Southeast Atlantic regions with the objectives to:

� Provide a background on the BBNJ negotiations in terms of what they entail and what can be expected; � Contribute to a better understanding of the BBNJ negotiations in terms of the opportunities and

challenges of the negotiations of an international instrument on BBNJ for the Southeast Pacific and Southeast Atlantic regions;

� Highlight the importance, opportunities and challenges of regional ocean governance approaches for the implementation of a future BBNJ agreement under UNCLOS;

� Provide a networking opportunity for participants from different regions and countries and ensure mutual learning.

The training has four components: � A webinar will be organised in August 2018 (the exact date will be confirmed soon) that will focus on

marine biodiversity, the connectivity between waters within and beyond national jurisdiction, as well as the importance of conserving and sustainably using BBNJ;

� A training on 3rd September will provide an in-depth focus on the BBNJ negotiations as well as the relevance of regional ocean governance to delivering an international BBNJ instrument;

� Daily debriefing meetings at the end of each conference day during the first week (4th-7th September 2018) to discuss the daily debates;

� A High-Level Expert Meeting on 8th September, which will gather different stakeholders attending the BBNJ negotiations to consider key issues regarding the role of regional ocean governance in areas beyond national jurisdiction, including: a) the inclusion of the regional level into a global BBNJ instrument; b) options for linking a new global agreement to regional governance; and c) the role, opportunities and challenges for regional ocean governance approaches for the implementation of a future agreement.

Please note that all activities organised during this training will be in English. Additional information including a detailed agenda, background documents and venue location will be provided closer to the date.

There will be limited funding for participants requiring assistance to travel to New York for the week 2nd September to 9th September and for accommodation. If required, please contact stronghighseas@iass-potsdam.de. All hotel and travel arrangements will be done by the STRONG High Seas project team at the IASS according to the German Federal Travelling Expenses Act. Travel arrangements booked independently will not be eligible for reimbursement. Per diems and any additional expenses will not be covered.

Background

Regional institutions and mechanisms have long been a key part of the international framework

for the ocean. The need for regional cooperation is articulated in several instruments, including

UNCLOS, the UN Fish Stocks Agreement, and the Convention on Biological Diversity. In this

spirit, a range of regional efforts have been made to advance the conservation and sustainable

use of marine biodiversity in ABNJ.

This event is hosted by Germany and the STRONG High Seas project. This five-year project1

aims to strengthen regional ocean governance for the conservation and sustainable use of marine

biodiversity in ABNJ. It brings together key science and policy actors in the Southeast Pacific and

Southeast Atlantic regions to improve regional coordination and provide new lessons and

approaches for high seas governance.

Meeting objectives

During the international discussions toward an international legally binding instrument, the
