The Covenant of Mayors in Liguria
In 2012 Liguria Region officially launched and signed:
In Liguria: – over 100 signatories– 1.252.000 inh. involved (78% of the population in the region)– 3 Territorial Coordinators– IRE SpA Covenant Supporter

REGIONAL MEMORANDUM OF UNDERSTANDING FOR
THE COVENANT OF MAYORS
1•Promote and implement the CoM initiative as a
strategy for the local sustainable development
2• Exchange information and data available for the
CoM and computerise them
3• Define a common approach and methodology for
SEAP design and monitoring on the regional territory
4•Facilitate SEAPs implementation
5•Replicate best practices on the regional territory

New Application of the Regional Observatory
6
The implementation of the Regional Observatory
Rationalise the efforts and the resources ofthe Public Administrations for sustainable energyplanning and data collection;
Ensure the improvement of the RegionalDatabase performances (in fact data atmunicipal level are hard to collect and relevantfor the energy planning);
Obtain consistent and reliable data thanks toa common methodological approach for allmunicipalities involved in the Covenant ofMayors in Liguria Region.

A targeted new Application of the Regional Observatory will be provided tothe municipalities by the end of 2015 in order to:

Enel Distribuzione: Overview of the Italian Market
The Role of the DSO in the data sharing process
1) THE PLATFORM FOR THE SEAP aiming to support the LAs in the definition of the BEI and MEI
2) THE URBAN PLATFORM FOR SMART CITIES aiming to support the LAs in the decision making process of measures to increase energy efficiency and sustainability at urban level
3) THE IN-HOME PLATFORM aiming to support the end-user to be aware of its energy consumption
The Data Sharing Platform for the SEAPBefore joining the Meshartility Project, Enel was collaborating with those Italian Municipalities involved in theCovennat of Mayors by providing them, Free of charge and on Voluntary bases, their electricity consumptiondata:

THE TEMPLATE IN USE
HOW DOES THE PLATFORM WORKWho: Only the Municipalities that signed the CoM
How: download the data request format from Enel WebPage
Why: to facilitate and streamline the data sharing process to achieve a win-win solutions
LAs: to get reliable data to set reliable target – to have a clear interlocutor - etcDSO: to avoid “random” requests – to receive the requests in a Common Format – to be part of the sustainableenergy action plan - etc
The improvementsof Meshartility
The Urban Platform for Smart CitiesEnel Distribuzione is involved in several Smart City projects dealing with the development of a Decision
Support Tool which is a Urban Platform aiming to support the Municipality with quantitative data in the
decision making process of measures for Sustainability and Energy Efficiency.
HOW DOES THE PLATFORM WORK
• Co-funded By Smart Cities ENERGY.2012.8.8.1
• 6 EU Cities involved (City of Genoa)
• Strategic Planning toward Smart Cities
• 2013 – 2015
Who: Only the Italian cities involved in the Projects (Genoa and Bari) after signed the NDA (commercial data)
How: Enel provides the electricity consumption data disaggregated for residential use and other uses in line with
the Census Area Scheme developed by the Italian National Institute of Statistics (ISTAT).
Why: To fulfill the WPs deliverable to set a DECISION SUPPORT TOOLLAs: to define scenario and to implement reliable measures – to assess the impact of the measures - to match theenergy data with ISTAT data (unemployment rate – average income – population age)DSO: to be part of the Smart Cities process (by also implementing measures/projects run by the LAs
• Co-funded By MIUR (PON 2007-2013)
• City of Bari
• R&D on Smart Grids and Smart Cities tech.
• 2013 - 2015
The IN-HOME Platform for the End-UserEnel Distribuzione developed the Smart Info technology which is a customer awareness technologies that
make accessible in real-time the Smart Meters data to the end-user. Moreover these data might be processed by
the Energy Management System (EMS) which is a cloud-based solution for monitoring, controlling and
optimizing energy flows (and other indicators).

The Privacy and Commercial issues
1) THE PLATFORM FOR THE SEAP
2) THE URBAN PLATFORM FOR SMART CITIESGranularity of the data: disaggregated for Census Area (at least 50 end-users)Timeframe: the electricity consumption refers to each monthNo privacy issue but strong commercial value
3) THE IN-HOME PLATFORMGranularity of the data: each single Smart MeterTimeframe: the electricity consumption refers to real time data Strong privacy issue and Strong commercial value
Granularity of the data: aggregated at city level for different merceological sectorTimeframe: the electricity consumption refers to the whole year No privacy No commercial issue
