A Message from the Chief

I want to take this opportunity to THANK the men and women of the Clovis Police De-partment for all their hard work in 2010.

During 2010, we experienced a 10% decrease in Persons Crimes, along with a 6% decrease in Property Crimes in comparison to 2009. In the mean while, the depart-ment saw a 1% increase in the number of calls for service.

Although this is truly an outstanding accomplishment, it is important to continue to build the necessary partnerships with the community to ensure we are working towards the common goal of making the City of Clovis a safer place for us all to live, work and play in.

The department continues to work on the accreditation process sponsored by the New Mexico Municipal League of Cities. We have made great strides towards the accom-plishment of this project, but we still have plenty of work to do. It is our goal to finish this project by the end of 2011.

We will continue to look towards the use of technology to enhance the services we pro-vide. During 2010, we have secured funding to upgrade the Dispatch Center. As the Dispatch Center serves as the area’s Public Service Answering Point (PSAP), the equipment in use is scheduled to be replaced in 2011. This upgrade will result in a complete remodeling of the center.

In 2010, we completed an upgrade to the department’s Computer Aided-Dispatch (CAD) and Records Management System (RMS) software. This upgrade has allowed us to work more effectively and efficiently in providing police services and crime infor-mation to the citizens we serve.

As you look through this report, you will find a variety of information regarding the past year, along with the highlights of the men and women who have accomplished the work. We are excited about our accomplishments and very proud of projects we have completed and have in progress. I believe you will find the information interesting and useful.

The Clovis Police Department Records Division is responsible for maintaining all of the Public Records for the department. The Re-cords Division is staffed by five records clerks. In 2010, the CPD Re-cords Department recorded 8,351 Offense \ Incident reports. Of

these, 802 were accident reports, while 3,263 were supplemental reports. The Re-cords Unit transcribes these reports into the Department’s Record Management Sys-tem called Sleuth. The unit experienced an upgrade to the Sleuth software which pro-vided a whole new look and functionality. All reports are processed through Records, either in electronic or paper form. The Records Division also completed 294 criminal background checks for individuals and businesses. The unit fulfilled 1,830 Open Re-cords Act requests, while also providing 125 Discovery Order requests.

DEPARTMENT AWARDS


The CPD Traffic Unit has the responsibility of providing traffic accident investigation and traffic enforcement. This is done with the use of police cars and police motorcycles equipped with Radar and Lidar systems.

Members of the unit have received a variety of very specialized training preparing them to in-vestigate and reconstruct auto and pedestrian traffic crashes. This training has allowed these officers to analyze, evaluate and decide the causation factors associated in the collision. Offi-cers prepare reports, visual aids and later present these cases to the courts as expert wit-nesses.

The Traffic Unit completed a combined 5,258 traffic citations which account for 31% of the de-partment’s total 16,878 traffic citations for 2010, while the department investigated 1,445 traffic crashes. Of the 1,825 crashes, 204 of the crashes involved injuries. For 2010, overall traffic crashes increased 25%.

The Traffic Unit and Major Crash Team investigated two fatal accidents this year. The first fa-tal crash occurred in September. A 4-year old child had been struck by a motorist resulting while crossing a street. The second fatal accident occurred in November when a Clovis Police vehicle collided with a Ford pickup. The driver was gravely injured, while the passenger did not survive.

The Traffic Unit participated in a variety of DWI Saturation Patrols and DWI Check points as a part of the New Mexico DWI Grant program. The following is the statistics related to these patrols:

The Clovis Police Department issued 16,878 cita-

tions for 2010. The Municipal Court collected

$501,175.20 in traffic fines for the citations written.

There were 176 DWI arrests with 84 arrests being

aggravated and 18 arrests being for Felony DWI.

The average B.A.C. for these arrests is .18. Be-

SPECIAL OPERATIONS UNIT

The Special Operations Unit (SOU) is the department’s investigation unit. The SOU contin-

ues to receive a large number of cases assigned. The detectives are responsible to inves-

tigate a variety of crimes, which may include residential burglary cases, sex crimes against

minors and white-collar crimes. The unit is currently staffed with 7 Full-Time Detectives.

The SOU was assigned 597 new cases for the year of 2010. Out of the 597 cases, 246

cases were solved giving the unit a 41% overall clearance rate.

Detectives have also worked a number of crimes involving White Collar Crimes that include

credit card fraud, embezzlement, forgery, fraud, theft of identity and remote financial ser-

vices act crimes. This area is one that we are seeing increases due to the information tech-

nology age and these types of criminal acts are anticipated to continue and increase due to

the Internet and use of computers in our society. SOU was assigned 135 of these types of

cases this year with 21 arrests.

SOU have seen a decrease in Arsons for this year, down 6 cases from last year. There

were 19 reported Arsons in 2009 and 13 reported in 2010.

Detectives have seen an increase in reported sex crimes. In 2009 there were 67 reported

sex crimes cases and in 2010 there have been 75 sexual related crimes investigated by

SOU.

The SOU was also busy with Two (2) successful Homicide Investigations in the months of

February 2010 and March 2010 where the suspects were arrested or identified either im-

mediately or within a few hours of the reported Murders with the assistance of the Major

Crimes Unit.

There were 746 Burglary Reports taken in 2010 by Patrol, which is 4% less than the 775

reported in 2009. Of those 746 Burglary Reports, 176 Burglary Cases were assigned to the

SOU from January 2010 through December 2010, with 58 arrests made for those 176 as-

signed Burglary Cases for the 1 year period by SOU. There were a total of 84 individual

arrests for Burglary in 2010 in combination of both Patrol and SOU.

REGION V DRUG TASK FORCE

The Narcotics Unit is a member of the New Mexico Region V Drug Task Force where we participate with agents from Curry County Sheriff’s Office, Roosevelt County Sheriff’s Office and the Portales Police Department.

The Task Force has seen a variety of narcotics being con-fiscated in 2010 with powder Cocaine being the trend of drug most widely used. Agents also confiscated a large amount of Marijuana during a variety of different contacts.

The Task Force was responsible for the following activity during 2010: Conducted 39 Search Warrants

PROPERTY & EVIDENCE

The Clovis Police Department's Property and Evidence Unit is staffed with one civilian em-ployee. The Unit provides for the safe, efficient and careful handling and the preservation of all property and evidence that comes into the Department's control and ensures that all actions with the property and evidence are accurately documented until it is no longer needed for investigative purposes or court proceedings and can be either returned to the owner or disposed of.The Unit continued the major purge that was started 2007. They conducted the following:

K-9 UNIT


The Clovis Police Department Dispatch Unit is responsible for emergency communications for Curry County and has been designated a Pub-lic Service Answering Point (PSAP) for the county.

The Clovis Police Department Dispatch han-dles radio traffic for the Clovis PD, the Clovis Fire/ EMS, the Curry County Sheriffs Office af-

ter hours and on weekends, Animal Control, and Clovis Public Works after hours. They also provide 24 hour dispatch for Melrose Fire, Field Fire, Grady Fire, Broadview Fire, Texico Fire, Pleasant Hill Fire, and CAFB/ EMS. The Clovis Police Department Dispatch monitors LEN/ State Police Channel, State Fire 1 & 2, the PRMC Channel, and the State Medical Channel.

The Dispatch Unit answers the emergency (911 Calls) for the county and the non-emergency calls for the Clovis Police Department. The Unit has upgraded to handle wireless 911 calls and has the capability to map incoming wireless (cell phone) 911 calls throughout the county. The Unit answered 262,029 inbound calls in 2010 and made 32,114 outbound calls.

Clovis Police dispatchers are required to handle a wide variety of tasks during their shift ranging from answering phone, emergency medical dispatching, call entry, war-rant entry, warrant confirmation, NCIC database inquiries, state database inquiries, and have the responsibility of knowing where their police officers and fire/ EMS person-nel are at all times. All of these tasks are performed while the dispatchers are answer-ing and responding to all of the radio traffic. The ability to perform effectively as a dis-patcher requires the dispatcher to be able to multi-task.

The Clovis Police Dispatch Unit has a staffing allocation of 16 dispatchers with three of the slots being shift su-pervisors. The Unit answered 6,998 E-911 calls for service. There were 21,620 calls for service which came of the wireless 911(cellphones) system. The Unit answered 87,291 administra-tive calls providing a variety of infor-mation to the callers.

CRIME STOPPERSThe Curry County Crime Stoppers logged 73 calls for 2010. Four persons were arrested as a result of this information. Twelve of the calls contained insufficient information, while the subject of ten calls were not located. Forty-seven calls resulted in no arrest.

CRIME STATISTICS 2010


The Clovis Police Department hosted the Clovis/Curry County Citizens Police Academy classes #12 and #13 in 2010. The academies are co-sponsored by the Clovis Police De-partment, Curry County Sheriff’s Office and the New Mexico State Police. The agencies continue in partnership to educate and strengthen the communication between citizens and law enforcement to make the community a safer place to live, work and play. Classes are held one night a week for twelve (12) weeks with a graduation banquet at the conclusion of the class. Topics that are taught include but not limited to:

Death Investigations

DWI Investigation

Driving

Firearms

Crime Scene Investigations

Domestic Violence

Narcotics

Traffic Crash Investigations

All course of instruction is conducted by trained personnel who specialize in their particular areas of expertise.

The Community Relations Unit offered a variety of in school safety and child ID programs within the Clovis School District in 2010. Several of these programs were also provided in several venues, such as, the North Plains Mall and the Curry County Event Center.

The Department conducted ‘National Night Out” in Greene Acres Park to promote Neighborhood Watch. During 2010, the Community Relations Unit offered informational sessions in how to start a Neighborhood Watch Program.

With the help of Wal-Mart, Watson’s Motors, Daylight Doughnuts and Leal’s Mexican Restaurant, the 2010 “Shop with a Cop” program was big success. Department personnel voluntarily assisted in helping raise funds so less fortunate community children would be able to experience Christmas. With the help of our community, local businesses and local service clubs who donated to the program, 210 children had a joyful Christmas.

The Clovis Police Department Special Weapons And Tactics Team was deployed once in 2010 on a report of an armed barricaded subject. The subject was taken safely into custody without incident after some negotiation.

The team is comprised of thirteen officers who completed a rigorous testing and selec-tion process. Once assigned to the team, the officers obtain training by attending a Ba-sic SWAT Operators school. There are three SWAT Medics assigned to the team. The Medics are members of the Clovis Fire Department. The Medics are required to test and train as any other member of the team.

ANIMAL CONTROL UNIT


2010 RecruitingThe Clovis Police Department recruited for several posi-tions in 2010. The department received 129 applications for the position of police officer and 21 tests were admin-istered. Thirteen applicants passed the initial testing and five applicants were offered positions as police officers. The department received 90 applications for the position of Telecommunicator and 34 people showed up to test. Twenty-seven applicants passed the initial testing and five applicants were offered positions as Telecommuni-cators. The department received 29 applications for the position of animal control officer. Eighteen applicants went through the initial interview process and two appli-cants were hired. The department received 27 applica-tions for the position of records clerk. Seventeen appli-cants showed up for testing and 1 applicant was offered a position. The department currently has three police officer, two Telecommunicator and one Animal Control position open.

2010 Training

Training is a priority for the Clovis Police Department and in many cases is mandated by State Statute. Non-Certified police officers must attend the 22 week basic police academy. The Clovis PD is currently sending Non-Certified officers to the academy in Hobbs, NM. Certified officers from other states may qualify for a three week cert-by-waiver in Santa Fe, NM. Dispatchers must successfully complete a three week Tele-communicator Academy in Santa Fe, NM. Both the Police Officer and Dispatch Acad-emy must be completed within the first year of hire. Certified officers must complete 40

hours of in-service training every two years after complet-ing the basic academy. Certi-fied dispatchers must complete 20 hours of in-service training every two years after complet-ing the academy. The Clovis Police Department had three officers graduate the basic academy, one officer complete the cert-by-waiver and 2 dis-patchers completed the Tele-communicator academy.

Be sure valuables are not visible through a window from the street.

Practice good security habits that include locking doors and win-dows, activating alarm systems, and not leaving the extra house key under doormats or on top of door frames.

Make sure exterior doors are strong. Doors should fit in their frames securely. Deadbolt locks offer the best protection.

Keep your home well lit.

Trim shrubs and trees near doors and windows.

Vacation time requires extra precautions. Don’t signal your ab-sence with newspapers piled on your step, an overflowing mailbox, unattended lawn or snow removal. Temporarily stop delivery ser-vice and ask a trusted friend to check on your home while you’re away.

Safer SeniorsAs people reach retire-ment age, their overall risk of being victims of crime declines. However, older Americans are particularly vulnerable to con games, purse-snatchers and pick-pockets.Be Alert to your surroundings when out. Take common-sense precautions: Go with friends, not

alone. Don’t carry large

amounts of cash. Carry your purse close

to your body. Put your wallet in an inside coat or in front pants pocket.

Use direct deposit. Drive with vehicle

doors locked. Be par-ticularly alert in parking lots and underground garages.

Sit close to the driver or exit while riding the bus.

How To Spot a “Tagger” (Graffiti artist)

Paint or marker pen dye stains on hands, under the fingernails, or on clothes.

Bulky jacket, pull-over or zip-up with a hood helps conceal spray cans and markers.

Blood-shot eyes from being out all night tagging and being ex-posed to dangerous toxic fumes from the markers and paint.

Tag names might be written on the underside of the bill of a sports cap, visor, or on notebooks and other possessions.

A backpack to hide spray cans. Baggy clothes with deep pockets to hide spray cans.

Graffiti Vandalism

Graffiti is more than an unsightly nuisance; it can lead to further van-dalism, acts of violence, and a decrease in property values. It is very important to remove graffiti as soon as possible. This sends a mes-sage that graffiti will not be tolerated and it breaks the communication chain. Graffiti, whether on public or private property, should be re-ported by using the Graffiti Email at “[email protected]” as soon as it's discovered.

The city and the community need to work together to combat graffiti. All residents, visitors and persons owning businesses or working in Clovis can help keep graffiti to a minimum by reporting graffiti immedi-ately to the Graffiti Hot Line. In return, the city will work with the com-
