Message from the Chief

A Message from the Chief The women and men of the Clovis Police Department are committed professionals who strive to work as a team to provide quality, customer service oriented police services to our community. We are consistently striving to work together in partnership with the community to make Clovis a safer place to live, work and play in. We are committed to serving our community, while preserving the dignity of the individual and protecting the rights of the citizens. The department has undergone some organizational changes this past year. In June, Chief Dan Blair retired from the department. Deputy Chief Mike Ingram served as interim police chief until my arrival in October. The de-partment continues to strive to fulfill the required compliment of employees to get the job done. In 2009, the department will embark upon working towards implementing a “Dictation” program designed to de-crease the amount of time the officers spend writing reports. We are looking forward to upgrading the Computer Aided-Dispatching and Record Management Software currently in use. It is our intention to develop a user-friendly website where citizens can find information about the department and upcoming events. We are currently working on developing a pin-map system to display crime stat informa-tion and provide monthly information about the crime the department investigates. As you look through this report, you will find statistical information regarding the past year, along with high-lights of the men and women who accomplish the work to produce those numbers. We are very proud of our de-partment and our accomplishments. Therefore, we hope you will find the information in this report interesting and useful. Respectfully,

This is accomplished by providing personalized police service through the city and developing program needs by combining law enforcement activities with progressive crime prevention strategies.

Deputy Chief Mike Ingram started his law enforcement career with the City of Clovis in January of 1982. Throughout his 27 years with the department he has held various rankings from patrolman, detective, sergeant, lieutenant, captain, interim police chief, and currently serves as the Deputy Chief of Police. He graduated from the FBI National Academy in 1996. He holds a Bachelor of Science degree from New Mexico State University. He has been active in various community and state task forces including New Mexico Gang Task Force, Defensive Tactics Instructor, Blood Born Pathogens liaison, Beautiful Clovis, Clovis Municipal Schools, and various other civic groups dedicated in providing Clovis, and surrounding communities, a safer environment in which to live. His hobbies include being a member of a local church, spending time with his family, riding horses, ranching, camping, and watching his kids play a wide array of sports. His faith in God has been his stronghold during the difficult times he has faced over the past years with the department. It has also allowed him to recognize the good things that have arisen from those trials.

Captain Patrick Whitney started his law enforcement career with the Clovis Police in 1996. Prior to the Clovis Police Department, Captain Whitney served 5 years active duty with the United States Army Military Police Corps. Captain Whitney has served the Clovis Police Department as a Uniform Patrolman, Field Training Officer, Narcotics Unit Sergeant as the supervisor of the Region 5 Drug Task Force, Internal Affairs/Office of Professional Standards Sergeant, supervised all three shifts as a Patrol Division Lieutenant, Special Operations Unit Lieutenant as the Commander of the Detective Unit, Narcotics Unit and the department’s Property and Evidence Unit, Internal Affairs/Office of Professional Standards Lieutenant, Support Services Division Captain as the Commander of the Communications Division, Records Division, Training and Recruiting Unit, Animal Control Unit and the department’s Property and Evidence Unit. Captain Whitney is currently the Commander of the Police Services Division, which encompasses all of the Uniform Patrol Division in Field Services, the SWAT Team, Crisis Negotiations and Criminal Investigations, consisting of Detectives and Drug Task Force Agents as well as the Property and Evidence Unit. Captain Whitney has additional duties as the Public Information and Media Relations Officer for the department and the department’s Polygraph Examiner.

Command Staff

Captain Ron Hutchison started his law enforcement career with the City of Clovis in December of 1984. Captain Hutchison has been assigned to the Clovis Police K-9 Unit, the Clovis Police Traffic Division as the designated D.W.I. Unit. Captain Hutchison has attended and completed advanced training in D.W.I. Detection, Apprehension and Prosecution, Basic and Advanced Accident Investigation, Standardized Field Sobriety and Horizontal Gaze Nystagmus, High Risk Warrant Service, Interviews and Interrogations, Drug Interdiction, Basic and Advanced Special Weapons and Tactics and Traffic Accident Reconstruction. Captain Hutchison is certified by the International Association of Chief’s of Police as a Drug Recognition Expert. Captain Hutchison is Certified by the State of New Mexico as a Police Instructor for: Accident Investigation, Police Emergency Driving, Special Weapons and Tactics, Critical Incident Management, Patrol Response to Violent School Incidents and Standardized Field Sobriety and Horizontal Gaze Nystagmus Captain Hutchison was a member of the Clovis Police Special Response Team for 18 years and was Unit Commander. In June of 2003, Captain Hutchison attended the F.B.I. National Academy in Quantico, Virginia. Captain Hutchison has received two Meritorious Service Awards, along with numerous letters of appreciation.

Lieutenant Doug Ford started his law enforcement career with the City of Clovis in October of 1997. Lt. Ford is assigned to the Field Services Bureau overseeing Swing and Graveyard shifts. Lt. Ford is also responsible for the Narcotics and K-9 Unit. Lt. Ford has worked as a Patrol, Gang, Field Training Officer and K-9 Officer. As a Sergeant he supervised in the Field Services

Lieutenant Jay Longley started his law enforcement career with the Clovis Police in 1981. Lt. Longley has worked in patrol, detectives and K-9. In 1993, Lt. Longley was assigned to the narcotics division where he worked as an agent. In 2000 Lt. Longley promoted to Sergeant as the unit supervisor. He has served in both Field Services and the Special Operations Unit. Lt. Longley was awarded the Department’s Combat Cross in 2002.

Lieutenants

Lieutenant Jim Schoeffel started his law enforcement career with the City of Clovis in 1990 after serving four years in the USAF. James worked patrol, Community Relations and was a Detective for the Clovis Police

Department for 5 years. James left the Clovis Police Department for a little over a year in 1999 to complete his bachelor’s degree at ENMU and worked as a Detective for the ENMU PD while finishing his degree plan. After graduating James re-applied to the Clovis Police Department and was re-hired in 2000. James worked patrol and was selected as the department’s Community Relations Officer. James was promoted to Sergeant in 2003 and was assigned to the Office of Professional Standards. James was promoted to Lieutenant in 2005 and was transferred to Support Services in 2006. James graduated from the FBI National Academy, Quantico Va., in the summer of 2008. James helps supervise Support Services and is the department’s Records Custodian, Training and Recruiting Coordinator, Back-up Public Information Officer, and is a certified instructor in Defensive Tactics, Use of Force, and General Police Topics.

Lieutenant Jerry Wike started his law enforcement career with the City of Clovis in August of 1990, after serving five years as an explosive

ordnance disposal technician in the United States Air Force. He attended the New Mexico Law Enforcement Academy where he graduated in June 1991. Lt. Wike has worked for the Curry County Sherriff’s Department and the Albuquerque Police Department. During Lt. Wike’s career in law enforcement he has worked as a patrolman, narcotics agent, detective and canine handler. In April 2005 Lt. Wike was promoted to Sergeant and was assigned to the Field Services Division. Lt. Wike was later reassigned as a narcotics unit supervisor and the Special Operations Unit supervisor. In September of 2007 Lt. Wike was promoted to Lieutenant and was assigned to the Office of Professional Standards.

Lieutenant Roger Grah started his law enforcement career with the City of Clovis in June of 1995. He worked as a Patrol Officer and later as an investigator. Lt. Grah was promoted to Sergeant and assumed duties as the supervisor of the special operation unit. In 2005, Lt. Grah was promoted to the rank of Lieutenant and reassigned to the Training and Recruiting Unit. He is currently assigned to the Special Operations Unit.

Sergeant Roger Dial started his law enforcement career with the City of Clovis in September of 1993. Sgt. Dial worked in Patrol and then as Motor Officer in Traffic. Sgt. Dial was selected to the SWAT Team in 1995. Sgt. Dial promoted to Sergeant in December of 2006. Sgt. Dial is currently assigned as the Traffic Supervisor and as a Field Services Sergeant. Sgt. Dial is one of the SWAT team leaders.

Sergeant Roman Romero started his law enforcement career with the Clovis Police in 1996. Sgt. Romero worked as a Patrolman, in the Detective Division, as an Agent with the Region 5 Drug Task Force and as a K9 Handler. Sgt. Romero is a member of the SWAT Team and the Major Crimes Unit. Sgt. Romero received the Combat Cross and two Lifesaving Medals. Prior to his police career, Sgt. Romero served with the U.S. Marine Corps.

Sergeants

Sergeant Max Stansell started his career with the City of Clovis in September of 1995 as a dispatcher. Sgt. Stansell has an Associate’s Degree in Criminal Justice. Sgt. Stansell has worked in the Communications Unit as a certified Dispatcher. In 2001 I received his police officer certification. He has worked as a patrolman, Field Training Officer and Detective. He was promoted to Sergeant and transferred to the Patrol Division.

Sergeant Mike Harmer started his law enforcement career with the City of Clovis in September of 1992. Sgt. Harmer is currently assigned to Field Services as supervisor. Sgt. Harmer also serves as the SWAT Team Leader.

Sergeant Robert Denney started his law enforcement career with the City of Clovis in March of 2000 where he was assigned to Patrol. Sgt. Denney was promoted to Sergeant in 2005, where he is currently a street supervisor, responsible for the DWI, Operation Buckle Down and Click-It or Ticket grants. Sgt. Denney has a background in Crash investigations and participates as a member of the department’s Major Crash Unit. Sgt Denney is a member of the SWAT team as a member of the Sniper Unit.

Sergeant Robbie Telles started his law enforcement career with the City of Clovis in September of 1991 as a Patrol Officer. Sgt. Telles left the Clovis Police Department and moved to Upstate New York in 1997 and returned to service for the Clovis Police Department in January of 2001. During his career with the Clovis Police Department, Robbie has served on the Clovis Police Department Gang Unit and the SWAT Team. Sgt. Telles currently is assigned to the Special Operations Unit as the Detective Sergeant.

Records

The Clovis Police Department Records Division is responsible for maintaining all of the Public Records for the depart-ment. The Records Division is staffed by four records clerks. In 2008, the CPD Records Department recorded 8,803 Offense \ Incident reports. Of these, 1,239 were accident reports, while 2,673 were supplemental reports. The Records Unit transcribes these reports into the Department’s Record Management System called Sleuth. All reports were proc-essed through Records, either in electronic or paper form. The Records Division also completes criminal background checks for individuals and businesses.

RECORDS & ADMINISTRATION SERVICES

Administrative Assistant Amy Sellers started her career as a dispatcher, in November of 2007. In March 2008 Amy was promoted to Ad-ministrative Assistant to the Chief of Police. Amy is responsible for payroll, ordering of equipment and maintaining the Police, Animal Control, LEPF, and Metro budgets. Amy assists the Community Rela-tions officer with the Citizen’s Police Academy as well as planning promotions and other functions for the Police Department. Amy is working on complet-ing her Associates Degree. Amy is a single Mom raising two children; Amanda and “AJ”. “AJ” is an A honor roll student and Amanda is an A/B honor roll student.

Administrative Services

Secretary Ruthann Kelly started her career as the secretary for the Special Operations Unit in August of 2004. Ruthann is re-sponsible for the use of the electronic fingerprint-ing. She produces crime maps using ArcMap, a mapping software that can plot crime locations on the city map. Ruthann actively participates in the Local Emergency Planning Committee (LEPC), Curry County Crime Stoppers, and the Youth Resource Team (YRT). Ruthann is an Eastern New Mexico University Alumni, having graduated in 2001 with a Bachelor of Fine Arts Degree in Theater Management with a Minor in French.

Traffic Unit

The CPD Traffic unit has a combined 6,508 traffic citations which account for 42% of the department’s total 15,415 traffic citations for 2008. Officer Roland Kroeger wrote 2,805 of these on his own which represents 43.1% of the Traffic Unit total and 18.1% of the department total. Patrol Officer Timothy Orum wrote 1,090 citations, leading Patrol. This represented 7% of the department total. The Traffic Unit participated in forty-five DWI Saturation Patrols and ten DWI Check points as a part of the New Mexico DWI Grant program. The following is the statistics related to these patrols:

The Traffic Unit and Patrol Division were responsible for investigating 2,333 traffic crashes during 2008. One crash resulted in a fatality, while 567 crashes involved an injury. for 2008. The Municipal Court collected $168,528 in

traffic fines for the citations written. There were 4,493

traffic warnings issued throughout 2008. There were

163 DWI arrests with 61 arrests being aggravated and

11 arrests being for Felony DWI. The average B.A.C.

GANG UNIT The Gang Unit is a member of the New Mexico Gang Task Force and they have had a fairly active year in 2008. The Unit was utilized for two operations which included members from other area law enforcement agencies, to include New Mexico State Police, Curry County Sheriff’s Office and the Clovis Probation/Parole Office. The Unit was involved in the investigation of a gang shooting reported on July 29, 2008. the investigative efforts led to the clearance of several home invasion type crimes which occurred from July 19 to July 29th. These crimes took place in Clovis, Portales and Muleshoe Texas. As a result, six area gang members were arrested, with more arrests still pending. The Unit was responsible for the following activity during 2008:

♦ 59 Gang members were documented and interviewed

♦ 277 Gang members were arrested

♦ 213 Felony charges were filed on gang members

♦ 458 Misdemeanor charges were filed on gang members

♦ 20 Arrests were made with weapons involved

♦ 63 Arrests were made involving narcotics and drug paraphernalia

In 2008, the Gang Unit provided training to a variety of local area agencies to help inform the citizens of the community about the growing trends of local gangs and how to recognize gangs and gang activities.

SPEICAL OPERATIONS UNIT The Special Operations Unit (SOU) is the department’s investigation unit. The SOU continues to receive a large number of cases assigned. There detectives are

responsible to investigate a variety of crimes, which may include residential burglary cases, sex crimes against minors and white-collar crimes. The unit is currently staffed with 5 Full-Time Detectives and a Part-Time Detective. The SOU currently carries an average of 1,335 cases for the year of 2008 with an average of a 32% overall clearance rate.

PROPERTY & EVIDENCE

The Clovis Police Department's Property and Evidence Unit is staffed with one civilian employee. The Unit provides for the safe, efficient and careful handling and the preservation of all property and evidence that comes into the Department's control and ensures that all actions with the property and evidence are accurately documented until it is no longer needed for in-vestigative purposes or court proceedings and can be either returned to the owner or disposed of. The Unit continued the major purge that was started 2007. They conducted the following:

The Clovis Police Department Dispatch Unit is re-sponsible for emergency communications for Curry County and has been designated a Public Service Answering Point (PSAP) for the county. The Clovis Police Department Dispatch handles radio traffic for the Clovis PD, the Clovis Fire/ EMS, the Curry County Sheriffs Office after hours and on weekends, Animal Control, and Clovis Public Works after hours. They also provides 24 hour dispatch for Melrose Fire, Field Fire, Grady Fire, Broadview Fire, Texico Fire, Pleasant Hill Fire, and CAFB/ EMS. The Clovis Police Department Dispatch monitors LEN/ State Police Chan-nel, State Fire 1 & 2, the PRMC Channel, and the State Medical Channel. The Dispatch Unit answers the emergency (911 Calls) for the county and the non-emergency calls for the Clovis Police Department. The Unit has upgraded to handle wireless 911 calls and has the capability to map incoming wireless (cell phone) 911 calls throughout the county. The Unit an-swered 114,151 inbound calls in 2008 and made 35,632 outbound calls. Clovis Police dispatchers are required to handle a wide variety of tasks during their shift ranging from answering phone, emergency medical dispatching, call entry, warrant entry, warrant confir-mation, NCIC database inquiries, state database inquiries, and have the responsibility of knowing where their police officers and fire/ EMS personnel are at all times. All of these tasks are per-formed while the dispatchers are answering and responding to all of the radio traffic. The ability to perform effectively as a dispatcher requires the dispatcher to be able to multi-task. The Clovis Police Dispatch Unit has a staffing allocation of 15 dispatchers with three of the slots being shift supervisors. The turnover in the dispatch center was slower in 2008. There were 8 dis-patchers hired and 5 are still currently with the department. The dispatch center has three certi-fied Communication Training Officers and two Terminal Agency Coordinators (TACs) who are re-sponsible for NCIC compliance. All three shift supervisors are certified Communication Training Officers as well.

What is the Citizens Police Academy? Television news and programs broadcast real police action into the living rooms of millions of Americans. With captivating television shows such as “CSI-Miami” and “CSI-Las Ve-gas,” the Citizens Police Academy is a great opportunity to satisfy the growing curiosity as to what real policing is all about. With the help of the Curry County Sheriff’s Office and the New Mexico State Police, the Citizen Police Academy provides you with the opportunity to learn about the “real” internal workings of police work. The Academy is seen across the nation as a method of opening the lines of communication between the community and their police department. The Clovis Police Department Citizens Police Academy is de-signed to educate and strengthen the communication between citizens and law enforce-ment to make the community a safer place to live, work and play. Classes are held one night a week for twelve (12) weeks with a graduation banquet at the conclusion of the class. Topics that are taught include but not limited to:

SWAT The Clovis Police Department Special Weapons And Tactics Team was deployed and completed five missions in 2008. The team re-sponded with the Metro Drug Task Force to execute two search warrants. They conducted an area search for an armed gunman in Texico. The team was responsible for the successful defusing of a suicidal subject and a barricaded subject. The team is comprised of fourteen officers who completed a rigorous testing and selection process. Once assigned to the team, the officers obtain training by attending a Basic SWAT Operators school. In 2008, the Team sent two snipers to an advanced sniper weapons school. The Team expanded the Tactical Medic Program by assigning three medics to the team. These medics are current firefighter/medics with the Clovis Fire Department. The Team participated in a joint exercise with the Cannon Air Force Base Security Police and they started a defensive tactics program for SWAT team operators.

2008 Recruiting

Recruiting police officers continued to be a challenge in 2008. The department received approxi-mately 156 applications for the position of police officer. The majority of the applicants failed to show up for the testing process which consisted of a physical fitness assessment and a written exam. The applicants who pass the initial testing were given a background packet to complete. The applicants who pass the background were scheduled a Chief’s interview. If the applicant was given a conditional offer of employment the applicant had to undergo a drug screen, poly-graph, medical and psychological exams. The applicant could be washed out of the hiring proc-ess for failing any of the required testing. There were 8 successful candidates hired as police offi-cers in 2008 and 5 of the 8 are still employed by the department. Departments nation wide have been facing recruitment challenges and a number of large agencies actively recruited for officers in Clovis during 2008 which may have impacted the pool of qualified applicants. The Clovis Police Department began advertising for the posi-tion of Police Service Aide in 2008 in an attempt draw in applicants 18-20 years of age to get them working toward advancement to the police officer position when they reach their 21st birthday. Unfortunately none of the ap-plicants could pass the testing requirements in 2008.

2008 Training

Training is a priority for the Clovis Police Department and in many cases is mandated by State Statute. Non- Certified police officers must attend the 22 week basic police academy. The Clovis PD is currently sending Non-Certified officers to the academy in Hobbs, NM. Certified officers from other states may qualify for a three week cert-by-waiver in Santa Fe, NM. Dispatcher must successfully complete a three week Telecommunicator Academy

in Santa Fe, NM. Both the Police Officer and Dispatch Academy must be completed within the first year of hire. Certified offi-cers must compete 40 hours of in-service training every two years after completing the basic academy. Certified dispatchers must complete 20 hours of in-service training every two years after completing the academy. The Clovis Police Department had two officers graduate the basic academy and 5 dispatchers completed the Telecommu-nicator academy. The department sent one supervisor to the 10 week FBI National Acad-emy in Quantico, Virginia during 2008.

Are you doing all you can to keep your home safe from burglars? Here are some tips to help stop intruders from entering your home.

• Be sure valuables are not visible through a window from the street.

• Practice good security habits that include locking doors and windows, activating alarm systems, and not leaving the extra house key under doormats or on top of door frames.

• Make sure exterior doors are strong. Doors should fit in their frames securely. Dead-bolt locks offer the best protection.

• Keep your home well lit.

• Trim shrubs and trees near doors and windows.

• Vacation time requires extra precautions. Don’t signal your absence with newspapers piled on your step, an overflowing mailbox, unattended lawn or snow removal. Tem-porarily stop delivery service and ask a trusted friend to check on your home while you’re away.

Safer Seniors

As people reach retirement age, their overall risk of being victims of crime declines. However, older Americans are particularly vulnerable to con games, purse-snatchers and pickpockets. Be Alert to your surroundings when out. Take common-sense precautions: • Go with friends, not alone. • Don’t carry large amounts

of cash. • Carry your purse close to

your body. Put your wallet in an inside coat or in front pants pocket.

• Use direct deposit. • Drive with vehicle doors

locked. Be particularly alert in parking lots and under-ground garages.

• Sit close to the driver or exit while riding the bus.

Be Alert to home security • Lock doors and windows. • Ask for identification from

service or delivery people before letting them in. If your concerned, call the company to verify or call 911.

Watch out for Con Artists • Don’t be fooled by

schemes, scams, sweep-stakes, free offers and other promotions that sound “too good to be true” Be wary of phone solicitors asking for personal informa-tion.

• Don’t let anyone rush you into signing anything. Read everything carefully.

Crime Prevention

How To Spot a “Tagger” (Graffiti artist)

• Paint or marker pen dye stains on hands, under the fingernails, or on clothes. • Bulky jacket, pull-over or zip-up with a hood helps conceal spray cans and

markers. • Blood-shot eyes from being out all night tagging and being exposed to danger-

ous toxic fumes from the markers and paint. • Tag names might be written on the underside of the bill of a sports cap, visor,

or on notebooks and other possessions. • A backpack to hide spray cans. • Baggy clothes with deep pockets to hide spray cans. • Spray paint on sneakers or shoes.

Graffiti Vandalism Graffiti is more than an unsightly nuisance; it can lead to further vandalism, acts of violence, and a decrease in property values. It is very important to re-move graffiti as soon as possible. This sends a message that graffiti will not be tolerated and it breaks the communication chain. Graffiti, whether on public or private property, should be reported by using the Graffiti Email at “[email protected]” as soon as it's discovered. The city and the community need to work together to combat graffiti. All resi-dents, visitors and persons owning businesses or working in Clovis can help keep graffiti to a minimum by reporting graffiti immediately to the Graffiti Hot Line. In return, the city will work with the community to accomplish quick removal of the graffiti.
