    Th e p rep ara t i o n o f th e S c i e n t i f i c and Techn ical Guidel ines o f th e

    Commission on th e Limits o f th e Cont i nen t a l She l f was conducted in tw o s t ages .The f i r s t s t ag e co n s i s t ed o f background r esea rch conducted along d i s c i p l i n a r yand i n t e r d i s c i p l i n a r y l i n e s . Th e commission organ ized s i x research groups fo rt h i s purpose, es tab l i shed a t i t s second sess io n i n September 1997:

    (a ) Hydrography (Sr in ivasan , Chairman; Albuquerque, Ast i z , Awosika,Car r e r a , F r anc i s and Lamont, wi t h Rio a s an a l t e r n a t e ) ;

    The second s t ag e co n s i s t ed of the p rep ara t i o n o f d r a f t Guidel ines , whichbegan a t th e t h i r d sess io n of the Commission, he l d a t United Nat ionsHeadquarters i n New York from 4 t o 15 May 1998. An E d i t o r i a l Committee wases tab l i shed a t th e sess io n and Galo Car r e r a was e l e c t e d as i t s Chairman. TheE d i t o r i a l Committee considered and adopted th e document s t r u c t u r e f o r th eGuidel ines proposed by i t s Chairman.

    The E d i t o r i a l Committee was organ ized i n to 13 working groups , whoseChairmen r ep o r t ed to th e Chairman o f th e E d i to r i a l Committee, as fo l lows:
