2016-2017 Boys Basketball Rules and Regulations

I. PLAYING REGULATIONS

A. The official 2016-2017 rules of the National Federation of High Schools shall govern the competitions. Any exceptions to these rules are listed in the enclosed CPHSAA rules and regulations.

B. All scheduled non-conference games and tournaments must be submitted to and updated

at the Max Preps website for your school. C. No team representing a Chicago public high school shall, in any one season, play more

than sixteen (16) games and three (3) tournaments, or eighteen (18) games and two (2) tournaments, or nineteen (19) games and one (1) tournament, or twenty one (21) games and zero (0) tournament. CPS sponsored tournaments count as an IHSA tournament exclusive of the IHSA tourney. NOTE: A scrimmage with an outside group constitutes a game and shall be included in the game total. No school belonging to this Association shall organize teams, practice, or otherwise participate in boys’ basketball earlier than Monday, November 7, 2016.

D. While a member of a school team, a player shall not be allowed to represent any

other organization in that sport during the official IHSA season. (CPHSAA Constitution and By-Laws, Article 4, Section11).

E. Varsity teams shall play four (4) eight-minute quarters. F. Sophomore teams shall play four (4) seven- minute quarters, one minute intermission

between the halves.

G. Every participant must be mindful of the emphasis of the IHSA as well as the Chicago Public League of the display and practice of exemplary sportsmanship. Instances of unsportsmanlike behavior will be penalized according to the IHSA and NFHS rules, but additional penalties may be issued to coaches as well as students from the Office of Sports Administration.

II. ELIGIBILITY

A. A recognized team must have ten (10) distinct active members. Teams with less than ten (10) members on any level may be allowed to continue the season, but will not be formally recognized.

B. Central Office Record Sheets generated by the school athletic director must be on the file

with Sports Administration prior to any games played. Teams are not eligible to participate in a contest without a Central Office Record Sheet on file, and teams that fail to submit

Central Office Sheets are subject to suspension. Central Office Sheets are due by November 11, 2016.

The names of varsity, sophomore and freshman players should be listed on separate computer generated Central Office Record Sheets and submitted after player record packets and medicals are of file. Age and grade eligibility is established according to the rules of the CPHSAA (See Article III-Section 3 for grade eligibility and Article III-Section 4 for the age rule) Constitution and Bylaws. Whereas some students that have transferred into the school may appear on the Central Office Record Sheet as eligible (academically), all transfer students are ineligible for a period no more than 365 days or until a residency ruling has been issued by the Office of Sports Administration.

C. A computer generated Official Eligibility Certificate listing the eligible players for that game

must be exchanged before each game with the opponent. Ineligible players or players that are not participating in the contest that are listed on the certificate should be lined out by the coach or athletic director. Failure to trade eligibility sheets prior to the game, or to submit the traded document after the game to Sports Administration may cause your school to be fined one hundred dollars ($100) per CPHSAA Constitution and Bylaws. For all Intra-Chicago Public League member school competitions – In the event that School A does not have an eligibility certificate to trade, a list of the participants from School A should be created and submitted to the coach of School B. School A then has 24 hours to produce a computer generated eligibility certificate that matches the list created at the game. If there is a conflict in the list and the certificate, the game is automatically a forfeit to School B. If neither team provides an eligibility certificate, then potentially there is no formal record of the game and each school will be under the “24 hour rule” in order to avoid a forfeit or double forfeit. After the contest, the traded eligibility certificate should be collected, signed and filed at the school by the athletic director with the score of the game and the name of the officials so that it can serve as the formal record of the contest. Two eligibility certificates should exist for every contest, one submitted from each school. Failure to maintain post-game eligibility certificates can lead to forfeitures and sanctions to coaches and/or athletic directors.

III. SCHEDULE

A. All Conferences shall play a determined single or double round robin schedule.

B. All game dates are official as listed and may not be changed without the authorization of

the Department of Sports Administration.

C. Varsity Games will begin at 4:30 pm with the Sophomore games immediately following the varsity game. Sophomore games can be played first upon the pre-approval of the Regional Athletic Director in charge of Basketball and the concurrence of the opposing school.

D. All games must be played as scheduled at the date and home site specified in the official

schedule.

E. All games must be completed by the Friday of the last week of the league schedule (January 29).

F. Team standings shall be determined on the basis of games won and lost.

G. A school forfeiting two or more conference games due to the failure to play the games will lose team recognition. A letter to the principal, athletic director and coach shall notify the school of the impending action, which will include forfeiture of the coaching stipend. The official score of a forfeited game is 25 – 0.

IV. DUTIES OF HOME TEAM

Home game management must arrange for the following important details:

A. Secure a permit for the use of the building.

B. Ensure that the floor is properly lined.

C. Ensure that the backboard and basketball are securely fastened and that each basket is provided with a cord net.

D. Make sure the bleachers have been properly erected and inspected and meet a high

standard of safety.

E. If spectators are permitted, not less that 50% of the available space shall be set aside for the visiting school when it is requested.

F. Make hospitable arrangements for the referees and issue their pay prior to the start of the game. G. Provide the timer with a stopwatch or clock, and electric horn. H. The home team shall wear light shirts, while the visiting team may wear any contrasting

color. I. Any game, which is not completed, due to the failure of the home management to make proper arrangements, shall be forfeited to the opponent. J. Spectators are not permitted to shoot basketballs before, in between, during, or after the game. Crowd control or security personnel should promptly check this type of behavior. K. A faculty member, student aide, or student leader should welcome the visiting team on

their arrival and should be available to assist the visiting school at all times during their stay at the host school. The host school is responsible for assisting the visiting team on their departure. The coach is responsible for all players until they have left the playing site.

V. LOGISTICAL DUTIES OF COACHES

A. Coaches should be aware of and abide by the Code of Conduct for coaches established in the CPHSAA Constitution and Bylaws.

B. Coaches should assist the athletic director in the monitoring of weekly eligibility, as

well as the implementation of Individual Study Plan support for students and likewise enforce the academic eligibility rules within the program

C. Coaches must see that all details pertaining to the game are properly arranged.

D. Coaches shall ensure that provisions are made to start the game on time in order to

finish the game within the limit of the building permit.

E. Coaches shall confirm that the results of the game and fully completed eligibility certificates are immediately submitted to the athletic director so that they can be properly filed and made available upon the request of the Office of Sports Administration.

F. Coaches may select teachers or regularly enrolled students to act as scorers and timers. These individuals must be properly trained before games are played

G. Coaches are responsible for submitting scores to the MaxPreps website at

maxpreps.com. Each coach/school must have a representative that creates/maintains an active account who updates the team page with game results. Scores must be reported within 24 hours of the contest.

VI. EQUIPMENT

A. The baskets are to be painted an orange color as provided by the rules.

B. Wide lane markings shall be considered official.

C. Alley markings as outlined in the latest rules publications shall be considered official.

D. A line 3’ long, 2” wide, and 28’ from the end shall be inserted to define the mid-court area.

E. If court is not regulation size, lines may be taped on the floor to allow each team to have a

full court of 42 feet. This can be done by overlapping the marked center line.

F. Two (2) official balls, fully inflated to the satisfaction of the referee shall be provided.

VII. OFFICIALS

A. All officials that work on Chicago Public League games must be registered with IHSA. B. Two (2) officials (registered) must be provided for all league play. The Office of Sports

Administration will assign all league and playoff officials. The home team is responsible for payment to officials prior to the start of the game. The rate for Varsity games is ($55), sophomore games is ($45), and freshman games is ($35). If only one official is available for the game, he/she will be paid $10.00 in addition to the regular fee for the varsity game as well as the sophomore game.

C. When an official arrives late or fails to appear, and both schools agree to play, the game

shall stand as played. If the official assigned arrives in time to assume control of part of the game, she/he shall begin only at the termination of a quarter and be paid for the part of the game that he/she has worked.

D. One (1) timekeeper and one (1) scorer shall be provided by each of the contesting schools.

Only the scorers and timers are allowed at the table.

VIII. VERTICAL MOVEMENT

A. Sophomore level basketball players are allowed to partake in upward movement from their original rosters. Players will be able to play at the varsity level and return to their original status on the sophomore level without penalty during the regular season. Up and down movement will only be allowed between the sophomore and varsity levels of basketball.

B. During the city and state playoffs, freshman and sophomore players may only be involved in

upward movement. They cannot descend onto a roster beneath their playoff status. Once players are listed on the varsity eligibility certificate at playoff time, they will not be allowed to return to a lower level.

C. Movement of athletes during one calendar year must not exceed ninety (90) quarters total

during the season. Tournaments will not count toward this limitation of (90) quarters.

D. Student athletes must not play in more than 6 quarters per game day. When an athlete participates in a quarter, it will count toward the limitation of 6 quarters per day. Minutes will not be tracked.

E. Schools must trade the vertical movement tracking form along with eligibility certificates to

indicate the students who participated in the varsity and sophomore games on a particular day.

Sophomore Teams: Shall consist of girls in the first and second year in attendance who have not reached their 17th birthday prior to August 15th in any year. A player who reaches his 17th birthday on or after August 15th in any year may continue his participation on the varsity level, provided all other requirements are met.

Freshman Teams: Shall consist of first year students only. The Office of Sports Administration will provide league scheduling for every team.

IX. CHAMPIONSHIP PLAYOFF SERIES

A. The CPHSAA Varsity Championship Playoff Tournament will be played with the thirty-two (32) teams that meet the qualification criteria.

B. Seeding for the City Championship will be based on Conference standing. The 32 teams

entering the City Playoffs are: All twenty-four (24) Red Division teams and the top two (2) White Division teams per section.

C. In case of a tie in Conference standings, the higher place shall be determined by:

1. Head-to-head competition results (If one tied team has more victories over the other

tied team).

2. In the case that two tied teams have split victories:

a. The team with the greater point differential will be awarded the higher place in the standings.

b. If point differential does not break the tie, the team that scored the most points in games played between tied teams will be awarded the higher place.

c. If tiebreakers (a) and (b) do not break the tie, the winner of the second game

played between tied teams will be awarded the higher place.

3. In the case of a tie between 3 or more teams, the teams that have the greatest point

differential in games played between tied teams will be awarded the higher places. Whenever two teams remain tied after applying multiple team tiebreakers, the tiebreaker for two teams is then applied to those tied teams.

4. In the event that tiebreaker #3 does not break a tie between 3 or more teams, the teams that have scored the greatest number of points in games played between tied teams will be awarded the higher places.

5. In the event that tiebreaker #4 does not break a tie between 3 or more teams, the

teams with the greatest point differential with a maximum of 25 points per game from all conference games will be awarded the higher places.

6. If the previous tiebreakers do not break the tie, the top two teams will be drawn by lot

by the Regional Athletic Director in charge of Basketball in the presence of the tied teams and then be separated by tie breakers #1 and #2.

D. Promotion and Relegation

Promotion and Relegation will be suspended for the 2016-2017 season to allow for a full re-aligning of the Chicago Public Basketball League.

E. The Eligibility certificate must be exchanged at every playoff game. If a team does not

have their eligibility certificate, or if there is a question regarding the legitimacy of the roster, the game will be played under protest and the winner will be determined after an investigation of the roster. If game participants do not correspond to names previously entered to the eligibility certificate, the offending team will lose the game by forfeit.

F. Quadrant Matchups for the Varsity Tournament

Any school not participating in the City Championship playoffs will be fined $250.00 to be deducted from the coaching stipend.

G. The Sophomore Bracket will follow the pattern of the Varsity Tournament.
