District Board of Directors' Regular Meeting
January 20, 2015
I. Meeting Called to Order: 8:31 A.M.
A. Present:
Fred Croscut – Chairman Dave Spann – Field Manager
Bruce Kidder – Treasurer
Frank Gould, III - Director Bryan Nothdurft - NRCS
Lisa Vanstrom – Director Terry Toy –
Allen Peterson – Vice Chair Jacqueline Chiarot – Rep Tom Reed
II. Minutes of the Previous Meeting:
MOTION by Gould seconded by Kidder to approve the minutes of the
December meeting.
III. Treasurer's Report:
MOTION by Peterson seconded by Gould to accept the Treasurer's report
and pay current bills.

A. Other Agencies
1. NYS Soil & Water Committee– Victor DiGiacomo - See Attached
B. District Conservationist – Bryan Nothdurft
1. Program Updates – See Attached
C. District Field Manager
1. Trees & Shrubs - Tree and Shrub Booklets printed, mailed out
and we have it up on our web site. We have 5 orders already.
2. Envirothon – Cassie has been taking care of this. We held
the workshop on January 16, 2015 at SUNY Fredonia with over
185 students. The event will be held on April 30, 2015 at
the Jamestown Audubon in Jamestown. This is our 25th
Anniversary and we will try to get enough donations so we can
do something special this year.
3. Alliance Update – They received numerous applications for the
Executive Director position and they did narrow the
applicants down to two. After the interview process neither
candidate fit all the aspects they were looking for.
4. Ag Grants
a. Round 18 1. Chautauqua Lake - the manure transfer has been bid out,
Levi Mitchener received the bid in the amount of
$65,612.00 and will start as soon as the weather allows.

2. French Creek – Four Jacks Dairy is still dragging their
feet and still have not started the engineering. Scott
Wallace will go to bid for the second time on February
2, 2015, we are hopeful that it will be a go this time.
Norvel Willink, is completed.
b. Round 19 – Dave Mobila is done for this year. Chad Fred has completed his project. Chad Scofield is done for this
year.
c. Round 20 – We are waiting for contracts from the State so we can get started. Ron Reed has completed the engineering
for his project, so we will schedule a site showing and
bid opening soon
D. District Field Technician – See Envirothon
E. District Secretary - Debra Kelley
1. Annual Financial Report to the State Committee and the State
Comptroller – is complete. MOTION by Vanstrom seconded by Gould
to approve the Annual Treasurers Report.
VI. Old Business
A. 2015 Appointments to the Board – Allen Peterson should be going
through the Legislature this month and Fred Croscut’s appointment
should be in March.
B. District 2015 Contract with Chautauqua County – We are working
with Dave McCoy to get this underway. The contract is still in
the Planning Department Office.
C. Legislative Day – March 2 & 3, 2015. MOTION by Kidder seconded by
Peterson for two people to attend and reimburse them for their
expenses.
VII. New Business
A. 2015 Water Quality Symposium/Annual Training Session -will be held
March 10 - 13, 2015 at the Crowne Plaza Hotel, Syracuse, NY.
Registration required before February 18, 2015. MOTION by Kidder
seconded by Gould to allow staff and directors to attend the
training session and reimburse them for expenses.
B. Annual Plan of Operations - The Annual Plan of Operations was
reviewed by the District Board. MOTION by Peterson seconded by
Gould to approve the 2015 Annual Plan of Operations.
C. Election of Officers – MOTION by Gould seconded by Vanstrom to re-
elect the same slate of officers as 2014 and they are as follows.
Fred Croscut - Chairman, Allen Peterson - Vice-Chairman, Bruce
Kidder – Treasurer and Debra Kelley Secretary/Asst. Treas.
D. Committee Appointments – The Chairman made committee assignments,
See Attached. MOTION by Vanstrom seconded by Gould to approve the
Committee Assignments.
E. Review Policies – Tabled

F. Review Rental Fees - Equipment & Services for 2015 - The board
reviewed the rates for Equipment and Services for 2015. MOTION by
Kidder seconded by Gould to approve the Fees for Equipment Rental
and Services. See Attached Fee Schedule.
G. Review Pay Prior to Approval List for 2015 - The Pay Prior to
Approval List for 2015 was reviewed by the board. MOTION by
Peterson seconded by Gould to approve the list as presented to the
board.
H. Personnel Appraisals – Tabled
I. Audit the District Books – Croscut & Peterson will audit the
District books at 8:00 AM prior to the regular meeting on February
24, 2015.
J. Long Range Plan of Work – The Long Range Plan of Work was reviewed
by the District Board. MOTION by Kidder seconded by Vanstrom to
approve the 2015 Long Range Plan of Work.
K. Purchase a New Truck – Tabled for further information.
L. AG & Markets Grants RFP Round 21 - MOTION by Peterson seconded by
Gould to approve the resolution for Round 21. See Attached.
VIII. RC&D - none

X. Cooperators none
XI. Next Meeting - Tuesday, February 24, 2015, 8:30 A.M. at the Northcrest
Business Center, 220 Fluvanna Ave, Suite 600, Jamestown, NY
XII. Executive Session – MOTION by Kidder seconded by Peterson to go into
Executive Session.
MOTION by Peterson seconded by Vanstrom to come out of Executive
Session.
MOTION by Vanstrom seconded by Kidder to approve the Grade and pay
raises as presented for the staff in the amount of approximately 1.5%.
MOTION by Kidder seconded by Peterson to amend the Employee Hand Book
under employee definitions, we would like to add a salary position. We
would like it to read: The salary position will be approved and reviewed
on an annual bases by the board of directors.
