Coordination of an engaging and vibrant community centre that offers programs and activities to enhance the quality of life, skills, knowledge and wellbeing of residents and build the capacity of the Patterson Lakes and surrounding community.
Patterson Lakes Community Centre is a place of learning, growth, fun and friendship for people of all ages and all backgrounds. We have a variety of programs and activities ranging from playgroup and exercise classes, to cards, gymnastics and dance as well as two halls and meeting rooms of all sizes to hire for any occasion.
Centre Management• Manage all aspects of the Patterson Lakes Community Centre’s (PLCC) day to day
administration, including budget and risk to ensure that it operates in a fair, equitable, efficient and effective manner
• Ensure all service agreement reports are prepared, completed and submitted within the required time frame
• Source and submit for grants and funding streams to achieve strategic goals and annual plans special projects
• Implement regular reviews to ensure continuous improvement and achievement of excellence in service delivery
• Work with Staff and Committee of Management (COM) to review and develop annual budget • Coordinate, and provide leadership, to Centre staff and manage relevant staff issues in
accordance with PLCC procedures and requirements fostering a cohesive team approach to all activities
• Maintain and share up to date knowledge of community resources, community needs and relevant programs, policies and funding opportunities.
People & Learning• Coordinate the recruitment, selection, induction and management of office staff, program
instructors, contractors and other staff as required• Conduct regular one on one and all of staff meetings• Conduct regular staff appraisals and work with staff to identify opportunities for staff
training and development
• Develop and maintain a positive social atmosphere that supports inclusive community engagement
• Work with staff to maximise the effective involvement of volunteers in various aspects of PLCC programs, activities and events
• Coordinate the recruitment, interviewing, placement & management of volunteers
Community Engagement, Partnerships & Networking• Conduct research (including user statistics, regular consultations and demographic analysis)
to increase participation in the Centre and knowledge of community trends and issues• Create a regular information sharing network of community service organisations to
maximise collaboration and deliver appropriate, funded, health, education and leisure programs to the Patterson Lakes community
• Develop and maintain strong working relationships with local and state-wide organisations• Actively participate in networks facilitated by stakeholders including Department of Health
and Human Services (DHHS), Kingston City Council (KCC), Community House Network-Southern Region (CHN) and Neighbourhood Houses Victoria (NHV)
• Develop, implement and supervise an active and regular volunteer program. • Maintain a positive working relationship between PLCC, members of the community, other
local community organisations and businesses.
Committee of Management• Prepare and submit reports and advice as appropriate to the Committee of Management• Prepare and provide regular reports to meetings of the Committee of Management including
programs and fundraising projects, potential collaborations and partnerships• Attend monthly Committee of Management meetings as required • Ensure the Committee of Management is adequately informed to support their governance
role• Act as liaison between staff and the committee• Support informed recruitment and induction of new committee members.
Program Development• Engage and partner with community members, stakeholders and other organisations to develop
programs and projects that build community capacity and optimise health and wellbeing• Actively research, develop and deliver a diverse array of programs, services and activities in
response to community needs• Establish and resource a place-based Patterson Lakes Community Collaborative Partnership
Group to maximise opportunities and programs• Oversee the development of and publicise a term program of activities for the Centre including
school holiday programs
• Support community-based groups and events through auspice and other arrangements• In the event the Municipal Emergency Management Plan is enacted, assist in all aspects of the
relief and recovery phase• Work with the Committee of Management, Centre participants and staff in the ongoing
development of PLCC strategic and annual plans.
Organisational Responsibilities• Cooperate with Committee of Management in relation to any actions taken to comply with the
Occupational Health and Safety Act 2004 and ensure that actions taken by the employee do not interfere with or place at risk the health, safety or wellbeing of the employee or any person in
the workplace• Ensure compliance with all PLCC Privacy Legislation Policy and treat all information of a personal
and sensitive nature concerning the business of Council, Internal and External Stakeholders in a professional and confidential manner in accordance with PLCC information and records management procedures
• Ensure that all PLCC policies, procedures, systems and work practices are implemented and adhered to, in particular, in human resource management, risk management, financial management, governance, procurement, child safety and customer service
• Act in a professional manner at all times while performing duties for and/or representing the Patterson Lakes Community Centre in accordance with the Staff Code of Conduct.
Employees may be asked to assist with emergency related functions if the Municipal Emergency Management Plan is enacted. Under the Emergency Management Act 1986, this may include providing emergency response, relief and recovery services to the community.

ORGANISATIONAL RELATIONSHIPS AND RESOURCE MANAGEMENT RESPONSIBILITIES:
Reports to: Committee of ManagementSupervises: Program Administration Coordinators, Book keeper, Centre’s Instructors,
Communications Officer, and VolunteersInternal Contacts: Community Groups, Contractors, Community Centre Participants &
Members, Kingston Council Library Staff.External Contacts: Community members: local businesses and hirers; residents of Patterson
Lakes; community service organisations; KCC;DHHS; NHC; and other relevant agencies and organisations.
Financial delegations Can authorise expenditure up to a maximum of $1000 within approved budget.

The incumbent is responsible and accountable for:• Managing the Centre including overseeing all operations
• Working with community and stakeholders to determine programs, services and activities and schedule as appropriate
• Supervising the activities of Centre staff in accordance with organisational priorities and objectives.
The incumbent has the following delegations:• Approval of expenditure up to $1000• Signing letters, reports to community members and community service organisations
• Accountable for adhering to and implementing the Organisational Responsibilities set out in the Key Outcomes and Responsibilities above
The incumbent is required to use judgement and make decisions relating to:
• Providing of information and advice to members of the public, staff and external agencies drawing on experience and knowledge
• Resolving issues and problems which are of a complex nature. Guidance and advice are availablefrom COM.
The following knowledge and skills are required to be demonstrated and utilised:• A comprehensive understanding of community development principles
• Developed strategic, conceptual, research and analytical skills
• Knowledge and ability to procure services and manage contractors and projects

• Ability to undertake statistical and community research
• Relevant technology skills to deliver the requirements of the role
The incumbent must demonstrate and apply the following management skills:• Well-developed ability to manage time, set priorities and plan and organise work including
that of other employees with the resources available and within a specific timetable despite conflicting pressures
• Developed capability to effectively and efficiently manage resources of a team including physical, financial and human resources
• Developed leadership and advisory skills to support Committee of Management, staff, volunteers and community members.

The following preferred qualifications and/or experience for the position:• Relevant tertiary qualifications.• Substantial Management experience in the community sector.• Current Victorian Driver Licence.
The following qualifications and/or experience are desirable for the position:• Certificate IV Workplace Training and Assessment
• Food Handling• First Aid.
The Position Description will be reviewed annually, in conjunction with the employee, in accordance with the relevant Enterprise Agreement and as part of the employee’s annual Performance and Development Review.
