Phillip C. MacClennen passed away on Feb. 1, 2016 at Banner Baywood Hospital in Mesa, AZ at the age of 86. Phil was born in Nashua, NH to George and Marion MacClennen, on June 13, 1929, the youngest of four children. His father passed away when he was only 3 months old and when he was a very young boy he would work on neighboring farms to help support the family. He struck out on his own at the age of 15 and had many adventures. One of which was the tour bus driver for Woody Herman, the famous jazz musician. He met many other famous acts including the Mills Brothers. Phil came to Winkelman on a last minute road trip with his older brother Dana in 1953. He met the love of his life Nancy and they married on Feb. 20, 1954. They moved to Dudleyville in 1963 and stayed there until 2011 when they moved to Kearny. Phil worked at ASARCO for 33 years retiring from there in 1986. During his time at ASARCO he made many

friends and made many fond memories that he would often share with his loved ones. Phil also loved the outdoors and often would hunt, camp or simply just go for a ride in the hills. Phil was one of the founding members of Quail Fry an annual event held every October and attended faithfully until he was too ill. After retirement, Phil had a handyman business and picked up woodworking. Their house has many of the beautiful pieces of furniture he crafted. He is preceded in death by his parents, George and Marion, his sister, Ruth, and brothers, Dana and Robert. He survived by his wife of nearly 62 years, Nancy; sons, Phillip (Deborah) and George (Dorothy); and daughter, Holli (Ramon) Lerma.

Phillip C. MacClennanHe is also survived by his grandchildren, Kelli McKee, Max MacClennen, Joshua Lerma and Colt MacClennen and great-grandson Dustin White; and many, many beloved nieces and nephews. Dad will be greatly missed by all those who knew and loved him.

Gerald H. Crandall, 91, passed away at Tucson Northwest Medical Center on Feb. 5, 2016. Jerry was born to Myron Hamilton and Elizabeth (Moody) Crandall on Oct. 3, 1924 in Gilbert, AZ. He is preceded in death by his parents, his dear wife, Madonna Bingham Crandall, and four brothers. He is survived by his three children, son, Douglas (Peggy) Smith and daughters, Donetta Smith and Linda Crandall Cameron. Grandpa was blessed with 15 grandchildren, 40 great-grandchildren with a great-grandson due next month, and one great-great-grandson. His brother Joe (Audrey) Crandall also survives him. Grandpa was proud to be a Navy veteran of World War II. He worked as a Justice of the Peace, theater manager and time keeper for the mines while living in Ray, AZ. After relocating to Kearny, AZ, he became an engineer for the railroad. Tucson became Grandma and Grandpa’s home in 1998. Grandpa was a kind, loyal, happy, loving giant of a man. His positive personality will be deeply missed, but we know that we will be reunited again. Funeral services will be held Saturday, Feb. 13, at the Tucson West Stake Center of the Church of Jesus Christ of Latter-day Saints located at 3530 W. Magee Rd. Services will begin at 11 a.m. Interment to follow at The Binghampton Cemetery.

We reconnected around the fact that both of us were in the star group for the very first Super Bowl in the Los Angeles Coliseum (Green Bay vs. Kansas City). Andrea played flute and I played baritone horn in the University of Arizona Marching Band. And what was the name of that other guy? Played trumpet or something... oh, yes! Al Hirt. So we didn’t have to pay anything to see that first game, and we even got our expenses paid.

Reductions in most developmental impact fees for new construction in Pinal County were approved by the Board of Supervisors at their Feb. 3 meeting. However the Board put off yet again changes in the county ordinance to allow alternative fee determination for special projects. The new developmental impact fees are now scheduled to go into effect on May 9. The reason given for splitting up what had been introduced at the Dec. 9 Board meeting as Resolution 120915-DF was that under Pinal County statutes changes in fees go into effect 90 days after approval while changes in statute language can become effective in 30 days. With contractors holding back requests for new construction permits until the lower fees go into effect, the Supervisors opted to approve the new fee schedule now while spending more time ironing out the wording of the alternate fee determination section of the ordinance, said Board Chairman Todd House. The split was suggested by Himanshu Patel, director of the Pinal County Community Development Department, who reported new construction and developmental projects in the county grinding down to a crawl. Under the new schedule, most impact fees would be lowered in Pinal County, while the fee structure for residential housing would be increased from two to four categories. Instead of separate fees for new homes under and over 1,500 sq. ft., the new categories would be under 1,000 sq. ft., 1,001 to 1,500 sq. ft., 1,501 to 2,100 sq. ft., and over 2,100 sq. ft. In the four Pinal County Developmental districts, impact fees would rise only in the North Central District (which includes Apache Junction, San Tan Valley and

But rules under which developers can apply for special fee consideration sent back for more workQueen Creek), and not in all construction categories. For instance, in the less than 1,000 sq. ft. residential category, the fee would drop from $4,462 to $3,940 but rise in the 1,001/1,500 sq. ft. category from $4,462 to $6,532. Fees also would rise in the over 2,100-sq.-ft. residential, Institutional, Commercial and Other Services categories. In the South Central, East (including Superior, Kearny, San Manuel, Oracle and Mammoth) and West districts would see all impact lowered from current levels, with non-residential construction fees in the West District dropping by more than $7,200. An additional fee was levied on construction in the extreme northern part of the East District (including Superior) where there are no arterial roads. Developmental impact fees are levied to take care of safety, recreational open space (parks) and roads needs resulting from development of properties to account for increased population densities or commercial/industrial uses. The new schedule bases fees on the square footage of new structures, with larger properties accessed higher fees. But Supervisor Anthony Smith argued that square footage may not be the only indicator of a development’s ultimate use or occupancy. He cited retirement communities like SaddleBrooke, where new homes exceed 2,000 sq. ft. but are occupied by only two retired people who have most of their immediate needs served inside these communities and travel very little off premises. This would negate the need for major improvements outside the community such as widening roads, he said. On the opposite end of the spectrum, Smith noted

plans to build tiny houses (homes with square footage equivalent to efficiency apartments in urban areas) in Arizona City. A collection of homes of under 800 sq. ft. would result in a higher population density, thus having a bigger impact on the local infrastructure than larger senior housing, he noted. As currently drafted, the alternative fee determination section of the proposed resolution defines those projects where developers can seek special consideration outside the approved impact fee structure as those differing greatly from developments in the same impact fee category. To get special fee consideration, developers must submit to the county manager an alternative development report explaining why the impact of the development would be substantially different from the norm, detailing what the actual costs and burdens would be to the county. The report can propose an alternate fee based on statistics compiled in the report. After reviewing the report, the county manager can make a determination as to the development fee to be charged. The county manager may require the applicant to pay an administrative fee to cover the actual costs of reviewing the special fee determination application. Some developers at the meeting objected to having to bear the cost of having the county review their applications for special fees. However Cameron Carter of the Rose Law Group praised the Supervisors for allowing

New Pinal Rural Fire Rescue & Medical District accused of not answering medical assistance calls

Is the new Pinal Rural Fire Rescue & Medical District (PRFR&M) not fulfilling its duties as a tax-supported firefighting and medical assistance operation? Complaints from some citizens are that PRFR&M has not answered the call for up to a dozen requests for medical assistance since it officially came into being last September 26. Officers of the new district admit that it isn’t, but caution that PRFR&M is still in its organizational stage and within a few months when all equipment is in place and personnel is fully trained the district will fulfill its promised duties. PRFR&M is somewhat unique in Pinal County as its serves a primarily rural area rather than an incorporated municipality. Its boundaries are the San Carlos Apache Tribe and Dudleyville on the north, the Pinal County border on the east, San Manuel on the south, and Oracle and Mammoth on the west. The district covers more than 100 square miles and includes Aravaipa Canyon, with State Route 77 the main road through the district. Creation of PRFR&M was authorized by the Pinal County Board of Supervisors when it accepted the district’s impact statement in early August 2014 and district organizers submitted within one year signatures on a petition equal to the required 50% plus one of all homeowners with district boundaries that have are also valued at 50% plus $1 of all taxable property. PRFR&M succeeded Pinal Rural Fire & Rescue, a nonprofit

volunteer fire department funded by subscribers, donations and grants that had long served the area. It differed from for-profit firms like Rural/Metro that sell its services only through paid subscriptions. Less than a month after PRFR&M came into being, complaints that the district was a no-show when called for medical assistance began. The first 911 medical emergency to which the district didn’t respond was on Oct. 19, 2015 involving a traffic accident on Palomita Road a few miles from the former fire station of Pinal Rural Fire & Rescue since used by PRFR&M as its central depot. “No one was available from PRFR&M, so an ambulance had to come all the way from San Manuel,” said Cathy Gorman, who had earlier opposed creation of the new district and has since become its severest critic. “Previously the adjacent districts would respond to areas that were not included in any district. So all of us in the Pinal Rural district are in greater danger,” Gorman said at the time. Other medical emergencies cited by Gorman to which PRFR&M didn’t respond included a particularly nasty one

on the morning of Jan. 19 involving a rollover crash in which the driver was ejected from his vehicle on Veterans Memorial Highway outside of San Manuel. Pinal County Sheriff’s deputies who answered the 911 and found the driver with lacerations to the head, back and hands, called Southwest Ambulance, who after treating him at the scene, took him to the SunLife Clinic helipad in San Manuel. The driver was later transported by helicopter to the University Medical Center in Tucson. While it remains unverified as to whether PRFR&M waved off the 911 call saying it had no manpower as critics charged, the report filed by Sheriff’s deputies said that only 65 minutes elapsed between receiving the 911 and the injured driver – Michael Anthony Butler – being placed in an ambulance for transporting to San Manuel. John Stanford, chief of the San Manuel Fire Department, confirms that his department has “answered quite a few calls” of medical emergencies within the PRFR&M territory. While he had no specific number for such calls, he remembers three wrecks other than the Jan. 19 rollover, including one involving

Central Arizona College and Dudleyville on reservation land. The casino has been a long time in coming and local communities and the San Carlos Apaches are looking forward to the economic benefits it brings to the area. Harold Kenton, an Apache singer, spoke about his grandfather being from Aravaipa. He sang a “prayer song” and provided the blessing. Gary Murrey, CEO for Apache Gold gave a brief update on the casino project. The plans call for a temporary casino that will have 375 slots and four gaming tables. Construction will start in three weeks and the temporary casino is expected to be in place in June. The construction will provide 100 jobs. The temporary casino will mean employment for 200 people and when the permanent casino project is completed there will be 400 jobs. It is expected to be the “anchor” for other businesses that will provide services for people that come to the area. Terry Rambler, Chairman of the San Carlos Apache Tribal Council, spoke about “developing a community” and “working together with our neighbors

to make things better for our children and grandchildren.” He talked about partnering with Central Arizona College Aravaipa campus to create a gaming curriculum to train workers for the gaming and hotel industry. “It is a great day for all of us,” he added.

Are you intrigued about the Arizona Trail but you don’t know where to start to even make those first few steps hiking on the trail? This Saturday, Feb. 13, the Legends of Superior Trails Fest will feature recent Yo-Yo hikers Rass and Kathy Vaughn who will be leading a discussion about their adventure and then will lead a two hour trail run on the Arizona Trail later in the afternoon. They will share their experience, their motivation and some humor about their recent adventure as they call them. The couple are the first yo-yo hikers on the Arizona Trail which means they have completed hiking both north and south bound on the Arizona Trail. The event begins at 10 a.m. in front of the Superior Chamber of Commerce building

at 165 Main St. in downtown Superior. All lectures will be hosted at the Superior Chamber of Commerce. The morning starts out with a series of informative talks including a history discussion on Pinal City and the archeology of the area, an update on the future plans of the LOST trail system and the always popular geology talk with ASU professor Steve Semkin. This year a new talk has been added by Rass and Kathy Vaughn who are the first Yo-Yo hikers or the Arizona Trail. They will share their adventures, what to expect for those considering a hike and also share about their personal journey on the trail. This is a can’t miss presentation. From 10 a.m. to 2 p.m. there will be an outdoor expo featuring booths by the Arizona

Arizonans celebrated Valentine’s Day 100 years ago pretty much like today. Valentine cards, chocolates and flowers were

popular items just like today. Schools held dances and parties, church socials with a valentine theme were held, and many of the social clubs had events to celebrate the day of romance. Judging by the number of events reported in the newspapers of 1916, Valentine’s Day was celebrated more than it is today. Many private valentine parties were reported in the Society sections of the newspapers as were those held by social clubs and organizations. The Bisbee Daily Review had a story about the Bisbee Post Office Association composed of employees of the Bisbee Post Office sending out an invitation that was signed Post Office Girls. It read, “The following invitation has been received by a number of Bisbee young people: Your presence we ask, To grace a valentine party,We’ll dance and We’ll play, As long as you stay,A welcome awaits you most hearty. Arizona was known as the Valentine State. Technically

Valentine’s Day 100 Years Ago in Arizonait still is as Feb. 14, Valentine’s Day, is the day Arizona became a state in 1912. Arizona’s first governor,

G.W.P. Hunt declared February 14th a state holiday called Admission Day. The Tombstone Epitaph on February 13 reported that Tombstone would observe Admission Day. All government offices including the court house and post office would be closed. Stores and other businesses in town would close for business at 1 p.m. The Arizona Republican reported in their February 13 edition under the heading Valentines for Congressman that “A number of local suffragettes planned a ‘valentine shower’ for Congressman Hayden, the missives being mailed at the time which would permit their being delivered to him on Monday, valentine day. The valentines are in shape of letters urging Mr.

Hayden to use his influence in favor of the passage of the Susan B. Anthony amendment.” This had been part of a national campaign by the Congressional Union later the National Women’s Party to get the Constitutional amendment passed allowing women to vote. The group sent out personalized valentines to congressmen, senators and President Woodrow Wilson. In 1920 the amendment would finally be ratified. In Arizona, women had the right to vote as part of the state constitution of 1912. In 1916 an article appeared in the Tombstone Epitaph about the growing valentine card and novelty industry in the United States. It said that over the last couple of years the American industry had grown due to the war in Europe. Before the war most of the cards and novelties were manufactured in Germany. In 1914, World War I began in Europe and trade with Germany and the United States soon stopped. America had taken the lead in valentine production and exporting valentines to other countries that recognized Valentine’s Day, a day to celebrate love and romance even in a time of war!

Many of you know that Central Arizona College President Doris Helmich is retiring at the end of the school year. A search committee was formed to help hire of the next presi-dent of our community college. I am honored to be one of those chosen by the Chairwoman of the CAC Governing Board, Gladys Christensen to be on the search committee. There are currently 14 members on the search committee. At Tuesday’s initial meeting, I supported Frank Davidson, Superintendent of Casa Grande Elementary School District as Committee Chairman and Valerie Jensen, CAC professor as Vice-Chair. The next step for the committee is to review applications from February 23 to March 3 and narrow them down before extending oral interviews. The target date to have a new President is May 31. I am pleased with the make-up of the committee as selected by the CAC College Board. This is going to be an exhaustive search for the right person to serve a college that is spread out over a large geographical area, but yet small enough to serve many of the students on a one-to-one basis. No vouchers will be issued without proper documentation. Three vouchers will be given and they will be good from Jan. 11, 2016 until Dec. 30, 2016. If those participating own more than one residence they can only obtain vouchers for the primary residence. Vouchers can be used at the Oracle Transfer Station and are good for a truck load of up to 750 lbs. or the Dudleyville Landfill and are good for a truck load of up to three cubic yards. Vouchers will be issued according to the name that appears on the utility bill and that person must be present when redeeming the vouchers at the Oracle Transfer Station or Dudleyville Landfill. Other criticisms concerned the wording of the alternate fee determination section. Some found the wording to verbose and thus open to misinterpretation. Some changes shortening the text were proposed, along with a change that would enable developers to seek a special fee if only one of three criteria were met rather than all three. The alternate fee determination section was sent back to committee for additional work. We thus pay our volunteers to go on calls outside our district,” Ponce said. “People are starting to complain. PRFR&M needs to step up to the plate,” said Olivia Morales, board member of the Dudleyville Fire Department. “We have only a limited budget so its costs us when we cover for other districts,” she

added. “We can’t continue to run into PRFR&M territory covering their emergencies using our tax money,” San Manuel’s Stanford said. “I don’t mind helping out but local residents are starting to ask me if we can bill them for covering for them.” PRFR&M Chief Rod Plast countered that the new district is still being organized and thus is unable to handle medical assistance calls at present. The district, however, has still handled the fire calls it has received since September. “We are still setting up the district according to the requirements of Pinal County and the State of Arizona,” Plast said. “We are still acquiring necessary equipment and a training volunteers in firefighting and

paramedic skills.” A hindrance at this early stage of organization is money, added Steve Turcotte, a member of the PRFR&M board and chairman of the district’s organizing committee. Although PRFR&M was created as a special taxing district, it will not receive any revenues from property taxes until October 2016. Likewise it cannot tap into its share of funds from the Arizona Fire District Assistance Tax until July. For now, PRFR&M are tapping into available grant money to acquire additional equipment, including tanker trucks for getting water to areas without fire hydrants, devices for pumping water directly out of streams through fire hoses, and special fire engines designed for the territory’s steep and varied terrain. Also being acquired are EMT vehicles equipped with first aid equipment, oxygen tanks and an EKG device to enable paramedic firefighters to provide on-site medical care possible. “Chief Plast has done a great job in writing the grant proposals as we have received the funds for 80% of the grants for which we applied,”

said Turcotte, who also is a retired Rear Admiral of the U.S. Navy and owner of a local ranch. Turcotte noted that two volunteer firefighter/paramedics will have completed their training by late February and another will be fully trained by late March. This will solve some manpower issues. If organizational momentum continues at the current rate,

Proposed Tailings Storage Facility: Ray Mine – Pinal County, Arizona

The U.S. Army Corps of Engineers, Los Angeles District (“Corps”) has released a draft environmental impact statement (EIS) for a tailings storage facility that Asarco LLC (“Asarco”) is proposing for the Ray Mine in Pinal County, Arizona. The draft EIS is available on the Corps’ website at http://www.spl.usace.army.mil/Missions/Regulatory/ProjectsPrograms.aspx. To comply with Corps’ regulations associated with Section 404 of the Clean Water Act, Asarco submitted an application to the Corps in 2013 for the proposed tailings storage facility. To evaluate the project’s environmental effects on the human and natural environment, the Corps has prepared a draft EIS in compliance with the National Environmental Policy Act (NEPA).Asarco has proposed to construct and operate a tailings storage facility in the Ripsey Wash watershed, an ephemeral wash that is tributary to the Gila River. Asarco has stated that this facility is required to support continued long-term copper mining activities at the Ray Mine. Tailings from the Ray Mine concentrator would be transported via a new tailings pipeline that would cross the Gila River near the current Florence-Kelvin highway bridge. Water would be recycled back to the Ray Mine concentrator from the proposed tailings storage facility. The proposed facility is designed to store approximately 750 million tons of tailings and would have a facility footprint of approximately 2,574 acres once completed.The Corps is hosting a public meeting on this draft EIS on Wednesday evening, February 24, 2016 at the Ray Elementary School cafeteria in Kearny, Arizona from 6:00 to 9:00 PM. The public meeting will allow interested parties to learn about the results of the draft EIS, the Corps’ regulatory obligations under its 404 permit process, and the plans and schedule for completion of a final EIS. The meeting will open to the public at 6:00 pm; the Corps will make a presentation starting at 6:30 pm. At the conclusion of the presentation, the Corps will provide an opportunity for any interested parties to make an oral statement that will be recorded by a court reporter for the administrative record. A maximum of two minutes speaking time per person will be provided, at the discretion of the Corps. Multiple fundraisers planned for Matthew York

Pinal County Supervisor Todd House, who also served on the board of the Superstition Fire & Medical District near Apache Junction and Gold Canyon, agreed. “PRFR&M is creating a new firefighting operation in territory previously served only by a tiny volunteer organization. They are adding new services not offered by the earlier entity. They should have the time needed to put the package together,” House said. He added that the situation with PRFR&M differed from those of two failed efforts to create a new fire district comprising all or part of the unincorporated city of San Tan Valley. “San Tan Valley already has full fire protection and medical assistance services from Rural/Metro, a for-profit subscription provider. Any local district would have to be able to fully supplant the fire protection the area already gets so there is no interruption in services,” House said. As for complaints that other districts covering PRFR&M medical assistance calls, minutes

of the August 2014 Pinal County Board of Supervisors meeting included testimony of turf battles between the municipal districts and Pinal Rural Fire & Rescue. When municipal firefighters came out of their districts to fight a fire, they sometimes clashed with the former volunteer group’s chief Bud Paine, who saw such encroachment as hurting his ability to sell $100 a year subscriptions to rural residents. PRFR&M is offering Mutual Aid Agreements to surrounding municipal fire districts. PRFR&M’s Turcotte noted that once the district has its basic operation in place and has a steady flow of revenue, it will gradually build to encompass its other plans. These include supplementing volunteer firefighters with part-time personnel and later some full-time employees. It also wants to build a second fire station on the other side of Route 77 from its current station north of Mammoth to one closer to Aravaipa Canyon. Under a schedule proposed last fall, those plans should be completed by July 2017.
