D. THE SITE
The Central Freeway was originally
constructed over Market Street and ran
10 blocks to its northern terminus at Turk
Street. The freeway’s demolition opened
a total of 22 developable parcels that are
each assigned alphabetical designations,
from A – V. Together, these parcels will
yield between 750-900 housing units.
This competition focuses on Parcels K,
M & N together, O & P together, and
Parcel V, all of which front either Hayes
Green or Octavia Boulevard. The San
Francisco Redevelopment Agency will
subsidize parcels K & O as 100%
affordable housing. The City of San
Francisco will sell the remaining parcels
for construction of market rate housing.
Because of their proximity and shared
characteristics, Parcels O and P have
been joined together for the purposes of
the competition, so that participants
submitting for these sites shall submit
one design for both parcels,
encompassing approximately two full city
blocks. Similarly, parcels M and N have
been joined together, with participants
interested in these sites submitting one
entry that includes both parcels. Entries
for Parcels K and V will be considered
