Blundells Road, TivertonEnvironmental Enhancement & Traffic Calming

1. Introduction

Tiverton Eastern Urban Extension (Tiverton EUE) is a development site covering 153 hectares between the A361, Manley Lane, the Grand Western Canal and West Manley Lane involving new homes, new retail development and new employment space. Associated with the Tiverton EUE is a new junction on the A361 which has recently received planning consent.

To support the Tiverton EUE, Devon County Council are proposing environmental enhancement and traffic calming measures for Blundells Road between Heathcoat Way and Hartnoll Cross. The scheme is split into two phases:

Ÿ Phase 1 – Heathcoat Way to Tidcombe Lane

Ÿ Phase 2 – Tidcombe Lane to Hartnoll Cross

The proposals are being developed in consultation with Mid Devon District Council and Blundell’s School and are being funded by the developers of the Tiverton EUE.

Conservation Area

Much of Blundells Road is designated a Conservation Area, the character and appearance of which must be preserved or enhanced for future generations to enjoy. This special status has been considered in the preparation of these proposals.

6. Tidcombe Lane - Traffic Calming

We are also looking at options for Tidcombe Lane. Currently there are five options. The pros and cons of each option are listed below.

Options A and B make the lane one way (either north bound or south bound) between Blundells Road and Tidcombe Walk

Would lead to increased traffic speeds as no traffic is travelling in the opposite direction Long detour via Canal Hill Possible 'rat' running to avoid long Canal Hill detour Potential difficulties for vehicles travelling between Blundell's School properties

Option C - Introduce traffic calming in the form of road humps and 20mph zone to the roundabout near Asla Brook

Reduced traffic speed making it safer for pedestrians Limited re-routing of current traffic flows Limited options for pedestrian improvements

Option D - Introduce a 20mph zone as in option C and extend it to Tidcombe Primary School

Side roads i.e. Glebelands would be included in the zone Need for additional features i.e. roundels or road humps in the extended area

Option E - Do Nothing

Possible increase in traffic volume due to Tiverton EUE No changes to pedestrian facilities

9. Materials

Blundells Road will not be treated in the same way over its entire length. Our proposals suggest creating distinct areas for:

Ÿ Heathcoat Way roundabout to Blundell's School - man-made materials for this urban, yet leafy area

Ÿ Blundell's School main campus - natural materials where possible to enhance the school environment and create a focal point

Ÿ Tidcombe Lane to Neighbourhood Centre - man-made materials for this semi-rural area

Ÿ Neighbourhood Centre area - natural materials where possible to enhance the Neighbourhood Centre and create a focal point for the new development

Ÿ Neighbourhood Centre to Hartnoll Cross - gateway features in combination with soft and hard landscaping for the rural edge of Tiverton

Street Furniture & Lighting

A review of the existing signing and lighting will be carried out to reduce street clutter and enhance the environment.

11. What Happens Next

The completed questionnaires will be collated and evaluated. Phase 1 will move to detailed design with a view to constructing during the school summer holidays 2015.

Design of Phase 2 is planned to continue during the delivery of the allocated development sites. As the layout of the allocated development sites is unknown all elements shown in phase 2 are only indicative and are subject to change.
