    The people will realize that the frozen asset is just that: frozen. Unless the courts declare that the sum is actually fruits of a predicate crime under the anti-money laundering Act (AMLA), they enjoy the presumption of being clean money frozen due to political maneuverings.

    Second, they are wrong in answering that they could freeze the assets of a sitting vice president. While I have long advocated that impeachable officials should only be immune from suits arising from sovereign acts pursuant to the rulings in Re Pineshot by the UK House of Lords and the US Supreme Court in case of Clinton vs Jones, the Supreme Court has repeatedly refused my pleas to charge them.     One of the common complaints of parents here in the Philippines and probably in other countries is that their children do not talk to them anymore because they spend all their time with their high tech gadgets, like the ipad, computer, cellphone, TV, etc. They have no more time to interact and be with their family members. This weakens family ties. It seems that they have no more time to pray if at all.

    A friend told me that this may be a reason why God is allowing calamities to happen as a process of elimination around the world. There are earthquakes, typhoons, tsunamis, surges, floodings, landslides, tidal waves, fires, drought, famine, heatwaves, snowstorms, volcano eruptions, epidemics, etc. and wars.

    My friend may be right and I hope these gadgets-addicted people will realize the consequences to their families and to God who has commanded. Love God with all your heart and thy neighbor as thyself.

    These gadgets are useful but its users should give time to help and be with their families and importantly to God, the giver of our life.

    SLOW DOWN: The Phl economy grew by 5.2% only during the first quarter of 2015, the slowest record in the last three years. Observers noted that this was caused by the sluggish fund releases by the government and lackluster performance of our exports. Our budget officers may have been fearful of implications of the Supreme Court rulings declaring the PDAF and Disbursement Acceleration Payment System as unconstitutional.

    The pay-out slowdown led to our smaller budget deficit. Thus, the

    problem can be easily solved in time for the forthcoming presidential elections. As we look around there are many highways and bridges now under construction. This spells more wages for both our skilled and unskilled manpower, more so in the provinces. We just hope that our DPWH managers and supervisors will complete all their projects before the coming of the rainy season.

    NEW PRIEST: The Diocese of Lucena (in Quezon) has ordained four (4) new members of the clergy. One of them is our foster son Fr. Jeffrey L. Rosales of San Antonio, Quezon. Going into his third year BS Philosophy he underwent one year residency and was entrusted by the Seminary to our familys care supposedly for foundation strengthening. As he was re-enrolling at the seminary (eight years ago), his father suddenly died and so our family effectively adopted him.

    Fr. Jeffrey graduated BS Philo (cum laude), and went on to Theology also graduating with the same honors. He became a deacon last year and was ordained this week (together with his three classmates) as diocesan priest. As foster father I escorted him and his widowed mother during the ordination rites. When the bishop blessed him to join the priesthood I was in tears. In my youth, as an altar boy I wanted to be a priest, but nobody sponsored me. Now, I am the proud father of a priest!

    OTHERS: The list of presidential probables for 2016 includes Davao City Mayor Rodrigo Duterte, former senator Panfilo Lacson, House Speaker Feliciano Belmonte, Jr., and Bongbong Marcos.     DepEd estimated that 23 million students will go to 46,624 public elementary and high schools around the country.

    Coloma noted that the Metro Manila Development Authority will mobilize 800 traffic enforcers to ensure the safety and manage the traffic flow in Metro Manila.

    Environment Secretary Ramon J.P. Paje expressed elation over the Yolanda-in-spired movie "Taklub" win-ning a special award in the recent Cannes Film Festival in France.

    In its website, the Ecumen-ical Jury at the 68th Cannes Film Festival awarded Tak-lub the Special Mention for the sensitive portrayal of in-dividuals and communities working for life in the midst of suffering and death in the shadows of natural catastro-phies in the Philippines.

    Paje was hoping the film, which was co-produced by the Department of Environ-ment and Natural Resources, would help spread awareness of climate change and the need to adapt to the global phenomenon.

    He decribed the movie -- directed by acclaimed director Brillante Mendoza and starred by multi-awarded actress Nora Aunor -- as a realistic depic-tion of the devastating effects of climate change on the natu-ral and human environment.

    game of thronesThe political season is here. It is the season when

    alliances are negotiated, brokered, made and broken. It is the time when friends become foes and foes become friends. It is the season when loyalties are tested and treacheries are oftentimes rewarded. It is the season where politicians consolidate their forces and pool their resources in preparation for the periodic game of thrones among the ruling elites, both on the national and local levels. It is the time of propagandas, half-truths and true lies. The political season is the time when public opinion is manipulated.

    However, despite of the proliferation of dirty TRAPO politics in our country, there are a few oases of good politics and hope. Naga City is one of those oases. It is one of the few bastions of people empowerment and accountability in governance. The Naga City officials are leaders rather than politicians. They are more busy leading Nagueos rather than playing politics. Nonetheless, there are also some instances wherein these leaders inevitably need to play the game.

    Here in Naga City, the game of thrones has been largely dominated by the Ubos Kun Ubos Team Naga, which is one of the political legacies of the late DILG Secretary and former Mayor Jesse Robredo. Arguably, this system has worked well for more than two decades, producing a stable policy of transparency and good governance. The results of this system are self-evident not only in the tangible buildings and businesses that have been sprouting in Naga Citys soil like mushrooms. The good results are also evident in the political culture among the elected officials. This culture is the anti-thesis of the traditional patronage politics that is largely practiced in this country. Some outsiders may see it as almost like a form of monarchial anointing of leaders. The succession of political leaders in the city, however, is a form of meritocracy and the result of well-tested multi-sectoral consultations that put emphasis on consensus and collective interest.

    This is not to say that democracy is not practiced in Naga City. It is also not a form of brainwashing the electorate. It is a merit-based system that still allows for the voters to select their leaders under the democratic process and as mandated by law. However, it is a system that almost perfectly reflects the mandate of the electorate long before any actual casting of votes is made. It is a consultative system based on merits but with consensus. Hence, it becomes difficult to determine whether the Ubos Kun Ubos tradition influences the decision-making of the Naga City voters or it is the collective psyche of the voters that created this tradition.

    This tradition is still unlikely to be changed. Its not because the Nagueo voters are too complacent and do not have the capacity to think critically its actually the opposite. The tradition has worked so well that the voters virtually anoint the successors long before elections are conducted.

    The DOH is pleased to renew our collabora-tion with the Novartis Foundation and Novartis Healthcare Philippines. Stakeholder collabora-tion and evidence-based innovation are essential in the crucial last mile of leprosy elimination in the country, Health Secretary Janette P. Lo-reto - Garin said.

    Novartis has a long-term commit-ment to leprosy control. Through our continuing collaboration, we aim to support the National Leprosy Control Pro-gram Roadmap 2013-2018 of the DOH, said Dr. Nikolaos Tripodis, President and Manag-ing Director, Novartis Healthcare Philippines.

    Since 2000, Novar-tis has donated more than 47,000 multi-drug therapy [MDT] courses to Filipino patients af-fected by leprosy. MDT has made it possible to cure patients, interrupt the transmission of lep-rosy and prevent dis-abilities.

    if we are going to open our radios and hear the daily local news, the contains are the daily victims of the Criminal Using Motorcycles, the Riding in Tandem, victimizing every day in the city. Several radio announcers and reporters are calling the attention and challenging the leadership of the Naga City Police Office, particularly the Naga City OIC Police Supt. Narciso Domingo. Also challenging the Govern-ment of the City of Naga, led by our City Mayor John Bongat asking of what particular action we are doing to stop the activity of this criminals operating in our city.

    The reports of incidents in the different Police Substations is quite disturbing and alarming and as member of this August body it affects me a lot, and makes me think of how I could help solve or stop this problem.

    And the good news Mr. Chairman and my esteemed colleagues, last Saturday, May 23 at around 3:30 in the afternoon while I was at the Barangay Hall of Calauag, I was informed that a group of Po-lice personnel chasing a suspect on nearby street along Diamond at Filoville Calauag and apprehended a suspect involved in the series of hold-ups using motorcycle along Concepcion Pequea and Dayang-dang.

    To my excitement, I rushed and proceed to the Police Station No. 3 and see for myself and confirmed the successful arrest of the suspect. Several victims from Barangay Dayangdang and Pequea went to the Police Station and all of them confirmed the identity of the suspects.

    Mr. Chairman and my esteemed colleagues, although it is the sole duty of the Police to apprehend any person involved in wrong doing specially the Riding in Tandem for the past two weeks, our City was put in a situation that is quite disturbing and alarming be-cause of the series of incidents of the Criminals Using Motorcycles, or the Riding in Tandem. Just this month of May in PNP Sub-station No. 2 alone, 10 incidents of CUM have been reported and recorded. If not the apprehension of the suspect last Saturday, perhaps we are all unease, perhaps we are all disturbed. But because of this develop-ment and the PNP already established the identity of the suspect's companions and their groups. The other suspects that was able to escape already identified, his name Ruben Morales Flores from Catagbacan, Goa, Cam. Sur, but presently residing at Villa Karanga-han Subd. By the middle of this month, the city mayor said he would make an audi-ence with the TIEZA board of directors to iron out the funding and its implementa-tion. This passenger cruise terminal project will be lo-cated along the Legazpi Bou-levard, less than a kilometer from the Philippine Ports Authority (PPA)-managed city harbor and within the site of the new urban center, an extension of the citys fast-congesting commercial district.This multibillion-peso project was started by the city government with the opening of the Legazpi Boulevard, a fi ve-kilometer four-lane seaside concrete road that is now being ex-tended towards the Southern Luzon International Airport (SLIA).

    Well-served by a network of roads and links to other tourist destinations along the Albay Gulf, this proposed terminal can look forward to easy access and seamless connection to other parts of Bicol including the Donsol, Sorsogon Worlds Whale Shark Capital, the island-province of Catanduanes that is known for its excit-ing surf sites and Masbate, Asias Rodeo Capital. It will be a 30-minute drive to the SLIA and only minutes away from the Legazpi Central Terminal, the futuristic land transportation hub catering

    to dozens of bus trips daily to and from Metro Manila and the Visayas and Min-danao islands. The station of the Philippine National Railways, whose trains are heralded to resume plying the Legazpi-Manila route soon this year, is only about a kilometer away from the cruise terminal. Certainly, the planned superior cruise terminal facilities will com-plement the countrys prime location between major do-mestic and international maritime routes and excel-lent air connectivity to es-tablish the city as the cruise hub of Central Philippines, Rosal said.

    To date, CARD MRI has reached over three million poor families nationwide. CARD, Inc., a member of CARD MRI, which will lead the expansion in the said ar-eas has 315, 370 clients in the whole of Mindanao of which 40, 833 are from the provinc-es of North Cotabato, Magu-indanao, Sultan Kudarat and Cotabato City covering 65 municipalities.     Department of Education High School Principals and Guidance Counselors, Parti-do State University (PSU) and Philippine Science High School Bicol Campus (Pisay) faculty and mentors have undergone the Basic Forma-tion Program in three batches which started in May 2014, followed by the 2nd and 3rd Batch in November. Follow-up sessions have been con-

    ducted to see through the implementation of the pro-gram.

    Since the primary inspira-tion of the program is to en-gage the community to come together and form partnership among various community stakeholders, tie-up with the Department of Education has been forged to institutional-ize the strategy for Partido's 71 DepEd High Schools and the 7 campuses of PSU. It is envisioned to open doors for the revitalization of basic education and benefit the 273 DepEd elementary schools, and appropriately pursue the implementation of the K-12 program.

    The scheme gained the support of DepEd Sec. Armin Luistro who appreciated the program's compelling ratio-nale and its capacity to inspire positive change. He pledged to grant school building con-struction and repair projects and allocated teaching fa-cilities and items for Partido schools.

    In a follow-up meeting attended by DepEd Regional Director Ramon Fiel Abcede, PSU President Nita Mor-allo, Deputy Speaker Noli Fuentebella, and Sagay Mayor Evelyn Fuentebella, the young Fuentebella solon expressed his gratitude for the overwhelming support of the DepEd, and his high hopes for the transformative

    NAGA CITY Mayor John G. Bongat is back this week after his successful of-ficial travel to Japan where he joined fellow local chief executive and representa-tives from 8 other Philip-pine LGus to participate in capacity building seminars and trainings regarding climate change adaptation and disaster risk reduction programs.

    Along with 8 other lo-cal government units in the Philippines, Naga is included in one of the three critical watersheds identified by the Climate Change Commis-sion: 1.) Quezon City, and the municipalities of Cainta and Marikina; 2.) the municipali-ties of Milaor and San Fer-nando, and the city of Naga in Camarines Sur; and 3.) the municipalities of Boston, Baganga, and Cateel in Davao Oriental.

    The 7-day educational tour, held from May 17-23, this year, was primarily aimed to orient the local chief ex-ecutives on ways that the de-veloped cities in Japan have integrated the CCA/DRR and green growth options in their respective city planning and development programs.

    Mayor Bongat, along with participants from three ma-jor river basins in the Philip-pines, said they were given the opportunity to see for themselves Japanese technol-ogy and practices at work in the areas of disaster resilience and climate change adapta-tion.

    On their second day, the Filipino guests took a stroll along the exciting parks of ancient Kyoto.
