To paraphrase Shakespeare, rape by any other name, would always be unconscionable. It is not something to “enjoy if it becomes inevitable,” as the late Senator Raul Manglapus once tactlessly commented.

The recent Duterte gaff therefore, which he said is gutter language and for which he said he owes no one an apology, is and will always be indicative of the character of the man. It was not only gender-sensitive, it also shows a lack of sensitivity to the travails of the victim. Certainly, the feminists will pounce on him.

If this will affect his front-running place in the presidential race, we cannot yet tell at this moment.

Our patriarchal society provides enough excuses for sexist comments of men, and our double-standard morality forgives them for that. With our vaunted culture of forgetfulness, Duterte’s comment will be forgotten as he continues to give us what we want to hear, in sound bites that we like the way we like “hugot” lines. With forgetting, Duterte will be forgiven.

His detractors and opponents, however, may make use of this incident as a “single spark that will make a prairie fire,” that is, for instance, to cover discussions on rape, gender and politics.

If they are effective and convincing, they can just dislodge him as the top choice for the Office of the President.

But for now, let us watch, reflect and express our votes come election day by rejecting those who to use Paolo Freire’s words, “commodify” women.

People who believe in miracles believe in their potent power to make things happen. The public expectation that the life of the poor Pinoy will improve after a new President is installed, is to me a farfetched miracle. Juan de la Cruz will remain poor for how long only God knows.

The rich will get richer, this I am sure.Do not mistake me for a prophet of

doom. But I see only darkness at the end of the tunnel. I see little change in the character of people aspiring for public office. Which is worrying? What change can you expect for the country.

Change for the worst?I do not trust the present breed of

officials. You can count by your fingers who have the real love for the masses. Look closely at your local favorites. Are they concerned with your lot?

That is the tragedy. You keep changing

them in the hope that the next breed will be different. What do you get? The same old crap. Same old dogs with different collar.

The most fit for public office in this land are those who are outside the unholy political circle, not those who cry their heart out in their love for the downtrodden. In a

dog eat dog world of politics, only the crooks, the bad guys survive.

This system is heavily against the unright, the principled, the good guys.

An Indian tribe in America believed that the most fit are the people who do not seek public office.

EL NINO: Crippling drought brought about by the El Nino weather pattern could cut rice stocks in the world to levels not seen since 2008. This will lead to potential upward prices as demand outstrips supply. Falling rice production levels in India, Thailand, Vietnam, Pakistan and the United States could reach 19 million tons by the second semester. Although El Nino is now gradually fading, the adverse effects on ASEAN rice production are awesome!

Export restriction by major rice producers fed panic in the staple market in 2008 and this affected rice prices worldwide. It can happen again this year. Our remedy is to accelerate planting of crops even as the rainy season beckons. Necessarily – government support to farmers is needed in terms of good certified seeds, financing and technology assistance. Consumption shift to non-rice products could also be encouraged.

INFLATION: The pricing gauge rose to 1.1% in March, driven largely by the slight uptick in food and oil prices, the Philippines Statistics Authority (PSA) reported. The agency said consumer price index, the country’s main inflation barometer, rose to 1.1 percent in March from 0.9% in February. It was, however, slower than the 2.4% recorded in March 2015. BSP said this inflation rate is still within its forecast range of 0.6% to 1.4%.

Another bioactive product present in seaweed is Fucoidan, sulfated polysaccharide from brown algae known for its ability to act as an anti-contraceptive and reduce cholesterol levels. Fucoidan has anti-cancer and anti-thrombotic traits and can be used as anti-tumor agent and against the white spot syndrome virus.

There are features in a federal form of

government that the people should know. The head of State in a Federal form of government is the Prime Minister elected by the members of the Parliament, the legislators. It has no term limits. Unlike in a presidential system, the head of state which is the President is elected by the people. Do the people like that they will no longer elect the head of State?

In a Federal form of government, only two to three hundred members of the Parliament will elect the Prime Minister. It will be easy for drug lords and gambling lords to buy a majority of the members of the Parliament if they want too. Unlike in a presidential system, it will be difficult to buy fifty million voters nationwide.

Some regions are poor and some regions are rich. The poor regions will need help from the national government.

If the federal states are already on their own, using the resources of the Philippines like land, water, air, mineral resources and they have bought arms, airplanes, ammunitions, etc. and they say they want to be independent from the Philippines. What will the government do? Some Federal States may want to be part of the US like Hawaii, or China,

When Mayor Rodrigo Duterte attended the National Peace Development and Federalism Symposium in Lucena City on June 7, 2015, he said the following: “If I am the President, I cannot achieve the reforms I want within six months or one year. I will declare a revolutionary government.”

LEGAZPI CITY - “We are expecting this since these provinces are home to Naga and Legazpi City which are considered to be the fast-est growing cities in the region,” newly appointed DOLE Bicol regional di-rector Atty. Ma. Karina Perida-Trayvilla said after reading the report which tags Camarines Sur and Albay as the employment hub in the region but then has also the highest in-cidence of Labor viola-tions.

The report, culled from the Labor Laws Compli-ance System (LLCS) and from the actual count of General Labor Standards (GLS) cases handled by the region from Janu-ary to March this year, is seen by DOLE Bicol as an opportunity to plan strategically in terms of Labor Laws Compliance.

“With this information, we can concentrate our efforts in these provinces and heighten our cam-paign on assisting Albay and Cam. Sur towards voluntary compliance with labor laws and re-lated social legislations. This is the beauty of ana-

lyzing statistics,” RD Ma. Karina Perida-Trayvilla added.

DOLE Bicol is also treating said report as a ‘common reflection’ of urbanization which also happened in Metro Ma-nila and Laguna in its early years of develop-ment. The office opined that where there is ur-banization, there is work and when there is work, problems regarding work are expected.

“Higher employment means higher concerns in labor laws,” RD Tray-villa explained.

Since Albay and Cam. Sur shouts more employ-ment than the four other provinces in the region then it is but normal that the concentration of pro-jected labor “problems” will be on these two prov-inces. In fact, at least 60% of the 56 General Labor Standards (GLS) cases handled by DOLE Bicol on the first quarter of the year belonged to Albay and Cam. Sur while the remaining 40% is shared unequally by the remain-ing 4 provinces.

I think we need women like her in government. Especially at this time when the Philippines is not in good hands under our present dispensation. It is a good thing we are changing hands in just a matter of days. It is time we dispose of weak leaders who, for six years, did not give the Filipinos the kind of leadership they had long wanted. But if I am voting for Leni, it does not follow that I am voting for Roxas or Binay, much more Poe.

The vice-presidential debate at UST was more than informative. We saw the colors of the aspirants. We knew what they wanted to happen should they be elected to the second highest position in the land. They were all very knowledgeable and knew their lines pretty well. That it lasted for more than two hours did not make the listeners lose their patience. I watched the debate over DZRH and it was just audio but I finished the whole session. This afternoon, however, I had a chance to watch the debate complete…audio and video and I was impressed by the convictions of the six vice-presidential aspirants and was able to analyze their countenance. .

Anyone of them if luckily elected would make a wonderful vice-president listening to them speak their minds out. But I am still very optimistic LenyRobredo would make it.

Upon the death of the admirable Jesse Robredo and I was listening to Leni talk about her husband who would come home for the family especially the 3 daughters and how he would come home to fix busted lights, my heart cried for Leni who must have felt the loss of a great husband and a great father to their daughters. When she was already in Manila as a congresswoman, my daughter told me she was in the same bus bound for Bicol with Cong. Leni and she was just one of those passengers. How very admirable..

Ang mundo ay masyadong magulo at mapanghusga. Iyan ang reyalidad na sinubukan kong takasan sa pamamagitan ng pagtigil ko sa pag-aaral. Dalawang taon na ang nasayang, akala ko ang hindi ko pag-aaral ang mas mabuti ng gawin. Sabi nila nahuhuli na ako o napag-iiwanan na ng mga kaedad ko, kaya nawalan na rin akong ganang bumalik sa pag-aaral. Hanggang sa mabalitaan ko ang tungkol sa ALS o Alternative Learning System.

Ngayong taon, ako ay nag-aaral na sa ALS. Napakahalagang pagkakataong ito dahil bukod sa libre ang programang ito, ang ALS ang magiging tulay para ako ay makapagpatuloy sapag-aaral at makatuntong sa kolehiyo. Magiging instrumento ang ALS sa pagtupad ko ng aking mga pangarap sa buhay dahil tinulungan ako nitong mangarap ulit at magpatuloy sa buhay. Napakahalagang programang ALS hindi lang para sa mga kabataang naghahangad ng mga bagay na makapag-aangat sa kanila sa kahirapan katulad ng makapagtapos ng pag-aaral katulad ng pagbabagong naidudulot ng ALS sa akin. Unti-unting natutupad ang mga mithiin ko sa buhay. Napakahalagang oportunidad na makapag-aral sa ALS, ibinigay nito sa akin ang pagkakataong baguhin ang buhay ko para sa mas magandang kinabukasan na maaari kong matamo sa pagdating ng panahon.

In terms of income bracket based on the 2012 Family Income and Expenditure Survey (FIES) of the Philippine Statistics Authority, a household of five members with monthly income of below 7,890 pesos is defined as poor.

Based on the data published by the National Statistical Coordination Board, more than one-fourth or 25.8% of the population fell below the poverty threshold during the first half of 2014.

Poverty is worst in some regions like in the ARMM. The provinces with the highest poverty incidence are Eastern Samar, Lanaodel Sur, Maguindanao, Masbate, Northern

Samar, Sarangani, Zamboanga del Norte, Camiguin, Lanao del Norte, North Cotabato, and Western Samar. The poverty incidence in these areas ranges from 40% to more than 60%. This is despite the fact that the country posted sustained positive economic growth in terms of GDP in the past six years under PNoy’s administration.

The so-called trickle-down effect seems to be too slow or too weak to have any significant impact on the poor. Even the middle class is not benefitting much from the economic growth. While those who belong to the top 1% are enjoying the downpour of fortune, those who belong to the bottom 25% seem to have been experiencing long droughts.

Electing new or the same set of public officials may provide some hope in a general sense but any significant and immediate change in the individual lives of the poor must come from their own perseverance and toil. The main job of the government is simply to provide equitable and fair opportunities.

As voters, the poor has the power to realize their hopes and dreams of a better society. The poor can start by not selling their votes to incompetent and corrupt politicians.

“There’s a lot of room for improvements. We’re gearing up for implementation and that’s the real big challenge in the next few months not just for the cluster but for the regions and for the LGUs,” said Philippine Rural Development Project (PRDP) South Luzon Director Shandy M. Hubilla to summarize the two-day 2nd World Bank Implementation Support Mission to PRDP South Luzon held on April 11-12, 2016 in Naga City.

A team of WB experts came to Bicol to assess the progress of the Project’s implementation, evaluate PRDP sub-project activities on the ground, identify the problems and compliance with protocols and recommend solutions to address them. Aside from conducting breakout sessions with national, regional and provincial component staff, the WB officials also conducted ocular inspections of two sub-projects in Bicol namely: the Rehabilitation/Improvement of Pistola-Tablon Road with 3 Units Bridges in Oas, Albay, PRDP’s infrastructure development sub-project, and CamarinesNorte Queen Pineapple Trading and Processing Project in Labo, CamarinesNorte.

According to Lead Agriculture Economist and WB Task Team Leader FraukeJungbluth, the best part of their job is seeing what really happens on the ground where the WB team gets to understand what’s going on, what works, what doesn’t work, what they can do better and how to improve procedures and strategies for smoother Project implementation.

The WB team particularly clarified issues on the planning and implementation of small livelihood projects for typhoon-affected communities in South Luzon misconstrued as dole out assistance but are small enterprises. On infrastructure sub-projects,

The team also recommended to the project implementors to revisit financial modeling principles for enterprise development’s (I-REAP) financial assumptions and other required tools for analysis and urged the regions to orient their local government unit partners to follow good consultation process particularly on the Social and Environmental Safeguards aspect of the Project.

The team underscored the importance of regular monitoring and evaluation (M&E) and the big role of the DA regional office in ensuring that there is no overlapping of projects from different fund sources. It was also announced that the project will shift from MS Excel Based Reporting to Web-Based M&E System. Moreover, there will be improvements of the Document Tracking System and the Grievance Redress Mechanism will be actively promoted.

In response to the feedback and recommendations, Dr. Elena B. Delos Santos, PRDP-Bicol Deputy Project Director and concurrently OIC-Regional Executive Director, said “After this two-day activity, in the end, we benefit more from this activity by having it with us. It really pays to be your host because I have heard firsthand the things we have been encountering and as the concurrent Regional Project Director and at the same time the Deputy Project Director,

The two-day WB semiannual review of the PRDP implementation in South Luzon held in Bicol is the third leg of the 2nd World Bank Implementation Support Mission which were conducted in five other regions in Visayas and Mindanao. The team is proceeding to Clark, Pampanga before their exit conference in Manila on April 18, 2016.

During the Opening Program of the Project implementation review, delos Santos mentioned that after more than two years of PRDP implementation in the region, the total approved sub-projects including I-BUILD and I-REAP for Bicol amounts to P1.36 billion. It also has about P1.8 billion proposed sub-projects under the two components.

“We are confident and we know that the PRDP will make a big difference and improvement in the lives of our Bicolano populace. Directly, about 230,000 population will benefit and of course, the benefit will flow down to the remaining portions of our rural poor in the countryside,” she furthered.

PRDP is a six-year WB-assisted development project being implemented by the DA. The Project partners with LGUs and the private sector in providing key infrastructure, facilities and technology to raise farmers’ income and establish an inclusive, market-oriented and climate-resilient agri-fishery sector. -(Annielyn L. vaccines, and 144 bottles of various vet drugs and biolog-ics, with a total cost of close to P1M, were granted to the LGUs to keep animals from acquiring diseases that are widespread during dry sea-son.

Agriculture Secretary Pro-ceso J. Alcala earlier said that the department has fast-tracked monitoring and validation activities to ensure the efficient delivery of appro-priate services/interventions critical for the rehabilitation of affected areas.

DA is set to distribute a to-tal of 1,750 bags of registered rice seeds, 43,635 bags of certified seeds, 42,362 bags of hybrid rice/ HYTA, 1,513 bags of green super rice, 80,000 kgs of soil ameliorant/ zinc sulphate and 5,000 bags of organic fertilizer to the farmers.

WRITERS WORKSHOPTwenty writing fellows attended the 6th Saringsing Writers Workshop sponsored by Pagsurat Bikolnon at the Raul Roco Library.

A Question of previlege...The town was reportedly in the grip of the communist New

LEGAZPI CITY -- For the first time, the Department of Education (DepEd) has allocated cash incentives for special student athletes playing for Para Games or games for persons with disabilities

(PWDs) , DepEd deputy secretary general Cesar S. Abalon said Saturday.

“This is the first time that DepEd is giving cash incentives to student athletes belonging to SPED or PWDs. It will be

giving similar cash incentives to winning regular student athletes,” Abalon said.

The cash incentives to be given by the education agency are Php3,000 for gold, Php2,000 for silver and Php1,000 for bronze.

Out of 18,000 delegates from 18 regions, 684 are PWDs.

Abalon said that 10 years after the inception of Para Games in the PalarongPambansa, more games for PWD-participants will be included in the annual PalarongPambansa following strong clamor from stakeholders and as provided under Republic Act No. 10588 entitled "An Act Institutionalizing the Conduct of the PalarongPambansa and Appropriating Funds Therefor", otherwise known as the “PalarongPambansa Act”.

T h e l a w a i m s a t i n s t i t u t i o n a l i z i n g t h e PalarongPambansa as the premier national sporting event of the country under

the DepEd as a venue for talent identification, selection and recruitment of student athletes.

It also seeks to improve

the DepEd’s national school sports program and give more prestige to the annual sports event by encouraging better participation of schools through

incentives and rewards.The law also provides that

appropriate sports events shall be organized for students with disability.- (PNA)
