  • You are hereby notified that the Planning and Land Use Management (PLUM) Committee of the Los Angeles City Council will hold a public hearing on Tuesday. February 24. 2015. at approximately 2:30 p.m., or soon thereafter, in the Board of Public Works Edward R. Roybal Hearing Room 350, City Hall, 200 North Spring Street, Los Angeles, CA 90012, to consider an Environmental Impact Report (EIR), Mitigation Monitoring and Reporting Program, Statement of Overriding Considerations and related California Environmental Quality Act Findings, report from the Los Angeles City Planning Commission (LACPC), a Resolution for a proposed General Plan amendment, Ordinance for a proposed change in zone and height district, and an appeal filed by Nancy Bush, A and M Properties, Inc. on behalf of Seabreeze Homes LP and 223rd Normandie Properties LP (Representative: James L. Arnone), from the entire determination of the LACPC in taking the actions below, for the project generally described as the proposed construction of two six-story multiple family buildings up to 65 feet in height containing a total 352 residential rental units with 704 residential parking spaces and 89 guest parking spaces on property located at 1309 - 1311 West Sepulveda Boulevard in the Harbor Gateway community (proposed Project).

    1. Disapproving:

    a. A General Plan Amendment to the Harbor Gateway Community Plan from Heavy Industrial Land Use to Neighborhood Commercial Land Use on lots Two and Three of Tract 65665.

    b. A General Plan Amendment to the Harbor Gateway Community Plan from Heavy Industrial Land Use to Neighborhood Commercial Land Use for the added areas consisting of lots Four and Five of Tract 65665.

    c. A Zone and Height District Change from the M3-1VL (Heavy Industrial) Zone to the C2-1L (Commercial) Zone on lots Two and Three of Tract 65665.

    d. A Zone Change from the M3-1VL (Heavy Industrial) Zone to the C2-1VL (Commercial) Zone for the added areas consisting of lots Four and Five of Tract 65665.

    e. A Zone Variance to allow a 2:1 Floor Area Ratio (FAR) instead of the 1.5:1 FAR permitted in the 1L Height District.

    f. A Zoning Administrator Adjustment to allow balconies to project into the side yard 2.5 feet instead of the one foot permitted.

    g. A Site Plan Review for a project which creates more than 50 net new dwelling units.
