REGULAR MEETING SEPTEMBER 18, 2017

A REGULAR MEETING OF THE BELLEVILLE BOARD OF EDUCATION IS BEING

HELD THIS EVENING AT 7:00 PM IN THE HIGH SCHOOL AUDITORIUM,

100 PASSAIC AVENUE, BELLEVILLE, NJ 07109.

MEMBERS PRESENT: Patricia Dolan, Thomas Graziano, Thomas Grolimond, Christine Lamparello,

Liza Lopez.

MEMBERS EXCUSED: Nelson Barrera.

ALSO PRESENT: Richard D. Tomko, Superintendent of Schools

Matthew J. Paladino, Acting Board Secretary/Business Administrator

Joshua Savitz, Board Counsel

The meeting was called to order at 7:00 p.m. by the president of the Board of Education, Mrs. Lamparello.

Mrs. Lamparello called for the flag salute and a moment of silent thought and reflection, after which she

stated that the meeting had been posted and announced in accordance with Chapter 231, P.L. 1975.

Moved by Mr. Graziano, seconded by Mr. Grolimond, the Board passed the minutes of the August 30,

Thank you to teachers and administration who give great support. Many volunteer the last two

weeks of summer to come in on their own time and get their classrooms ready for start of school.

Will be visiting HSA’s to discuss referendum. Will be holding Public meetings, dates are in

process. Weight Room is open for business. A realized dream. Important to have such a facility

for our athletes. Fantastic facility. Teacher effectiveness – 78% of our teachers are rated very

effective, much improvement! Moral keeps getting better. Facilities are looking more inviting.

Thank you to Mr. Henry and his workers for all the projects completed this summer.

Remarks by Citizens – AGENDA ITEMS ONLY (Public Participation Session 1):

Michael Sheldon: So happy that the 6th and 9th graders have gotten their chrome books. Thank you Dr.

Tomko for thanking our teachers for giving 125%. Glad to see Physics teacher being hired. How many

Physic teachers does district have? (2) Would hope that eventually all students would be required to take

Physics I. School #4 roof replacement - $24,000 payment to DiCara Rubino is a 33% increase from

budgeted amount. (Mr. Paladino: amount of purchase order. Extra encumbered in case of overtures).

Arlene Schor: Issue with School #7 portico project. Not done on time so $500 a day should be deducted

from payment. Is project completed? (Dr. Tomko: project expected to be completed by end of month. Will

make a determination on any deductions before final payment.) School playgrounds being used for parking.

At School #7 the students play on the side of the school with no barrier between them and Joralemon

Street. Glad to see goals for Algebra 1 and 2. First day of school grades 9, 10, and 11 in the cafeteria at

same time, is that above legal capacity? Thrilled about chrome books. Are books that were purchased just

for classroom. (Dr Tomko: Available to students to take home for studying.) Do we have title funding for

books?

Vincent Frantantoni: Was School #7 portico funded through a lease payment? (Dr. Tomko: Will get back to

him with correct answer.) Is this being paid through surplus or Capital reserve? (Dr. Tomko: project is

being paid through Capital reserve.) Architect said $500 per day if project is not complete on time. Asked

board to table Spartan payment.

George Ann Polite: Thank you Dr. Tomko for presentation. Appreciate work in progress but district has a

long way to go. Many classes in high school that books are just for classroom. Until all students have

chrome books still a deficiency. Is “lease” payment poor wording or strategic wording?

D. PURCHASING & BUSINESS SERVICES: Moved by Mr. Grolimond, seconded by Ms. Dolan, the Board passed resolution D1 by a roll call

vote of 5-0.

RESOLVED, that the Board of Education, upon the recommendation of Dr. Richard D. Tomko,

Superintendent of Schools:

1. Approve a contract to extend the lease agreement with Santander Bank for the lease purchase of five

school buses.

Remarks by Citizens – ANY ITEM (Public Participation Session 2):

Michael Sheldon: Will building tours for the referendum be one day a week or at one time? (Dr. Tomko:

separate times.) Asked to videotape for those who can’t attend. Appreciate special section on website for

referendum, asked if LRFP could be moved to referendum section. Suggested board write letters noting

why they support the referendum. Asked that letter from insurance company canceling insurance at school

#4 made public. District cannot afford to put up new buildings. Asked again that teachers take advantage of

website for funds donated for school supplies.

Arlene Schor: A lot of work is being done with the policies. (Dr. Tomko: Policies on agenda are all

mandated.) Questions about district benchmarks. Teachers are teaching to prepare students for the tests

they need to take. District is making progress. Literacy level affects how our students are going to do.

Concerned on whether we are working on literacy levels.

Vincent Frantantoni: Was the list of summer projects done by our maintenance men? (Dr. Tomko: 95%

done by our maintenance.) Our maintenance staff is great. District should buy new lapel mikes for board

members. Asked for the attorney contract, why is there no full detail contract? What is the expiration date

of the present contract? (Dr. Tomko: will get back to him.) Asking board to advertise for attorney. Paid

present attorney $750,000. Should bring legal fees down to a more reasonable price. Wanted specifics from

architect which were not provided. Objecting to board member comments being at the end of meeting.

Public should be able to respond to their thought process.

George Ann Polite: Anything being done to reduce the teacher-student ratio? Newark is being released

from state control. What benchmark do we have to meet to be released from state control? Do we have a

strategic plan for areas other than Building and Grounds? District’s goal is to be locally governed – what do

we have to do to get our house in order? Surplus should have been depleted. What dictates if our law firm

handles it or another firm handles it? (Attorney: Insurance company uses other attorneys.) Are they cases

our attorney can’t handle? (Attorney: Insurance company gets to choose.) Who is our insurance company?

(Dr. Tomko: New Jersey School Boards Insurance Group. They have their own lawyers.) Are we covered

billed? (Dr. Tomko: There is a deductible.)

Mr. Grolimond: Congratulations to retirees. Attended town’s 9/11 ceremony. Thank you for high school

group’s participation. Need to keep 9/11 memories alive. Unity between school and town very moving.

Attended Building and Grounds meeting. All schools will be getting bike racks. Having walkways made in

picnic area at high school to make them handicap accessible. Went to high school cafeteria, food looked

fantastic, not like what is being posted on Facebook. Thank you for coming out this evening. Can’t wait

until he’s a retiree.

Ms. Lopez: Congratulations to retirees. Commended Dr. Tomko on presentation. We are making progress.

Our kids need to read which is why the focus on literacy!

Mr. Graziano: Thank you for coming out to meeting. Congratulations to retirees. Athletic Report: So far the

at 5:00 PM, on Monday, October 30, 2017 at Belleville High School, 100 Passaic Avenue, to

discuss matters that may be discussed in private in accordance with Chapter 231, Laws of 1975;

more specifically, the discussion of personnel, staff evaluations, pending litigation, and

negotiations. The results of these discussions will be acted upon at the next regularly scheduled

business meeting of the Board, or as soon as feasible and/or practicable thereafter.
