November 2011 Board Meeting A regular meeting of the Bay Forest Community Association (BFCA) Board of Directors was convened on November 21, 2011, at the office of Community Management Solutions, Inc. (CMSI). Board members in attendance were Gene Fisseler, Dennis Fouty, Barbara McCollum, Dan Pias and John Haas. Kathy Dooley represented CMSI. The following paragraphs reflect much of the business discussed. The Board adopted a 2012 budget – total revenues and expenditures of $663,020. A summary of the budget (both the summary and the detail) is posted at www.bayforest. info. In addition to covering Bay Forest operations, the budget adopted includes the continued funding of the Special Reserve for Perimeter Fence Replacement at $100,000 annually (the current Special Reserve balance exceeds $200,000). Further, based on the budget adopted, the Board approved an annual assessment increase of $35 per home ($680/year) in support of the budget. Assessment letters will be mailed to each homeowner by December 1. The Board elected its Officers for the coming year: • President – Gene Fisseler • Vice-President – Dennis Fouty • Treasurer – Barbara McCollum • Secretary – Dan Pias • Director at Large – John Haas Committees – In addition to their Board responsibilities, each Director has a liaison/ oversight role associated with the various committees and other functions for the neighborhood. Local BurglariesAs you might be aware from local news reports – there has been an increase in crime in the Clear Lake area. The neighborhoods hit the hardest have been Northfork and Bay Oaks – Bay Forest has been lucky. Well our luck ran out on November 14th. At approximately 11:30 am a home on Willow Shores Drive was burglarized. The thieves tried the back door unsuccessfully and then broke a window to gain entry. A number of valuable items including laptops, flat panel TVs and musical instruments were taken.

This is YOUR call to action. 1. Protect your property. Make sure you lock your home, garage,

gates, and cars. Set your alarm system whenever you leave. 2. Know and watch out for your neighbors. NO MATTER how

insignificant you think a suspicious activity might be – call the police (9-1-1 or 713-884-3131). Someone saw this crime in progress – and did not call the police.

3. Park your cars in the garage if possible (now is the time to clean out the junk) so they are safe but also so strange cars or activities are easier to notice.

The Bay Forest Community Association is staying in close contact with the Houston Police Department and will be reviewing other options to help keep our community safer. The police are working hard on curbing crime in the area but remember – stopping crime is the responsibility of every citizen.

Bay Forest Recycling News for 2012 Our recycling pick-up location continues to be back-door-only. Back door pick-up has removed hundreds of recycling bins from our front yards every Thursday and tremendously improved our “curb appeal.”

In 2012, we are offering another recycling service upgrade. You can trade in your red recycling bin for a 35 gallon, rolling, blue, upright recycling container. It will hold more than twice the material as the red bin AND has the added benefit of a closing lid – all for a one-time charge of $15. The recycling subscription for weekly back door pick-up continues to be available for $2.59/month in 2012, which works out to an annual payment (made in advance directly to AmeriWaste) of only $31.08/home, plus taxes.

Question: Where can I store a vehicle? Answer: Our CCRs state that no vehicle (car, boat, trailer, etc.) may be parked or stored permanently or semi-permanently (more than 48 hours without being moved) on any public street, front yard area, or on driveways.

If a vehicle is stored permanently or semi permanently, it must be COMPLETELY screened from public view within the garage or behind a SOLID fence.

Question: Where can I park a trailer? (including a boat on a trailer) Answer: Sec. 26-94 of the City of Houston ordinances prohibits the parking of a trailer (attached or unattached to a vehicle) on a public street for more than two (2) hours.

The Bay Forest CCRs (Article IX, Section 20) stipulate that no trailer (or boat on a trailer) can be parked on any public street, front yard area or driveway for more than 48 hours. Any trailer stored on a Bay Forest lot must be completely screened from public view either within the garage or behind a solid fence.

So even though the Bay Forest CCRs allow a trailer to be parked on a public street for no more than 48 hours – the City of Houston further limits it to no more than two (2) hours.

Question: Can I park by pulling head-on into a cul-de-sac. Answer: It is a violation of Sec. 26-85 of the City of Houston ordinances to pull head on into a cul-de-sac.

The ordinance mandates that the two right-hand wheels of a parked vehicle be parallel to, and not more than 18 inches from, the right hand curb.

So if you park a vehicle head-on into a cul-de-sac – neither your right-hand wheels PARALLEL to the curb nor is your right rear wheel within 18 inches of the curb. Head-on parking in a cul-de-sac is a clear violation of the law.

Question: How long can I park on a Bay Forest street? Answer: It is unlawful (COH Sec, 26-93) to continuously park on a public street for longer than 24 hours.

Annual Homeowners Meeting

The 2011 Annual Homeowners Meeting of the Bay Forest Community Association

(BFCA) was convened on the evening of Tuesday, October 18, at the Clear Lake

Presbyterian Church on El Dorado. Board members in attendance were Gene Fisseler,

Dennis Fouty, Barbara McCollum, and Dan Pias. Kathy Dooley represented CMSI.

More than 60 other homeowners were present.

Special guest and Bay Area resident, Barry Ward, who is Executive Director, Trees for

Houston, a non-profit organization dedicated to planting, protecting and promoting trees,

made a short presentation. He discussed the impact of the three-year drought on trees

in the Houston area and what we can do for stressed trees in our yards and our common

areas. He further gave some guidance regarding planting trees once the drought is

over and answered homeowner questions. Once a quorum was verified, the evening’s

business was addressed.

Barbara McCollum and Dennis Fouty were re-elected to the Board of Directors.

Newcomer John Haas was also elected (Congratulations, John!) to fill the position

vacated by Dan Swartwood.

The results of the annual homeowner survey were discussed. For the second year in a

row, survey respondents identified the same three issues as the top issues we face:

1. Community Safety

2. Homeowner Property Maintenance

3. Common Area Maintenance

Actions taken in the past and plans going forward to address these issues were presented

and discussed.

Once again, the October weather cooperated and we had a delightful time visiting with neighbors and eating great food: brats, hot dogs, baked pretzels and great desserts provided by the wonderful bakers in attendance. Adult beverages and lemonade were also served.

The Fall Festival and Oktoberfest included events for the children of the neighborhood. There was face painting, pumpkin painting, the creation of balloon animals, and lots of play time in the park. The face painting was definitely a hit. As the kids were playing the parents enjoyed visiting with their neighbors and friends, old and new.

Bay Forest Mommies’ Club(formerly Bay Forest Babysitting Co-op)

Kids’ Holiday PartyHello everyone! I wanted to let you all know that the Bay Forest Kids’ Holiday Party will be coming up soon: The party will be held on Sunday, December 11, from 3:30 to about 5:30 at the Willow Shores Park.

Instead of cooking hotdogs, this year I will just be asking every family to bring a snack or beverage to share. An e-vite with a sign-up list will be coming out, so start thinking about what you might like to bring. I’ll need volunteers to help kids do a craft, and also volunteers to lead caroling around the neighborhood. Also, I will need help setting up and taking down tables etc...

** I have been talking with Santa, and he has confirmed that he WILL be able to join us for our party. Yeah! However, his suit is getting repaired, so he has asked me to see if anyone has a “Santa” suit that he could borrow for the party. We’ll also need to borrow a white beard and large sack for the presents. Please e-mail me directly as soon as possible if you can loan any of these items.

If you bring your kids to the party it is VERY, VERY IMPORTANT that you provide a present for Santa to give to them. As you can imagine, it is very traumatic for children to see Santa give a gift to all the other kids but not to them, so please do not forget! I will not have extras. Gifts should be less than $12 in value. They MUST be wrapped, and the child’s name and age need to be written clearly on the package (Use a Sharpie, in case Santa forgets his glasses!). I’ll send an e-mail with information on where and when to drop off these gifts. Also, please do NOT provide a gift for a child who isn’t at the party. I applaud your generosity, but in years past we have had some very confused and upset kids who saw Santa give a gift for someone else’s sibling, but not to theirs. I am asking for your help, because I am just not clever enough to come up with believable explanations.

Finally, we have several new babies, and new neighbors in Bay Forest! Please reach out to these folks and make sure they know about the party. We want everyone to feel welcome, and what better reason to go and knock on someone’s door and spread some Holiday Cheer!

Bay Forest Gourmet ClubOur first small party of the year was a huge success – the Prime Rib with the Bleu Cheese and Horseradish Sauces was absolutely perfect as were the Shrimp Cocktail and Baked Garlic with Feta Cheese, the Mushroom Consommé, and the Poached Pears with Chocolate Butter Sauce. After dinner, two of the parties met and continued the conversation and fun at one of the hosts’ homes. Since three of the members have birthdays on November 3 and a fourth was born on November 2, the birthday girls plus two other members met on the following Wednesday for lunch at Back Street and then started Christmas shopping along West Grey. Here are pictures from the party plus the recipe for the Baked Garlic with Feta Cheese. On December 3, we celebrate the holidays with a big party which has a classic Christmas theme this year.

Baked Garlic with Feta Cheese6 whole heads of garlic2 Tbsp Olive OilCoarse saltFreshly ground black pepper1/3-1/2 pound feta cheese4 oz cream cheese softened

Remove papery outer skin from the garlic heads, leaving the clusters of cloves intact. Arrange the heads in a baking dish large enough to hold them comfortably. Drizzle a few drops of olive oil on each cluster. Bake for 30-45 minutes. At 350°, basting with oil every 15 to 20 minutes until garlic is tender and golden brown. Cool; using a sharp knife, remove the top of each garlic cluster. Season with salt and freshly ground pepper.

To serve: Mix together feta cheese and cream cheese and put in container. On large platter, arrange garlic clusters around the container of cheese mixture. Using a butter knife, spread a plain cracker with roasted garlic; top with feta cheese. Alternatively, slice a baguette into ¼-½ inch rounds and toast both sides until crispy.

Dead Tree Removal Time... If it’s Brown, Take it DownWondering what to do about a tree that has succumbed to the drought? The analysis is simple: if it’s brown, take it down. You don’t need a tree doctor to tell you it’s dead. If the tree is 100% brown and still holding on to leaves or needles, it’s dead.

Do you know if a tree is struggling to stay alive? Many trees are starting to shed leaves for the fall, as they normally would. The trees that shed yellowing leaves prematurely are likely struggling to stay alive. Could such trees benefit from the deep root watering/feeding we talk about often? Yes, they can! I encourage deep root watering/feeding on your own, but older trees need deep root/watering and feeding done by a tree company. Be careful: price-gougers come out of the cracks this time of year.

The cost of tree removal depends on the size of the tree and its accessibility, or lack thereof. Call at least three companies for comparable bids. Price-gougers will over-charge because they think you are trapped. Non-insured companies will give you the cheapest bid because they don’t have much overhead. However, there are the “rational” bids that will never be the cheapest or the most expensive bid. The company I have endorsed for years is the perfect example of this (Affordable Tree Service 713-699-2663). They have insurance and workman’s comp insurance overhead, as well.

Any tree company who bids your project should provide proof of insurance and workman’s comp insurance. If they can’t or won’t, don’t hire them. If something bad happens from a fallen tree, it’s all on you and your insurance. Don’t let Murphy’s Law take part in tree removal.

CLEAR LAkE STUDENTS AWARDED $9,925 GRANTto Bring Inspirational Invention Idea to Life The Lemelson-MIT Program announced Clear High School is home to one of the 16 teams of students, teachers and mentors selected to participate in the 2011–2012 InvenTeam initiative. The Lemelson-MIT InvenTeam initiative inspires a new generation of inventors by engaging students in creative thinking, problem-solving and hands-on learning in science, technology, engineering and mathematics (STEM). Teacher Lillian Wilson and her students will use the $9,925 grant to design a portable medical support system. They will use ultrasound to sterilize water for medical use. The mobile unit can be powered by solar energy or mechanical power (bike driven generator). “I am so proud of Mrs. Wilson and our students,” said Clear Lake High School Principal Debra Dixon. “Congratulations to this amazing team as they set out on such an exciting adventure.” Each InvenTeam is charged with addressing a real-world problem. The diverse group of teams selected around the country will leverage their distinct experiences and skills to develop their invention prototypes over the next eight months. In addition to developing creativity and teamwork skills, InvenTeams are encouraged to engage with professionals from industry and academia in their communities. Clear Lake High School’s InvenTeam is working with more than a dozen mentors including the University of Texas Medical Branch, Indus instruments, NASA Johnson Space Center, Lockheed Martin, Boeing, Industrial Tech and Jacobs Engineering. Through such real-world learning opportunities, students gain the skills needed to be competitive, not only in education but in business. Motivated by these experiences, InvenTeam members will have the ability to contribute to the global economy through their continued desire to innovate.

According to a recent independent survey conducted by the Lemelson-MIT Program, 45 percent of InvenTeam alumni are currently studying engineering in higher education versus 15 percent of the comparison group of young adults 17-25 years of age.1 InvenTeam alumni also showed greater involvement in academic extracurricular activities in high school (57 percent compared to 44 percent of young adults), and were more likely to hold a leadership role in an academic extracurricular activity (46 percent). Ninety-one percent of InvenTeam alumni were influenced to pursue STEM-interests by their high school activities, specifically, invention, robotics and engineering clubs.

“Providing students with multi-disciplinary experiences through invention has always been a critical aspect of the InvenTeam initiative,” said Leigh Estabrooks, the Lemelson-MIT Program’s invention education officer. “The impact of InvenTeams goes far beyond each team’s project and school year experience. It can be life changing for some, as peer-reviewed studies have shown leadership in high school extracurricular activities leads to higher wages for young adults.”

In June 2012, the teams will showcase their projects at EurekaFest, the Lemelson-MIT Program’s public, multi-day celebration of the inventive spirit, at MIT in Cambridge, Mass. In addition to the new teams, grants of up to $2,000 are awarded to select InvenTeams from last year to continue their projects and establish sustainable invention programs in their communities.

Shane is a senior at CLHS and wants to major in International Studies in college. He is the son of Carey and Thomas Sullivan and has a brother, Brad, and a sister, Laurel. Shane has been a member of the Clear Lake High School Varsity Swim Team for all four years of high school, as well as a member of the Brooks Blue Marlins summer league swim team for the past 14 years. He has also participated in different leadership-type activities: before his freshman year of high school, he attended a Lead America Program in Washington, D.C., which earned him college credit before even entering high school. During his junior year of high school, he was chosen to be the CLHS representative at Camp Enterprise, an intensive, all-expenses-paid 3-day business/leadership summit sponsored by the Rotary Club of Houston. Last summer, he spent time in 3 European countries with the Education First Tour Company. He has volunteered his time in high school to help younger swimmers improve with the CLHS Swim Clinic and the Brooks Blue Marlins, as well as raising money by swimming in a swim-a-thon for the Juvenile Diabetes Research Foundation, and being selected to model in a fundraiser for the Clear Creek Educational Foundation. He has worked as a pet sitter, a babysitter, and as a lifeguard.Shane Sullivan
