Perimeter Fence Update Like several others have already done, one of our neighboring communities, Bay Pointe, has recently determined that it will replace its perimeter fence. Bay Pointe is located on the far side of Clear Lake City Boulevard, between the Randall’s shopping center and Highway 3. Recall that the fence panels contain a great deal of iron and have had rust streaks for years. We look forward to seeing what this community comes up with as a replacement – the same as all the others around us for the past few years or maybe something new and different? In the meantime, our Board reviewed its preparations and timeline for replacing the Bay Forest perimeter fence. For years, we have monitored the structural integrity of our fence and secured multiple inspections by engineering firms. We continue to find that our fence, for whatever reasons, is holding up better than most. In addition, we recently polled local realtors active in Bay Forest to determine what impact, if any, the age and appearance of our fence may have on home sales and property values in our community. Somewhat surprisingly, we learned that our fence – at this time - is not a deterrent for new home buyers. Based on these findings, we evaluated several ways to finance the removal and replacement of the fence when the appropriate time comes – including a special assessment ($1,000 per home), a bank loan and saving up for the replacement. In the end, we landed on taking our time, being thoughtful and deliberate, getting the maximum useful life from our current investment, and accumulating the necessary funds prior to the expenditure. But, if our savings timeline exceeds our fence life, then we’d use the funds saved and fill the gap with one of the other approaches – an assessment or a loan. The Curran family loves their golden retrievers, as they have had many over the years. The three golden boys are Simba (15), Valentino (12) & Beauregard (7), two of whom are rescues from Golden Retriever Rescue Houston. Valentino is our true gentleman, and definitely our lover boy, who enjoys nothing more than laying by our side or visiting the kids at school. As for Beau, he keeps us in stitches and on our toes. He has the energy and spirit that children love. Simba is the last of a four generation line of goldens, that have not only touched our hearts over the years, but left their forever footprints. It is with both sadness and celebration that we honor our sweet Simba, who crossed the rainbow bridge this month, as he approached fifteen years of

age. He will be missed, but never forgotten. The Currans continue to volunteer and support the Golden Retriever Rescue organizations, and encourage families to consider fostering or adopting when choosing a pet. "Nothing is more rewarding than adopting a pet that is so thankful to be loved. And many times, adopting an older pet is much easier than raising a puppy. Life is truly 'golden' when spent with these dogs!" says Georgette Curran.

• To date, we’ve built up a fence fund of more than $440,000 – not an insignificant number.

• Our latest total cost estimate to replace our entire perimeter fence (~ 9,500 linear feet), using Bay Pointe’s cost information ($89 per linear foot), is about $840,000 – not an insignificant number.

• So, in rough numbers, we’re halfway there. • And, if we continue on our plan to put away $100,000 each

year, our construction start would be as early as January 2017.

Soon we will be looking into options regarding what type of fence Bay Forest will install…what construction materials, what style, what textures and colors? This project will impact everyone, even if only in a small way, so attention to detail is important. So stay tuned. And pay attention to what you’re seeing installed around Clear Lake, around League City and further south, around Houston. Anywhere there is new planned community construction or old fence replacement, take notice. We want to learn from others what works and what doesn’t. Your input will serve as the basis for these decisions.

On-Street ParkingPlease review your parking practices. If you regularly park a car on the street – this is for you. While it may be easy to just drive up and get out of your car – it has other consequences for yourself and our community.

1. Most cars that are vandalized in our community are parked on the street. Makes sense – the car owner has made the car an easier target by putting it on the street.

2. On-street parking is a concern of emergency service providers, as cars on the street can make it more difficult during those crucial seconds to get to someone who needs help.

3. On-street parking impacts your neighbor’s ability to back out of driveways – and generally navigate through our community.

4. And on-street parking can negatively impact our collective property values – people are less likely to buy a home in an area that has considerable on-street parking.

Please take this opportunity and assess your parking habits. Park your car in your driveway or garage – especially overnight. There is a complete set of frequently asked parking questions with answers on the Bay Forest web site. We are working with the City of Houston Parking Enforcement folks to have them monitor our community but also provide some educational programs to help us all be better parkers. Just a thought – now might be the time to clean out your garage. Protect your cars and our community.

Exercise Trail at the Bay Forest ParkThe long awaited installation of the exercise equipment at the Bay Forest Park has been completed. The trail connecting everything together will be installed soon. To ensure there was a safe trail around the entire

These stakes are being used by the Clear Lake City Water Authority (CLCWA) and its contractor as they go throughout our community cleaning sewer lines. Full lifeguard Course: $275.00• April 13 - April 14 • April 20 - April 21Saturday & Sunday Classes 8:45 am - 6:00 pm

Pool PartiesOur community pool is a great place for Bay Forest residents to host small group parties for birthdays, for sports teams, for church groups, etc.

Parties may be scheduled during regular hours and on Mondays. No more than one party may be scheduled in the afternoon (noon to 4:30 pm); no more than one party may be scheduled in the evening (after 5:00 pm). Parties should be scheduled at least seven (7) days in advance. There are two options for having a pool party.

Small PartiesHomeowners hosting parties with up to and including twenty-five (25) participants may be scheduled during regular hours and may extend until 10:00 pm. Additional lifeguards may or may not be needed to maintain an overall lifeguard to patron ratio of 1:25 during a party scheduled during regular hours. Based on the number of expected party participants and Sweetwater’s experience with typical pool patronage during the time a party is scheduled, additional lifeguards may be deemed needed and supplied. The Bay Forest Community Association will pay for any additional guards needed during regular hours.

large PartiesHomeowners hosting parties with more than twenty-five (25) participants or desiring exclusive use of the pool may schedule parties on Monday in the afternoons (noon until 4:30 pm) or in the evenings (5:00 pm until 10:00 pm). Sweetwater shall supply sufficient lifeguards for each party, determined to maintain an overall lifeguard to patron ratio of 1:25. The homeowner is responsible for paying Sweetwater an hourly rate of $10 for each required lifeguard (minimum of two). There is no fee for using the pool. The hourly rate will include any set up and cleanup activities.

Reservation requests will be conducted online and confirmed by the Sweetwater Pools Party Coordinator on or after this date.

Bay Forest Yard of the Month'Tis the season for Azaleas, and they are certainly on display at the home of Vicki Buxton and jim Hall, 2206 Cherrytree ridge. It’s hard to see in the photos, but there are 3 different shades of Azalea planted across the entire front of the house. This beautiful yard is also adorned with New Orleans Iris, Wild Petunia, Colanthus, Camelia, Varigated Ginger and Pine trees. Monkey grass and Asparagus Fern fill in the ground around the Azaleas providing a solid sheet of green and texture year round. I don't like to think of our American flag as decoration, but its graceful waves really do seem a natural part of this elegant landscape.

Suzy and kenneth Mayfield at 2106 Woodside won Yard of the Month a few years ago, but this yard is so cheerful and beautiful that we really felt they deserved to win again. (Winners become eligible again after 3 years.) The Mayfield's yard is overflowing with blooms so numerous I couldn't begin to mention all the varieties, but some of the main beauties are Snapdragons, Salvia, Petunias and yes, Daffodils. We can hardly wait for the Magnolias and Bird of Paradise to bloom! One trick that really makes this yard "pop" is the varied height of the flowers. The Mayfield's have placed very large urns on either side of their front walk and planted them with Petunias and other trailing flowers. This bright punch provides a lot of interest and really captures the eye. The front of the house isn't the only place to see their loving care; the gorgeous landscaping continues all down the length of their driveway.

Blue Marlins Swim TeamTime to Register for SWIM TEAM!Walk up registration April 13th, 12-4pm at the Bay Forest Pool

Yes, that’s right! Brooks Blue Marlins Swim Team will be holding their annual walk-up registration on April 13th from 12-4:00 pm, at the Bay Forest Pool. This year we are excited to also host an on-line registration beginning April 8th! www.brooksbluemarlins.com We have updated our website and have a new look! This should make it easy and convenient for swim information, volunteer sign-ups, and even meet registration!

Blue Marlins are looking for eligible swimmers between the ages of 5 and 18 years old by May 1st. By the end of the second week of practice all swimmers must be able to swim one length of the pool using any stroke. (Remember you have two-weeks to practice, every weekday, with our swim coaches to achieve this goal!) We welcome new families to join our swim team. A long standing swim tradition in the Bay Forest, Brookwood, and MiddleBrook subdivisions, it’s a great way to kick off the summer!

Registration costs are $150 for the first swimmer in the family, $100 for the second swimmer, and $80 for each additional swimmer thereafter. Practices will begin after school, April 22, for new swimmers, and all returning swimmers on May 1st.

What are the parent requirements? All new swimmers must attend a “mandatory” parent orientation meeting. This meeting is optional for experienced parents, but highly recommended. In addition, all parents will be required to volunteer during the short swim season. There are a variety of volunteer opportunities. Brooks Blue Marlins is a volunteer based neighborhood swim team, and is also part of the CCSL swim league. We do have a paid coaching staff; however, our swim meets are staffed by volunteers.

Why Join the Swim Team? It’s a great way to start your summer off each morning, swimming in the pool! It’s a wonderful opportunity to learn proper swim strokes! It’s an even better opportunity to exercise in the summer, or perhaps, prepare physically for many fall sports! Best of all... You get to spend time with friends at practice and with your families on Saturday mornings!

Bay Forest Mommies’ ClubThe Bay Forest Mommies’ Club met for our Spring Egg Hunt and Party. This year, the egg hunt, organized by Joy king, was combined with the Annual Bay Forest Crawfish Boil organized by Edrina Fitting. Thank you to everyone who helped with the set-up and clean-up of both the egg hunt and the crawfish boil. Additionally, we had a special visitor: a face painter, which the kids seemed to really enjoy.

The weather was a little tenuous, at best, so it was decided to start a little early in hopes of missing the rain. We lucked out and had a fun, but cloudy day, and the rain held off. The kids enjoyed hunting for eggs and getting their faces painted. Afterward, there were lots of delicious crawfish to eat, and playgrounds to explore!

Thank you to Abe's Cajun Market and Café (Resident), the Bay Forest Community Association, Edrina Fitting/Ladybug Realtors and North American Title who sponsored the Annual Spring Fling/Cajun Crawfish Boil this year. Mary Nguyen, owner of The Primrose School of Clear Lake, provided the face painter.

Bay Forest Gourmet ClubFor our second small dinner party this year, Gourmet Club members “traveled” to Beijing, the host of the 2008 Summer Olympics. The opening ceremony took place on 8/8/08, because the number “8” is considered very lucky in Chinese culture. Our menu consisted of dishes from China, Macau, and Southeast Asia: appetizers included Spicy Omelet Wedges, Crunchy Vegetable Rolls, and a Hot and Sour Soup, followed by a Green Tea Granita; the main course was a spice-crusted Roasted Pork, Cold Spicy Noodles, Szechwan Eggplant, and Peking Crisp String Beans; and dessert was a Raspberry and Mandarin Orange Tart. Here is the recipe for the eggplant as well as a picture of the tablescape for one of the parties.

Szechwan Eggplant in Chili Sauce2 pounds eggplant3 Tbsp oil for frying2 whole dried chili peppers6 garlic cloves, minced2 scallions, chopped into pea sized pieces including the green tops

Sauce Mixture (Mix in a Bowl)*1 Tbsp Szechwan sweet bean sauce or ground bean sauce2 Tbsp black soy sauce2 tsp brown sugar¼ tsp MSG (optional)1 Tbsp pale dry sherry1 tsp chili oil 1 tsp sesame seed oil

1. Make 4 slashes around the eggplant, about 1 inch deep. Steam eggplant over water until soft. Cool slightly. Tear eggplant into thin strips lengthwise. Discard part of the seeds.

2. Heat oil for frying in wok over high heat. Fry chili peppers until brown, then discard. Add garlic and scallions and brown them slightly. Stir in sauce mixture and cook until it begins to bubble. Add eggplant strips. Stir fry gently until eggplant is heated through. Add sesame oil. Serve hot.

Note: Chili oil and dried chili peppers can be omitted if you do not like peppery food, or add the amount according to taste. Serves: 6-8 • Source: The Classic Chinese Cook Book

CCiSD Board Approves long range Compensation Plan 3% Raise and Increase In Employer Contributions for Health Care

The Clear Creek Independent School District (CCISD) is committed to recruiting and retaining highly qualified teachers and staff. On March 25, the Clear Creek Independent School District approved a three percent raise for staff. "This increase is well-deserved as our teachers and staff work tirelessly to ensure our children are prepared for their future," said

Greg Smith, Superintendent of Schools. "Teachers and staff did receive a one-time, three percent payment this year. This move by the school board will sustain the raise for next year."

Additionally, the Board of Trustees unanimously approved an increase in the District's contribution to employee health care from $225 per month to $265 per month. TRS-Active Care, the health insurance that is used by 90% of school districts in Texas, has raised its premiums rates for the second year in a row. This increase in employer contribution will help offset the impact on CCISD teachers, staff and their families.

In October 2012, the Clear Creek Independent School District Board of Trustees set out a specific goal for the superintendent to develop and implement a long-range compensation plan. The superintendent outlined the plan on March 5.

In total, Clear Creek ISD has reduced $12.8 million in expenditures over two years and it has been successful in rolling forward general funds not used in the prior year. The three percent raise would cost $6 million.

League City, Texas- The Clear Creek Independent School District Board of Trustees named the Dell Latitude 10 as the device the district would

purchase if the 2013 Bond Referendum is approved by voters on May 11, 2013. The board approval does not commit funds for the purchase of tablet computers. The actual purchase of student and teacher tablet computers is contingent upon voter authorization on May 11, 2013.

In January, the Clear Creek Independent School District issued a Request for Proposal (RFP) for tablet computers to meet the instructional needs for students and teachers. The RFP involved seven vendors. In the end, the district committee and CCISD students recommended the Dell Latitude 10 for its educational applications, compatibility with existing CCISD software, and cost efficiency compared to other tablet devices.

In addition to the Dell Latitude 10 tablet, the District would receive free teacher professional development and technical training from Dell, Microsoft, and Intel. The Dell Latitude 10 could also serve as a desktop computer for teachers through a docking station. The Dell Latitude 10 uses Microsoft Office and Microsoft applications which are familiar products with CCISD staff. under the Dell proposal, the Latitude 10 Standard is $514. A tablet case is $28.

In the 2013 Bond proposal, $17.5 million is identified for student tablet computers in grades 4 through 10. With the proposal from Dell, the same $17.5 million would allow for the tablets to reach additional students by including grades 11 and 12 district-wide.

Historically, the Clear Creek Independent School District purchased technology through bond funds. The last time the District sought and received voter authorization for technology was in 2004. With the 2004 bonds, the District purchased laptop computer carts. These carts with 20 laptops would be checked out by teachers to be used in the classroom. The tablet computers proposed in the 2013 Bond would not only replace these computer carts but also initiate what is known as a 1:1 program, one computer per student.

If approved by voters, the bonds for technology would be paid off with short-term bonds of five years.

CCiSD Earns Finance AwardLeague City -- The Association of School Business Officials International (ASBO) has awarded the Clear Creek Independent School District, the Meritorious Budget Award (MBA) for excellence in budget presentation. The award is conferred only to school entities that have met or exceeded the Meritorious Budget Award criteria.

To earn this award, Clear Creek ISD submitted its 2012–2013 budget for a rigorous review based on stringent criteria. “The award represents a significant achievement by Clear Creek Independent School District, said ASBO Executive Director John D. Musso. “It reflects the commitment by the finance staff and the school district to achieve the highest standards of school budgeting.”

This is the seventh year in a row that CCISD has been selected for the meritorious Budget Award. Developed by ASBO for school districts, the MBA criteria guide school business officials toward a quality school budget presentation by enhancing the school business officials’ skills in developing, analyzing, and presenting a school system budget. A consultant needs to know the latest trends in admissions and should continually update his or her college knowledge by visiting colleges around the country to learn ‘from the horse’s mouth,’ what schools offer students and what they’re looking for in successful applicants. Additionally, it is best to find a consultant who has demonstrated experience and expertise in the field and one who seeks ongoing professional development from organizations such as the Higher Education Consultants Association (HECA), or the National Association for College Admissions Counseling, (NACAC). Members of HECA and NACAC must abide by ethical guidelines and principles of good practice. Finally, it is important that consultants provide a clear, in-writing explanation of their services and charges. These should be discussed upfront and formalized in a written contract between the family and the consultant. Families need to know what they’re getting for their money when they sign up with a consultant. A quality educational consultant’s services are not cheap. However, compared with what most families pay for private tutoring, athletic coaching, or music lessons over the course of a child’s life, it’s a bargain and a tremendous investment in a child’s future.

FPE PTA Purchases Shade Structures After several years of saving and planning, the FPE PTA Shade Structure committee, led by Chairman, Joy king, a Bay Forest resident, has purchased and gifted a 40’ x 60’ shade structure over part of the hard top at FPE. This structure will provide shade during recess, a covered area for special events, and most importantly, serve as an outdoor classroom. Picnic tables and benches have been ordered to complete the outdoor classroom. The committee is also planning to purchase and gift a shade structure over a portion of the playground area before the beginning of the 2013-2014 school year. FPE PTA ScholarshipThe Falcon Pass Elementary PTA offers one (1) $250 scholarship to a graduating Clear Lake High School senior. This scholarship will support a former Falcon Pass Elementary student who is focused on achieving their career goals through higher education. The scholarship committee will consider the following factors in evaluating applications: service and participation in school activities, community involvement, career goals, work experience, a written essay, scholastic merit, and overall impression.

“in the Footsteps of Marco Polo” Film Viewing and Discussion at the Freeman Branch libraryThe Clear Lake City County-Freeman Branch Library invite you once again to join us on April 15th at 6:30 pm at the Marge Jacobson Community Room for a free viewing of the Emmy-nominated PBS documentary "In the Footsteps of Marco Polo," presented by Francis O'Donnell, one of the films two participants and producers. Following the viewing, O'Donnell will be available to answer questions about his and Denis Belliveau's amazing journey through strange and forbidding territories on the other side of the world. If you enjoy traveling, history, or adventure, then you won't want to miss this! Light refreshments will be served at this program made possible by support of the Friends of Freeman Library.

Girl Scout Express! (Online Program) in April Are you a Girl Scout attempting to complete Girl Scout Journeys? The Clear Lake City - County Freeman Branch Library continues its “Girl Scout Express!” program that's designed for Girl Scouts and Girl Scout Leaders with busy schedules. On Thursday, April 11th, written guides for Girl Scout Journeys will be available via Google Drive. Greek Spelling Bee CompetitionThe Clear Lake City County- Freeman Branch Library has a series of events in preparation for the Greek Festival in May and in September 2013.

We invite children to participate in a Spelling Bee at the Marge Jacobs Meeting Room on Thursday, April 18th at 6:00 to 7:30 pm. Come for books, food, Greek related activities and participate in a mock Greek spelling bee.

Join us on Thursday, April 25th at 6:00 to 7:00 pm at the Computer Lab on the second floor for a database demonstration (Mango Language) to prepare you for the Greek Spelling Bee. Summer EcoCamp 2013EcoCamp, a day camp for 4 to 13 year olds, provides unique oportunities for children to explore the wonders of our upper Texas Gulf Coast ecosystems with indoor and outdoor activities from story telling and crafts, to trail hikes and wildlife encounters, to canoeing and fishing. Participants will not only learn about the environment and connect with nature, but will get plenty of exercise too! All camp sessions are designed by educators, feature small group sizes and are perfect for the young and curious. Each EcoCamp session is a week long and they are available regularly throughout June and July. New Volunteer Orientation April 6th and 13thIf you enjoy being in nature, meeting like minded people, greeting visitors or working with our naturalist instructors and cultural docents as they guide school field trips, outreach programs or give on site demonstrations, please join us at ABNC on April 6th or 13th from 9:00 am -1:00 pm. Our staff and volunteers will introduce you to the many ways you can get outdoors and help the Nature Center. The sessions will cover the history and mission of ABNC, immediate opportunities for training, and upcoming events. This is a great group of people, aged 18 and over, who give their time on weekdays and weekends to help with the various programs from education to conservation. Teen volunteer opportunities are also available. Opportunities exist to lead educational field trips, participate in land management and conservation projects, meet and greet guests and aid in the gift shop or build and repair facilities. We are also looking for skilled and unskilled individuals who can do carpentry, electrical work, mowing and repairs. Be prepared to walk outdoors.
