Smart Barcelona Project Strategic Framework

The City Protocol is the whole range of knowledge (open protocols, agreements, good practices, information) that the cities themselves, supported by the academic world and the industrial sector, are generating to create, in practice, a global forum for the development of smart cities.

1. To encourage and support a new science of cities.

2. To establish a framework for cooperation between the City Council, universities, companies, organizations and society itself.

Smart Barcelona Project City Protocol Society

The City Protocol Society is a non-profit organization whose main objective is to prepare, lead and develop the City Protocol.

The City Protocol Society is comprised by agents from industry, universities/research centres in other

cities around the world and other organizations and companies.

On 16 and 17 July the first City Protocol workshop was held in Barcelona. Over 150 delegates from cities, academic institutions, organizations and companies from around the world shared the potential value of constructing a city protocol, with Cisco, GDF and Barcelona City Council as golden partners. OBJECTIVE Implementation of an air conditioning system that provides all buildings or centres of consumption with thermal energy in the form of the hot and/or cold water they need for air conditioning. SCOPE Air conditioning system that incorporates improvements in energy efficiency, environmental impact, management, and economic impact. It is currently installed in the Forum and is being expanded to the 22@ district and the Zona Franca.

OBJECTIVE Introduction of electricity meters in the home in order to rationalize domestic energy consumption patterns. SCOPE Boosting the installation of meters at affordable prices that display power consumption, allowing residents to know their consumption and adopt good practices in relation to the consumption of electricity at home.

OBJECTIVE Installation of smart lighting to enhance lighting levels, uniformity and energy efficiency in the city.

SCOPE

Lighting system consisting of LEDs with sensors to regulate the intensity of lighting as required

STATE Pilot project in deployment phase in streets in Les Corts neighbourhood and in Avinguda Josep Tarradellas.

OBJECTIVE Replacement of the current connections through the radio network in lighting cabinets with WiFi or fibre-optic connections.

SCOPE Solution that will allow the integration of different types of services and the expansion of the existing ones, opening the door to the integration of different smart services.

OBJECTIVE Telecontrol of escalators and lifts using a SCADA system allowing the integration of information from different suppliers of control devices.

OBJECTIVE (Building Energy Advanced Management Systems). Development of an advanced system of integrated management that favours energy efficiency in buildings and special infrastructures from a holistic perspective, taking into account the interior of areas in public spaces and the urban network beyond.

SCOPE Development of a portal with open interoperability that allows the management of diverse and heterogeneous systems, some of them in public spaces (lighting, ventilation, air conditioning) and some other emerging ones such as the electric vehicle.

OBJECTIVE Study of municipal buildings to analyze and determine the most suitable model of self-development of energy services and their economic viability.

SCOPE Study of 10-15 municipal buildings in the tertiary sector to analyze their energy model and develop a pilot project in two of the buildings under study to collect data on the technical management of buildings.

OBJECTIVE To boost the introduction, promotion and development of electric mobility in the city using private electric vehicles, and the gradual conversion of the municipal fleet to electric vehicles.

SCOPE “Live” is a platform that promotes electric vehicles in the city as an opportunity to position Barcelona as a world centre for innovation in electric mobility. Its implementation will help to reduce exhaust emissions and improve air quality, and reduce noise pollution.

OBJECTIVE Development of three large-scale pilot projects in Barcelona, Berlin and Paris Grand aimed at using ICT services to help achieve the integration of solutions for intelligent electromobility as part of an integrated system that respects the environment.

SCOPE

Pilot project with three basic ideas: 1) public service of electric motorcycles, 2) unification of public mobility services and electric motorcycle service in the tourist sector, and 3) deployment of an electric vehicle fleet for municipal maintenance services

European project for the promotion of full-electric vehicles (FEV).

Provide the city with a renting service for electric motorbikes for tourists.

SCOPE

As regards European projects, Barcelona City Council cooperates with various companies with European projects such as:

Development of the Arrowhead project in the framework of the 2012 European ARTEMIS “Innovation Pilot” programme , in the areas of energy and mobility.

European FP7 Smart Cities and Smart Grid project, focusing on energy efficiency. Called SINAPSES.

European LIFE project, an intelligent system for automated urban waste collection.

European BESOS project (Building Energy decision Support Systems fOr Smart cities), based on a platform designed to support decision-taking on matters of energy efficiency.
