Tukoy na Layunin:1. Masubaybayan, mabantayan, at mapigilan ang pagdami ng informal settlers (“iskwater”) sa NN. 2. Makabuo ng programang pabahay ang barangay para pang-suporta sa pangangailangan sa katiyakan sa

pabahay. 3. Makapagbigay suporta sa mga organisadong samahan sa kanilang pagtugon sa pangangailangang pabahay sa

kasapian.4. Makapagkalap ng mga pamamaraan upang mabigyan kakayahan ang maralita na tustusan ang kanilang

katiyakan sa paninirahan.

Mga Estratehiya:

1. Para sa Brgy Council at mga kasiapi ng mga community associations (CAs) : Maglunsad ng mga pag-aaral hinggil sa mga batas, programa at polisiya sa pabahay (gov’t housing projects, national laws/policies, etc.)

2. Magsagawa ng urban poor settlement data-gathering (tulad ng pag-survey ng mga informal settlements, mga beneficiaries ng social housing, land inventory), na may regular na pag-update ng mga nabanggit na datos;

3. Magbuo ng mekanismo para sa maayos na pakikilahok ng multi-sectoral committee (housing committee/ office desk) sa barangay;

4. Brgy accreditation and recognition ng mga POs and NGOs;

5. Magsagawa ng mga polisiya ( Brgy ordinances/ resolutions) sa: pagkontrol ng pagdami ng informal settlements; pagbuo ng Housing Committee; clearing house sa mga demolisyon; paglaan ng pondo para sa programang pabahay; kapangyarihan ng Brgy Council para sa pagkuha ng Road Right of Way (RROW); Settlement Code (Deeds & Restrictions)
