Historical Background

Do you know that the barangay we know now as Cawayan Exterior was not originally called “Cawayan” but “Pukdol” (swampy). Why?
In the olden times, Barangay Cawayan Exterior was known to the early settlers specially those of its neighboring barrios like Bantigue (like it’s sitios Tinago and Sabang), Batuhan, Bolo, towards Magdalena, as Pukdol. A small swamp which served as docking place for residents and people from nearby sitio/barangays/town, sailing out and in from the above mentioned places reachable by “baroto” (sailboat), “casko”, “sibidan” or “paraw”. People ply this pukdol (swap) to sell their goods to nearby towns. Though this small swamp is not even a kilometer long, it was then abundant in food like shrimps, crabs and prawns. Fish like “casile”, “palo”, “haru-an” and “kikiro” were plentiful.
Pukdol was also a popular place frequented by “para lastiko”(people who sling shoots), specially those who like to catch birds like “nagas”, “talabong” and “tulihaw”. There were also deers and wild pigs that are seen in the highest and biggest mountain in Cawayan known as Kilala.
One day, Spaniards passed by and saw a lot of bamboo trees around pukdol. In their amazement, they asked the locales the name of the place and they answered “Pukdol”. A Spaniard pointed at the bamboos and said: “there are plenty of bamboos here”. Someone answered: “Oo, kawayan ina” (yes, those are bamboos). The Spaniards thought that “pukdol” is same as the word “kawayan” (bamboo). From then on, they named this place, Cawayan.
When the place became populated, a Resolution was drafted and passed dividing the place into: Cawayan Exterior to refer to the place along the sea and Cawayan Interior to refer to the place on top of the hill/mountain.

Geographic Location
Barangay Cawayan Exterior is a coastal barangay which is bounded by Sabang River, Bantigue in the North, Barangay Bolo in the south, Masbate Pass in the east and Barangay Cawayan Interior in the west.
Land Area
Barangay Cawayan Exterior has a
total land area of 370.6520 hectares which represents 1.97% of the total land area of the City of 18,789.23 hectares.
Land Use
Barangay Cawayan Exterior is basically an agricultural community devoting 99.64% of its land use to agriculture as shown in Table 1. Other uses include Government (0.11) and Residential (0.25). Today with the roads constructed connecting Cawayan Exterior to its neighboring barangays, portions of agricultural land will surely be switched to commercial and residential purposes. This will be true in areas traversed by the road.

Land Use Potentials A large portion of land is suitable for agricultural purposes/ activities. It is being utilized for planting vegetable crops like cassava, eggplant, beans, okra, squash, camote tops, other root crops and legumes, which provides daily sustenance for families and additional livelihood. There are portions potential for forestry and fruit-bearing trees plantation. The opening of coastal road is the cutting edge of progress in the barangay. It significantly leads to more land use potentials. One, it allows efficient delivery of goods to other barangays through its farm-to-market road. Second, is the influx of commercial establishments due to accessibility to nearby barangays. Further, it is utilized to facilitate easy transport of materials needed by the barangay for

the implementation of significant infrastructure projects that lead to its socio-economic advancement. . Political Subdivision Barangay Cawayan Exterior is a coastal barangay. It is divided into seven (7) puroks supervised by councilors per purok with purok/ leader/ presidents. The number and name of each purok are as follows: Purok No. 1-Miape 27, Purok No. 2- Jamprawon 32, Purok No. 3- Jimelina 40, Purok No. 4 –Mangga 30, Purok No. 5 – Bakhawan 30, Purok No. 6- Talisay 22 and Purok No. 7- Sampaloc 23. Natural Characteristics: (Physiographic and Slope) Barangay Cawayan Exterior shared the city’s general terrain of a surface configuration ranging from slightly undulating to rolling and from hilly to mountainous. It has a strongly sloping to rolling and hilly topography with good surface drainage and fair internal drainage. The natural cover is mostly cogon with few trees and secondary growth forest.
Soil The coastal rolling and mountainous area soil that embraces Barangay Cawayan Exterior is mostly Bolinao Clay Loam of about 400.63 hectares, Himayangan Sandy Clay Loam of about 200.3 hectares and Hydrosol of about 200.33 hectares respectively. The solum of Bolinao Clay provides a good foothold for crops. The surface soil, being friable and fine granular clay loam, contains a fair amount of organic matter. It is
easily prepared to good tilt under optimum moisture condition. The soil is sufficiently deep for planting any crop.
The subsoil possessed a high water holding capacity because of its heavy texture, good granulation, and slight compactness. The internal drainage is fair due to its good structure. Hydrosols type of soil are also found in this coastal barangay
which is generally characterized by a brackish aqueous horizon of surface water ranging in depth 5 to 100 centimeters or more depending upon the rise and fall of the tide. Underneath this aqueous layer is the sub-aqueous horizon equivalent to

horizon “A” in the normal profile. It is slimy, yellowish brown, grayish brown to gray, fine sandy clay, silty clay to clay with plenty of under composed organic matter. The depth ranges from 20 to 70 centimeters. The sub-aqueous layer is underlain by the basal or “B” horizon of ashy gray, slimy, coarse candy clay from 20 to 60 to more than 160 centimeters depth. The mangrove, nipa swamps and swamp areas of Barangay Cawayan Exterior fall under this type of soil. Hydrogeology Generally, water supply of Barangay Cawayan Exterior is very hard. Since this is a coastal barangay, the water is geogically limestone in origin, it is found to be rich in lime. Construction of wells with depths greater than 20 meters in general is being dug in order for the constituents to have a good quality of water. However, proper care must be exercised hence these wells are susceptible to pollution caused by the activities of man, animals, birds and other creatures.
Natural Resources (Coastal/Marine and Forest) Barangay Cawayan Exterior is blessed with natural resources. They have forest and coastal/marine resources. The forest resources are found mainly on the rugged slopes of the barangay. Some important commercial forest trees in the area are narra, acacia, gemilina, ipil-ipil,
etc. Unfortunately, some areas were denuded for barangay road widening, opening of road and occupation of houses. There are areas being reforested and protected. In fact, a watershed will be established to secure the barangay with an ample supply of water. The trees plantation is niche for some fauna like snakes and birds and flora like wild orchids. The coastal/ marine area of Cawayan
Exterior hosts to a wide variety of fishes, soft and hard corals, and other marine life creatures. Commonly found fish species are sardine,

milkfish, sigarid, terapon, stingray, needle fish, mullet, tuna, barracuda, shells and other species that are found in the sea of Masbate. The deployment of Bantay Dagat within the barangay secures the proper protection and management of their coastal resources.
Barangay Cawayan Exterior has areas of mangroves. These mangroves serve as protection to sea-life creatures from flood, typhoon and other related risks. Before, most of its mangrove areas have been developed into fishponds, but some of these fishponds have been abandoned. There are few mangrove trees left outside
fishpond areas, and fewer still in fishponds. The dominant species of mangrove trees still growing is miapi. A few bungalon and bakuan trees can be seen along riverine areas, but these are also under treat from over harvesting of branches for firewood. Because of the depletion of the mangrove forest, the present administration has established a mangrove area and is being protective under its local laws and ordinances.

Population Size, Number of Households, Average Annual Growth Rate As of 2005, the total population of Barangay Cawayan Exterior stands at 965 with 204 total number of households.
Average annual population growth
rate is 0.919% in 1995-2000 and projected to increase at 1.171% in 2000-2005 to 1.093% in 2005-2010 (CDS, 2002). Annual growth rate mirrors an increasing trend due to a lot of populace in the area are shifting to coastal areas like this barangay with the opening of coastal road for livelihood opportunities and easy access to food necessity

The table above showed that Purok 3 has the highest household and highest population members of 181. On the other hand, Purok 6 has the lowest with 133 household members.

Based on the table above, age profile of the barangay shows that it has a very young population with only 326 members of the total households who are active in the labor force.
Population Density The actual population density of Barangay Cawayan Exterior is 260.35 persons per square kilometer in 2005. It is projected to increase 346.57 persons per square kilometer in 2010 (CDS, 2002). land constraints and high land prices as well as its opening of coastal road. Barangay Cawayan Exterior is one of the rural barangays that is in close proximity to poblacion. Fertility: Child-Woman Ratio
Fertility rate refers to the number of children that the average woman will have in her lifetime. A total fertility rate of 0.93 or 93 children aged 0-40 to women of reproductive age (15-49 years old) child to woman ratio. This data indicate that it has a relatively lower fertility rate as compared to urban barangays and some rural barangays.

Roads
Road is critical to development since it facilitates the mobility of products and people in the area and promotes economic activity.
In Barangay Cawayan Exterior,
roads are rough and graveled, some are unpaved and narrow. Concrete and elevated pathways interconnect different puroks. The coastal road is likewise rough and graveled. Road improvement is a top priority of the present administration.
Port To facilitate the docking of
motorboats especially during low tide, a 45 meters length and 1.50 meters wide port located in Purok 2. The port can accommodate small motorboats coming from the different coastal barangays of the city and the neighboring municipalities of the province. Drainage and Sewerage Drainage and sewerage are practically non-existent. All natural drains go directly to the sea.

Water
Water supply within the barangay may be rated as poor to fair with the population largely dependent on shallow well, deep well and even springs and creeks. The waters from deep well areas are, in general, of good quality. Care must be exercised, however, in limestone formations where calcium carbonates are the major content. The aquifers are generally susceptible to pollution caused by the activities of man and animals. As reflected on the table 3, 41.70% or 85 households don’t have access to safe water facility vis-à-vis drinking water.
In order to promote the general well-being of the people, Level II or the
community water system-shared was developed with spring (bukal) as its main source. This will ensure that the populace will have a source of drinking water that is accessible and potable. With this, the occurrence of water borne-diseases is expected to decrease particularly among children who are vulnerable to these kinds of diseases.

Electricity
The barangay has no MASELCO connection. The generator is the source of power supply which operates from 6:00 PM to 10:00 PM. The barangay has a total of 5 generator sets owned by private individuals as well as the barangay council that operates/serves all puroks.

Transportation
Motorboat is the main mode of transportation between barangay Cawayan Exterior and poblacion. There are three (3) motorboats serving the populace in and out Cawayan Exterior. The barangay can now be accessed by private land vehicles because of the opening of coastal road.
Communication
Barangay Cawayan Exterior telecommunication is served by Globe and Smart. The barangay also makes use of the VHF hand-held radio. A satellite phone was provided by the city for barangay captain powered by Smartlink.
Cemetery/Burial Grounds Barangay Cawayan Exterior has no burial grounds. Some residents prefer to bury their dead on their vacant lot while others carry their dead in the old or new cemetery of Masbate City and the cemetery at Barangay Anas.

Solid Waste Management The majority of solid wastes within the barangay are composed of household wastes, agricultural wastes like leaf litters and coconut husks and other biodegradable materials can also be found.
The wastes are often dumped or burned by residents in backyard pits. Those residing near the sea or along the coastline just dumped their garbage at the sea. Some dispose wastes literally anywhere. There are some households that practice recycling and composting. Compost wastes are used as fertilizers.

The result of CBMS showed the top five (5) Minimum Basic Needs of Barangay Cawayan Exterior comprising of: 1) Proportion of households with income less than the poverty threshold; 2) Proportion of children 13-16 years old not in high school; 3) Proportion of households with income less than the food threshold; 4) Proportion of households with no access to sanitary toilet facilities; 5) Proportion of households without access to safe water. Summary of Issues/Concerns and Challenges
1. Proportion of household with income less than the poverty threshold/ household with income less than the food threshold.
Encourage investors in the barangay to open new livelihood opportunities that will provide the residents job that will give them a permanent monthly income.
Provide capital for food processing projects and other small scale business.
Skills enhancement training for residents in preparation for job opportunities such as welders, mechanics, and other related works.
Intensification of seeds and animal dispersal with fertilizer and agricultural equipment.
2. On proportion of households with no access to sanitary toilet
facilities.
Almost 51.50% or 105 households do not have sanitary toilet. This means that there is an indiscriminate dumping of human waste anywhere which may pose hazard to the health condition of the populace. In view of this, the barangay may allocate funds for this problem so that public or a private toilet should be constructed with common septic tank

5. Other social concerns that should be given priority:
Health- upgrade health facilities and provide additional health equipment to provide better health care services to those in need. Also increase in the allotment for medicines should be included in the budget of the barangay.
Social Welfare- there is a need to construct an additional day care center to cater children 3-6 years old. Moreover, day care centers should be given budget for the provision of educational materials to children as well as the classroom for better comprehension and familiarization of the pre-school children. For the vulnerable groups, mutual aid system should be given.

The programs of the city government are geared towards poverty reduction. Developmental social programs and projects are being conceive to provide quality education, better health care, security, and empowering all sectors of the society.
Education
The greatest challenge of the Department of Education is to provide quality education among children in elementary and secondary level. It may seem elusive but it can be achieved through provision of programs and projects anchored on academic excellence and education for all.
Cawayan Exterior Elementary
School is the only primary school present in the barangay. It caters to children 6-12 years old. However, there are children above 12 years old who still avail elementary education. This is a complete elementary school complemented with 1:1 teacher-classroom ratio and approximately 1:35 teacher-pupil ratio, headed by a Teacher-in-Charge (TIC). One local school board is assigned to augment the teaching force of the school.
Performance indicators of the elementary school also reflect that it has a graduation rate of 99% with almost 0% drop-out rate. Other indicators are found on table 12.
The facilities of Cawayan Exterior
Elementary School in terms of its classrooms are good which were constructed and repaired by the TEEP Organization with only 1 classroom (PTCA) that needs repair. However, other school facilities that are deemed necessary for the
total development of the children are lacking. Absence of industrial arts, agriculture and H.E. rooms, laboratory, and insufficiency of toilets are setbacks in the educational system of the school. Thus, there is a need to install/construct such facilities in order to provide better learning and hands-on experience of the lessons being taught to the school children.

The accessibility of elementary and secondary education poses another problem of the barangay. Barangay Cawayan Exterior has 56 children (6-12 years old) or a proportion of 22.20 who are not attending elementary education. For secondary or high school, a total of 82 children ages 13-16 years old or a proportion 68.90% who are not attending secondary education.

Literacy
The barangay is considered to have a “high level of education” with a literacy rate of 96.30%. This implies that most constituents have the ability to read and write. Of the 675 total population of 10 years old and above, 3.70% are not illiterate or 101 individuals are not able do simple reading and writing. Basic literacy course under the Alternative Learning System (ALS) is the DepEd program in cooperation with the city government to address illiteracy in the barangay.

Health Barangay Cawayan Exterior has one (1) Barangay Health Station (BHS) with one (1) midwife and three (3) barangay health workers assigned to monitor and conduct health services. It has also four (4) traditional birth attendants who help in maternal deliveries in the barangay. Barangay health personnel are assisted by doctors, nurses and dentist from the city once a month to carry-out medical services and implement health programs and projects. The health station/center is equipped with weighing scale, office table and chair, examining bed and cabinet.

With the existing facilities, some patients of the barangay with minor medical and dental needs sought care at BHS while major cases are being brought to any government or private hospitals at Masbate poblacion where there is adequate facilities and equipment. One of the problems encountered by the barangay is the lack of medicine supplies and other basic health equipment and facilities. Mortality rate of Barangay Cawayan Exterior is zero and morbidity rate is 425/1000 population. The leading causes of morbidity:
1. Acute Respiratory Infection (ARI) 2. Influenza 3. Parasitism 4. Muscolo Skeletal Disease 5. Anemia
Malnourished children are very minimal in the barangay as reflected on the CBMS. It has a malnutrition rate of 6.40%. Adequate food and proper nutrition for the children is very important so that they would grow healthy and develop fully particularly the mental and physical aspects.

Health is likewise concern with the use of contraceptive among couples in
Barangay Cawayan Exterior. The barangay has 204 couples. Of the said number, only 33 couples are practicing family planning methods. Among the enumerated methods below, the majority use the pills. With small number of couples engaged in family planning method, there is a big possibility that the population will continuously increase. Thus, advocacy on responsible parenthood, proper care for children, etc. is needed. This is necessary to help parents realize their important roles to their families.

Sanitary Toilet
Based on Community Based Monitoring System of 2005, 51.50% or 105 of the 204 households don’t have sanitary toilet facility with Purok 5 having the highest with 22 households. Among the puroks, Purok 4 and 7 have the highest access to toilet facilities with 15 and 18 households respectively households of the 99 total households with toilet facilities.

Social Welfare
Improved quality of social services is one of the major concerns of the city. It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services are geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided.
On one hand, for the children’s welfare, two day care centers are presently existent in the barangay with two day care workers. Each center has 59 enrollees. There are three community organizations present in the barangay. These are Women’s Organization, Senior Citizen and Youth Organization (MCYC). These organizations remained strong and
continue to help in empowering women and youth alike and support to elders.
Persons with disabilities are also a main concern of the social welfare. The barangay has a total of 34 physically challenged individuals.

Housing
Housing or shelter is not much a concern of the barangay. Based on Community Based Monitoring System conducted by the LGU, of the 204 households, 48 households are living in blighted areas. Most families are tenants or have permission to construct their houses on a particular land/lot from the landowner. Also, the result also reflected that the barangay has no houses made of makeshift materials. This signifies that all houses are durable in the next five years on any natural calamities and other related causes.

Protective Services A total of 10 barangay police personnel (tanods) assigned to maintain peace and order. Five (5) Barangay Unified Force (BUF) are also deployed for additional security against petty crimes especially at night. These police personnel are equipped with paraphernalia like arnis and flashlights to effectively implement the peace and order within the barangay. Even though the barangay has no organized barangay justice system, the crime rate is very minimal. The CBMS noted only 1.20% or only 12 residents were reported for committing a crime.

Sports and Recreation
One of the programs of the city government is to provide recreational facilities in every barangay for the development of the youth. It is also a mechanism that will veer them away from vices.
The most common form of sports
and recreation is basketball. Thus, there are two basketball courts distributed in Purok 4 and 6. It is used by everybody who is inclined to this sport. Barangay Plaza is also being used for significant events of the barangay like fiesta activities and sportsfest.

Religion and Culture
The people of barangay Cawayan Exterior is predominantly catholic. Their chapel is found in Purok 3. Patronal fiesta is observed every May 14-15 in honor of San Isidro Labrador. It is celebrated with a festivity that includes parade, field demonstration and program entrance of baby and lady beauties. There are other religions being practiced by some populace as reflected on the table below.

Barangay Cawayan Exterior utilizes 369.3178 hectares for agricultural purposes comprising 99.64% of its total land area. The major livelihood of the people is fishing and farming. The major crops produced are corn, coconut-copra, root crops, fruit trees and vegetables.

Despite the efforts of all farmers to improve farm management and production, many problems are encountered which affects the sustainability and productivity of their farm harvests. The problems that emerged are 1) irrigation; 2) insufficiency of machineries or farm facilities to have a better harvest; 3) far distance of the place where they trade their products and related concerns and 4) insufficient seedlings and fertilizers.

Other livelihood sources of people are carpentry, tuba gathering and doing labor. Fishery
Another major livelihood of the residents is fishing. Almost all kinds of fishes found in Masbate seawaters can also be found in Barangay Cawayan Exterior threshold.
The main problem of some fishermen is insufficient materials and equipment such as fishing net, banca or motorboat for fishing as well as capital.
Trade and Commerce Being a coastal barangay, fish trading is the dominant economic activity.
Various fishes are traded to the different parts of the province and can reach as far as Bicol Mainland and Manila. For the farmers, copra is also a product traded or sold in the buying stations located in Kinamaligan, Bapor, Tugbo and F. Magallanes. Likewise, agricultural farm produced are being traded to flea market in Masbate City every Friday-Sunday. There are no other major business establishments within the barangay. Small-scale businesses such as sari-sari store abound within the barangay. Microfinance
To provide source of income for families in Barangay Cawayan Exterior, a microfinance institution is established. This is the Community on Agricultural and Rural Development (CARD) and Tulay Sa Pangabuhay Incorporated (TSKI), financial entities providing capital for women to start a small business.
Tourism Development of mangrove plantation is one of tourism potentials for local tourists.

Employment Due to its geographical location, the populace is dependent on agriculture
and marine resources as farmers and fishermen. With inadequate employment opportunities in the barangay, others look for jobs in urban areas as salesladies, construction workers, laborers, household helpers, traders etc. Professionals constitute a very low percentage of the population.
The table below shows the unemployment statistics of the barangay which constitutes for the 15 years old and above populace. The unemployment rate of the barangay is 8.30% or 45 household members are currently unemployed out of 396 total labor force. Purok 2 has the highest number of unemployed with 5 household members while Purok 4 and 6 have the lowest with 2 members.
