    1.1.Electricity & Power1

    Bangladesh's energy infrastructure is facing significant challenges. Although Bangladesh has achieved significantimprovement in the operational performance of power sector entities during last decade, the electrification rate is below50% and per capita consumption of electricity at 10 !ilowatt per hour "!#h$ is among the lowest in Asia.

    oncommercial energy sources, such as wood, animal wastes, and crop residues, are estimated to account for over halfof the country's energy consumption. Bangladesh has small reserves of oil and coal, but very large natural gasresources. &ommercial energy consumption is mostly natural gas "around %$, followed by oil, hydropower and coal.

    The Government Development Plan

    ower sector has been identified as another priority sector by the present government.

    ower sector continued to remain as one of the most challenging areas in Bangladesh, despite many recent initiatives.(he )*ega ower lan+, unveiled along with the Budget of -010/11 to revamp the power sector and increaseinvestment, is in application since une 010. Besides meeting immediate reuirements by commissioning a number ofrental and uic! rental power plants, the plan has also given high priority in establishing some large combined cycle andcoal/based power plants in the country for a long term solution of the on/going power crisis.

    2espite certain visible success in power generation capacity in the country "by 1553 *# since 004$, failure in terms oftimely delivery by a number of rental and uic! rental plants and production stoppages of many of the aged power plantshave watered down the success in power generation recent months. uestions have also been raised with regard to theeffectiveness of increasing power subsidy, particularly for uic! rental plants. (he delay in initiating local coal/basedpower generation has also come under scrutiny as also the slow progress with regard to the reuired infrastructuredevelopment to facilitate fuel import and supply.

    6n order to create appropriate and enabling conditions for improved public sector performance, attracting private andmultilateral capital flows on a sustained basis and giving value for money to the customers, 7overnment has underta!ena series of reform measures in power sector. (o introduce competition, attract foreign direct investment and, moreimportantly, to increase power supply to alleviate the acute shortage, in line with the ational 8nergy olicy thegovernment has adopted the following policy measures9

    7oB is also aware of the need to restore and enhance the financial viability of the power sector.

    8fforts have been accelerated to corporatie the operating units of B2B and ensure accountability andtransparency in corporate governance and management.

    (he >ural 8lectrification Board ">8B$ must also evolve and a !ey strategy study on >8B has been launched sothat >8B and its member cooperatives can !eep pace with the increasingly commercial and competitive sector.

    Repowering the Aged State-run Power Plants

    erformance by the country+s age/old power plants has emerged as a matter of serious concern in the recent months.(he gap between generation capacity and actual generation has also widened since 004.

    At present the country has power plants over 30 years old and another 1 are 15 to 30 years old. ower generation bymany of these plants is regularly disrupted due to overhauling, maintenance and machine failure. 7iven the currentstatus, it will be difficult to regain the generation capacity in many of the e@isting plants through renovation and up

    gradation. 6nefficient energy consumption by these plants is also a source of costly operations.

    The Progress in PPP Initiated Power Projects

    6n -010/11, five large power proDects were considered under the initiative. Eut of these, three were combinedcycle proDects "100/1300 *#$ and the other two with 0 *#+s capacities were coal/fired power plants. (hese plantswere considered very important for the long/term power security of the country and were e@pected to raise the level ofefficiency in power generation !eeping in mind the current e@pensive uic! rental plants, and the inefficiency in liuid fueluse. Fowever, the progress of all the five plants appears to be uite sluggish. Apart from some preliminary wor!sconducted, no further steps were found to have ta!en place to accelerate their construction process.

    Addressing the gaps

    Gnless the new electricity generation e@pansion program is implemented the 2emand :upply 7ap would continue in therange of 100 to 1=00 *#. Fowever, as per government's aggressive program about 4000 *# of generation capacitywould be added in the ne@t 5 years. Ef this about 3500 *# is under various stages of construction and procurementprocess "of which ?5 *# is e@pected to be commissioned within une, 010$ and 50 *# power generation programis under procurement process. Gnder the new initiative to mitigate the demand supply gap, procurement process hasstarted for 530 *# >ental and =0 *# public sector pea!ing power plant. easibility and procurement plan is underwayfor installation of remaining 500 *#.

    Cross-border Cooperation:

    An important strategic element that 7oB is initiating to address the power deficits is to e@change electricity with theneighboring countries. >ecently 6ndia and Bangladesh have reached understandings on power trade. 6t is e@pected thatpower trade with 6ndia in the range of 50/500 *# will be possible in the ne@t /months

    Power Transmission

    resent capacity of high voltage sub/station "30 HI C 13 HI$ is 115 *IA and transmission line is =300 c!t. !m. orpower evacuation from the power generation proDects and reliable power transmission to the load centers, newtransmission facilities would be developed such as 00 HI linesJ installation of shunt compensation proDect, ationalKoad 2ispatch &enter "K2&$ etc. are under implementation.

    Power Distribution

    resently 0,000 !m distribution lines with 11.5 million consumers of 5.300 villages are connected. -et about ?5 millionpeople, mostly rural, are out of electricity. (o provide reliable power to the rural area >8B through B:s has ta!enmeasures to e@pand distribution networ!.

    (o cope up with the new generation and to attain government vision, a substantial amount of distribution lines would beconstructed.

    Power Sector Structureower 2ivision is responsible for formulating policy relating to power and supervise, control and monitor thedevelopmental activities in the power sector of the country.

    effective electric generation capacity was .? 7# in 004J only three/fourth of which is considered to be )available+.ower generation capacity in recent months has increased due to additional generation, mainly from uic! rental powerplants. :ince anuary 004, plants with 1553 *# capacity have started commercial operation. Another plantstotaling =.? *#+s capacity are currently under test run and are e@pected to come under commercial generation in

    August 011.

    2espite a significant increase in power generation capacity in the country, power crisis still continues to ta!e a toll on theeconomy. (his is mainly due to a huge shortfall of production in the state/run aged power plants which are impeded bytechnical faults and renovation activities. *oreover, many new rental and uic! rental plants are undergoing technicalproblems on a regular basis, which undermine the actual power generation capacity of the country. urthermore, overallprogress in setting up the two large coal/fired and a few combined cycle power plants planned to operate as soon aspossible, have been rather slow.

    6n generating and distributing electricity, the difficulties to adeuately manage the load leads to e@tensive load sheddingwhich results in severe disruption in the industrial production and other economic activities. A recent survey reveals thatpower outages result in a loss of industrial output worth N1 billion a year which reduces the 72 growth by about half apercentage point in Bangladesh. A maDor hurdle in efficiently delivering power is caused by the wea! distribution system.6t is estimated that the total transmission and distribution losses in Bangladesh amount to one/third of the totalgeneration, the value of which is eual to G: N? million per year.
