    Beyond political andmilitary reasons for theestablishment of the

    Multinational Corps Northeastlay the acceleration of theintegration of Poland and othercountries into NATO and thusfostering stability in Europe.

    As soon as the CzechRepublic, Hungary andPoland were invited to

    join the Alliance during theNATO Summit in Madrid inJuly 1997, the cooperationamong Denmark, Germany andPoland, developed throughout

    the 1990s, gained momentumand resulted in a decision madeby Ministers of Defence of thethree countries to establish aDanish-German-Polish corps.The corps would be namedMultinational Corps Northeastand have its headquarterslocated in Szczecin, Poland.The Headquarters Allied LandForces Schleswig-Holsteinand Jutland (LANDJUT) inRendsburg, Germany, wasto form the nucleus of thatnew command authority. On5 September 1998, whenthe Corps Convention wassigned, Poland was not a NATOmember yet, but the date of

    the countrys accessionhad already been set (12March 1999). As earlyas on 18 September1999 the inaugurationceremony took placeand initiated the eraof the MultinationalCorps Northeast.

    Alot hashappenedsince that

    time. Not only didthe Corps achieveFull OperationalCapability certicate

    in February 2006becoming partof NATO ForceStructure and wasdeployed to missionsin Afghanistan twice,but also developedits own structure andintegrated nine newmembers: Croatia,the Czech Republic,Estonia, Latvia,Lithuania, Romania,Slovakia, Sloveniaand the United States,becoming a family of twelvenations.

    The Corps Commanders primarymission is to prepare the Corps tocarry out a full range of military

    operations throughout the area ofresponsibility and beyond. He issupported in fullling this task byhis Deputy, whereas the Chief ofStaff directs and supervises the staffon behalf of the Commander andcoordinates the ow of informationdown and up the chain of commandas well as with superior and adjacentNATO and national commands.

    n order to achieve assignedobjectives, the CommandGroup is supported

    by all the Divisionswithin their area ofresponsibility; it isalso reinforced bymilitary advisers,aide-de-camps aswell as Director ofStaff OperationsOfce, LegalAdvisers, PublicAffairs Ofce, andHeadquartersStaff Support.

    2 Division, led by a Polish Colonel,is responsible for collecting,analysing and disseminating

    intelligence information to support theCorps Commander and Headquarters staffin decision-making processes as well as inplanning and conducting operations. TheDivision also deals with military security,military geography and meteorology, and itcoordinates all aspects of electronic warfare.

    Plans & Exercise Branch (PLANS&EX)among other things developsintelligence scenarios for study

    periods, conferences and exercisesand contributes to

    preparing and updating plans. It is alsoaccountable for the implementation ofappropriate security measures to ensurework in a safe and secure environment.

    Production Branch is responsible forpreparing intelligence assessments,reports and analyses based on

    Commanders guidance.

    Geography/Meteorology Branch(GEO/MET) analyses the inuenceof the environment and terrain

    upon military operations and providesassessments of possible consequences.

    4 Division, headed by a PolishColonel, is responsible for allaspects of logistic planning,

    procedures and policy guidelines, also interms of MNC NE exercise and trainingactivities.

    Logistic Operations Branch (LOGOPS) is responsible for deningrequirements for logistic support,

    short- and medium-term planning as wellas the renement and execution of logisticsupport concepts.

    Logistic Planning Branch (LOGPLANS) mainly focuses on long-term planning logistics, including

    the development andcoordination of logistic

    plans and policieswith integration

    of movementand medical

    aspects. Thebranch dealswith supportin the Corpsand Joint

    Rear Area.

    MovementBranch(MOV)

    coordinates all surface andair movement and transportation

    issues covering short-, medium- and

    long-term planning and operations. Withreference to the mission the branch isresponsible for conceptual and practicaldeployment and redeployment of MNCNE personnel. The branch remains inregular contact with NATO and nationaltransportation authorities, both military andcivilian.

    Effective medical support for operationsis fundamental to a missions success.Therefore, Medical Branch (MED)

    plays a vital role in medical planning,monitoring and coordinating all medicalissues and disseminates information onmedical organisation, equipment, doctrinesand procedures. It also renders the rstcontact of medical treatment for HQ MNCNE personnel.

    IS Operations Branchs (CIS OPS)domain comprises all CIS matterswithin HQ MNC NE, including

    running information systems, installing newcomponents and training HQ MNC NE staffpersonnel in new systems.

    Information Management Branch(INFO MNG) oversees the rapid ow ofinformation into, out of and within the

    Headquarters to ensure that the staff attainsadequate information awareness to supportthe planning, renement and execution oftasks at every time.

    n behalf of the Commander MNCNE and in its functional capacity, G6Division is also the tasking authority

    for Command Support Brigade whichprovides external support to HQ during

    exercises and operations.

    G6 Division, headed by a GermanColonel, ensures efcient internaland external communication within

    the Headquarters by means of providingcommunications and information systems(CIS), information and communicationsservices (ICS) and information management.

    CIS Plans Branch is responsible forthe overall CIS planning processwithin the HQ related to the

    peacetime establishment as wellas exercise or mission

    preparation andexecution

    processes.

    8 Division, headed by a PolishColonel, is responsible forplanning, preparation, execution

    and statement of the annual budget andbudgets for special employment. The

    Division maintains nancial control ofexpenditures according to the currentregulations and recommendations of theFramework Nations and Participating States.

    Budget Branch develops plans toaccomplish the programming andbudgeting functions of HQ MNC

    NE. This includes the preparation andcoordination of staff actions leading totimely and accurate budget estimates andtheir subsequent adjustments. The Branchgenerates plans of action to fulll theexecution of budgets in close coordinationwith the Fiscal and Contracting Branch,including the allocation of funds. BudgetBranch also works out exercise relatedbudget analysis.

    Fiscal Branch supervises the executionand statement of specic operationswithin the annual budget. This involves

    setting up and keeping of treasury and scalaccounts as well as proper recording in theaccounting system. The branch producesanalyses and provides information requiredin support of the annual nancial statement.

    Contracting Branch controlsand coordinates the contractingresources within HQ MNC NE and

    provides advice to the staff on contractingprocedures. It manages contractingactivities and monitors the ensuingcontracts according to the regulations. It

    also performs internal control function byconducting internal audits in various cellsof HQs.

    Command Support Brigade (CSB)is a formation assigned to theMultinational Corps Northeast for

    exercises or operations. It is responsiblefor establishing and maintaining fourlevels of command in the eld, i.e. MainHeadquarters, Alternate CommandPost, Forward Command Element andHeadquarters Support Cluster. The scopeof support includes accommodation,transportation and messing, security andforce protection, but also Communicationand Information System (CIS).

    CSB with the Headquarters locatedin Stargard Szczecinski, Poland, issuperior to the Polish 100th Signal

    Battalion, 104th Support Battalion, 102ndForce Protection Battalion based in Wacz,Poland, and the German 610th SignalBattalion stationed in Prenzlau, Germany.Additionally, the Polish National SupportElement and Headquarters Companysupporting the Headquarters in Szczecinand Garrison Club Wacz are subordinatedto CSB.

    Headquarters Company(HQCoy) supports Multinational CorpsNortheast in many ways, e.g.

    keeps military guards, manages messingand welfare activities, maintains staff carsand supports the Headquarters duringexercises, visits and any other activities,

    including daily work within the Divisions.

    The HQ Company resembles a typicalPolish military unit and consists of acommand group, a support platoon, a

    supply platoon and a guard platoon, with atotal number of about 140 personnel, bothmilitary and civilian. Along withthe Polish chain of commandit is subordinate to CSB,but also to the MNCNE Chief of Staff,regardless of hisnationality.

    raining & ExercisesPolicyis mission drivenand requires a exible

    and multiyear approach,focusing on the missionpreparation requirementsand effects based jointtraining. Regular trainingof the assigned formationsenables the Corps to meettraining requirementsapplicable to GraduatedReadiness Forces (Land)Headquarters.

    The aim of military trainingis to maintain and improvethe competence of HQ MNC NE

    personnel, Command Support Brigadeand formations assigned to the Corpsthroughout the entire spectrum ofoperations. This training shall preparethe Corps staff as a whole and individualsto deploy and accomplish tasks as aheadquarters at both the corps and highercommand level. Training & exerciseswarrant the operational effectiveness ofall functional areas of the Corps and theirinterfaces in terms of Combat, CombatSupport and Combat Service Support.

    Training & exercise activities rangefrom study periods to live exercises butCommand Post and Computer-Assisted

    Exercisesare conductedmost often. Command PostExercises allow for training procedures anddecision-making processes using scenariosreecting High-Intensity War-Fighting, CrisisResponse Operations or Peace SupportOperations. Computer-Assisted Exercisesgo one step further and involve a computersimulation, a kind of war-game withthe possibility to conduct various types ofconict covering force-on-force operations.Since Live Exercises combine computersimulation and eld training, they are themost comprehensive and realistic, albeit themost expensive, forms of exercises.

    altic Barracks, the seat ofHeadquarters Multinational CorpsNortheast, is not just a working place.

    Personnel coming from eleven nationscreate a unique environment in whicheveryone supports each other and learnsfrom each other. Understanding cultures ofvarious countries is a key issue in a daily lifeand goes far beyond getting work done. Itis about making friendship and spendingtime together, like for example during socialevents which have become a part of theHeadquarters annual calendar for good,such as the Danish Jule-Glgg, GermanOktoberfest and Polish Armed Forces Day.

    Other integration opportunities

    readily embraced by the staffmembers are provided by the

    HQ clubs. Sports enthusiasts choose theAllied Sports Club, spouses gather at theLadies Club whereas all the ofcers, non-commissioned ofcers, enlisted and civiliansare invited to join three common clubs runby the Headquarters Company.

    Concepts of integration are not justlimited to Baltic Barracks. Maintainingsupportive and kind relations with the

    municipal and regional authorities, otheruniformed services and clergy have alwaysbeen of vital importance for the Corpsmembers. A natural way to express concernfor matters important to the Polish Nationis active involvement in municipal, regionaland state celebrations. MNC NE members

    are also supportive of various charityactions.
