1 The importance/purpose of the Strategic

Territorial/Urban Agenda (ST/UA)

Balti municipality is one of the biggest cities from the north region of Republic of Moldova. It is the

second largest municipality in terms of area, economic importance, and population after Chisinau

municipality (Republic of Moldova capital).

From the urban point of view, the city is divided into 3 planimetric sectors: Center; Pamanteni;

Slobozia and two habitable parties Molodova, Baltii Noi.

For the urban development of the city at the local level Balti municipality have a General Urban Plan

PUG 2005-2020, and the present development strategy till 2020 - comes to complement the PUG.

The proposed intervention site in the context of the STATUS project is “Center zone” of Balti

municipality. This zone was selected for the reason that occupies the largest quantity of housing fund,

population and service objects, which fulfills the important functions of the municipality – was

selected as a “area of intervention”.

The present Strategic Urban Agenda also will remove the following circumstances, which generate the

major problems in the Balti municipality which stagnates the development of city:

- an extremely centralized approach to solve urban problems;

- uncoordinated investments at regional, inter-regional scale (especially in basic infrastructure);

- a lack of operational instruments for town planning (old normative an regulatory tools impede

transparent urban development transformation and favors corruption);

- obsolete knowledge about city planning theories and principles among local town planners,

especially at municipality level: Low level of urban culture and education in general;

- local, regional and national political agendas too often give little priority to real urban

questions (e.g. urban poverty, regeneration of deprived neighborhoods/proper slums,

definition of sound measures for local competitiveness);

After designing SUA for “Center zone”, Balti municipality intends to apply the experience

accumulated in the frame of the STATUS Project and for other zone of the municipality. Also

experience STATUS will be presented in Balti municipality at the end of the project, and for interested

districts which can replicate "methodology applied in the project STATUS" and in other districts.

2 Scope and vision of the ST/UA 2020

The proposed intervention “the Center of Balti city” was chosen as part of the SUA for the reason

that is the most important region of the city Balti, and occupies the largest quantity of housing fund,

population and service objects, which fulfills the important functions of the municipality. From their

string can be highlight socio-cultural constructions: dramatic theater, home of culture, cinema, A.

Russo State University, library, City Park, municipal Council, complex of administrative institutions,

the commercial and service.

Population of Center zone was estimated about 48 % of inhabitants from total inhabitants from the

Balti city. The southern part of central sector is presented with built fund evaluated historically with a

low degree of improvements. In the north-east of Raut riverside and in the center of the area

predominates the buildings with 5-16 levels. This part is characterized by good developed urban

networks and a population density over 200 people per hectare.

During three workshop with participation of local administrative institutions, NGOs and other

interested parties was drafted the Strategic Urban Agenda strategy of Balti Municipality.

The second workshop was predicted for formulation of the development vision for 2020 as well as the

main objectives of Agenda.

Balti 2020: Modern Growing Pole with an attractive Urban Centre

To contribute to the development of the Balti municipality by increasing the

attractiveness of the Central zone of the city

The strategic vision is built on the following basic concepts:

• improvement of Urban networks infrastructure (roads network, water, sewage, heating,

electricity);

• development of the "sports tourism" by improvement of conditions for carrying out sporting

activities and access to the sporting activities;

• stopping of the environment situation.

The status of "Pole" comes from the fact that the Balti Municipality play an important role at national

and regional level, in order that the city is called "the capital of north", and in the Balti city is

territorially located the Northern Regional Development Agency. As well as play an important role on

the European regional context, being part of the "Upper Prut" Euro-region.

3 The process leading to design of the ST/UA in

Balti municipality

The process of designing the Strategic Territorial/Urban Agenda follows three mayor steps:

3.1 Timeline of the overall process of the ST/UA design

The Ist preparatory workshops has been held in Balti, spanning 2 days between 09 April and 11 Aprill

2014.

The IInd

workshop was organised in Balti municipality, spanning 2 days, between May 15 / May 16,

2014.

The IIIrd

workshop was held in Balti municipality on the 19-20 September and 09-10 October, 2014.

3.2 Operational Analysis

The Operational Analysis was started with data collection and identifying actors – output 3.1Data

Collection and identifying actors.

In this stage was analyzed the current planning tools: existing plans, policies, strategies, and politics

which had a big influence on designing the STA - Output 3.2.

The following documents were analyzed, and were afterwards used as a starting point in designing the

Strategic Territorial Agenda:

General Urban Plan (PUG) of Balti Municipality – 2005

Program of economic and social development of Balti, 2005-2015;

Municipal target Program “Promotion of civil society in the territory Balti municipality

for 2013-2015”;

Municipal Program of efficiency energy in the territory of Balti municipality for 2014-

2016 years;

Supporting Program for development of small and medium-sized enterprises in the Balti

municipality, 2013-2015

The stakeholders were identified and selected based on their involvement in the process of Agenda

elaboration. Thus, the actors from different fields of activities were invited to participate in the project

workshops (representative’s public sector coming from the local level and regional level, by university

and research institute; NGO and private sector).

In the following stage have been defined the analysis criteria, for intervention area “Center of Balti

city” was determined the following:

• Public space (parking, pedestrian runways/access, connections, main transport

infrastructure) and public services (water supply and sewerage system, public transport,

waste management system);

• Business environment and economy;

• Tourism and sport in the area of intervention;

• Culture field;

• Quality of urban and natural environment (land use problems, pollution etc.);

• Government and stakeholders.

The analysis was completed also with SWOT analysis for the whole area of intervention and for Balti

municipality, the analysis being realized in order to have clearness regarding the real situation for the

area of intervention.

The analysis from WP3 as a START for development of Agenda was elaborated in order to merge the

existing local policies / strategies / plans / politics and to identify the economic, socio-cultural and

environmental opportunities that intervention area present. This part will facilitate accessing European

funds in the 2014-2020 for Balti municipality.

3.3 Urban programming and Urban Task Forces (UTF)

In order to design the STA for Balti municipality was passed the following steps:

Inception phase - aimed at collecting data, screening major planning actors/stakeholders and

reviewing principal planning tools and policies. An in depth analysis of the current working

tools, at different institutional level - from national planning acts until local urban policies,

when present, and regulative instruments are going to be done.

Workshop I organized by the City Hall of Balti municipality has been held in Balti, during 2

days between 09 April and 11 April 2014 - brought together stakeholders from local and regional

authorities, which had the opportunity and willingness to open a dialogue on the most pressing

problems in the Intervention Area Centre Balti.

The objectives addressed within the 1st plenary session were:

Providing the information to workshop participants about the STATUS Project and progress of

the project, its goals, approach and potential outputs for the Balti Municipality;

Presentation of the Geoblog - how the stakeholders can to access and to use this tool;

Establishing working groups with representatives from different key sectors and society spectre,

having a representative structure for the community and covering all the interest areas of the

Municipality;

The groups were divided depending on the following topics:

Identification by the working groups of the most pressing cross-domain problems in intervention

area “Center of Balti city”.

At the end of the meeting were achieved the following results:

identified the area of intervention;

knowledge in utilization of the Geoblog;

identified issues - as a main problems identified related to the following aspects: lack of

investors, investments, absence of a proper business infrastructure; lack of citizen participation

in decision-making processes; bad quality of network infrastructures;

Workshop II – was organized in the period of 15 and 16 May 2014.

The second workshop as a continuation of the first workshop has the following objectives:

to gather the stakeholders with representatives from different key sectors and spectral society,

having a representative structure for the community and covering all the interest areas of the

Municipality, in order to engage in the process of analyzing of the problems identified in the first

workshop;

to assess the problems on all sectoral domains for finding solutions to the most pressing cross-

domain issues of the Interest Area (Centre of Balti municipality) and prioritizing them;

In the second part of this work meeting have been discussed about UTF creation. Local experts from

the "STATUS" project brought to the knowledge to stakeholders about the importance creating of

UTF in Balti municipality, about role of this group after creation.

The project experts also, brought to the attention of the participants that the UTF will consist from

experts involved in developing Strategic Agenda.

Thus, the initial list of stakeholders was originally conceived to encompass the most important

stakeholders who needed to be involved in the process of drafting the Strategic Agenda, and after that

to be part of UTF.

In the frame of this workshop, also was discussed about draft regulation for UTF operation

(Regulation on the Functioning of UTF is attached to this document in Annex II).

Also, it was concluded that the best method of creating UTF in Balti municipality is "informal

method", thus, was signed only an agreement of cooperation between city hall of Balti municipality

and involved parties (Draft of Cooperation Agreement is attached to this document in Annex III).

Participants in the discussion were very active, coming up with ideas on the formation of the

Regulation, they being interested in creating such a working group in Balti municipality.

Workshop III - has been held between 18.09/19.09/ 20.09.2014 and 09.10/ 10.10.2014.

In the frame of these working meeting was:

specified the most viable projects for the key fields of Intervention Area - description of each

project and contribution to the achievement of the STATUS Agendas objectives;

drafted the Strategic Agenda (SA) and Poster Plan;

established the final version of Urban Task Force, and created the Urban Center

Thus working groups have worked divided as follows

Working Group 1 – Public space and infrastructure

Space for improvement and new construction works;

Urban road infrastructure: impacts of high car use, parking lots, street signage, sanitary system,

secure systems, accessibility, accessibility for diversely-abled citizens;

Urban networks: sanitation, electricity, water supply;

Working Group 2 – Business environment and economy

Business creation and development;

Modern mechanisms and tools to promote products and services;

Workforce capacity (formative consulting services)

Working Group 3 – Culture

Cultural activities, cultural infrastructure and personnel activating in this domain;

Local cultural heritage

Working Group 4 – Tourism and Sport

Touristic identity, “brand”, a strategy in tourism;

Touristic infrastructure and personnel activating in hospitality;

Sports activities;

Working Group 5 – Environment

Soil pollution, water pollution, air pollution, waste management;

Green space indicators, quality assessment;

Working Group 6 – Government and stakeholders

Good local governance, effective channels for influencing decision making, communication and

public dialogue;

Unique office of City Hall Balti;

Civic activism and town patriotism

Citizen involvement and influence, current participation culture in Balti;

As in previous workshops, in the third STATUS workshop in Balti municipality was attended the

stakeholders of the the same component (see Figure 5: Stakeholder involvement in the process of the

STA Design in Balti municipality), with a slight change:

- at the last working meeting was attended by a representative of Northern Development Agency,

which subsequently was included in UTF, and representative from city hall of Balti municipality from

lack of time refused to take part in UTF;

- and the representative from Municipal enterprise "green spaces and land" (public sector), from lack

of time refused to take part in UTF, in this case, being replaced by a representative from the Public

Associtation "Caroma Nord" (Green School) (public sector).

However, this fact did not change the "structure of stakeholders participation", remain the same as in

Figure 5.

Into the workshops were involved experts as:

4 Goals and projects of the ST/UA

In the frame of the third workshop have been discussed and analyzed objectives of the Agenda, which

corresponding to the priority axes, and under which working groups were created in the project

STATUS.

Thus, the objectives are the following:

1. Improvement of accessibility and mobility in the Central zone of Balti municipality

2. Development of the recreation and agreement zone in the central zone

3. Renovation and development of the public infrastructure in the Balti municipality

4. Creation of the Regional Importance Business Support Infrastructure and Infrastructure for

Social and Cultural Objectives

5. Valorization of the free land from the central zone and the extending of the green zones

6. Promotion of the ecological culture in the city of Balti by organization of public greening

(ecological) measures.

5.3 Sustainability of the ST/UA

The Strategic Territorial Agenda for central area of the city (Center of Balti City) identified as an area

of intervention, focused on improving situation in the fields of public space, economy, culture, tourism

& sports, environmental, governance.

Proposed activities from the Strategic Agenda will contribute to the main pillars of the sustainable

development, through measures such as the renovation of road infrastructure, public lighting

infrastructure, arrangement of the access road and cyclists routes, creation of car parking, measures to

prevent landslides, cleaning of Canoeing Canal. Through these measures is expected an improvement

of the quality of life of citizens from Balti municipality.

Likewise, by some measures is intend to develop the human resources in the area through training

programmers offered to public servants through the specialized department at the University or/ and

creation of a Regional "Business Centre". Governance measures such as the online urban planning

system or informational panels will also facilitate the involvement of citizens in decisions related to

the development of the Balti municipality.

Above all, the so far done work is an excellent base to prepare an operational strategic document as a

guiding document to any municipal or non-governmental body in our concrete activities related to

reshaping and management of the city’s areas.

5.5 Recommendations for the implementation of the ST/UA

The implementation of the Strategic Territorial Agenda of Centre area of Balti municipality will be

supervised by the Urban Task Force consolidated during the participatory planning process.

Consequently, on the basis of the signed protocol agreement, each member of the UTF will have its

responsibilities regarding the monitoring and implementation of different priority actions within the

Strategic Agenda.

The Urban Task Force will have the following responsibilities:

1. Implementation and update the Operational Plan of Strategic Agenda;

2. Monitoring and evaluation of the implementation process of the Strategic Agenda in terms of

budget and time;

3. Correlation and adjusting of the Strategic Agenda to the local, regional and national strategic

programs;

4. Supporting the professional development of the experts from groups;

5. Proposed of the new activities of UTF

6. Facilitate the communication between local public administration, civil society and business

environment regarding the elaboration of urban development projects through intermediation;

7. Collection and analysis of project proposals received, in order adjustment to Strategic Urban

Agenda

The implementation of certain projects defined in the Strategic Agenda will require the definition of

specific instruments necessary to aid the implementation process. Such, many projects will require the

realization of feasibility studies and technical project, as well as the adoption of urban plans that

regulate certain aspects.

8 Conclusions

The general opinion which emerged from the public consultation is that the Strategic Agenda is a

welcome planning tool for Balti municipality necessary for attracting the investments in the locality.

In the process of elaboration of Agenda were concluded the following:

there are a couple of problems related to the planning and implementation of urban

documentation that result from lack of correlation of elaborated documents with the national

and regional strategies, the authors applying different methods and approaches in the process

of elaboration of documents.

a good mix of stakeholders from different walks of life resulted in a comprehensive overview

of the problems and solutions within the six chosen thematic groups during workshops

(public space, economy, culture, tourism&sports, environment, governance). The central area

of the city (Center of Balti City) was identified as an area of intervention.

The Balti municipality can develop and improve the current situation of the municipality through the

elaboration and implementation of future projects identified in the present Strategic Agenda.

A proposed project forms are the basis for construction of the Strategic Agenda of the intervention

area of the Balti municipality.

The main issue to which the actions of the Strategic Territorial Agenda (STA) will be targeted is of the

development in the field of sport tourism and integrated advisory -formative services on the different

fields.

The strategic vision is built on the following basic concepts:

• improvement of Urban networks infrastructure (roads network, water, sewage, heating,

electricity);

• development of the "sports tourism" by improvement of conditions for carrying out sporting

activities and access to the sporting activities;

• stopping of the environment situation.

1.3. Coordonatorul GOU (sau supleantul acestuia) va coordona Centrul de Dezvoltare Urbană (CDU) şi

Echipele de experti (EE).

1.4. Membrii structurilor parteneriale prevăzute la alin.1.2-1.3 îşi exercită atribuţiile cu titlu gratuit.

Art. 2. Rolul GOU

2.1. Împlementarea, monitorizarea si coordonarea Agendei Strategice Urbane Balti (ASU)

Art. 3. Componenţa Echipelor de experti (EE):

3.1. Componenţa EE 1 – domeniul economic: experti in domeniul economic, financiar-bancar, afaceri,

turism, infrastructura, arhitectura , juridic, comert, protectia mediului etc.

3.2 Componenţa EE 2 – domeniul socio – cultural: experti in domeniul: educatie, asistenta sociala, cultura,

turism, infrastructura, arhitectura, juridic, protectia mediului, sanatate, sport, tineret etc.

3.3 Componenţa EE 3 – domeniul spatiul public: experti in domeniul arhitectura, urbanism, infrastructura,

funciar, cadastru, planificarea si amenajarea teritoriului, juridic, protectia mediului, transport urban si alte

servicii publice etc.

Art.4 Atributiile GOU

4.1 Implementarea si actualizarea Planului operaţional al ASU;

4.2 Monitorizarea si evaluarea procesului de implementare al ASU din punct de vedere bugetar şi

temporal;

4.3 Corelarea si ajustarea ASU la programele strategice locale, regionale si nationale;

4.4 Sustinerea dezvoltării profesionale a EE din cadrul GOU;

4.5 Propunerea de noi activităţi ale GOU;

4.6 Faciliteaza comunicarea dintre APL, societatea civila si mediul de afaceri privind elaborarea

proiectelor de dezvoltare urbana;

4.7 Colectarea si analiza propunerilor de proiecte, ajustarea lor la ASU.

Art. 5 Atributiile Coordonatorului GOU și CDU

5.1 Supravegherea realizarii planului de actiuni pentru implementarea ASU

5.2 Coordonarea activitatii CDU

5.3 Organizarea sedintelor de lucru ale EE si GOU

5.4 Elaborarea de rapoarte

5.5 Reprezinta GOU in raport cu institutiile si organizatiile din exterior

Art. 6 Atributiile Secretarului

6.1 Evidenta comunicării, ședintelor EE si GOU;

6.2 Pregatirea materialelor și informațiilor;

6.3 Activitati de logistică.

Art. 7 Mod de functionare

7.1 GOU se intruneste simestrial în ședinte de monitorizare, totalizare si raportare.

7.2 EE se intruneste la necesitate în ședinte operationale.

PROTOCOL DE COLABORARE din _________________

Cu privire la implementarea Agendei Strategice Urbane pentru Zona Centru a municipiului Bălți,

în cadrul realizării proiectului transnaţional

“Agendele strategice teritoriale pentru sisteme urbane ale oraşelor mici şi mijlocii (STATUS)”

Preambul

Luând în considerare Obiectivele proiectului STATUS - Strategic Territorial Agendas for "Small and

Middle-Sized Towns" Urban Systems;

Având în vedere:

Contractul de finanţare al proiectului STATUS - Strategic Territorial Agendas for "Small and

Middle-Sized Towns" Urban Systems;

Acordul de parteneriat pentru implementarea proiectului STATUS - Strategic Territorial Agendas

for "Small and Middle-Sized Towns" Urban Systems, în cadrul Programului de Cooperare

Transnaţională Sud Estul Europei, încheiat între Partenerul Lider - Municipalitatea Kavala, Grecia şi

Partenerul de Proiect – si primaria municipiului Balti;

Ţinând seama de prevederile:

Programului de Cooperare Transnaţională Sud Estul Europei;

Regulamentului (CE) Nr. 1080/2006 din 5 iulie 2006 privind Fondul European de Dezvoltare

Regională şi de abrogare a Regulamentului (CE) nr. 1783/1999;

Regulamentului (CE) Nr. 1083/2006 din 11 iulie 2006 de stabilire a anumitor dispoziţii generale

privind Fondul European de Dezvoltare Regională, Fondul Social European şi Fondul de coeziune şi

de abrogare a Regulamentului (CE) nr. 1260/1999;

Regulamentului (CE) Nr. 1828/2006 din 8 decembrie 2006 de stabilire a normelor de punere în

aplicare a Regulamentului (CE) nr. 1083/2006 al Consiliului de stabilire a anumitor dispoziţii

generale privind Fondul European de Dezvoltare Regională, Fondul Social European şi Fondul de

coeziune şi a Regulamentului (CE) nr. 1080/2006 al Parlamentului European şi al Consiliului privind

Fondul European de Dezvoltare Regională;

Manualului de Implementare al Programului Sud Estul Europei;

Art. 1 Principiile de bază

1.1 dialogul şi comunicarea;

1.2 colaborarea și consensul.

1.3 coordonarea;

1.4 continuitatea;

Art. 2 Scopul: 2.1 Colaborarea dintre Primaria Municipiului Balti şi celelalte părţi ale prezentului protocol de

colaborare pentru constituirea unui Grup Operativ Urban (GOU) şi realizarea unui Centru de

Dezvoltare Urbană (CDU).

Art. 3 Obiectivele: 3.1 Planificarea, coordonarea şi monitorizarea activităţii relevante a partenerilor prezentului protocol,

pentru implementarea Agendei Strategice Urbane (ASU) elaborate prin proiectul STATUS, în

concordanţă cu metologia proiectului și strategiile de dezvoltare existente;

Art. 4 Structura: 4.1 GOU este corpul executiv care asigură implementarea ASU şi este alcătuit din reprezentanţi ai

membrilor prezentului protocol de colaborare anume desemnaţi în acest scop;

4.2 Primaria municipiului Balti are rolul de coordonator al GOU;

4.3 Coordonatorul GOU va asigura resursele de personal şi financiare;

4.4 Primaria municipiului Balti va pune la dispoziţia GOU o locaţie cu dotările de bază ale unui birou

în care va constitui Centru de Dezvoltare Urbană (CDU);

Art. 5 Modalitati de realizare:

5.1 Coordonarea: 5.1.1 GOU se asigură că toţi partenerii preocupaţi de implementarea proiectelor individuale îşi

înţeleg rolul şi responsabilităţile în cadrul strategiei şi interrelaţionarea cu alte proiecte;

5.1.2 GOU dezvoltă un program de lucru eficient pentru toţi cei implicaţi în procesul de

implementare al proiectelor;

5.1.3 GOU identifică/corelează ASU pentru municipiul Balti cu oportunităţile şi finanţările

naţionale, europene etc.

5.1 Sarcini executive: 5.2.1 Pregătirea/actualizarea planului operaţional de implementare al ASU;

5.2.2 Propunerea de activităţi şi acţiuni strategice: parteneriate, clustere, orientări etc.;

5.2.3 Monitorizarea procesului de implementare al ASU din punct de vedere bugetar şi temporal;

5.2 Supervizare: 5.3.1 Monitorizează şi evaluează periodic implementarea ASU în vederea asigurării că toate

activităţile/proiectele sunt executate cu respectarea condiţiilor de calitate şi atingerea

indicatorilor de succes propuşi.

5.3 Reportare: 5.4.1 Pregătirea formatelor de raport, a listelor de verificare şi a direcţiilor de acţiune necesare

facilitării/suplimentării/documentării diferitelor activităţi previzionate;

5.4.2 Pregătirea raportului de progres pentru Consiliul Decizional (CD);

5.4.3 Pregătirea rapoartelor trimestriale/semestriale de activitate, în funcţie de activităţile derulate.

Art. 6 Perioada de valabilitate: 6.1 Protocolul de colaborare se încheie pe durată nedeterminată;

6.2 Protocolul de colaborare poate fi modificat sau completat cu acordul scris al părţilor, prin act

adiţional.

Art. 7 Încetarea protocolului de colaborare: 7.1 Prezentul protocol de colaborare încetează cu acordul scris al părţilor.

8.1 Pentru atingerea scopului pentru care a fost încheiat protocolul de colaborare, părţile vor acţiona cu

bună credinţă şi vor depune toate diligenţele;

8.2 Eventualele diferende sau litigii apărute din sau în legătură cu protocolul de colaborare parteneriat

se vor rezolva pe cale amiabilă;

8.3 Protocolul de colaborare se încheie în limba de stat, în _____ exemplare originale, câte un

exemplar pentru fiecare parte.
