for his university leadership in invigorating academic programs in

agriculture, and in providing a clear agenda for S & T research and

Management

for his sincere dedication to, and meritorious achievements in plant disease

control; for his demonstrated excellence in sharing his knowledge and

expertise as acknowledged by undergraduate and graduate students in

teaching performance evaluation; for identifying sweet potato and corn

varieties resistant to important diseases; for his pioneering research in the

use of Trichoderma sp. and other botanicals in the control of soil-borne

plant diseases, which won for him national and international recognition;

and for his outstanding performance in helping farmers diagnose plant

diseases and providing advice for practical, low-cost control methods.

Community Service

for his highly successful establishment of a chain of fertilizer and

agricultural supplies stores in the island of Negros and investing his

income as well as gaining the trust and confidence of his clients on his

business enterprises.

for her passion in training not only college and high school students but also

elementary school kids in undertaking experiments, and writing research

papers, many of whom won 1st or 2nd place in local or regional science

competitions; for her outstanding and pioneering achievement in processing

novel and high value food products from root crops and fish resulting in 14

pending patents for novel food products; for her ever active participation in

extension programs that benefitted small farmers and rural women, and for her

unselfish sharing of expertise to private food processing companies in the

Visayas.

Edwin S. Luis Distinguished Alumnus

for Animal Nutrition

Teaching and Feed

Industry Development

for his outstanding contribution as Professor of Animal Science primarily in

teaching animal nutrition courses and advising major students, graduating

149 BSA, 48 MS and 15 PhD advisees over 44 years. His researches on

nutritional and economic evolution of major feed resources and feed

additives have greatly benefitted poultry and livestock raisers in the country.

As a practicing animal nutritionist he was instrumental in establishing

several small to medium-size feedmills as well as the first feed quality

control laboratory in Southern Luzon, the Lipa Quality Control Center. He

received the Outstanding Professional Award in the field of Agriculture given

by the Professional Regulation Commission in 2009.

Leadership in Higher

Education Administration

for her leadership as an academic administrator in agriculture at Benguet

State University (BSU) that has resulted to the high level accreditation of

university’s academic programs by PASUC and AACCUP; for instituting a

faculty development program for advanced degrees and trainings; for

strengthening academic programs in BSU that has led to graduates

performing satisfactorily and topping in PRC board examinations; and for

her being a productive professor and scientist in Soil Science.

Leon A. Namuco Distinguished Alumnus in

Fruit Research and

Development

for his significant contribution to the Philippine fruit industry through the

development, registration and release of two varieties of cashew, two

varieties of mangosteen, one variety of durian and one variety of lychee.

His involvement in several agricultural development programs of both

government and private groups had given him the opportunity to introduce

to farmers and presently promote the adoption of improved fruit crop

production technology needed to achieve increased farm productivity.

Vivencio L. Quiñon Distinguished Alumnus in

Science and Technology

for his outstanding scientific contributions in the control of major diseases of

pineapple, banana, and citrus in large plantations of major corporations in

Mindanao; and for his research breakthrough in finding an effective

fungicide in controlling Sigatoka, the most destructive disease of bananas,

his legacy that enable the country’s large banana growers and exporters to

control the spread of the disease for more than 30 years.

Luciana M. Villanueva Distinguished Alumna in

Research Management and

Crop Protection Research

for her outstanding leadership of the Semi-Temperate Vegetable Research

and Development Center at Benguet State University from 2005-2012 which

has led to researches addressing relevant problems of the vegetable

industry in the Cordilleras as well as in the country. Her own pioneering

works on the use of beneficial organisms like fungal hyperparasites and

rhizo-bacterial isolates for disease management in chrysanthemums and

crucifiers have reduced pesticide use thereby protecting the environment,

increasing farmers’ income and ensuring public health safety.

Development Management

for his significant contribution to the improvement in the variety, quality

and safety of agricultural food products through the introduction of

innovative approaches in the quality control and processing systems of

two of the largest food manufacturing companies in the country.

Agricultural Education and

Management

for his significant contributions in agricultural education through pioneering

ideas and projects such as the Supervised Experience Education Program for

agricultural schools, the ladder type Diploma-Bachelor in Agricultural

Technology curriculum and the DACUM approval in curriculum development

which have gained acceptance nationwide and in other countries in Asia and

Africa; for conceptualizing and implementing a rationalization strategy for a

national agriculture education system facilitated by a Technical Panel for

Agricultural Education which he so ably managed first as part of the Department

of Education, Culture and Sports and later under the Commission on Higher

Education.

Entrepreneurship

for steering the commercial fruit industry in Mindanao as leader,

administrator and scientist for multi-national companies; his efforts led to the

development of effective control measures against important diseases of

pineapple, banana and papaya that contributed to the industry’s continued

profitability, higher productivity, and sustained growth.

disease control; helping develop a pesticide-free control tactic against

mango anthracrose that allowed continuous export of fresh mango fruits;

developing a banana bunchy-top management strategy that controlled

disease spread in Mindanao plantations; developing biological pest control

strategies for tea, coffee, cotton, cacao, black pepper, and cashew;

establishing and operating a Plant Pest Clinic at UPLB; and for his

leadership as head of UPLBCA’s Department of Plant Pathology and

President of the Philippine Phytopathological Society.

Elena Bautista Sparrow

Distinguished Alumna for

Soil Microbiology and

Science Education

for her extraordinary contributions to the advancement of science education which

brought benefits to more than 1,400 science teachers and trainers from 50 countries

from around the world and for her sustained leadership in education outreach

programs of the University of Alaska Fairbanks enabling pre-college students, basic

education teachers in both urban and rural Alaskan schools (involving indigenous

people and their communities) and stimulating them to take post secondary degree

and a science career. Her outstanding research and teaching activities over the

past 50 years which have produced more than 125 publications, technical reports,

journals and published abstracts in soil microbiology & science education earned for

her many special awards and recognitions, thus bringing honor to her Alma Mater

and the Philippines in addition to serving as inspiration to alumni and students of the

UPLB College of Agriculture.

Ramirez-Rouhi Distinguished Alumna for

Research

For outstanding achievement in the field of science communication through her work as deputy-

editor-in-chief and incoming editor-in-chief of the Chemical and Engineering News, the most

widely-read science newsmagazine worldwide. Her over 300 feature articles on cutting edge

science have advanced public understanding and support of science, informed policy makers of

the science behind policy issues, and catalysed collaboration among professionals beyond

traditional boundaries. Her initiatives at C & E News have highlighted the central role of

chemists in improving the quality of life of mankind and in the preservation of the environment

at the same time that it also widened the reach of the newsmagazine. Truly the epitome of an

expatriate Filipino who still continues to serve the national interest through her professional

work, Dr. Rouhi has shared her expertise in science communication with DOST and the

Philippine-American Association for Science and Engineering (PAASE) and has worked closely

with them on the concerns of the Filipino scientific community.

Erwin P. Enriquez Distinguished Alumnus

for Research

For outstanding achievement as a researcher in physical chemistry and

material science in the cutting edge areas of energy storage devices,

nanoscience and nanotechnology, polymer chemistry and computational

chemistry, with 22 peer-reviewed publications in his areas of expertise; for

his distinguished service to the country as a science advocate and expert

who renders technical assistance to the Department of Science and

Technology through his active role as chair of the STTC Technical Panel on

Materials Science-Polymers and as member of the Technical Panels for

Nanotechnology, Plastics and Plastic Products. In recognition of his

achievements, he has been the recipient of various national awards

including the DOST Balik Scientist Award in 1995 and the NAST

Outstanding Young Scientist Award in 2004.

for Service to Industry

For his outstanding record of successfully developing analytical methods

and validation protocols for personal care products, dietary supplements,

OTC and respiratory medications through his work experience at Wyeth

Consumer Healthcare and Pfizer Global Manufacturing in the United

States and for the herbal nutritional supplement industry in the

Philippines through his work at the Pascual Laboratories Inc. as a result

of his expertise in R and D and quality assurance especially in the areas

of separation science and oxidation chemistry. His leadership and broad

exposure to product development and quality operations have improved

productivity in the pharmaceutical companies that he served through

substantial savings and cost-avoidance.

For outstanding achievement as a young member of the CAS faculty who

combines excellence in teaching biochemistry and general chemistry with a

highly productive record in research and extension, active involvement in the

administrative functions of the Institute of Chemistry as head of the

Biochemistry and Agricultural Chemistry, and mentorship of undergraduate

chemistry and agricultural chemistry students. In recognition of his

distinguished service, he has been the recipient of various awards including

the 2011 CAS Outstanding Junior Faculty Award.

Roberto M. Ebisa

Distinguished Alumnus

for Development

Communication and

Community Media

has pioneered in building learning communities in hard- to-reach areas of the Amazon

jungles in Northern Brazil and the hinterlands of Asia. Serving a parish in Brazil that

covered 160 communities, 47 of which were practically submerged in water and almost

unreachable half-of-the-year, inspired him to tap the potentials of community rural radio

for promoting the twin goals of evangelization and human development. The magazine

programs he conceptualized enabled the communities to learn more about one another’s

history, culture, and customs, thereby fostering closeness that was otherwise made

impossible by geographical difficulties. More importantly, he trained local radio production

volunteers and innovated strategies for radio programming sustainability at local and

international levels over a span of 15 years.

Cleofe S. Torres Distinguished Alumna for

Development Communication

Education and Administration

A tireless advocate of development communication, she has been at the helm of

devcom projects on natural resource management, environment, agriculture, and

biotechnology. She likewise conducts studies on sociological interventions for

eradicating poverty in the context of different ecosystems. An inspiring role model

and leader, she has provided opportunities for CDC faculty, staff, and students to

learn and grow through the development programs she implemented when she

was Dean (2006-2012). She has also paved the way for scholarly growth in the

College through the publication of the Philippine Journal of Development

Communication, the first journal on the field in the Philippines. Under her

excellent stewardship, the College upgraded its facilities and equipment for

faculty, staff, and students’ instruction, research and extension undertakings.

Kanolrat Intaratat Distinguished Alumna for

Development Communication

and Community Outreach

A strong belief in helping the marginal groups in Thailand fueled Dr. Kamolrat

Intaratat’s practice of development communication after earning her degree in 1997.

She helped establish, and now serves as Director of, the Research Center on

Communication Development and Management based at Sukhothai Thammatharirat

Open University (STOU). The Center serves as Secretariat for the Thai TeleCentre,

which aims to reach the “unreached areas” of Thailand; has worked passionately in

promoting the use of ICT4D to help the marginalized sectors in Thailand improve their

levels of living. She has likewise been engaged in using ICT for advancing youth and

media concerns.

A sought-after resource person on promoting media literacy, her advocacy has

brought her all over Thailand, as well as other countries in Asia, Europe, and the

Americas.

Research and Education

For his exemplary works in Agricultural Engineering; authored more than 67

1997 PSAE Outstanding Agricultural Engineer; 2012 UPAA Awardee; and an

active advocate of intellectual property rights and standardization in agricultural

engineering.

Management

For bringing prestige to the Philippines, while working in Morgan Stanley

Japan Group Co., Ltd., as its Vice-President (11 years); as a project co-

leader of The Northeast Japan Rebuilding Mission of the Tokyo Baptist

Church, helped rebuilt the lives of those who have been heavily stricken

with the great earthquake and tsunami in Northeast Japan- both physically

and spiritually.

Electric Motors”, AENG 170 syllabus; revised AENG 70 manual, designed and

fabricated teaching aids in AENG 171 & AENG 230; and a hardworking

instrument specialist who proposed the establishment of Instrumentation

Veterinary Research

In recognition of his outstanding achievements as Researcher in Veterinary Parasitology:

He has discovered, with his research associates, sequence of clones of Anaplasma

marginale, Erlichia canis, Trypanosome evansi, T. brucei rhodesiense and T. congolense,

deposited in National Center for Biotechnology Information, U.S.A; He has published 19

scientific papers in ISI Refereed Journals, 10 papers in Non-ISI Refereed Journals and

completed 24 researches; He is recipient of 17 International Publication Awards, UP

System; 4 Professorial Chair Lecture Awards, UPLB and the 2011-2012 Regional SEARCA

Professorial Chair Award; 4 Basic Research Grants, UPLB; and 2011 Outstanding Young

Scientist of the Philippines Award, National Academy of Science and Technology, DOST.

He is 2012 Finalist, GAWAD SAKA Outstanding Agricultural Scientist, Bureau of Agricultural

Research, Department of Agriculture. He obtained his PhD from Gifu University, Japan and

is presently UP Scientist I, UP System and Associate Professor, CVM-UPLB.

Award for Education

In recognition of her distinguished career in education: She is Assistant Professor, College

of Public Health, U.P. Manila and Associate Faculty, U.P. Open University. She is

Lecturer/Coordinator of many Medical Microbiology/Public Health courses for

undergraduate and graduate medical, dentistry, nursing and public health students while

serving as Chair, Institutional Animal Care and Use Committee, National Institute of Health,

U.P. Manila and Consultant, Bureau of Agriculture, Fisheries and Products Standards,

Department of Agriculture. She was Fulbright Senior Visiting Scholar-Lecturer on Emerging

Foodborne Diseases of Public Health Importance, College of Veterinary Medicine,

Washington State University-Pullman, U.S.A. She is recipient of many fellowships/travel

grants among the recent ones are as Guest Lecturer, Fujian Health College, China;

Graduate School of Human Sciences, Osaka University, Japan; Japan Society for the

Promotion of Science Exchange Scientist, Kyushu University, Fukuoka, Japan; and

German Academic Exchange Service Study Visit for Foreign Academics, Robert Koch

Institute, Berlin, Germany.

Rubina O. Cresencio Distinguished Alumna for

Government Service

In recognition of her distinguished career in government service starting as Emergency

Veterinarian and progressing to her present position as Officer-in-Charge Director, Bureau

of Animal Industry, Department of Agriculture – the first woman designated as head of the

agency. She is instrumental in establishing the Philippine Native Animal Development

Program and Good Animal Husbandry Practices (GAHP) at DA. She led the distinctive

achievement of the Philippine Carabao Center as one of few government agencies to be

ISO 9001:2004/2008 certified. She is the proponent of the Unified National Artificial

Insemination Program and is instrumental in the establishment of the UNDP-FAO Assisted

Philippine Animal Health Center. She led the implementation of several other foreign

assisted projects such as the ASSP-World Bank Vaccine Control Laboratory, the JICA

Water Buffaloes and Beef Cattle Improvement Project and the FAO-Italian Government

Environmental Animal Health Management Initiative. She was awarded the 2005

Outstanding Veterinarian in Government Service by the Philippine Veterinary Medical

Association.

Agribusiness

In recognition of his distinguished career in agribusiness spanning thirty-three years: He

started as Veterinarian of Quintos Farm before joining Universal Robina Corporation as

National Sales Manager of Robichem – the corporation’s agri-veterinary products

manufacturing and sales company; His sales responsibilities were expanded when

appointed as National Manager of Chick (Layer and Broiler) and Egg Sales; Presently he is

Robina Farms Director wherein he is General Manager of the Piggery Business Unit

(20,000 Sow level), the Poultry Business Unit (Layer Breeder and Commercial Production

and Broiler Breeder Production)and Mango Orchard Development; He is Founder of the

Commercial Broiler Chick Association, Chairman of the ProPork National Federation of Hog

Farmers Committee on Pork Importation, Vice President of the Philippine Swine Producers

Association and Treasurer of the VKV-VLV Alumni Foundation. He was Top 6 in the 1978

Veterinary Board Licensure Examinations.

facilitated land related transactions and minimized land disputes; for reviving the

nationwide cadastral survey programs that expedited titling of public lands and

delineation of political boundaries of local government units; for facilitating the titling

programs of government institutions like the University of the Philippines through special

patents; and more importantly, for his major role in the formulation and passage of

Republic Act 10023 or the Residential Free Patent Act of 2010 that made land patent free

for residential areas and provided a simplified client-friendly procedure in the titling of

residential lands.

the climate change and sustainable bio-energy; for his initiatives and

demonstrated leadership in effectively and efficiently implementing various

research grants to all land grant institutions in the entire country and in re-

directing research aimed at addressing relevant and critical issues of national

and international significance; for his numerous Merit for Excellence in

Performance and Superior Performance awards as National Program Leader

worthy to be emulated by every Filipino here and abroad.

She was instrumental in developing employee volunteerism

and incentives program of Coca-Cola Philippines and the

Education and Advance Team where she helped designed and

facilitated educational workshops and activities for a highly

diverse group of 68 students from 19 countries. She

Development She has conceptualized and developed award-winning projects of

an active alumni supporter of the college as she spearheaded the

She has managed the “Makulay ang Buhay ng Batang Pinoy” Uniliver

Corporate Social Value program which aims to help eradicate malnutrition

in the Philippines through supplemental feeding program to children below

five years old. She was also instrumental in developing the “Siglakas”

fortified snack, which is being provided to children as part of the MBBP

supplementary feeding program. She has received numerous awards from

the Philippine Association of Nutrition as Outstanding Nutritionist in

Industry; ACHIEVE awardee in 2004 and 2005 from Fonterra Brands

Management Her involvement in environmental program and policies include

reviewed environmental safeguards compliance of wastewater and

water supply project in China; also served as a leader and

technical team member in environmental assessment and planning

conservation. Dr. Afuang is a professor at the Animal Biology Division,

Of Science Education

For her extraordinary contributions to the global advancement of science education

through human resource development of more than 1,400 science teachers and

trainers from 50 countries around the world. Her sustained leadership in education

outreach programs of the University of Alaska Fairbanks enabled pre-college

students, basic education teachers in both urban and rural Alaskan schools

(involving indigenous people and their communities) and stimulated them to take

post secondary degree and a science career. Her efforts have given these local

marginalized groups access to higher education and opportunities for advancement.

Citation

In grateful acknowledgement of her more than two decades of faithful and

dedicated service to the alumni affairs which transcends the walls of the UPLB Alumni

Center, as proven by her global reach among fellow alumni. Dr. Ocampo, or Mimi to

friends, is one of the formidable forces in the promotion of the ideals of alumni

service, as attested, by peers, sis, brods, and more so by past and present UPLB

Chancellors and UPLBAA Board members, through the years.

Her inspiring presence and active involvements in alumni activities have

greatly contributed in the successful implementation of various UPLBAA programs

His exemplary devotion to the upliftment of the lives of

marginalized Filipino farmers and his “steadfast passion in

placing the power and discipline of science in their hands to

create productive farming communities” (Ramon Magsaysay

Foundation, 2012), which among others recently won for him the

2012 Ramon Magsaysay Award. He continues to touch the lives

of thousands of these marginalized farmers through his advocacy

and untiring leadership in the implementation of the Farmer-

Scientists Training Program for Sustainable Agricultural

Development.
