    The Highland Lakes Herald is the official news medium of the Highland Lakes Condominium Association, serving all residents, groups and organizations.

    The Association and its Board of Directors control and are responsible for the contents of the Herald.

    The staff of the Highland Lakes Herald serves on a voluntary basis. Editorials reflect the opinions of the staff and are not construed as representative of the general membership of the Association.

    The Herald welcomes comments, suggestions and articles from its readers. All material submitted for publication in the Herald must be true, factual, and newsworthy. The editor reserves the right to withhold items from publication pending verification of facts. In some cases where items are of a critical or controversial nature, the editor reserves the right to solicit comments from those with opposing viewpoints.

    Materials submitted for publication are to be given to the receptionist in Highland House. All materials submitted must be signed, but signatures will be withheld upon request. Communications to the Herald should be in writing. No material will be accepted for publication in the upcoming issue after the 20th of the month.

    The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third Monday of the month, in accordance with the By-Laws of the Association. President Kathy Baldwin called the July 20, 2015, regular meeting of the Board of Directors to order at 7:30 p.m.

    Attendance

    The following Directors were present: Kathy Baldwin, Michelle Todorov, Sandy Nolan, Tom Byrne, Guy Balok, Kathleen Connor, and Judy Nakdimen. Joe Poma, Property Manager, was not present and excused. Approximately 14 Co-Owners were also present.

    Approval of Minutes:Board Action: Motion by Judy Nakdimen, support by Guy Balok, to approve and file the minutes of the June 15, 2015, executive session of the Board of Directors. All in favor. Motion passed.

    Treasurers ReportTom Byrne reported.

    Accounts receivable is still holding at $54,796.

    The Association is $40,000 favorable for the month and a little over $100,000 favorable year to date on the operating side. Highland Lakes is non-profit, so finances are supposed to come out to zero at the end of every fiscal year. Last year there was a deficit, and this year there might be a surplus.

    The long term capital reserve has increased enough that the roofing project for the year can be paid. The balance sheet is in good shape.

    The investments took a small hit in June. Usually when the Association experiences a hit, it reverses in three or four months.

    Internal issues are causing some legal expense, but nothing significant.

    There has been significant overage in utilities for the year. An actual water reading is only given quarterly and that happened last month. The Association picked up $30,000 on the water bill, but the account is still over budget. One of the reasons for the savings is that the sprinklers intentionally were not turned on because of the rainfall.

    Overall, the June report shows the Association is doing very well.

    Employee health insurance: The calendar year for employee health insurance is not the same as the Highland Lakes fiscal year and the Association has already started on the new insurance rates for June.

    The increase will show a deficit for this month and the remaining three months of the fiscal year. The Board agreed to cover 9% of the actual health insurance increase of 13%.

    Purchase of new mower: In closed session, the Board agreed to buy a new gas powered mower at the cost of around $12,000. The existing riding mower is old and costing thousands of dollars in maintenance expense this year alone. The Board is confident that it needs to be replaced.

    Board Action: Motion by Tom Byrne, support by Michelle Todorov, to approve the Grounds Committee report of July 13, 2015, with the recommendation that the maintenance staff and golf cart be made available to transport materials at the request of the Grounds Committee with notice. All in favor. Motion passed.

    Court Liaison Committee Report page 11

    Board Action: Motion by Kathleen Connor, support by Guy Balok, to approve the Court Liaison Committee report of July 2, 2015, with recommendations. Recommendation #1: Joe Poma, Property Manager, is investigating the repainting of parking lots. Recommendation #2: this will be referred to the Lakes Ecology Committee for investigation. All in favor. Motion passed.

    The Engineering Committee is requesting approval of request #1 through #8.

    Board Action: Motion by Judy Nakdimen, support by Guy Balok, to approve the Engineering Committee report of July 14, 2015, and approve recommendations #1 through #6 and #8, and to table recommendation #7. All in favor. Motion passed.

    Community Social Report Verbal report by Michelle Todorov

    Movie night was rescheduled due to the weather. The Movie Night and Late Night Swim event will be Saturday, August 1. The movie will be projected through the movie screen so that residents can be in the pool swimming while watching Finding Nemo.

    August 29, is the annual Ice-cream Extravaganza. Come on out and enjoy a bowl of ice cream with your neighbors.

    The Bell Choir will come on Friday, November 6, to honor our veterans. That is not in lieu of the Christmas Bell Choir. Come and bring your veteran family members.

    Co-Owner Forum

    1.) Mary Lou Levine:

    Co-owners Mary and Henry Levine moved to Highland Lakes in Januray. She is wondering if anyone had brought up the subject of some kind of gathering, maybe every 6 months, for people who have moved in during that time. She would like to see a nice and simple event like this for new residents to meet each other and other neighbors.

    Guy Balok said that his wife Barb Balok, chair of the Clubhouse Committee, would like to see that event start again and is working with some other residents on putting something together.

    2.) Peggy Zonca:

    Fire Pits: Co-owner Peggy Zonca asked what the regulations are on having a fire pit on the patio.

    The Board responded that fire pits and anything that emits embers are not allowed. Peggy saw a nearby resident with high flames coming from what she thinks may have been a fire pit, but the resident said it was gas. She also saw another unit that may have a fire pit.

    Kathy Baldwin asked if Peggy could give her and Joe the addresses of the two units with fire pits. The

    security guard will be aware of those units. Guy Balok said he will also work on this issue.

    Gas grills are allowed, have to be ten feet away from the building, and have to be under full control of the persons using them.

    Grounds Crew and Weed Control: Peggy said that she has to call the office once a month to ask if maintenance can come back and weed-whack the weeds. She said, I think that the grounds crew should not have to be reminded of this.

    Kathy Baldwin said that the Board had a discussion in closed session regarding weed-whacking and those issues. This year they havent been able to hire the summer help that the grounds crew usually have. Joe Poma and the Board are aware of this and are working on it.

    3.) Joel Lutz:

    Co-owner Joel Lutz commented on how people usually cannot get in the clubhouse side door when there is a Board of Directors or a committee meeting.

    Kathy Baldwin explained that its a general rule that the side door is locked at 5:00 p.m. for the safety of the front desk staff, who cannot see people coming in and out of that door. Kathy said that they may need to consider another option and can approach Joe on making some changes.

    COMMITTEE: Grounds Committee MEETING DATE: July 13, 2015

    SUBJECTS DISCUSSED:Discussion regarding complaints about the 8 Mile entrance landscaping from individuals that have not been participat-ing on the grounds committee. The implemented plan was accepted and implemented with Board approval and there-fore should be accepted as is for the time being. Any alternative ideas should result from committee members discus-sion of ideas brought to their attention.

    The mulch coverings seem to be working quite well as the amount of weeds in our planting areas seems to be less than in previous years.

    Discussed the use of RoundUp to control weeds. Concern that spraying it on weeds also affects adjacent plants and that it should only be painted onto the weeds, but then who has time to be painting RoundUp onto the weeds leaves. Pull-ing them is the only safe way to remove weeds in flower beds.

    C. Watkins has found some taller grasses to replace the ones in the 8 Mile entrance landscaping that did not come through the winter season very well.

    The balls of sedum at the frontal area of the 8 mile entrance landscaping will grow into each other to completely cover over the area they are planted in.

    Many residents express pleasure with the Serenity Garden, but concern was expressed about how far along the pathway into the woods the plantings have extended.

    Discussion regarding grounds committee members having access to golf carts. This followed noting that the commit-tees membership has gotten generally elderly and is not easily able to get to many of the planting sites or haul in sup-plies to these sites. We would certainly appreciate seeing some of our younger neighbors participate with us in making our grounds attractive.

    COMMITTEE: Clubhouse Committee MEETING DATE: July 6, 2015

    SUBJECTS DISCUSSED: 1. Civic Concern Collection Competition. More than 800 items were collected and $190 in cash and checks. The top contributors were the Board of Directors, the Court Liaison Committee and the Clubhouse Committee. Members decided to make this competition an annual event.

    2. Entry Doors. The handles on the front doors have been replaced. The side parking lot door has been painted and the wood paneling touched up. The signs have been moved to the wood panel on the left.

    3. Billiard Room Shades. Shades have been purchased and hung behind the vertical blinds to block sunlight for the players.

    4. 2015-2016 Budget. Members agreed on budget request for coming year.

    5. Holiday Decorations. In cooperation with the Community Social Committee, the Clubhouse will be decorated for the holidays on November 21 from 1:00 p.m. until finished. Pizza, drinks, etc. will be provided for party afterward. Decorations will be taken down at 1:00 p.m., January 2. Participants should bring snacks and drinks to celebrate after job the is done.

    6. Book Re-shelving. Members will meet in the library at 10:00 a.m., July 23, to shelve donated and returned books.

    COMMITTEE: Court Liaison

    SUBJECTS DISCUSSED:

    We welcomed a new representative for Juliet Court- Eric Behrmann.

    We discussed a problem that exists in many courts of illegible markings on parking spaces making it difficult for guests/visitors to know where they can and cannot park. Diane Pittaway made a motion that we recommend to the Board that the proces of repainting the unit numbers be started, beginning with those courts in most need. Stan S. seconded. All agreed.

    The appreciation hot dog roast plans for the September 10 Court Liaison meeting will be announced at the August 6 meeting. Stan S .will be calling all of the Liaisons to invite them for this special meeting.

    An idea to replace the New Neighbors column was discussed. Court Liaisons could take the booklets to new residents of their court and introduce themselves. A page in the Herald could simply list names of new residents on each court without the accompanying personal paragraph. Most thought that we should continue to consider and discuss how to implement this idea at future meetings.

    It was noted that at public beaches a certain water depth is indicated with something like buoy markers, should there be such depth markers on our lakes beaches. The safety of our beaches would be strengthened with the addition of this safety information. A motion was made by Diane Pittaway that we recommend that the Board consider discussing and taking action on this issue. The motion was seconded by Stan Savitskie and all members present were in favor.

    SUBJECTS DISCUSSED:Pool/Lifeguards: A canopy has been put up at the kiddie pool for shade. Things are going well with pool and lifeguards.

    The Detroit Tigers themed Hot Dog Daze was held June 13th. The weather was not great but it was well attended.The next Hot Dog Daze will be July 25th from noon - 2pm. It will be a Pure Michigan theme. All food products madein Michigan. The last Hot Dog Daze of the season will be August 22, from noon -2 p.m.

    The fireworks and late night swim scheduled for June 27 was postponed due to rain and rescheduled for June 28th. The deck remained open on Sunday for viewing of the fireworks.Reminder: Highland Lakes is on Facebook. You can check for event updates on their page.

    The Adult Luau and late night swim was July 11. The weather was perfect. Good food, good music, good friends and a little sangria. It was a fun evening.

    It was discussed and decided that to help eliminate hair in the pool, anyone with hair shoulder length or longer will be requested to tie it back. Pony tail holders will be available at the check-in desk for anyone needing one.

    It appears that some people are not aware of the no glass on the pool terrace rule. Joe will make signs to post around the terrace.

    Open Burning Guidelines (NTFD June 14, 2014) Recreationalburningshallonlybeallowedonthepropertyofone-and-twofamilyhomes.No burning shall be permitted on the property of any multi-family dwelling, i.e. apartments, condo- miniums or townhouses.

    Prohibited Activities within the Community (HLCA Homeowners Manual) Startingafireanywhereexceptingrillsprovidedforthatpurposeorinsuchotherplacesasmaybe designated under a special written permit from the Board. Charcoalistheonlyfueltobeusedingrills,exceptforpropaneornaturalgasgrillslocatedwithin your patio. ALL GRILLS MUST BE LOCATED A MINIMUM OF 10 FEET FROM ANY BUILDING. Although this may feel cumbersome to some; these Ordinances and Rules are designed insuch a way to protect residents from Fire and the Nuisance of Smoke.

    Open Burning Guidelines Application Number: _________________ (Updated June 17, 2014) The following guidelines apply to open burning conducted in the Charter Township of Northville. All regulations are in conjunction with the International Fire Code (IFC), Northville Township Ordinances and general fire safety regulations implemented by the Northville Township Fire Department. All open burning within Northville Township requires the completion of an Open Burning Application. Applications must be completed annually and are available at the Northville Township Fire Department located at 45745 W. Six Mile Road on weekdays from 08:30 am until 4:00 pm. Remember, you are legally responsible for any fire that you start. There are two types of Open Burning Applications in Northville Township, INSPECTION NOT REQUIRED and INSPECTION REQUIRED. Please read below to determine if your open burning request requires a site inspection before approval. INSPECTION NOT REQUIRED (Recreational Burning) Any resident, being the primary owner of the property, may conduct recreational burning without an inspection as long as the following requirements are met:

    Recreational burning shall only be allowed on the property of one-and-two family homes. No burning shall be permitted on the property of any multi-family dwelling, i.e. apartments, condominiums or townhouses.

    Recreational burning is only permitted within (1) a burn pit that is constructed of or encircled by non-combustible materials, e.g., stones, landscape bricks or steel containers; or (2) in a portable outdoor fireplace approved by Underwriters Laboratory (UL) and have a UL seal; or (3) in a permanent outdoor fireplace that has been previously approved by the Northville Township Building Department.

    The total amount of wood used, regardless of the size of the pit, must be no larger than 3 feet in diameter and 2 feet in height. Only dry, seasoned wood may be used. Open burning shall not be used for waste disposal purposes such as the burning of paper, leaves, brush, trash or construction materials (Twp. Ordinance 149-11).

    Recreational burning shall not be conducted within 25 feet of a structure or combustible material, e.g., decks, sheds, fences or building materials (IFC 307.4). Conditions which could cause a fire to spread to within 25 feet of a structure shall be eliminated prior to ignition. This may require the removal of combustible debris, the cutting of grass or other vegetation and/or the wetting of the area around the pit.

    Recreational burning conducted in UL listed portable outdoor fireplaces shall not be located less than 15 feet from any structure or combustible material and must be located on a non-combustible surface such as concrete, brick or the ground (IFC 307.4).

    Recreational burning shall be constantly attended until the fire is extinguished. A method of extinguishment, such as garden hose or fire extinguisher, must be accessible prior to and during any burning.

    If at any time the fire department deems open burning to be hazardous to the community due to weather conditions or other variables, open burning shall be prohibited and notification will be made through www.northvillemich.com/fire. It is your responsibility to check the website for any open burning restrictions.

    The property owner or responsible party shall contact the Northville Township Dispatch Center at (248) 349-9400 prior to any open burning even when meeting the above requirements.

    INSPECTION REQUIRED Open burning that does not meet the above requirements may be permitted, but will require a field inspection by the fire department. This includes any open burning on commercial property, in common areas or requests by groups or homeowners associations for special events. Bonfires or other fires that do not meet the above listed requirements will be evaluated on a case by case basis. If your requested open burning application does not meet the above requirements under the No Inspection Required (Recreational Burning) section, no open burning will be allowed until the completion of a site inspection and approval by the department. Please remember that any open burning that is unreasonably offensive or unreasonably objectionable, because of smoke emissions or other conditions shall be prohibited. The department is authorized to order the extinguishment of any such fire that creates or adds to a hazardous or unreasonably objectionable situation. If the Northville Township Fire Department receives a complaint regarding your open burning, you will be required to extinguish the fire if it is hazardous, unreasonably offensive or unreasonably objectionable even when complying with all of the above rules and regulations. The department reserves the right to prohibit any open burning on your property if the Open Burning Regulations are not followed.

    Luau Cake

    The Highland Lakes Pool Committee put on a great Luau themed summer party. Party goers were treated to a delicious dinner of roast pork, roasted potatoes and fruit kabobs, with homemade cook-ies and a beautifully decorated cake by Susanne

    The pool terrace was decorated with colorful strings of lights and included a Tiki Bar. The pool was also lit up and several people took the opportunity to take a dip in the warm water. The terraces looked beauti-

    Music was provided by Balancing Earth Entertainment. Jim and Suzanne have performed at Highland Lakes Ice Cream Socials in the past. This time they went with a fun 50s music program, poodle skirts included! There was a lot of humming and toe tapping going on. All in all, this adult event provided a

    pleasant atmosphere for co-owners and guests to socialize and enjoy a summer evening.

    CelebratingJuly 4th

    The Fourth of July was celebrated in style at the Highland Lakes pool. Pool guards Erin Shirley, LeAnne Mrock, Breanne Neros, Drew Reed, and Jeff Ball put on a special event for the children. Contests included diving for coins and the Big Splash, where kids had fun jumping off the diving board trying to make the biggest splash to win the day. There was also a hula hoop contest as well as the ever popular greased watermelon grab.

    The guards did an excellent job of decorat-ing the fencing around the pool and the ter-race with patriotic red, white, and blue deco-rations. They arranged snacks for everyone in the Clubhouse kitchen. Our community is fortunate to have lifeguards who are not only highly qualified, but take a genuine interest in Highland Lakes as well. Heres a heartfelt THANKS for a job well done!

    EASY ITALIAN MEATLOAF (serves 8)2 lbs. lean ground beef 2 eggs, beaten1pkg (6 oz.) STOVE TOP STUFFING MIX 1 cup spaghetti sauce, divided FOR CHICKEN 1 cups shredded Mozzarella cheese, 1 CAN Italian-style diced tomatoes, undrained divided4 cloves of garlic, mincedHeat oven to 375. MIX all ingredients except cup EACH spaghetti sauce and cheese.SHAPE into loaf in 9x13 shallow baking dish sprayed with cooking spray. BAKE 1 hour or until done. Top with remaining sauce and cheese after 50 minutes.

    CHERRIES JUBILEE (serves 4)3 TBSP. unsalted butter 1/4 Cup Kirsch OR brandy1 lb. sweet dark cherries, pitted 1 tbsp.fresh lemon juice cup sugar 1 pint vanilla ice creamMelt 2 tbsp. of the butter in a large skillet over medium heat. Add the cherries, sugar, salt and 1-3 tbsp. water (depending on how juicy the cherries are.) Cook, stirring occasionally, until the cherries are tender and the liquid is slightly thickened4 to 5 minutes. Add the Kirsch and cook, stirring occasionally, until the liquid is slightly thickened and the alcohol is cooked offabout 3-5 minutes. Stir in the lemon juice. Remove skillet from the heat and swirl in the remaining tbsp. of butter. Serve warm over the ice cream.

    Just checked on what kind of weather we can expect for the next weeklooks like its going to be hot and muggy. For that reason, you may want to store away the meatloaf recipe and stick to meals better suited for a 90 degree day. Be sure to save the recipe shared by Judi Nakdimen from Scenic Lane. She also shared her cherries jubilee recipe that would be a hit no matter the weather.

    Northville Civic ConcernFOOD DRIVE

    Feeding the Community

    The Civic Concern drive was a big success at Highland Lakes. The Clubhouse Committee, with Barb Balok at the helm, came up with the idea of having a contest among the com-mittees and the Board of Directors to see who would contrib-ute the most food items. Each item and dollar counted as one point. The prize for the winning group is a dinner supplied by Judy Nakdimen who is a gourmet cook. At one time Judy spearheaded the Spring Fling dinners at the clubhouse which were successful fundraisers.

    Marlene of the Northville Civic Center Concern was present at the counting of the donated items. She was very pleased with our results. In total, there were 802 food items and $190 dollars in cash. The top three contributors were the Board of Directors, the Clubhouse Committee, and the Court Liaison Committee.

    By a close margin, the Board of Directors con-tributed the most items.

    Great big thanks to all who participated. The Northville Civic Concern is located at 43261 Seven Mile Road in the High-land Lakes Shopping Cen-ter. Donations are always welcome at this location.

    HLCA Youth Partnership Advisory CommitteeWho says youths dont have a voice in

    Highland Lakes Condominiums? The HLCA Youth Partnership Advisory Committee (HLCA YPAC)

    is the voice for youth which is made up of youths and adults who help shape programs for our community. HLCA YPAC is a unique advisory committee made up of youths and adults who focus on three areas of interest: RECREATION, YOUTH VOICE, and SERVICE.

    With the help of the HLCA YPAC coordinator, the committee creates, implements, and supports programs they feel best represents the needs and interests of Highland Lakes and the resident youths. The commitment is only a few hours a year so come and get involved in being an active part of your community. HLCA YPAC is open to youth ages 12-17 and adults who reside in Highland Lakes.

    MEETINGSMeetings are held the fourth Monday of the month (June through September) from 7:00 p.m. to 8:00 p.m. at the Highland House. If you are interested in becoming a part of this group please join us, or email [email protected] for more information.

    FUTURE/HISTORYMembers of the Highland Lakes Board of Directors conducted an informal series of talks with groups of youths to learn about the communitys youths thoughts on our programs and services. The brief conversations indicated that HLCA teenagers felt undervalued and unchallenged. In response to this the HLCA Board directed an advisory committee (HLCA YPAC) comprised of youth and adult community members to be established. HLCA YPAC will began to address concerns with the mission of being a voice for young people and to promote a community where youth are valued and involved. We kicked the meetings off last year and have a lot of work ahead of us.

    MISSION STATEMENTHLCA YPAC purpose, under the direction of the Highland Lakes Board of Directors, is to be a voice for young people and to promote a community where youths are valued and involved by providing opportunities for youth to develop leadership abilities and interest in volunteerism through participation in the creation and delivery of projects within the HLCA community.
