How Do I Get The Bond Refunded? When works are completed to the required standard, the Applicant can phone Council at (07) 5777000 to arrange for a final inspection. The Asset Protection Bond monies will be refunded when: a) The bonded works have been completed and a final inspection has occurred. b) Council inspection confirms that no damage has occurred to Council assets. c) Council has received the as-built information for all approved service connections. Who Does The Bond Get Refunded To? The Asset Protection Bond monies will be refunded to the receipt holder only i.e. the person/party whose name appears on the bond receipt.

APB B fee is payable when you want to:

a) Construct a new commercial or industrial building, retaining wall, vehicle crossing or other building related works within a commercial or industrial area.

b) Alter, remove or demolish any existing commercial and industrial building.

NOTE: APB A and B are required for all applications for building consent or for all

drainage and water service connection applications.

Processing and Inspection Fees associated with Asset Protection Bonds a) For Building Consent Applications (Non refundable fees)

i) For Building Work Value < $15,000.00 ……………………………….. $0.00

This fee is payable for building consent applications where an existing compliant vehicle crossing is already in place. i.e. has been completed prior to these works.

iii) For Residential Building Works > $15,000.00…………...…………. 317.00

This fee is payable for building consent applications that require the installation of a new vehicle crossing. The fee includes two site inspections. The first inspection is prior to pouring the concrete for the vehicle crossing and the second inspection will be at the completion of the works.

b) For Applications for Drainage and/or Water Service Connections Only. (Non

refundable fees per application)

i) Application Fee (per application) $87.00 (includes Water Supply and/or Stormwater and/or Wastewater Connection to the same site)

ii) Processing and Inspection Fee (per application) $224.00 iii) Water/wastewater/stormwater Inspection fees $133.00 per connection. Maximum charge of $260.00

Additional Costs relating to Asset Protection Bonds

Should Council incur additional costs such as extra inspections and extra processing time due to non-compliance by the Applicant, Council will charge for inspections at an hourly rate (1hr minimum) plus time related costs. Should Council incur additional costs for remedial works due to any non-compliance associated with the application, Council will charge actual costs for repair/reconstruction in addition to extra inspection and processing costs.

ASSET PROTECTION REQUIREMENTS

1.0 General Policy 1.1 It is the Applicant’s responsibility to ensure safety on the site, protection and

maintenance of road and service assets throughout construction activities on the property. The Applicant must confirm to Council the state of the assets prior to commencement of work, otherwise “as new” condition is assumed (this includes the berm, carriageway, kerb and channel, footpath/crossing, light poles, trees, planted areas, connection boxes, service covers, service connections etc).

1.2 Public liability cover is the responsibility of the Applicant.

1.3 Prior to application, please ensure that the information on the plan attached to the

application complies with all Council requirements. All applications shall show the location of all existing Council assets likely to be affected by the works i.e. existing vehicle crossings, footpaths, kerb and channel, stormwater sumps, light poles, trees, planted areas as well as a profile with levels of the proposed access from road into the property’s proposed garaging.

1.4 Relocation or alteration of any Council assets is not permissible as of right and is at

the discretion of Council. If approved, relocation/alteration is at the Applicants cost.

1.5 Damage to Council assets, subsequent repairs, as well as the extra cleaning of Transportation and Stormwater systems due to building/site works construction and carelessness will become the liability of the Applicant.

2.0 Vehicle Crossings 2.1 For all properties within any area that has existing kerb and channel, a standard

vehicle crossing access shall be constructed as shown in Standard Drawings T431- Urban Vehicle Crossing and T432 - Vehicle Crossing Profiles by a competent contractor.

2.2 For all properties within a rural or rural residential area with no existing kerb and

channel, a standard vehicle crossing access shall be constructed as shown in Standard Drawing T433 – Rural Vehicle Entrance by a competent contractor.

2.3 For all properties within an urban area with no existing kerb and channel, the

Applicant shall contact Council’s Asset Delivery department for design advice.

2.4 No more than one vehicle crossing will be permitted to any property unless the Council is satisfied on evidence and application that more than one is warranted and the proposal complies with Council’s City Plan requirements.

2.5 The shape/slope of the berm or the footpath on the property frontage shall not be

substantially altered. Where this may be required, the Applicant shall contact Council’s Asset Delivery department for design advice.

2.6 Where properties are located below street level, the vehicle crossing shall be

constructed in such a way to prevent stormwater from entering the property.

2.7 Prior to construction, please ensure that the following features have been considered and are unaffected by any proposed vehicle crossing:

Power poles and Streetlights. Stormwater sumps. Gardens/Trees. Traffic Islands. Parking Bays. Street furniture and Signage. Hydrants, manholes, surface boxes etc.

2.8 The vehicle crossing and backing slab installation shall include saw cutting of the

kerb, footpath and driveways (where necessary), excavation, compaction, removal of surplus material, preparation and pouring of concrete or laying asphalt/pavers for backing slab finishing, erecting and removing barricades and tidying the site.

2.9 Vehicle crossings shall not be constructed within 2.0m of the trunk or within the

dripline of any tree (whichever is the greater) without the prior consent of Council’s Arborist. Any costs associated with removing or relocating street trees will be at the sole expense of the Applicant.

2.10 The subgrade shall be compacted to exhibit scala penetrometer readings of no more

than 25mm per blow. Whereas this result is possible on insitu sand subgrades, other subgrades (e.g. ash or clay) may require undercutting to a depth of not less than 30mm (residential) and 75mm (commercial/industrial) in order to be replaced with suitable backfill material. No crossing shall be poured on unsuitable subgrade. The subgrade shall be dampened prior to pouring.

2.11 The crossing 1.2m back from the kerb face shall be constructed of poured concrete

only, which may be coloured or of exposed aggregate if desired. Formwork shall be used on all sides and securely fixed. The formwork shall be removed no less than 12hrs after construction. The concrete shall be fully compacted.

2.12 Expansion joints (where applicable) shall be cut at 3.0m centres both parallel and

perpendicular to the kerbline and shall be cut as soon as the concrete has cured sufficiently to walk on. The surface shall be floated smooth and brushed with a soft yard broom when a partial set has occurred.

2.13 Barricades shall be erected around the crossing after construction and removed again

after 7 days for residential works and 28 days for commercial and industrial work.

2.14 Industrial 10 day cure crossings shall use 25MPa concrete with rapid hardening cement. Curing material shall be placed over the surface and kept moist for 3 days. The crossing shall be barricaded for 10 days. All other provisions specified for residential and industrial crossings apply in this instance.

2.15 The backing slab is located between the boundary and the existing/future footpath.

The same specification as for vehicle crossings shall apply. Backing slabs may be concrete strips or full width and all works shall comply with any extra conditions relevant to the consented activity. Alternatives to this are as follows:

a) Residential backing slabs may have 25mm of Asphaltic Concrete with 95mm

GAP40 compacted sub-base. b) Industrial and Commercial backing slabs may have minimum 40mm of Asphaltic

Concrete with a specifically designed compacted sub-base in accordance with the Infrastructure Development Code. The subgrade shall be in accordance with

the vehicle crossing specifications above. The asphalt shall be edged with a 100mm x 25mm ground treated rail firmly pegged and set flush with all adjacent surfaces.

c) All pavers shall be interlocking pavers. Residential backing slabs shall use ≥60mm thick with 30mm compacted sand sub-base. Commercial and Industrial backing slabs shall use ≥80mm thick pavers with specifically designed compacted sub-base. Subgrade shall be in accordance with the crossing specifications. The pavers shall be confined by standard edging blocks set in concrete flush with adjacent surfaces.

d) All materials and work to be in accordance with Construction of Concrete Block Paving Manual and NZS 3116:2001 Interlocking Concrete Block Paving.

2.16 All existing service covers shall be made flush with the new permanent surface level.

For Wastewater and Stormwater covers requiring raising/lowering the Applicant shall contact Council’s Asset Delivery department prior to commencement of works, to arrange alteration of the covers by Council’s maintenance contractor. Water supply service and meter boxes may be raised/lowered by the Applicant in accordance with the Infrastructure Development Code.

2.17 The Applicant shall notify Council’s Asset Delivery department at least 24hrs before

pouring concrete to arrange a pre-pour inspection. Inspections will be undertaken during business hours. A further inspection fee will be incurred if preparation is not satisfactory and a re-inspection is required.

2.18 Redundant vehicle crossings shall be removed and the kerb, channel and berm

reinstated. It is the Applicant’s responsibility to make arrangements to carry out the vehicle crossing instruction and the necessary reinstatement.

3.0 Water Supply 3.1 All applications for connection to Council’s public water supply shall be made via

Council’s Drainage and/or Water Services Application and may only be installed by a Council Licensed Contractor in accordance with the Infrastructure Development Code.

3.2 Where any activity within the property increases the hazard rating, e.g. swimming

pool, hair salon, pop-up garden irrigation, a higher level of backflow protection is required in addition to the existing meter and manifold. This backflow prevention device shall be to a level necessary to protect the hazard. Additional backflow prevention is necessary to meet the requirements of the Health (Drinking Water) Amendment Act 2007 and is additional to any device that may be installed directly to the feed tap for the swimming pool as required by the Building Act.

The backflow prevention device shall only be installed by a Council Licensed Contractor as shown in Infrastructure Development Code Standard Drawings.

4.0 Wastewater and Stormwater 4.1 All applications for connection to Council’s Wastewater and Stormwater reticulation

shall be made via Council’s Drainage and/or Water Services Application and may only be installed by a Council Licensed Contractor in accordance with the Infrastructure Development Code.

4.2 The Applicant shall ensure that the depth of the wastewater connection at the site will enable servicing of the designed floor levels.

4.3 The Applicant shall ensure that a proper method of controlling rainwater runoff from

paved areas and roof water will be used. Runoff from paved areas must not be concentrated onto adjoining properties or the roadway. Over-paving (excessive impervious surfacing) of sites is not recommended.
