I-Notice Inviting Tender (NIT)

A. Background :

ARIES is an autonomous institute under Department of Science and technology,

Ministry of Science and technology, Government of India. The institute carries out basic

research and develops facilities in the field of astronomy, astrophysics and atmospheric

sciences.

ARIES operates telescope at two sites i.e. Manora Peak (~ 2km above MSL) and

Devasthal (~ 2.5 km above MSL). Both the sites are located in the district of Nainital,

Uttarakhand. The 1.3m telescope at Devasthal is housed in a two storey building.

Another telescope of 3.6 meter which is being established at Devasthal is housed in a

cylindrical building of about 30m high and a diameter about 17m. The 104-cm telescope

and 50cm Schmidt telescopes are situated at Manora Peak Campus Near Nainital.

himself with site conditions before tendering. No Compensation on account of any

II-General Conditions (GC)

A. Scope of Work:

Self pressurizing cryovessel is required to fill Liquid Nitrogen into CCD Dewar & A

compatible trolley is required to carry above cryo vessel at the respective sites. The

vendors/suppliers are advised to visit the sites at Devasthal before submitting the bids.

B. Submission of Bid:

The tender shall be submitted offline in two part, viz., technical bid and price bid.

Therefore bidder is requested to send technical and commercial bid in a separate

envelope. Both envelope should be put up in a another envelope and clearly marked

on the cover of envelope Technical bid, Commercial bid, enquiry No., date of opening.

C. General instructions for technical bid :

"Technical Bid " shall Contain:

a. Bidder Information Form;

b. Bid security as specified in the NIT;

c. Technical Specifications and Compliance Statement

d. Manufacturer’s Authorization Form;

e. Technical Data Sheets/Test Report.

f. Signed Tender Document.

g. Delivery and implementation schedule.

h. Warranty details.

i. Any other documents Bidder wishes to attach to prove his competence and to

support the any information mentioned in the tender document.

Note: 1. The EMD –of any nationalized

bank’s in from of DD, in favor of the Director ARIES, Payable at Nainital and should

be submitted with technical bid. Any other mode of EMD is not acceptable

otherwise tender will be cancelled.

2. To support compliance with the specifications mention in the sheet, bidder must

submit the technical data sheet/test report without any failure. Failing of the same

Compliance will be considered as invalid.

D. General instruction for price bid :

a. The amount should invariably in whole of INR (without decimal)

b. All the prices should be quoted on F.O.R. ARIES, Manora Peak/Devasthal,

Nainital basis and the rates of Taxes/Duties/Levies currently applicable should

also be indicated. Breakup of Packing & Forwarding, freight and Insurance must

also be furnished for facilitating evaluation. Prices for the material supplies and

commissioning, service charges extra (if any) should also be indicated separately.

c. A bidder must not amend, erase or blot out anything on the price list. Any

correction made by the bidder shall be rewritten in figures and words, signed

and stamped.

d. Unless stated otherwise, the price bid document is for the whole scope of the

work as described in the tender document. The bidder will not be permitted to

add any items / costs later on. The total cost / bid amount indicated in the price

bid will be deemed to be for the entire scope of work outlined / detailed in the

tender document. The costs / rates / amounts quoted by the bidder in the price

bid should allow for all costs including labour, materials, consumables, spares,

equipments, procurement, freight and installation, transportation charge,

customs duty, octroi, excise duty, sales tax, turnover tax, service tax, any other

duties, taxes or charges, whatsoever payable on the components or the

completed works and satisfactory performance of the bidders obligations under

the tender / agreement. Hence, levy of taxes over and above quoted rates, if any,

like service tax etc. should be specifically stated in the price bid with prevailing

rates of such taxes to enable uniform comparison of the financial bids of the

various bidders. In the absence of any such specific statement, along with rates,

the quoted rates / amount will be presumed to be inclusive of taxes / duties /

levies of all kinds, including service tax.

E. Rejection of bids :

a. The Director, ARIES reserves the right to accept or reject any bid or cancel the

tender proceedings without assigning any reason whatsoever.

b. If a bidder gives wrong information in their bid, The Director, ARIES reserves

the right to reject such bid at any stage and forfeit the Bid Security/ Performance

Guarantee / Security Deposit and cancel the contract, if awarded.

c. Incomplete quotations are liable to be rejected.

d. If the Technical Bid contains any price information the offer will be summarily

rejected.

e. Canvassing in any form in connection with the tenders is strictly prohibited and

the bids submitted by the bidders who resort to canvassing are liable for

rejection.

f. In case of cancellation of any bid, ARIES will not bear any costs incurred towards

preparation and submission of the bid or any other expenditure in this regard.

g. Unsigned tenders, unattested corrections and over writing by bidders are also

liable for rejection.

h. Any effort by the bidder to influence the Purchaser in its decisions on bid

evaluation, bid comparison or contract award may result in rejection of the

Bidder’s bid.

i. If a bidder fails to submit with his bid any of the documents asked in this Tender

document, despite being in his possession at the time of submitting his bid or if

the document submitted has expired, the bid shall be rejected.

j. The Bidder is expected to examine all instructions, forms, terms and

specifications in the Tender documents. Failure to furnish all information

required by the Tender documents or submission of bid not substantially

responsive to the Tender documents in every respect will be at the Bidder's risk

and may result in the rejection of its bid without seeking any clarifications.

F. Other terms and conditions of the tender:

i. Specifications and make for each item should necessarily be mentioned.

ii. Delivery: Within 30 Days from the date of received of the Purchase Order.

iii. Validity period of the bid: 90 days from the date of opening of financial bid

iv. Terms of Payment: A- 90% after receipt and approval of materials normally within 30 days and

10% after submitting performance security in the form of DD/Bank Guarantee of 10% of the total

value of item. Performance bank Guarantee will be released after 2 months of warranty.

v. Insurance: Transit insurance covering all risk for all the items is to be arranged by the

supplier.

vi. EMD of disqualified vender/ venders will be returned within 45 days after opening of

commercial bid.

vii. All bidders can be present at the time of opening of the tender. No separate intimation shall

be communicated in this regard.

viii. The opening of the tenders shall only be attended by an authorized representative of the

firm whose name, designation and address should be indicated in the offer of the firm.

Tendering firm shall issue a letter of authority to such representative indicating the tender

No., date, and due on for the item. In no case un-authorized person shall be allowed to

enter tender opening room.

ix. If the item is found to have any defect during the warranty period, transportation and other

charges from Nainital to the service station will be borne by the vendor supplying the item.

x. Liquidated damage as decided by ARIES will be charged, if the item(S) is/are not

delivered within the stipulated time frame.

xi. ARIES reserves the right to levy a penalty for delay in delivery of material or providing of

services and /or for delay in successful supply/installation/commissioning/ integration of

system as stipulated in the document. This penalty shall be @ of 0.5 % of Purchase Order

value per week of delay in deliveries/ execution of the order successfully, subject to

maximum of 5% of the order value. Part of the week shall be considered as full week.

ARIES will be free to Purchase the material at the risk & cost of supplier & cancel the

order in case the delay is more than 3 weeks with forfeiture of EMD/Security Deposit.

xii. Any disputes, legal action/matters, arising out of/ resulting from/related or incident to the tender

/quotation/Purchase order/invoices/delivery/payments shall be subject to exclusive jurisdiction of

ICADR plot no 6 Basant Kunj , Industrial Area Phase-II , New Delhi 110070. Laws of India shall

govern this tender as well as any or all transactions /documents/deeds/actions/PO arising out of/

resulting from this tender.
