Oliver being the Green Arrow again was onlysupposed to be temporary in Arrow season 6,while Diggle was sidelined because of hisinjury. But now that he's able to go into thefield, John wants the hood back -- though we have yet to truly see why.
Diggle brought up the fact that Oliver hasn't stepped down yet in "Doppelganger," but other than one conversationwith Oliver earlier in the season, we have yet to see him express just why he wants to be the Green Arrow again,even with what that would mean with what's going on right now in Star City.

He Called It His 'Perfect Life' ... and That's It?
In "Thanksgiving," Diggle told Oliver that when the Dominators put them into the alternate Star City, they saw "whattheir perfect life would be," and his was being the Green Arrow. "You asking me to take the mantle ... was givingme the one thing in the world that I never knew what I wanted," John said.
Based on that, if the aliens hadn't kidnapped them, would he have gone his entire life not knowing this wassomething he wanted or would it simply have never come up? We never saw anything that indicated that was whathe imagined his "perfect life" to be before or even since "Invasion."
Even if that's true and what he saw in the aliens' version of their lives is supposedly his "perfect life," it was lacking.That life didn't seem to include his wife and son, he and Oliver hadn't become close like they did and the only otherperson working with him as the Green Arrow was Felicity.
Oliver and Felicity have just seemed to accept that Diggle wants to be the Green Arrow again, and so no one hasbothered to ask him exactly why that is. This is something the show needs to address if they want anyone to getbehind him wearing the hood again considering Oliver hasn't shown any indication that he's as willing to give it upas he may have been in the past.
He Still Saves the City as Spartan
Now that Diggle has the chip in his arm, he can go into the field again, and he's helping save the city as Spartanjust as much as he always has and even did when he was the Green Arrow earlier in the season. There really is nodifference, other than the fact that he's not the team's leader. But it's not like we've seen him and Oliverdisagreeing in any way that suggests he should lead or give the orders, and with the team split, it's not like there'smuch of a team to lead.

So, why does it matter if Diggle's going out in the Green Arrow hood or Spartan helmet? It can't be because he

wants the recognition that being the former would give him, right? We haven't seen anything that suggests that'seven a possibility. And no one's ever suggested that he can't turn Spartan into the same sort of figure that theGreen Arrow is to the public (except maybe without all the legal troubles that comes with right now.)
If Diggle Is the Green Arrow Again, He's Alone in the Field
With the split, it's just Oliver, Felicity and Diggle working together on their team. If Diggle puts on the hood, thatwould mean he'd be going into the field on his own because I can't see Oliver handing it over and donning anothersuit or going out there in a ski mask.
In the beginning, Oliver was going out on his own, but the past few seasons especially have seen the teamexpand. Yes, they're not all always needed in the field, but consider what's going on in Star City right now. Theydon't know exactly how many people (including dirty cops) are working for Diaz. Before the fight in "CollisionCourse," OTA needed to bring in NTA because they couldn't do everything themselves (even if the newbies refusedto help find the bomb in "All for Nothing.") Why would Diggle want to make a move now -- taking back the GreenArrow mantle -- that would cut his team's manpower in the field in half at a time when that's probably not the bestidea?
The Green Arrow Has a Target on His Back
Right now, pretty much the only people on the Green Arrow's side are his teammates, Thea, Lance and William.There's the anti-vigilante bill. There's the FBI's investigation (if Watson ever returns.) There's Oliver's trial. There'sDiaz and whoever he has working for him. There are cops (dirty and legit.) Whoever puts on that hood has a targeton his back.
Now, Arrow seems to want us to just accept that Diggle wants to be the Green Arrow again. Fine. But why did hebring it up in "Doppelganger" when right now seems to be the worst time to be in that suit? Really, he should behappy he doesn't have to deal with all of that.
