Parliamentary Affairs has launched the ‘Inclusiveness and Accessibility Index’ to mark the next chapter

of its flagship Campaign, the ‘Sugamya Bharat Abhiyan’ at a function held in New Delhi on 30th March

2016. The Index is prepared in collaboration with The Federation of Indian Chambers of Commerce andIndustry (FICCI).

The ‘Inclusiveness and Accessibility Index’ helps the industries and corporates to participate in the

Accessible India Campaign (AIC) by voluntarily evaluating their readiness for making the workplace

accessible for Persons with Disabilities. The Prime Minister made a call to the Corporate Sector to come

forward and support the Campaign during his speech on the occasion of the launch of AIC on 3rd

December 2015, which also marked the International Day of Persons with Disabilities.

The Index toolkit aims at assessing the current stage of inclusiveness and accessibility of persons with

disabilities by an organization. It can also act as a guide for taking progressive steps to increase support,

inclusiveness and accessibility towards persons / employees with disabilities. The toolkit is based onresearch, and the best examples and experiences of organizations that have taken initiatives to increase

accessibility of persons with disabilities and have benefited from such initiatives. The study will prioritize

constructing the Accessibility Index for corporates to measure sensitivity towards persons with

disabilities which will benchmark corporates operating in a given sector with their national peers.

Extensive stakeholder consultations with NGOs and corporate sector will be held to ensure that the

Index accommodates wide-ranging views of all stakeholders and is a robust document. At the second

stage, the study will examine the role of state and NGOs in creating an enabling environment and

executing the intent of regulations in promoting accessibility of disabled persons.

The absorption and recognition of the Index by the Corporate Sector and public sector organizations will

benefit them immensely by –

The Laser Interferometer Gravitational-Wave Observatory (LIGO) is a large-scale physics experiment and

observatory to detect gravitational waves. It is a joint project among scientists from several colleges and

universities. Scientists involved in the project and the analysis of the data for gravitational-wave

astronomy are organized by the LIGO Scientific Collaboration which includes more than 900 scientists

Implementation of the National Hydrology Project. It will be a central sector scheme with a total outlay

39.7674 crore for National Water Informatics Centre (NWIC) to be taken up in two stages. It also

provides for establishment of NWIC as an independent organization under the control of Ministry of

Water Resources, River Development and Ganga Rejuvenation (MoWR, RD&GR).

The NHP will help in gathering Hydro-meteorological data which will be stored and analysed on a real

time basis and can be seamlessly accessed by any user at the State/District/village level. The project

envisages to cover the entire country as the earlier hydrology projects covered only 13 States.

The components of the proposal are:

1. In Situ Hydromet Monitoring System and Hydromet Data Acquisition System.

The NHP will result in the improvement of:

1. Data storage, exchange, analysis and dissemination through National Water Informatics Centre.

The two sides inked a pact for avoidance of double taxation of income derived from International Air

Transport. The agreement seeks to avoid double taxation of income derived from international air

transport.

Both sides signed an agreement for the exchange of information with respect to taxes. The agreement

envisages mutual assistance for exchange of information that is relevant to the administration and

enforcement of the domestic laws concerning taxes covered by the Agreement. It also includesexchange of information relevant to the determination, assessment and collection of such taxes, the

recovery and enforcement of tax claims, or the investigation and prosecution of tax matters.

India and Maldives signed a bilateral agreement related to Orbit Frequency Coordination of "South Asia

Satellite" proposed at 48oE. The agreement shall be used for the purpose of performing intersystem

orbit-frequency coordination for the operation of 'South Asia Satellite'; and fulfilling ITU level regulatory

requirements and obtaining international level protection/recognition for the 'South Asia Satellite'.

Both sides entered into an MoU for cooperation in the area of conservation and restoration of ancient

mosques and joint research and exploratory surveys in Maldives. The MoU proposes to undertake

conservation and restoration of ancient mosques and other historical monuments in Maldives. Detailed

proposals for such projects will be developed by Archaeological Survey of India and Department of

Heritage, Maldives.

India and Maldives also signed an MoU on cooperation in the field of tourism. The MoU envisages

cooperation in areas of tourism including expansion of bilateral cooperation; exchange of information

and data related to tourism; encouraging cooperation between tourism stakeholders including hotels

and tour operators; establishing exchange programmes for cooperation in Human Resource

Development; investment in the tourism and hospitality sectors; exchanging visits of tour

operators/media/opinion makers for promotion of two way tourism; exchange of experience in the

fairs/exhibitions in each other's country; and promoting safe, honourable and sustainable tourism.

The two nations signed an action plan for defence cooperation. Action plan is in the context of defence

cooperation being an important component of the India-Maldives bilateral relationship and the shared

envisages an institutional mechanism at the level of the Defence Secretaries to further bilateral defence

integrated river basin management approach for the rejuvenation of the river Ganga.

This will be based on Indo-German Knowledge exchange and practical experience on strategic river basin

management issues, effective data management system and public engagement.

The project will closely cooperate with other National and international initiatives including Indo-

German bilateral projects like Support to National Urban Sanitation Policy (SNUSP) and ‘Sustainable

Environment-friendly Industrial Production’ (SEIP).

The project duration is three years i.e. from 2016 to 2018 and the German contribution in the project

will be to the tune of Rs. 22.5 crore. Initial actions will focus on the State of Uttarakhand, with scope of

expansion to other upstream Ganga States.

The ultimate goal is to adopt the successful river basin management strategies used for Rhine and

Danube and replicate the same, wherever possible for attaining the pristine status of river Ganga.

The agreement was signed in the presence of the German Ambassador to India, Dr. Martin Ney and

Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation Shri Shashi

Shekhar.
