APPROVAL OF THE REORGANIZATION OF THE PHILIPPINE NATIONAL AIDS COUNCIL (PNAC) NEW TECHNICAL COMMITTEES AND ITS TERMS OF REFERENCES
Whereas, pursuant to Article VIII, Section 44 (c) of Republic Act (RA) 8504, the Philippine National AIDS Council (PNAC) is mandated to develop a comprehensive long-term national HIV and AIDS prevention and control program and monitor its implementation;
Whereas, to assess the progress of the implementation of the AMTP in the last three years (2011-2013) and to make recommendations for strengthening and improving the HIV response, a Midterm Review was conducted; Whereas, in collaboration with UNAIDS and WHO, PNAC reviewed and compiled available data to determine at mid-term of the fifth AMTP the magnitude and trends of the countrys HIV epidemic and assess the current availability, accessibility, acceptability and quality of interventions and the degree of achievements of outputs, outcome and, to the maximum possible extent, impact;
Whereas, the Result of the External Review of the AMTP (2011-2016 Philippine Strategic Plan on HIV and AIDS) was adopted by the Members of the Philippine National AIDS Council during the 37th Plenary Session;
Whereas, in the said Midterm Review, it was recommended that PNAC needs to realign its operations of technical committees according to the objectives and strategies of the Plan.
NOW THEREFORE, BE IT RESOLVE, AS IT IS HEREBY RESOLVED, in view of the above premises, the Members of the Philippine National AIDS Council do hereby approved the reorganization of the PNAC Technical Committees and its Terms of References to wit:1. Support to Prevention, Treatment, Care and Support Program Committee2. Partnership and Networking Committee3. Multi-sector Planning, Monitoring And Evaluation Committee4. Operational Development Committee

SUPPORT TO PREVENTION, TREATMENT, CARE AND SUPPORT PROGRAM COMMITTEEScope of Work:
1. Advise definition of minimum packages of HIV Prevention and TCS interventions, including quality assurance mechanisms2. Support design of master sector plans for the continuum of HIV Prevention and TCS that maximize use of existing infrastructures3. Assist greater dispersion of existing, and application of new technologies for the continuum of HIV Prevention and TCS services4. Support the promotion of uptake of HIV counseling and testing, their quality management, non-laboratory and community-based implementation 5. Support development of STI and continuum of HIV Prevention and TCS services in human development programs for key populations6. Assist in forging civil society organizations partnerships in the continuum of HIV Prevention and TCS programs, including strengthening peer-led activities7. Support in establishment of functional referral mechanisms across service delivery networks in the continuum of HIV Prevention and TCS8. Assist in standards setting of personnel and facility capacities of service delivery points and stakeholder organizations in the continuum of HIV Prevention and TCS9. Recommend as policy Fifth AMTP oriented continuum framework with directives in accessing human, physical, financial resources10. Annually review Committee performance and propose work and financial programs aligned to KRAs
PARTNERSHIP AND NETWORKING COMMITTEEScope of Work:
1. Propose policy reviews for appropriate recommendations 2. Formulate an evidence-based development framework in line with policy formulation, partnership building and efficient national and local response 3. Propose mechanism to Strengthen the Regional AIDS Assistance Team (RAATS) to enable LGUs for effective local AIDS response 4. Provide the platform for sharing good practices on HIV and AIDS response for adaptation 5. Propose mechanism to Provide technical assistance to LGUs to identify package of interventions appropriate and responsive to their level and type of HIV epidemic 6. Provide direction in the development of the process identify good practices, gaps and overlaps for appropriate recommendation to the Executive Committee
MULTI-SECTOR PLANNING, MONITORING AND EVALUATION COMMITTEEScope of Work:
1. Develop committee workplan that is aligned with the AIDS Medium Term Plan2. Organize and capacitate the PNAC Monitoring and Evaluation Working Group3. Provide technical assistance on M&E related matters to the Regional AIDS Assistance Team (RAATs) , the Local AIDS Council (LAC) and other key stakeholders;4. Formulate AMTP M&E Plan, develop guidelines and standards tools;5. Routinely collect, analyze, and consolidate data / reports from PNAC member agencies, PNAC Technical and Adhoc Committees, the Local AIDS Council (LAC) and other key stakeholders;6. Review and endorse M&E related products to PNAC Executive Committee such as but not limited to PNAC Annual Report, Global AIDS Response Progress Report, Key Population Estimates, and AMTP Research and Evaluation Agenda;7. Facilitate the conduct of HIV and AIDS related research and evaluation studies supported by PNAC;8. Assist in the development of the AMTP;9. Conduct M&E related activities;10. Maintain updated database;11. Ensure that M&E products are systematically disseminated to key stakeholders;12. Perform other functions as may be assigned by the PNAC Executive Committee
OPERATIONAL DEVELOPMENT COMMITTEEScope of Work:1. Advise as policy recommendation, PNAC members respective HIV and AIDS accountabilities to PNAC, their employees and client systems2. Establish strategic direction and structure to firmly establish PNAC leadership of the National Response3. Improve members capacities to contribute managerial expertise on PNAC operations4. Improve capacities of members and their representatives to contribute technical expertise on the National HIV and AIDS response5. Build management standards, procedures, guidelines for quality, efficient PNAC operations6. Advise as policy recommendation, personnel requirements necessary for efficient PNAC operations7. Annually review Committee performance and propose work and financial programs aligned to KRAs8. Ensure the development and review of the PNAC Investment Plan that will support the AMTP 9. Leads and maintains coordination and collaborations with International, National and Local partners in support to the costed AMTP10. Recommends to the Executive Committee and the Plenary approaches and strategies in resource mobilization11. Recommends and endorses to stakeholders the initiatives made by other development partners12. Oversees the development of the National HIV and AIDS Spending Report to be inputted in the preparation of the PNAC Report to PNAC and the National Multi-sectoral HIV and AIDS Report
