Selection of Member for the Committee of Credentials
Introduction At the December 2013 meeting of the Commission on Teacher Credentialing, the Commission moved to declare the school board member position vacant effective July 1, 2014. The incumbent member submitted her resignation effective December 31, 2013. The alternate member, Jane Smith, was subsequently placed in the position to serve until the term expires in July 2014. Background The obligations of the Commission relative to the Committee of Credentials (COC) are set forth in the Commission’s Policy Manual. This item summarizes those obligations and presents information concerning the selection process for members of the COC. The Commission and its appointed COC review individuals for fitness to receive and/or retain credentials. The COC is comprised of seven members appointed by the Commission and consists of one elementary teacher, one secondary teacher, one school board member, one school administrator, and three public representatives. The COC meets three days each month. Selection Process Pursuant to §501 of the Commission’s Policy Manual, an Ad Hoc Interview Committee appointed by the Chair in accordance with the provisions of §§400 and 410 shall be responsible for receiving and evaluating applications and nominations for membership on the COC and for conducting interviews as appropriate; and
(a) Placing in nomination the names of qualified persons for each position to be filled. An alternate may be selected if deemed qualified. Any alternate so selected will be placed in a pool of alternates and available to fill a vacancy in that position category should the need arise.
(b) Identifying, scoring, ranking, discussing and recommending nominees for the Committee of Credentials to the Commission according to the following factors: (1) The total membership of the Committee of Credentials should be broadly representative of the community with respect to sex, ethnic and cultural background, and geographical area of residence. (2) Persons nominated should be of balanced and judicious temperament with broad understanding of, and respect for, community values and attitudes. (3) Persons nominated must be willing and able to devote the time and effort necessary to carry out the work of the Committee.

The terms of members of the COC are set forth in §503 as follows: (a) The term for each initial appointment to the Committee of Credentials shall be two years, and no member shall serve more than four successive two‐year terms.
(b) At least one new member shall be appointed each year, but in the interest of continuity and stability, not more than three members should be replaced in one year.
(c) Terms of appointment shall commence on July 1 and shall expire on June 30, except that an appointment to fill an unexpired term may be made effective upon the first day that a position becomes vacant.
The Policy Manual provides in §504 that: (a) The Commission fully recognizes the unique and valuable contribution of the Committee of Credentials to the work of the Commission; and wishes to maintain a fully effective, cooperative, and cordial working relationship between the two bodies. (b) Each Commissioner is encouraged to arrange his/her calendar so as to schedule attendance at a Committee of Credentials meeting each year in order to observe the Committee functions and to become familiar with Committee procedures. (c) The Committee Chair and/or Committee will be invited to meet with the Commission from time to time to exchange views on matters relating to disciplinary and corrective measures necessary and appropriate.

Adoption of the Washington Educator Skills Tests‐Endorsements (WEST‐E) Designated World Languages: Latin
Introduction This agenda item presents a proposal for Commission adoption of the Washington Educator Skills Tests‐Endorsements (WEST‐E) for purposes of candidates needing to demonstrate subject matter competency in Latin. Background The Commission has over twenty CSET language examinations, but does not have a CSET examination in Latin. The attachment to this agenda item indicates the range of K‐12 language classes reported to the California Department of Education in 2012‐13, with a second table showing the corresponding CSET examinations for each of these languages. As the table shows, the only language taught in California public schools and reported on the CBEDS data for which the Commission does not have a CSET language examination is Latin. It would be cost prohibitive for the Commission to develop a CSET: Latin examination given the small demand for Latin credential candidates. There are two subject matter preparation programs in Latin in California, at California State University, Long Beach, and San Francisco State University. These programs, however, may not be a viable option for candidates not located in these areas of the state. The Commission has received a request from a candidate seeking an initial Single Subject Credential in Latin for an examination option in order to establish subject matter competency. Under the circumstances, it would be cost‐effective for the Commission to consider adopting the use of another state’s subject matter competency examination in Latin for purposes of meeting the needs of the small number of California candidates who need to demonstrate subject matter competency in Latin. However, the Commission has an interest in approving the use of an examination that meets similar high standards as exemplified in the CSET language series. Staff has contacted the Washington Professional Educator Standards Board, and the Board is willing to allow California candidates on an as‐needed basis to use the WEST‐E Designated World Languages: Latin (test code 101). Staff appreciates the Washington Professional Educator Standards Board’s cooperation to help meet the needs of California candidates in Latin. Candidates would register with Washington’s contractor for this subject matter examination, Pearson, and would be able to take this computer‐based examination at any Pearson VUE testing center in California. Scores would be reported to the candidate and provided to the Commission by Pearson.

The competencies measured on this examination are similar to the competencies measured by the CSET except that Oral Reading replaces Oral Expression because this is a Classical rather than a Modern Spoken language. Next Steps Working with the examinations contractor for the WEST‐E, Pearson, staff would update the Commission’s examinations website to include information about this assessment for candidates seeking to use the examination route for demonstrating subject matter competency in Latin. Pearson would assist these candidates as needed to register for this examination, and would report results to the candidate and to the Commission.
