1 INTRODUCTION

1.1 Background and General Description Harrison Infrastructure Group (HIG) Pty Ltd has been engaged by Feedlot Services Australia Pty Ltd (FSA) to undertake a traffic impact assessment for the proposed piggery at 4397 Texas Yelarbon Road, Yelarbon.

1.2 Objective

The objective of this study is to evaluate the traffic impacts on the adjacent road network for a traffic design horizon of 10 years. The development is expected to be operational in 2018. Therefore, the design horizon for the traffic impact assessment is 2028. The report details the estimated traffic generated by the proposal and the impact of development traffic on the road network. 1.3 Proposed Development The proposed development is a 55,000 Standard Pig Unit (SPU) piggery, which is expected to be fully operational in 2018. The piggery will include 6 weaner sheds, 12 finisher sheds, 2 farrowing sheds and 8 gestating sow sheds. Further details of the development are included in Section 3 on traffic generation and distribution. Plans of the proposed development are included in Appendix A.

2 EXISTING CONDITIONS 2.1 Development Site

The development site is 4397 Texas Yelarbon Road, Yelarbon. The real property description of the site is lots 2 on RP75438, 1 on SP236724, 2 on RP70268, 1 and 2 on RP79095, 1 and 2 on SP246341, and 2 and 3 on RP79096. The total area of the site is 1060 hectares, and is within the Goondiwindi Regional Council area. The site is approximately at chainage 46km on Texas-Yelarbon Road, a state government controlled road (No. 2322). The piggery site is on both sides of Texas-Yelarbon Road, however the majority of traffic will access the northern side site, which will contain the Piggery buildings. There are several existing accesses to the site on to Texas-Yelarbon Road, and it is understood that these will remain, with no additional crossovers intended to be constructed as part of the proposed development. Accesses to the development are discussed further in section 5. There are also several residential dwellings on-site, with associated farm structures, at the locations noted in figure 2-1. It is understood that these dwellings will remain, and will not generate additional traffic with the proposed piggery.

2.2 Existing Road Network 2.2.1 General

The locality of the proposed development site is shown in figure 2-1 and 2-2. The major components of the surrounding road network likely to be impacted by the development include the following roads and intersections. Beyond the immediate network, the numbers of additional trips associated with the development and their impact are considered to be minimal and less than the 5% trigger for assessment. Impacted road infrastructure:

2.2.2 Texas Yelarbon Road

The Texas Yelarbon Road is a state government controlled road with the following characteristics:

- DTMR permanent count site data at site 51254 6km south of the Cunningham Highway (approximately 2km west of the site entrance) recorded an AADT of 152vpd with 38% heavy vehicles in 2015. In previous years the following traffic data was recorded:

o In 2013, 155vpd. This was slightly higher than 2015, and thus from 2013 to 2015 there was negative growth.

o In 2012, 131vpd. Lower than 2013 and 2015, and represents significant growth to 2013.

o In 2010, 129vpd. Very similar to 2011, with less than 1% growth. - The Texas Yelarbon Road is not included in the TMR report ‘Traffic Growth

Projections for Surat Basin 2011’. - Based on the data available, a long term growth rate of 3% has been adopted,

which results in 165vpd in 2018, and 211vpd by the design horizon year of 2028. - The road is a school bus route within 12km east of the Cunningham Highway

intersection, including along the frontage of the site. There is a designated bus stop at the western end of Texas-Yelarbon Road, south of the intersection with the Cunningham Highway. There are no bus stops within the 5.7km frontage of the development site, or nearby.

- Texas-Yelarbon Road is a designated b-double route, and road trains are permitted between the Yelarbon end (chainage 54.5km) to approximately 21km west of the Texas end of the road). This appears to be to provide road train access to the Whyalla Feedlot at chainage 20.74km.

- Within the road section including the proposed site (west of the Whyalla Feedlot), based on data from site 51254, the total heavy vehicle percentage is 28.38%, with a significant proportion of total vehicles being b-doubles (5.92%) and road trains (19.08%).

- The road has several floodways, and a narrow bi-directional bridge at chainage 54km.

- The road has no posted speed and given the rural environment is assumed to have a speed limit of 100kph.

- The road pavement in the vicinity of and west of the site, appears to be in good condition, with little edge wear, considering the 7-8m seal width and current heavy vehicle traffic mix, . The current pavement width, marked with centre line-marking, appears to be sufficient for the existing low volumes.

- East of the site, the sealed pavement width is generally 6m wide with a centreline. Note: minimum of 7m is commonly required for a b-double or road train route, though low volume situations of 6m may be allowed.

- QTrip has no works scheduled currently for the Texas Yelarbon Road.

- There are no crashes recorded along the 5.7km frontage of the site. In general, crashes on the Texas-Yelarbon Road between 2002 and 2014 were single vehicle crashes.

2.2.3 Cunningham Highway

The Cunningham Highway is a state government controlled highway with the following characteristics:

- Generally a 9m wide sealed pavement including 1.5m wide sealed shoulders, centre lines and edgelines.

- QTrip has no works scheduled currently for the Cunningham Highway, in this location.

- The Cunningham Highway is a b-double and road train route.

- DTMR permanent count site data at site 50008 6km east of Yelarbon (just west of the intersection with Texas Yelarbon Road, recorded an AADT of 1,461vpd in 2015, a significant reduction on the 1958 vehicles was recorded in 2013, and similar to the 2012 volumes of 1407vpd. This is a similar growth pattern as exhibited on the Texas-Yelarbon Road. The Texas Yelarbon Road is not included in the TMR report ‘Traffic Growth Projections for Surat Basin 2011’.

- Long term, a growth rate of 4% linear has been adopted for this road, resulting in design horizon volumes of 3,133vpd at 2028. These remain within the capacity of the existing 9m sealed pavement width.

2.2.4 Texas-Yelarbon Road/Cunningham Highway intersection The Texas-Yelarbon Road/Cunningham Highway intersection is a sign controlled t-intersection with the following characteristics:

- Give-way sign control, with a hazard board opposite the minor road (Texas-Yelarbon Road) approach.

- 100kph posted speed limit on the Cunningham Highway. No posted speed limit on the Texas-Yelarbon Road approach to the intersection.

- The intersection is not lit. - There is a culvert under the Cunningham Highway on the eastern side of the

intersection. - Visibility exceeds 300m in either direction at the intersection, which is a level,

straight section on the Cunningham Highway meeting Austroads requirements. - Kerb and channel on the south-western corner of the intersection. - There is a bus stop on Texas Yelarbon Road within 100m of the intersection, on the

western side of the road. The bus stop is signed, and has a sealed pavement widening.

- The intersection has a basic left turn treatment (BAL). - There is a short channelised right turn treatment (CHR(s)), which has a 50m turn

lane (including 20m taper), and 90m of chevronned island (110m of chevron including the section within the length of the taper). The lateral movement length is consistent with 110kph design speed, however the diverge length and storage length are slightly deficient at less than 106m (to cater for deceleration of 70m and storage of a type 1 road train).

- Intersection count data was not available for this intersection, however based on comparison of count data at permanent count sites on the Cunningham Highway east and west of the intersection in 2012, it appears that the majority of traffic turns left-out/right-in at the intersection, with 78vpd more on the Cunningham Highway west of intersection. As the Texas-Yelarbon Road had only 131vpd in 2012, assuming all 131vpd also travelled on the Cunningham Highway due to limited attractors in this section, it is likely that 53vpd travelled to/from the east (~40%), and 78vpd travelled to/from the west (~60%). Assuming 10% volumes in the road peak hour, these volumes do not warrant the need for a higher standard turn

treatment than a basic right turn treatment (BAR) through to the design horizon of 2028.

- It is noted there is no defined AM peak, with the road peaks at around midday and in the afternoon, with the most prominent peak at 2-3PM on a Thursday afternoon.

3 TRAFFIC GENERATION AND DISTRIBUTION To establish the impact of the development on the adjacent road network and assess the need for improvements to accommodate traffic generated based on the commencement of a 55,000 SPU piggery, traffic generation and trip distribution to the proposed development have been determined. The proposed development will be a 55,000 SPU Farrow to Finish facility. In a Farrow to Finish facility, weaners are not brought to site as parent animals are housed on-site. Traffic generation for the proposed development has been determined based on advice from FSA on the operational characteristics of the development:

- Light vehicles:

o 36 staff are expected, including 3 maintenance staff. o Work hours for the staff are 4am to 6pm, however it is assumed that this will vary

with daylight hours throughout the year, with a slightly later start in winter. o Staff distribution:

There are several residential dwellings within the property extents, and it is assumed that 5 staff will live on-site in these dwellings.

It is assumed that 5 staff will travel to site to/from the east on Texas-Yelarbon, living in or around Texas.

The remainder are assumed to travel along Texas-Yelarbon Road to/from the west (26 staff) in the direction of Goondiwindi.

o It is expected that visitors to the site will be minimal, estimated to be less than 1 per day. It is assumed that visitors travel to/from the west on Texas-Yelarbon Road (in the direction of the Cunningham Highway), and generally are heading to/from the east (Toowoomba or Brisbane direction) using this route.

o Due to the site’s distance from a residential community, it is assumed that there will be some carpooling, with 20% of staff assumed to car pool.

o Therefore, in the development peak hour it is expected that the development will generate 26vph total, including 21vph to/from the west on Texas-Yelarbon Road, and 5vph to/from the east on Texas-Yelarbon Road.

o Daily volumes 53vpd. o It is assumed that the development will operate 7 days a week.

- Heavy vehicles: o Table 2-1 details anticipated truck volumes generated by the site, with data provided

by Cefn. o The following assumptions were applied by Cefn (refer to Attachment C for

additional data). Bacon pigs to 100kg live weight loaded at 230 head/triple deck semi-trailer. Bacon pigs to 110kg live weight loaded to 220 head/triple deck semi-trailer. Cull sows/boars loaded to 120 head/triple deck semi-trailer.

o As detailed in Table 3-1, there are expected to be 1,062 stock-related tripled-deck semi-trailer movements per year, 531 loaded movements and 531 unloaded movements.

o Transport of feed: As detailed in Table 3-1, there are expected to be 2,558 feed-related semi-

trailer movements per year, 1,279 loaded movements and 1,279 unloaded movements.

Derivation of these numbers by Cefn is included in Appendix C. o Manure will generally be retained for use on-site. o Distribution of heavy vehicles:

It is expected that all heavy vehicle movements are to and from the east (the direction of Toowoomba and Brisbane) via Texas-Yelarbon Road (travelling west of the site to reach the highway) and the Cunningham Highway.

and 1vph heavy vehicles (triple deck semi-trailer). Left in to Texas-Yelarbon Road from the highway: 1vph, including 0vph light

4 TRAFFIC IMPACTS

4.1 Texas-Yelarbon Road The development will add approximately 10vpd to Texas-Yelarbon Road to the east of the site, and 43vpd to the west of the site, increasing traffic on Texas-Yelarbon Road at the design horizon (2028) from 211vpd to 221vpd east of the site, and 254vpd to the west of the site. To the west of the site, where Texas-Yelarbon Road is currently generally 7-8m wide, and a b-double and road train route, the total volumes will remain within the capacity of the existing pavement. To the east of the site, the addition of 10vpd light vehicle traffic is not significant, and does not trigger an upgrade to cater for the total of 221vpd on this section in 2028. It is noted however that as the road is a b-double and road train route it may be considered appropriate to be a minimum of 7m wide. Therefore, the addition of development traffic will not trigger the warrant for upgrades to Texas-Yelarbon Road.

4.2 Cunningham Highway The development will add 13vpd (11.6vpd semi-trailers and 1 light vehicle) to the Cunningham Highway to the east of the intersection with Texas-Yelarbon Road, and 42vpd (all light vehicles) to the highway to the west of the intersection. These volumes will increase traffic on the Cunningham Highway in this section from 3,133vpd to 3,146vpd to the east of the intersection, and to 3,175vpd to the west of the intersection. This is less than a 5% increase above the background traffic volumes and does not warrant further consideration, however it is noted that the existing sealed pavement width is sufficient for the anticipated volumes and composition.

4.3 Texas-Yelarbon Road/Cunningham Highway intersection Hourly volume data was obtained from TMR for site 50008 on the Cunningham Highway just west of the intersection with Texas-Yelarbon Road (refer to Appendix B for TMR count data). The 2015 data indicates that the Cunningham Highway experiences its peak period between 1 and 3pm (7-10 % of the daily volumes depending on the day), with only approximately 1% of AADT corresponding with the AM peak hour of the development from 3-4am, (staff are expected to arrive by 4am). As an appropriate comparison, by 5-6am the peak generated traffic volumes are still only 2% of AADT. This is very similar to Texas-Yelarbon Road, which also has 1% of AADT at 3-4am, and 2% at 5-6am. AM and PM peak hour volumes at the intersection with the addition of development traffic are summarised in figure 4-1.

The intersection was analysed as follows: - AM Peak:

o For the Cunningham Highway and Texas-Yelarbon Road, 2% of AADT was adopted for the AM development peak hour as a conservative analysis relative to the 1% expected during the development peak. Adopting 2%, the volumes at the design horizon will warrant only a basic right turn treatment (BAR) and basic left turn treatment (BAL). Conservatively adopting 2% of AADT for both roads, the warrant for a CHR(s) will not be triggered by the development traffic volumes. A sensitivity analysis was undertaken, and determined that the peak period would need to be closer to 10am, when Cunningham Highway hourly volumes are approximately 6% of AADT in order for the development volumes to trigger the need for a CHR(s) within the design horizon.

- PM Peak: o In the PM peak hour, the development will not add to the right turn movement into

Texas-Yelarbon Road, and will add only 1vph to the left turn into Texas-Yelarbon Road. The PM hourly volumes will not warrant an upgrade to the existing turn treatments.

- Road Peak: o In the road peak, the development will not add volumes to the right turn

movement into Texas-Yelarbon Road, and will only add minimal movements to the left turn into Texas-Yelarbon Road, which will not warrant an upgrade to a higher standard turn treatment, with only a BAR and BAL warranted to 2028.

The development will therefore not trigger the warrant for upgrades to the Texas-Yelarbon Road/Cunningham Highway intersection.

5 LAYOUT REVIEW

The site appears to have sufficient space for parking and heavy vehicle manoeuvres, and should be designed in accordance with the Australian Standard AS2890 and the Goondiwindi Regional Council planning scheme requirements for carparks. It is noted that the Australian Standards do not require sealing of carparks. Site Accesses: There are currently 9 accesses within the 5.7km of frontage on Texas-Yelarbon Road, into the 9 lots that are part of the development site. The existing accesses to the site will be retained, and will cater for similar traffic volumes as at present, with primarily residential and light farm movements. At each location there is sufficient visibility for Austroads requirements for 110kph design speed, primarily due to there being no vertical or horizontal curves within the extents of the required visibility. The locations are listed as chainages on Texas-Yelarbon Road (road section 2322, with zero chainage at Texas, and ending at chainage 54.714 at the intersection with the Cunningham Highway):

• Chainage 47.88km on the eastern side (primary development access) • Chainage 46km on the northern side • Chainage 46km on the southern side • Chainage 45.52km on the southern side • Chainage 45.18km on the southern side • Chainage 44.67km on the northern side • Chainage 44.49km on the southern side • Chainage 44km on the southern side • Chainage 43.28km on the southern side.

The existing accesses in to the site from Texas-Yelarbon Road will remain. No upgrades are recommended for all but the primary access (discussed below), as these will only cater for similar traffic to the existing volumes (residential and light farm traffic), and have sufficient visibility. Primary Site Accesses:

The traffic associated with the piggery will use the existing access on to Texas-Yelarbon Road at chainage 47.88. The access has been assessed as follows:

• There is no posted speed nearby on Texas-Yelarbon Road, and therefore given the rural environment the access is within a section with 100kph speed limit.

• The access is within a signed floodway, however there is no significant vertical curve (refer to figures 5-2 and 5-3), concrete floodway, culverts or floodway markers. It is noted that when flooded the road will be cut in multiple locations.

• There is adequate visibility in either direction at the access, with over 300m visibility, which meets Austroads requirements.

• The existing access caters for farm traffic at present, and is expected to cater for 65vpd with the commencement of the piggery, and 28vph in peak hour (primarily left turns into the site in the AM peak, and right turns out of the site in the PM peak).

• As the access has substantial visibility on a low volume road (less than 100vph in peak hour bi-directional at the design horizon), it is recommended the access be constructed to the TMR standard for a rural access catering for the swept path of a semi-trailer, with a minimum of 10m sealed pavement from the existing sealed edge of Texas-Yelarbon Road to minimize edge wear and the potential for vehicles to track material on to the road.

Internal layout It is understood that the internal roads will be unsealed. The development will actively suppress dust for both amenity and the health of the livestock, and intend to maintain the condition of the proposed gravel pavement to a high standard, undertaking re-sheeting or grading as required. With the anticipated traffic (65vpd), which will be primarily light vehicles (53vpd), it is not considered necessary to seal the internal road network.

6 CONCLUSIONS AND RECOMMENDATIONS

The traffic impact assessment has shown that there are no traffic engineering reasons why the proposed development should not be approved. The following are recommendations for works to surrounding roads and intersections that are warranted within the design horizon of the development. Traffic Impact Assessment:

• Texas-Yelarbon Road:

o The existing road geometry is adequate for the increase in traffic associated with the development, with no upgrades warranted.

• Cunningham Highway: o The existing road geometry is adequate for the increase in traffic associated

with the development, with no upgrades warranted. • Texas-Yelarbon Road/Cunningham Highway intersection:

o The development is not expected to add to the right turn into Texas-Yelarbon Road outside of the development peak. The volumes at the intersection will warrant only a basic right turn treatment (BAR) and basic left turn treatment (BAL) to the design horizon (2028).

o The development will not trigger the need for upgrades to the intersection. Site Layout and Access

• The site appears to have sufficient space for parking and heavy vehicle manoeuvres.

• It is recommended that internal parking and roads be designed in accordance with AS2890 and the Goondiwindi Regional Council planning scheme requirements for carparks. It is noted that the Australian Standards do not require sealing of car parks.

• It is recommended that the primary access to the site at chainage 47.88km on the northern side of Texas-Yelarbon Road be constructed to TMR standards for a rural access catering for the swept path of a semi-trailer, with a minimum of 10m sealed pavement from the existing sealed edge of Texas-Yelarbon Road to minimise edge wear and the potential for vehicles to track material onto the state government controlled road.

• The “other” existing accesses on to Texas-Yelarbon Road will remain. No upgrades are recommended for all but the primary access, as these will only cater for similar traffic to the existing volumes (residential and light farm traffic), and have sufficient visibility.
