Message from the Director

The annual report of the institution is very important to assess its efficiency, effectiveness and

productivity. The government is the main input provider for this institute. These inputs are

provided through Ministry of health. The government and other stake holders have rights to

know our progress. This report gives good analysis of our progress and output.

Health indicators are valuable parameters in assessing the heath status of the population and

there by the status of the country. Health indicators are formulated by the collection and

analysis of data by Ministry of health.

At National Eye Hospital this process is handled by the quality assurance unit which publishes

its statistics and activities in the Annual Report. The purpose of this report is to,

1. Provide a feedback on efficiency, effectiveness and productivity.

2. For future planning and recruitment of staff

3. Justify requests to increase resources from Ministry of Health, and nongovernmental

organizations.

4. Educate the public.

5. Demonstrate our accountability and responsiveness.

I thank the quality assurance unit for their untiring effort and wish them all the best in their

future endeavors.

Eye care is Noble vision

"Let there be Light"

I am delighted to addressed and interact with the doctors, nurse, paramedics, optometrist

and staff of the Eye Hospital. I am happy that National Eye Hospital has a vision of becoming

the best tertiary care centre in becoming the best tertiary eye care centre in Sri Lanka to

providing quality care to people across all sections of the society. Also, I appreciate the mission

of this hospital to make a lasting impact on the eradication of blindness in Sri Lanka by

providing quality care without any economic or social discrimination .When I am in the midst of

health care giving community , I would like to share few thoughts on " Eye care is Noble

vision ''

Excellence in Eye Care

Friends, eye care is one area where India has reached good progress in diagnosis,

treatment and particularly in reducing avoidable blindness nationally. Such an excellence is not

by accident. It is due to vision of pioneering thinkers, imaginatively executed with systematic

capability building, effective networking of specialists in India and abroad, good social

entrepreneurship models to ensure incisiveness and a desire to maintain excellence. I personally

feel the eye care examples have elements which can be translated to many other areas. At the

same time eye care professionals have to strive to maintain and excel in excellence by

intensifying research. This excellence has arisen from the collective efforts of doctors, nurses,

paramedics and the other staff of eye care institutions.

Status of Eye diseases in India

I was going through the studies carried out by two important groups the L V Prasad Eye

Institution (the Andhra Pradesh Eye Disease Study APEDS) and the Aravind Eye Hospital (the

Aravinda comprehensive Eye surgery, AECS) on the overall prevalence of the Eye disease

including retinal disease in general population in India. The results show the following trends.

We can see that the retinal disease constitute around 11% of all the eye diseases. The

common retinal diseases are Diabetic Retinopathy (DR).Age related macular degeneration

(ADM),Hereditary Retinal Dystrophies (HRD) and Retinopathy of Prematurity (ROP) .I am

confident that Doctors of National Eye Hospital are focusing on removing the problems related

to all eye diseases including glaucoma, Refractive errors and congenital eye diseases. You make

to analyze the proportion of Eye diseases encountered in Sri Lanka is same as India. If they are

different, you may like to carry out research for establishing the reason, so that corrective action

can be taken by modifying the life style of Sri Lankan Citizen.

Burden and Treatment

I am fortunate to have topmost ophthalmologists as my friends who are involved in

various phases of treatment and particularly research, development on eradicating avoidable

blindness in our country and aboard.

Let me share few experience, what I have learnt.

Cataract blindness (close to 50%) and refractive errors (close to 20%) continue to be the

main cause of blindness, and is followed by retina, Glaucoma and cornea cause of blindness. But

what different is the amenability of treatment. Cataract needs a onetime surgery and refractive

error needs a pair of spectacles. In contrast retina, glaucoma and cornel related blindness and a

complex care in diagnostic and treatment, resulting in the need of high skilled personals, cost

effective diagnostic tools and treatment outcome from research efforts.

Dimension of health care giving

Diagnosing diseases accurately without including diagnostic pain indeed reflects the

professional excellence of the healthcare giver. Curing the patients, with precise treatment, with

minimum time and cost, and zero side effects is a tribute to the human ingenuity.

Of course based on the diagnosed the disease and curing experience, the healthcare givers,

becomes a teacher to the families and other patients. The preventive cure is indeed, a great

contribution for the national health and the healthcare givers becomes a partner to national

development.

There are two aspect of medicine - curing and preventive. For example, the diabetic and

cardio disorders are life style disorders and preventive medicine can be applied. Another area is

training. We have three famous ophthmologists in India. One is Dr.S.Badrinath, founder of

Shankar Netralaya, Chennai, Dr. Namperumalswamy of Aravind Eye Care system, and Dr.

G.Nageswar Rao, founder chairman of LV Prasad Eye Institute Hydrerabad.These three

ophthmologists brought worked class treatment for the Diabetic Retinopathy to Indian people.

They have further trained about 300 doctors specializing in diabetic retinopathy.

Six virtues medicare giver must possesses

Friends I would like to share my experience with choatyi Nyima Rinnpoche ,the chief

monk in Kathmandu and a medical researcher. After nearly a kilometer of walk, I reached the

white kumba where the chief monk and his disciples were waiting to receive me. After reception

the chief Monk said, let us go to our study room and I followed him. He climbed the fifth floor,

just like a young boy. Probably the life style has a positive impact on the mind and body. All

along I was following and following.

When I reached his chamber, I saw a laboratory and a spiritual environment overlooking

the Himalayas. What surprised me was his research students come from different parts of the

world.Particulary he introduced me to his coauthor David R Shlim, MD who is working on a

research area, Medicine and Compassion. The chief monk Choakyi nyima Rinpoche and myself

exchanged few books. The monk has written with Dr.Dvid R.Shlim a book titled " Medicine and

read it during my journey from Kathmandu to Delhi. This book gives six important virtues which

a medical practitioner has to possess towards their patients.

First virtue is generosity: the second virtue is pure ethics; third is tolerance, forth is

perseverance, fifth is cultivating pure concentration and the sixth virtue is to be intelligent.

These virtues will empower the care givers with a human heart. I find these virtues era the core

competence of the doctors, nurses, paramedics and support staff of National Eye Institute.

Conclusion

We have the best of doctors and technologist in India and Sri Lanka. We have core

competence in India and Sri Lanka. We have core competence in design and software

engineering. Emerging technologies in virtual reality and micro machines will transformation

should lead to helping the people who cannot afford the modern medical care, particularly in

rural areas. To improve the availability of eye care facility to the rural masses, I would suggest

the provision of vision centers, mobile eye clinics and tele - ophthalmologic clinics by National

Eye Hospital.

My best wishes to all of you for success in your mission of removing the pain of needy

patients.

1) I as an eye care professional realize by removing the darkness and giving the light to patient is

indeed the God's mission.

2) I will always give part of my time for treating patients who cannot afford.

3) Based on the experience and my core competence as a doctor, I am capable of diagnosing the

exact disease at right time.

4) I will treat at least 30 rural patients in a year by going rural areas.

5) I will encourage the development of quality indigenous equipments and consumables by

making use of them and assisting in enhancing the quality and reliability of the products.

6) As a doctor, I will teach the patients, their families in prevention eye care based on my

diagnostic observation.

7) I will specialize the field of bionic eye also glaucoma diagnosis and cure in similar standard

what you all have achieved in cataract disease.

8) I will follow the motto "let my remove the pain of the suffering humanity and bring smiles.

Our Mission

To provide adequate quality service to satisfy patients through maximum tertiary level

eye care with advance technology and kindness of the well trained staff, to give necessary

training and guidance for all categories of staff in the eye care service in Sri Lanka and

also to support and conduct community eye care programs.

Our Goals

1. To become the excellent center, facilitating eye care in South Asia by 2020.

2. To develop attractive, up to date training programs for each category of health staff

suitable for local and international level in eye care.

3. To establish an international level research center in eye care.

4. To provide technical guidelines for the training of all categories of staff in the eye care

service. 5. To support and conduct community eye care programs in collaboration with donors.

Cooperate Level Strategies

1. To introduce latest technology and update these technology for eye care in next five

years.

2. To prepare a curriculum of training program suitable for local and internationals.

3. Establish international research centre with help of college of ophthalmologists and

private sector.

4. Establish system to get assistance from hospital committee, N.G.O. and donors for

development work.

5. To introduce productivity and quality programs to increase quality and productivity.

6. Maximum use of operation theatre allowed for private sector patients operation by our

consultants for reasonable chargers.

7. Promotions of our services in South Asian countries for low cost but add reasonable

income for hospital.

8. Forward project proposal to international organizations to establish well equipped units

with new technology in new building.

Dr. Charith Fonseka, Consultant Ophthalmologist from Monday to Thursday.

Activities of Health Education Unit

The health education unit plays a major role in this institution. The following activities are

carried out by the health education unit.

1. Daily health education is given on air or individually for OPD patients on common eye

conditions.

2. Acts as the triage system to grade emergency casualties.

3. Post operative health education is given for patients on their successive clinic visits.

4. Following special day programs are conducted. Here special lectures are organized in both

Sinhala and Tamil for patients.

5. Organization of health exhibitions and participation for health exhibitions.

6. Conduct training program for nurses and miner staff.

Infection Control Unit

Infection control unit plays a pivotal role on controlling the infection rate in this institution. This unit

plays an unremarkable service to control infections within the hospital. Some of its activities are listed
