was another exciting year for

the Barbados Accreditation

Council as it sought to achieve

key strategic objectives

including the hosting of the

6th Annual Conference of

the Caribbean Area Network

for Quality Assurance

in Tertiary Education

(CANQATE) in October,

2009; hosting of technical

workshops; developing and

implementing other key

quality assurance processes

such as the recognition

of awarding bodies; and

establishing an Accreditation

and Programme Approval

(Validation) Committee to

review the recommendations

of evaluators, amongst other

responsibilities.

The Council has continued to

build and sustain relations with

quality assurance agencies/

recognition bodies, tertiary

institutions and other key

stakeholders regionally and

extra-regionally. Indeed, we

were pleased to host a two-

day study visit by Mr. Kelvin

Malcolm, Executive Director

of the St. Vincent and the

Grenadines Accreditation

Council and meet with

the Education Credential

Evaluators (ECE) from the

USA to discuss our operations

and possible areas for mutual

collaboration.

During the next financial year,

the Council will be forging

ahead with its mandate to

provide quality assurance of

tertiary educational provision

through increased educational

public awareness of the need

to ensure that programmes

of study and institutions are

accredited or recognized by

the competent authorities

in their respective home

countries. We will continue to

work closely with providers

in preparation for institutional

and programme accreditation

which will provide global

recognition of local tertiary

educational provision, a

necessity in this competitive

world. Also of importance,

the Council will be working

with the Ministry of Education

and Human Resource

Development to develop

a National Qualifications

Framework for Barbados that

will facilitate educational and

labour mobility regionally and

extra-regionally.

Through its various activities,

the Council is anticipating that

the notion of quality will result

in new or improved quality

management systems within

tertiary educational institutions

and ultimately, in the global

recognition of high quality

tertiary educational provision

in Barbados

ESTABLISHMENT, ROLE AND RESPONSIBILIITESBARBADOS ACCREDITATION COUNCIL

Establishment of the Barbados Accreditation Council

The Barbados Accreditation Council was established as a statutory body under the authority of the Barbados Accreditation Council Act, 2004-11. It has two (2) broad roles:

1. The registration of institutions offering post-secondary or tertiary education and programmes of study, the accreditation and re-accreditation of programmes and institutions in Barbados; and

2. The granting of Certificates of Recognition of Caribbean Community Skills Qualification to applicants who satisfy the requirements for recognition as skilled CARICOM nationals and verifying of Certificates of Recognition of Caribbean Community Skills Qualification granted to community nationals by their own country.

The responsibilities of the Barbados Accreditation Council are to:

a) Register institutions offering post-secondary or tertiary education and programmes of study in Barbados;

b) Accredit qualifications offered in Barbados;

c) Examine and verify Certificates of Recognition of Caribbean Community Skills Qualification

granted to Community nationals by their own country for the purpose of giving effect to Article 46 of the Revised Treaty of Chaguaramas; and

d) Grant Certificates of Recognition of Caribbean Community Skills in accordance with the provisions of the Caribbean Community (Movement of Skilled Nationals) Act, 2004 and for related purposes.

The functions of the Council are to, inter alia:

e) Register local, regional and foreign-based institutions that offer educational courses in Barbados;

f) Accredit and re-accredit programmes of study and institutions operating in Barbados;

g) Maintain a record of all institutions that are registered and accredited by the Council pursuant to paragraph (a) and the educational courses offered by those institutions;

h) Advise on the recognition of foreign-based institutions and their awards;

i) Establish relationships with national, regional and international accreditation bodies;

j) Determine the equivalency of programmes and qualifications; and

k) Examine and verify Certificates of Recognition issued to Community nationals.

Meetings of the Board

1. During the period April 1, 2009 to March 31, 2010, the Board of Directors held eleven (11) regular meetings.

Re-appointment of Board of Directors

2. On February, 18, 2010 the Board of Directors was re-appointed by instrument to serve for a period of two (2) years. The first meeting of the Board for the Financial Year: April 1, 2009 to March 31, 2010 was convened on April 21, 2009.

Internal Committees of the Board

3. During the period under review, the Board’s Internal Committees, namely: the Finance Committee held three (3) meetings and the Human Resource Management (HRM) held two (2) meetings. The responsibilities of the Finance Committee include reviewing and making recommendations to the Board of Directors on matters related to financial management, funding requirements, monitoring the financial operations and results. The responsibilities of the HRM Committee include reviewing and making recommendations to the Board of Directors with regard to Council’s strategy, practices, procedures in relation to recruitment, leave (vacation, study, training, other), performance appraisal, discipline and termination of employment.

Engagement of Services

4. During the period under review, the following service providers were engaged by the Council:

a. Hinkson Computer Solution Inc. was engaged on an “As Required” basis to manage the daily operations of the Council’s IT system;

b. Ron Bancroft and Company Limited was engaged to provide auditing services for the financial year 2009-2010; and,

c. Grace McCaskie & Company was engaged as Legal Counsel on a retainer basis to provide legal services to the Council.

Training and Development

5. The following local training and development opportunities were provided for staff:

Student Attachments:

6. Two (2) students from the Samuel Jackman Prescod Polytechnic were attached to the Council during the periods June 2 – July 10, 2009 and December 14, 2009 – January 1, 2010.

Hosting of Study Visit:

7. During the period May 28 – 29, 2009 the Council hosted a two-day study visit for Mr. Kelvin Malcolm, the newly appointed Executive Director of the St. Vincent and the Grenadines Accreditation Council. The primary objective of Mr. Malcolm’s visit was to observe the Council’s operations to assist the new agency with implementing quality assurance processes and procedures.

TECHNICAL OPERATIONSRegistration of Institutions

8. Institutions offering post-secondary and tertiary education and training must register with the Council. The primary purpose of registration is to ensure that educational institutions and training providers meet approved standards to operate legally in Barbados; for example, fire and health compliance, along with adequate physical, learning and financial resources.

9. Between April 1, 2009 and March 31, 2010, twenty-nine (29) institutions were registered with the Council. The list of registered institutions is shown at Appendix I.

Development of Policies, Procedures and Systems

10. During the period under review, the following policies, procedures and systems were developed and approved by the Board of Directors, for:

• Recognition of Awarding Bodies;

• Revised Registration Procedures for Providers; and,

• Fees for Programme Approval

11. The fees were approved by the Ministry of Finance.

Accreditation and Programme Approval (Validation) Committee (APAC)

12. At its meeting held on May 27, 2009 the Board of Directors agreed to the establishment of the Accreditation and Programme Approval (Validation) Committee (APAC). An orientation session was held on 24th February, 2010 to apprise the APAC members of the role and responsibilities of the Council, the programme approval and accreditation processes and procedures and the mandate of the Committee.

13. Its members comprise the following:

• Dr. Gladstone Best, Association of Caribbean Tertiary Institutions (ACTI)

• Ms. Wendy McClean, Representative of the Technical and Vocational Education and Training (TVET) Council

14. The Terms of Reference of the APAC are as follows:

• Reviewing the recommendations of the Evaluation Team;

• Establishing common standards for evaluating reports;

• Ensuring that decisions made are reliable and can stand up to scrutiny;

• Periodically reviewing the programme approval and accreditation policies and procedures in order to make recommendations as necessary; and,

• Ensuring that the Accreditation and Programme Approval process and procedures are cohesive and meet internationally accepted requirements.

Equivalency of Qualifications

15. The Equivalency Committee met monthly to review the recommendations of the Secretariat and the criteria to be used for determining equivalency/ comparability of foreign-based qualifications to local awards.

16. The members of the Equivalency Committee comprise:

• Mr. Kenneth Walters, Human Resource Professional; Deputy Chairman, Board of Directors; Chairman

• Mr. Laurie King, Chief Education Officer (ag.)

• Mr. Herbert Gittens – Representative, CTUSAB (Board Member)

• Mr. Geoffrey Yearwood – Representative, Technical, Vocational Education and Training (TVET) Council

• Mr. Wayne Marshall – Representative, Ministry of Civil Service

• Ms. Valda Alleyne, Executive Director, BAC

17. Approximately forty (40) qualifications were evaluated to determine their equivalencies

to local qualifications and precedents were established for future reference.

Recognition of Institutions and Programmes of Study

18. Apart from comparability of qualifications to local awards the Council issued statements on the recognition/ accreditation status of overseas institutions and programmes of study. During the period under review, thirty-five (35) requests for recognition of institutions and programmes of study were processed and states of recognition or accreditation issued to applicants.

19. Over time interest in the recognition services has shown a steady increase as the Council has sought to alert members of the public about the prevalence of Diploma and Accreditation Mills. As part of the Council’s delivery of optimum customer service, the public was also advised to ensure that prospective institutions and programmes of study are accredited or recognized in their home countries before pursuing studies.

Quality Enhancement Activities

20. The Council has continued to provide developmental support and guidance to institutions and providers. Three (3) technical workshops were held during the period under review:

• Curriculum Design and Development:May 19 – 20, 2009 – This workshop was aimed at equipping providers with the skills, knowledge and expertise needed to develop and implement a curriculum; and facilitating the process where stakeholders receive optimal benefits from the educational provisions. The facilitator was Mr. Winston Mayers, former Deputy Principal of Erdiston Teachers’ Training College. Approximately twenty-one (21) providers benefitted from this forum. This workshop was held at the BAC’s Conference/ Training Room.

• CANQATE Core Group Workshop:September 16, 2009 – This workshop which

was hosted by the Barbados Accreditation Council sought to promote a “QualityCulture” in tertiary education in Barbados. The facilitator was Professor Vivienne Roberts, Deputy Principal of the University of the West Indies, Open Campus and President of the CANQATE (Barbados) Core Group. The venue was the National Union of Public Workers (NUPW) Headquarters.

• Quality Indicators Workshop forProgrammatic and InstitutionalAccreditation:March25,2010 – The Council sought to equip providers with techniques and skills to identify quality indicators (evidence) required for programmatic and institutional accreditation with the Council. Ms. Valda Alleyne, Executive Director, BAC, was the facilitator and the venue for the workshop was the PomMarine Hospitality Institute.

Appointment of Evaluators

21. The Council has the authority to engage competent professionals to ensure that its activities are undertaken effectively. To this end, the Council advertised for persons to serve as Evaluators and subsequently approved twenty (20) persons based on their qualifications, practical experience, knowledge and understanding of the tertiary sector and quality assurance and quality enhancement systems.

22. Orientation meetings were held on March 18 and March 30 for the selected pool to apprise them of the process and procedures of registration, accreditation and programme approval and discuss their Terms of Reference.

Membership

23. The Council continued its membership with the following regional and international agencies:

• Caribbean Area Network for Quality Assurance in Tertiary Education (CANQATE);

• Association of Caribbean Tertiary Institutions (ACTI);

A section of the Evaluators at the Orientation Meeting in the Conference Room of the BAC

• International Network for Quality Assurance Agencies in Higher Education (INQAAHE); and

• The National Recognition Information Centre for the United Kingdom (UK NARIC).

Certificate Of Recognition Of CARICOM Skills Qualification

24. During the period under review, the Council issued one hundred and twenty-six (126) Certificates of Recognition to eligible CARICOM nationals. Of these persons fifty-eight (58) accounted for males and sixty-eight (68) for females. In terms of Certificates issued, forty-two (42) were issued to Barbadians; Jamaicans accounted for twenty-four (24); nationals of Guyana accounted for twenty-one (21); nationals of Trinidad and Tobago followed with sixteen (16) and nationals of St. Vincent and the Grenadines were issued with eleven (11).

25. In regard to the Certificates of Recognition for verification, ninety (90) Certificates were presented by non-nationals of which thirty-six (36) accounted for males and fifty (54) for females. With respect to verification by country, thirty-three (33) were nationals of Guyana; St. Vincent and the Grenadines accounted for eighteen (18); Jamaica with fourteen (14) and Trinidad and Tobago accounted for eleven (11).

26. In terms of the skills category for certificates issued; 63% accounted for Graduates and 26% for holders of Associate Degree or comparable qualification. Of the total amount of certificates issued; 67% accounted for non-nationals and in terms of skills category for certificates verified, 57% accounted for Graduates and 18% for Nurses. In total two hundred and sixteen (216) Certificates of Recognition and Verification were issued. No refusals were recorded during the period.

27. Tables I and II show the number of Certificates of Recognition of CARICOM Skills Qualification issued by gender and age group during the

period April 2009 to March 2010. The most movement occurred in the 26 – 30 age group in respect of both sexes.

28. Certificates Issued:

29. In terms of certificates issued; the countries of Guyana, Jamaica and Trinidad and Tobago accounted for marginal decreases in this category, while Barbados recorded a significant decline of approximately 67%, followed by St. Vincent and the Grenadines with an of over 70% increase.

30. Verifications Issued:

31. In terms of verifications issued in the financial year 2008 – 2009; nationals of St. Vincent and the Grenadines recorded a significant increase of over 50% in comparison to nationals from Guyana, Jamaica and Trinidad and Tobago. In the financial year 2009 – 2010, there was marginal decline recorded in this category from the countries of Guyana and Jamaica which averaged less than 10%, while St. Vincent and the Grenadines accounted for a significant decline of approximately 95%. (See Figure II)

33. Refusals Issued:

In the financial year 2008 – 2009, two (2) nationals from Jamaica did not meet the criteria for recognition as skilled CARICOM nationals and were therefore not issued with a certificate or verification letter. There were no refusals in the financial year 2009 – 2010. Figure III provides a pictorial representation with respect to this category.

34. Periodic meetings were held with the Immigration Department, CSME Focal Point in the Prime Minister’s Office, and relevant category agencies aimed at ensuring the smooth facilitation of the free movement of CARICOM nationals. Additionally, quarterly statistical reports were produced by the Council and disseminated to the CSME Focal Pont, Prime Minister’s Office, Ministry of Labour, CARICOM Secretariat (CSME) Unit, Ministry of Education and Human Resource Development and other relevant agencies.

CONFERENCES, SEMINARS AND MEETINGS

International Network for Quality Assurance in Higher Education (INQAAHE) Conference

35. During the period March 30 – April 2, 2009 the Chairman and the Executive Director represented the Council at the 9th Biennial Conference of the International Network for Quality Assurance in Higher Education (INQAAHE) in Abu Dhabi, United Arab Emirates. The primary theme of the Conference was “New approaches to Quality Assurance in the Changing World of Higher Education”.

Virtual University for Small States of the Commonwealth – Transnational Qualifications Framework (VUSSC-TQF) Meeting

36. The Council was represented by Ms. Pamela Dottin, Accreditation Officer, at a Cluster Meeting to discuss the proposed Virtual University for Small States of the Commonwealth (VUSSC) Transnational Qualifications Framework (TQF) held in St. Lucia during the month of June 2009.

UNESCO World Conference on Higher Education

37. The Executive Director represented the Council at the United Nations Education, Social, Economic and Cultural Organization (UNESCO) World Conference held in Paris, France during the period July 5 – 9, 2009. The Conference had as its theme “The New Dynamics of Higher Education” which attracted administrators and faculty from tertiary/ higher educational institutions, heads and other representatives form external quality assurance agencies and students or representatives from student bodies.

38. Ms. Alleyne also attended the Global Initiative for Quality Assurance Capacity (GIQAC) workshop that was convened on July 10, 2009 in Paris, France for regional networks of external quality assurance agencies.

Hosting of The 6th Annual Caribbean Area Network For Quality Assurance In Tertiary Education (CANQATE) Conference

39. The Council hosted the 6th Annual Caribbean Area Network for Quality Assurance in Tertiary Education (CANQATE) Conference during the period October 6 – 8, 2009 at the Lloyd Erskine Sandiford Centre (LESC), Two Mile Hill, St. Michael.

40. At the prestigious Opening Ceremony, the Keynote Address was delivered by acting Prime Minister of Barbados, The Honourable Freundel Stuart, Q. C., M. P. The theme for the Conference was “Balancing Quality and Quantity: The Global Challenge for Tertiary Education”. This theme was considered relevant and timely given the need for equity, access and quality of tertiary educational provision, amongst other challenges facing tertiary educational providers’ worldwide.

41. The Conference was preceded by a Pre-Conference Workshop on October 6th which had as its theme “Building an Effective Self-Study”. The facilitator for the Workshop was Professor Donald Hanna, Educational Communications (Distance Education), University of Wisconsin-Extension, U.S.A.

Representation on CANQATE Board of Management

42. At the 2009 Annual General meeting which was convened during the 6th Annual Caribbean Area Network for Quality Assurance in Tertiary Education (CANQATE) Conference, the Executive Director of the Barbados Accreditation Council was elected to serve as President of the Board of Management of the Caribbean Area Network for Quality Assurance in Tertiary Education (CANQATE) for the period 2009 – 2011.

Education Credential Evaluators (ECE), USA

43. At the conclusion of the CANQATE Conference 2009 and in a continuing effort to build relations with international recognition agencies, personnel of the Education Credential Evaluators (ECE) visited the Council. At the meeting an overview of the Council’s operations was provided and discussions were held on the research project being undertaken by the ECE in assessing the different educational systems in the Caribbean. The project would assist with the evaluation of the comparability of qualifications gained in the Caribbean with the educational system in the United States of America.

an Evening Reception held at the PomMarine Hotel, Marine Gardens, Christ Church. The establishment of the CANQATE Core Group (Barbados) is an initiative identified by the Board of Management of CANQATE for building and sustaining a “Quality Culture” across the Caribbean region.

Association of Caribbean Tertiary Institutions (ACTI) Inc. Conference

45. Mrs. Sharon Alleyne, Accreditation Officer represented the Council at the 19th Annual Conference of the Association of Caribbean Tertiary Institutions (ACTI) Inc. The conference was held in Antigua and Barbuda during the period November 11 – 13, 2009 under the theme “Innovation and Tertiary Education”.

46. The Council was represented at various local meetings with stakeholders such as the Association of Caribbean Tertiary Institutions (ACTI) and the Technical and Vocational Education and Training (TVET) Council.

PROMOTION AND MARKETING47. The Board of Directors approved Promotions

and Marketing Action Plans for the Council for the Financial Year: 2009 – 1010 and the Caribbean Area Network for Quality Assurance in Tertiary Education (CANQATE) Conference 2009. The activities implemented during the period under review, included:

Bi-annual Newsletter

48. The Council published the third edition of its bi-annual newsletter called BAClight during the months of June and December. This publication is intended at creating a greater awareness of the Council and its activities through the provision of perspectives on issues in post-secondary and tertiary education and information on events, services and International Quality Assurance and Quality Enhancement matters to its stakeholders.

49. The December 2009 edition of BAClight was primarily devoted to highlights from the 6th Annual CANQATE Conference which was ‘hailed a success’ by all the delegates who participated. The newsletter was also made available electronically, via the Council’s website to interested local, regional and extra-regional users.

Information Sessions

50. During the period under review, Information Sessions were held with private and public sector agencies/ organizations which included; Invest Barbados, the Political Action Committee of the Barbados Workers’ Union, Barbados Association of Journalists, the Barbados Medical Council and the Ministry of Health .

Giggurd and Boo Production: “The BAC and You”

51. The Board of Directors approved a television production called “Giggurd and Crew: The BAC and You” in an effort to enhance the Council’s dissemination of information in simple layman’s terms. It was aimed at promoting the services of the Council in a format that provides entertainment and information. The production

was shown on the Caribbean Broadcasting Corporation television and the Council received much positive feedback.

Television Commercial

52. The Council continued to intensify its promotion and marketing with the production of a 30-second commercial which was aired on television and radio from July to October.

Television Interview

53. During the month of November 2009 the Caribbean Broadcasting Corporation visited the Council and an edited television interview was aired on the activities of the Council. The Council again received much positive feedback.

Bronze Sponsorship Package

54. The Council intensified its promotion and marketing through a ‘Bronze Sponsorship Package’ with the Caribbean Broadcasting Corporation which saw the Council being promoted during premier events as a sponsor of major Crop Over activities and during prime time movies over a three-month period.

Advertorials

55. During the period under review the Council intensified its promotion of its recognition services with a focus on the accreditation programme through advertorials that were published in the daily newspapers of The Nation Publishing Company and Advoctate Publishing 2000 Ltd. Press releases, flyers, advertisements and other materials were used to promote the technical workshops and the Councils’ activities.

Green Back Moments/ Possibilities

56. The Council’s marketing and promotional thrust was facilitated through a one-minute radio programme called “Green Back Moments/ Possibilities” that sought to build educational awareness. As part of the programme, words, phrases and terms peculiar to accreditation and quality assurance among other quality perspectives were defined with the aim of educating the listeners about key quality assurance concepts and creating a quality culture within Barbados. It was produced by STARCOM Network’s Voice of Barbados (VOB) 92.9 FM.

Careers Showcase/ Fair

57. The Council was invited to participate in a Careers Showcase at the St. Michael’s School on Thursday, February 16, 2010. Ms. Katrina Ifill, Information Officer, delivered presentations on the Recognition Services and other services offered by the Council.

58. The Council participated in a Careers Fair at Norman Centre, Bridgetown which was aimed at educating the public about its services. This forum also provided the opportunity to advise interested persons about the need to check the recognition of programmes, qualifications and institutions before embarking on studies, locally and overseas.

FINANCIAL STATEMENTS

a) For the financial Year 01st April, 2009 to 31st March 2010, the Barbados Accreditation Council was allocated the sum of one million, four hundred fifty four thousand six hundred and ninety dollars ($1,454,690.00) by the Ministry of Finance.

b) The actual amount of funds expended was one million four hundred and twelve thousand and fifty two dollars and zero cents ($1,412,052.00)

c) The Audited financial statements as at 31st March , 2010 are appended to this report
