    The Real Scoop:The Shining Path and the Peruvian government have waged war for some time. For a

    while, the Fujimori regime appeared to have control. Contrary to the popular press, the Shining

    Path werent dead; they were merely raising funds for a serious campaign. The Shining Path

    founder, Guzman, died in prison after a lengthy stay in which he renounced the Path and their

    principles.

    Guzman's departure left an opening for a protg, Oscar Ramirez Durand. Durand

    changed the organization, setting forth new goals. Peru has been a serious player in the drug

    market; Durand switched from supplying raw cocoa to supplying refined cocaine. The Cartel

    wasn't pleased, however, the two organizations were able to work together, ensuring a steady

    stream of capital for the Shining Path and an easy supply of drugs for the Medelin Cartel.

    Durand met with several Russian weapons dealers, including several of VassilyKuzentov's local flunkies (Vladimir "Vlado" da Silva and Yuri Mozhvadov). Durand isn't sure

    exactly who da Silva and Mozhvadov represent, but it's clear that they are more than just locals

    selling some guns. Durand is more than a little concerned about who exactly they work for. In

    the mean time, Durand has received major shipments of weapons including Hungarian production

    Kintex AK-74's and AK-74U's, Ultimax 100 light machine guns, FN MAG general purposes

    machine guns, rockets and heavier firepower. In addition to the portable equipment, Durand was

    able to get a complete SA-2 battery, several towed twin 23mm antiaircraft cannons and a pair of

    ZSU-23-4 tracked antiaircraft tanks. Durand didn't expect the order to arrive intact, but somehow

    it did.In contrast to Durand and the Shining Path, Fujimoro concentrated on eliminating choice

    opposition leaders and cementing his political base. Fujimoro and his crony, Vladimiro

    Montesinos, decimated the MRTA while the Shining Path quietly grew. On January 1st

    , 1998, as

    Fujimoro was ringing in the new year, the Shining Path reopened the battle. Shining Path RPG's

    and bombs claimed most of the nation's petroleum fuel stores, while other strike teams took

    control of the radio and TV stations. Fujimoro quickly sent in the Army eliminate the terrorists;

    Durand and his men initiated a gradual fall back. Thinking that he had them on the run,

    Montesinos sent a company of Rangers to try to cut off their escape.

    The heliborne Rangers ran smack into Durand's SAM site and supporting antiaircraft

    cannon. In minutes, all fifteen helicopters were downed with a serious loss of life. Fujimoro and

    Montesinos sent fighters to destroy the SAM site, but Durand's men were able to escape with the

    towed artillery. Short on fuel, the Peruvian forces had to withdraw.

    Since then, the Shining Path have returned to what they are best at: guerilla warfare.

    Short on manpower, they cannot afford to get pinned down in a drawn out war. Fujimoro

    responded by stepping up his already ruthless reign of terror. Villages that were suspected of

    harboring Shining Path guerillas were completely wiped out.

    The Shining Path and Peruvian military have continued to wage operations against each

    other in the six months since the offensive began. The atrocities on both sides continue to

    mount.

    The Shining Path are basically split into two portions, a thousand man standing Army and

    a number of small guerilla cells. The guerilla cells have been able to remain, for the most part,

    undetected as they slip in and out of the military emergency zones. The standing army is staging

    out of the highlands, using the difficult terrain as a relative sanctuary.

    The Peruvian Army is basically restricted to a watching and waiting game. The Shining

    Path made the Peruvian supply chain a key target, capturing what they want and destroying the

    rest. The Army is forced to keep valuable reserves guarding the storehouses. In addition, the

    constant guerilla forays have kept the Army from having enough supplies to mount a concerted

    campaign against the Shining Path.

    The Shining Path really aren't faring that much better. On the outside, they have been

    successful at pinning the larger Peruvian Army to their battle plan. On the down side, they

    themselves are dangerously low on equipment. Their war weary fighters have begun to desert

    when they realized that it wasn't going to be a quick war. The Shining Path lost most of their

    heavy support weapons in their first few battles, leaving them with only light weapons. The war

    has kept the Shining Path from making their shipments to the Cartel, which is further limiting their

    supplies. Their credit with the mystical Russian weapons dealer is drying up.Roughly three months ago, Jana Alexander and five friends arrived in Peru to attempt

    several climbs, including Characaraju. The Peruvian government recommended that visitors stay

    away from Shining Path controlled areas. Alexander and her friends didn't listen - the good

    climbing spots were outside the military controlled emergency zones.

    For the most part, the group stayed away from the hustle and bustle, away from the

    Shining Path and the Peruvian Army. The war was just a little side show that didn't really effect

    them.

    Approximately three weeks ago (14 May), the climbing group came across a town. The

    small farming village had been wiped out. The air was heavy with dread and dispair. Everyone inthe town had been slaughtered, their heads staked outside the village for any visitors to see. The

    bodies were still warm, the blood slowly congealing on the soft earth around the village.

    Alexander and her friends couldn't tell who was that was responsible - the Shining Path

    or the Peruvian Army. The group was slit: a few wanted to stay, a few wanted to return to the

    United States. Two of the climbers, Nolan Sapp and Marcia Retnaur, decided they weren't

    interested in climbing in a war zone. They returned home as quickly as they could.

    The others decided to stay. The Shining Path has ambushed several tourist or climbing

    groups; however, the military has not released any details on the incident. As a result of the

    incidents, the government changed their policy from advising against travel to actively seeking to

    prevent travel. Deep in the highlands, Alexander and her friends, DuQiang Wu, Bill Schubert and

    Darby Henderson, have not heard about the policy change. The group has both an Iridium phone

    and a portable GPS receiver; battery restrictions limit their use.

    The group had just begun climbing Chacraraju (6112 m), one of the difficult mountains in

    the Andes chain, when Sapp and Retnaur left. The climbing group decided to continue on, hitting

    a number of famous side climbs along the way.

    Once the shooting war started, the government revoked all foreign travel permits,

    including the climbing permits. The group had already moved to begin their trek when the permit

    was revoked; they are not aware that the government has restricted the movement of foreign

    nationals. In the last week, the Peruvian military has forced the Shining Path into the area around

    Chacraraju.

    The climbing party has seen an increasing number of helicopter flights in the valley below

    them. From time to time, they have heard shooting and occasionally smoke. Their contact with

    the locals has been limited. A Shining Path has patrol has followed them from time to time,

    monitoring their activity.

    On the morning of 4 June, the climbers were getting ready to do a section of 5.10 face.The group had climbed worse sections in preperation, but this was the most difficult section to

    date. DuQiang was leading the climb, with Schubert on belay. Alexander and Henderson were

    following, carrying the heavier gear. After three pitches, the climb became more difficult.

    Schubert switched to take lead, but was tiring fast on the exposed wall. At approximately 0950,

    while almost at the end of his 50 m climbing rope, a section of the rock started to pull out as

    Schubert put his weight on it. Schubert put up his hands to block the rapidly falling boulder,

    saving his face and upper body, but sacrificing his legs. DuQiang managed to sidestep the

    rapidly falling boulder and belay Schubert, preventing his fall. Henderson was able to flatten

    himself against the wall, but Alexander was clipped in and couldn't avoid the falling boulder. Theboulder smashed into her shoulder and arm before rolling over her. DuQiang was able to lower

    Schubert to safety while Henderson carefully lowered himself to Alexander's position. Schubert

    suffered a compound fracture to his left leg and lacerations and a simple fracture to his right leg.

    Alexander was in worse shape, the falling boulder smashed several bones in her right arm and

    shoulder, three ribs close to the spine and portions of her pelvis. In addition to the bone damage,

    Alexander suffered internal injuries.

    From a position on the mountain,

    Henderson called for the Peruvian police for an

    immediate rescue, but was told "No". At 1010,

    Henderson called Alexander's mother, who

    immediately started to make more calls, freeing

    Henderson up to participate in the rescue. After

    an hour of calls, it was clear that Margaret

    Alexander was not going to get a Peruvian agency

    to enact a rescue. At approximately 1115 4 June,

    Margaret Alexander opened the phone book and

    called BlackEagle / BlackEagle.

    By 1500, Wu and Henderson were able to

    lower Schubert and Alexander to a relatively flat

    point. At this point, they are both exhausted and

    scared. The batteries in the phone and GPS

    receiver are beginning to give way. Margaret

    Alexander has made contact with Henderson and

    assured them that a rescue is underway. Their

    tent and supplies are roughly three km of ruggedhiking below them. They have rationed out what

    food they do have.

    At daybreak (0700 5 June), Henderson

    plans to climb hike down to the base and gather

    more supplies. The night finds them huddled on a

    small relatively flat area roughly a pitch from more

    gentle bounders.

    Unknown to them, late in the day, an eight

    man Shining Path patrol came across their basestation. Facing supply difficulties of their own, the

    terrorists took the climbers food and some critical

    equipment for themselves. The Shining Path

    patrol bedded down in the area between the

    climbers and their base station.

    Gus Fawkes Fly ing Service

    Gus is a London-born one-time pilot whooperates a small flying service out of a privateairstrip near Lima, Peru. Gus tries to keep a lowprofile and avoid government trouble. Most of hisclients are international corporations orbusinessmen need parts, personnel or suppliestransported from one area to another. From time totime, the Shining Path, the Army and BlackEaglehave rented from Fawkes.

    Fawkes currently has four helicopters(three old Bell UH1Ds and a Westland Wessex II)

    and a pair of rugged short take off deHavillandplanes. The army has taken to borrowing neededparts from Fawkes, two of the Bell UH1D's aregrounded for the time being. The remaining UH1Dis on a rental far to the north.

    Fawkes is willing to let a trained pilot (witha log book and short check-out) rent a plane or helofrom him, however, he will insist that his flyingmechanic, Jesus, go along.

    Arriving in PeruFlying to Peru isn't exactly trivial. There are still a few commercial flights available,

    however, the travel agent's voice gives it away: "You want to go where?" Due to the current war

    between the Shining Path and the military, airport security is very high. In general, most

    international flights will arrive in Lima, although a few flights occasionally land in Cusco, near

    Machupicchou.

    Flyers arriving on commercial flights are forced to go through customs, which takes an

    inordinate amount of time. Each bag is hand searched; any attempt to bring contraband into the

    country is dealt with very sternly. Officially, the customs workers are honest and hard working.

    For the right sum of money, the customs officials may be persuaded to look the other way for

    hand weapons. In general, they will not allow larger weapons into the country. Medical supplies

    are frequently claimed under the guise of illicit drug smuggling. At best, an operative caughtattempting to smuggle weapons into the country will spend a night in a local prison. At worse, the

    operative may be charged with aiding and abetting the Shining Path and sentenced to death or

    simply disappear.

    Due to the current war between the Shining Path and Peruvian military, all charter flights

    are directed to Lima International Airport. Failure to adhear to the flight path recommended by

    the ground control is justification for an escort by Peruvian Air Force jets. If the charter flight

    follows the path laid out by the ground control, then they will tend to meet less legal restrictions

    than the commercial flights. Fuel is expensive and restricted, but available. Upon arrival at the

    airport, the plane is quarenteened until an inspector can certify the plane. After landing at Limaand undergoing a customs inspection, chartered flights are free to fly within Peruvian airspace

    with an approved flight plan. The inspector will want proof of documentation for the plane and

    passengers. The inspector will make a perfunctory inspection of the plane (if any weapons have

    been concealled, they will probably not be noticed). Any obvious weapons will be grounds for a

    customs supervisor to be called to the plane. The inspectors are underpaid and can be bought

    for the right price, however, they will not allow large amounts of weapons into the country.

    If desired, BlackEagle calls ahead to reserve a helicopter or airplane (see sidebar: Gus

    Fawkes Flying Service). Fawkes Flying Service has it's own landing strip not far from Lima; the

    quickest way to get there is to fly directly to Fawkes' private strip. The once paved airstrip is

    designed short take-off and landing aircraft or helicopters, not for private jets. Take off and

    landing are difficult and will require a careful approach (-20 piloting check). Under a short notice,

    the only two choices are a demilitarized Wessex or a DHC-3 utility airplane.

    Due to military restrictions, Fawkes doesn't have a large amount of fuel available.

    Fawkes has sufficient fuel available for two helicopter sorties. Fawkes knows a few people who

    can help to secure additional equipment if required, but it's going to be difficult, costly and time

    consuming. If given advance warning, Fawkes can have some weapons (up to two Peruvian

    G3's, two Peruvian M16's and / or a handful of AK's).

    Alternatively, it is possible to drive from the Lima International Airport to Fawke's airstrip.

    A few cabbies are willing to make the make the trip (if the operatives some how come across

    being pathetic, they will be driven out to a secluded area, where three of the cabbie's buddies will

    attempt a robbery). In either case, it will not be an uneventful trip as the cabbie will be required to

    stop at a Peruvian military checkpoint and ambushed by the Shining Path.

    Shining Path ambushIn Lima and in the outskirts of Lima, the Shining Path frequently ambushes foreign

    travellers. In this case, the cabbie happens to be an "innocent" victim. The driver is an amicable

    enough sort and turns to talk to the passengers about Peru as much as possible. Close to Lima,

    the traffic is hectic; as the traffic thins out, he tells a variety of stories.

    The cab is driving down through a relatively narrow, but deserted street when a large,

    decrepit truck pulls across the cab's path. The cabbie curses and screeches to a stop as

    guerillas with Kintex assault rifles approach from each side out of building doors or alcoves. The

    driver of the truck uses the hood as cover as he aims his M16 at the cab. All told, six guerillas

    attempt to surround the car. The guerillas are looking for money and supplies; if the situation is

    comprimised, they will back away.

    The RescueThe injured climbers are currently situated on a small ledge roughly 100 m from a more

    level surface. The surface to the climbers is not as difficult as the higher pitches, probably a 5.8

    or 5.9. It will, however, require work both to get up to the injured climbers and much more work to

    get the injured climbers down. During the night, all four climbers wait on the ledge. In the

    morning, Darby Henderson plans to try to get to their campground for supplies. The injured

    climbers require medical attention and a litter of some sort to be transported. Immediate medical

    treatment can be performed on the ledge, however, serious medical treatment will have to wait

    until the injured are relocated to a more stable location.

    . Unless the BlackEagle operatives interfere, Henderson will be captured and executed

    by the Shining Path patrol stationed between the climbing party and their base camp. The

    Shining Path capture Henderson before dispatching him with a single bullet.

    Schubert is stable, but in poor condition. His leg is badly broken and he is suffering from

    both blood loss and shock. A litter or split will be required to move Schubert from the ledge to a

    safer location.

    Alexander's condition is worsening. Wu and Henderson have

    done what they can, however, the internal bleeding is quite severe.

    Without qualified medical care (Medical: GP at base skill), Jana

    Alexander will die. Emergency care may add a few hours to her life; full-

    fledged medical treatment is required to save her life. Jana Alexander's

    secondary injuries make it difficult to move her. Her shoulder, rib and

    pelvis injuries require that she be securely fastened to prevent further

    damage during transport.

    A helicopter cannot directly approach the injured climbers on the

    ledge - the rotor blades get in the way. Operatives can be air dropped to

    the base of the cliff; however, the rough and uneven terrain increases the

    chance of a serious lower extremity injury (see the sidebar: Bring Your

    Daughter to the Slaughter). In level flight, the Westland Wessex II

    struggles to maintain sufficient altitude; the incremental lift from the

    blades is enough to allow the helicopter to maintain flight for airborne

    operations.

    The closes suitable fast rope or helicopter landing zone is

    approximately 100m down and 1 km away. Due to the rocky, uneventerrain, the helicopter has to stay in a hover while crew are loaded and

    unloaded.

    The closest true helicopter landing spot is approximately 500 m

    down and 3 km away at the climbing party's base camp. The camp is

    situated in a relatively smooth depression, giving shelter from the wind.

    The base camp has been throughly rifled by the time the operatives

    arrive. Note, however, that the Shining Path are positioned roughly

    between the camp and the climbers.

    The altitude (5800 m) poses a serious problem for the helicopter.At higher elevations, the helicopter is seriously weight limited and can

    only carry a few passengers and light equipment. The Westland Wessex

    II was unusual for many helicopters of it's day and had reasonable power.

    The transmission, however, can not withstand long-term full power

    operation. In other words, the helicopter can not hover long enough to

    Parachuting is arelatively dangerous way toapproach a drop zone.Parachuting is a one wayproposition and often faces ahigh degree of dispersion.

    The mountains arecovered with rock and loosegravel, with strong gusty

    wind - not exactly the ideallanding site. Operatives withsignificant airborneexperience will realize that itis a tough jump and willprobably incur 25% losses.

    The roughconditions make it tougher tosuccessfully parachute downto the mountain to effect arescue. In general, thepenalty is -10, however,heavily loaded characters

    will suffer -20 and largerpenalties. If the roll is made,then the operative was ableto land successfully. If theroll was missed, allow asecond Parachuting orAthletics: Gymnastics roll tosee if the character can rollout of the fall and avoidserious damage.

    Rolling out of the fallmeans that the operativesuffered a few bruises andscrapes, but nothing serious(1d6 wounds 1d6 TL woundsrandomly allocated acrossthe body. Missing both rollswill incur a 10 TL wound toone lower extremity locationper 10 points that the rollwas missed by.

    fast rope or deploy more than two operatives at a time. The longer the helicopter hovers, the

    more the transmission begins to overheat. As the transmission begins to overheat, the pilot has

    to back off the engines to avoid serious damage. As the pilot backs off the throttles, the

    helicopter sinks. In level flight, it isn't as much of a concern; the spinning disk of rotor blades

    helps to generate lift. Stopped, however, is a different story all together. The operatives will have

    to push the helicopter performance envelope to arrive in time to save Jana Alexander. After

    running near maximum speed for some time, the transmission has at most three to four minutes

    of hovering left before the helicopter will begin to overheat.

    The Shining Path patrol (see below) will hide when they hear the

    helicopter arrive on scene. They will pick their engagements carefully,

    first trying to determine how many people are in the helicopter and who

    they work for. The patrol doesn't have anything against the outsiders, but

    they do need equipment. Most of the equipment typical BE operatives

    have would go a long way towards helping their cause. A helicopter, for

    example, would be a tremendous asset for the Path.

    The Shining Path patrol's caution is also tempered by their fear

    that they will be noticed. If they are noticed, the odds are strong that an

    Army patrol will soon be upon them.

    In general, the patrol goes to ground when they first hear the

    helicopter. Once they see where the helicopter lands, they flank out a bit

    and watch the activity. If the patrol feels like they could comfortably takethe rescuers, they will wait until the rescuers are suitably engaged and

    then attack. Their number one goal is to take or incapacitate the

    helicopter. Since they would prefer to take the helicopter, they will

    attempt to shoot for the pilot rather than try to damage the helicopter into

    submission (See sidebar 'Wax Extactic').

    otherwise outmanuevered, they will attempt to fall back.

    The patrol will attempt to wound at first, trying to suck the

    remainder of the cell into combat. Once the cell is engaged or the

    Wax Extatic: Soyou've shot the pilot

    The Shining Pathwill attempt to shoot the

    pilot. If the pilot dies andthe helicopter crashes,odds are, the entiremission is scrubbed andeveryone gets to makenew characters. Ingeneral, the pilot (typicallyan NPC) should receiveand eventually fatal wound,but manage to retainenough control to land thehelicopter heavily.

    How heavily

    should the helicopter land?The Westland Wessex is apretty sturdy helicopter, butthe landing gear issomewhat spindly,especially if an out ofcontrol pilot landed hard onone side. The suggestionwould be to collapse oneor both sets of landign gearand ding up the bottom ofthe fuselage.

    combat has shifted, they will fight hard.

    The patrol's reaction to the operatives depends on how the operatives arrive and how

    they appear. The patrol will go to ground and wait, surveying the situation. If the operatives have

    any equipment or significant equipment, the patrol will try to stop the operatives. If the operatives

    seem like a non-Peruvian military unit, they patrol will slip away and bide their time. Most likely,

    their reaction will be to fire on the helicopter as it takes off. If the operatives seem like a Peruvian

    military unit, the patrol will engage them at an opportune time.

    Welcome to PeruWhen Francisco Pizarro and the Spaniards ``discovered'' Peru in 1531, the Incan empire

    was already past its zenith. The Incas were licking the wounds of a nasty civil war and were

    easily thumped by their uninvited guests.

    The Spanish weren't the first or the last conquerors to impose a military dictatorship on

    Peru. But the nation's destiny was reflected in a historical strobe light as it vacillated between

    despotism and democracy, continuing to this day, nearly 500 years later.

    After almost 300 years of Spanish rule, it took more outsiders --Jose de San Martin of

    Argentina and Simon Bolivar of Venezuela--to finally break Spain's grip on the country. Peru

    announced its independence in 1821, but it took a few more years to purge the Spanish. In

    December 1824, General Antonio Jose de Sucre defeated the Spanish troops at Ayacucho,

    ending Spanish rule in South America. Spain recognized Peru's independence in 1879 after yet

    another war with Peru between 1864 and 1866.

    Today, the ruling class is a tossed salad of predominantly white-bread landed gentry

    hailing from families of global origins, with a sizable garnishing of East Asians. It's quite the norm

    in Peru to have a surname of German, Spanish, English, Japanese or French lineage. But that

    hasn't enhanced the ``civility'' of Peru. Modern Peru is the world's leading producer of coca and

    perhaps its largest concealer of citizens killed, tortured or abducted. In 1993, a Peruvian human

    rights group estimated that 28,809 people had been killed in 12 years of political violence. The

    government fessed up to only 53 of the deaths (leaving at least 2660 people unaccounted for).

    The Maoist rebel group Shining Path (SL) seems proud to admit that nearly half the body countcame at their hands.

    In 1992, 3101 people were killed in violent actions; 60 percent died in battles, 30 percent

    were murdered. Two hundred and eighty-six people were abducted in the same year; 178 weren't

    heard from again. The balance were summarily executed. Torture is the favored method, and a

    routine, mode of interrogation employed by Peru's armed forces, and used even during

    investigations of petty crime.

    The U.N., the Red Cross and the U.S. Department of State all agree that, in Peru, human

    rights are human wrongs. Executions by the military, the disappearance and murder of students

    and the torture of arrested persons and missing people are simply everyday life in Peru. The only

    good news is that deaths by terrorism were down in 1993 and 1994almost by half. Only 1692

    people died in guerrilla wars in 1993, compared to 3101 in 1992. Things are getting better.

    The country has been under emergency rule permitting President Alberto Fujimori to put

    some heavy -duty dents into terrorist itineraries. And, he did some serious name-dropping.

    Literally, the names dropped. Victor Polay Campos, head of the Tupac Amaru Revolutionary

    Movement (MRTA), was recaptured (he had escaped from custody in 1990) after he was

    recognized in a Lima bar. Peter Cardenas Shulze, MRTA's second-in-command, was busted in a

    raid by security forces on a safe house in Lima. Government forces snatched Abimael Guzman

    Reynoso, the SL founder, along with seven other SL members. His personal diary and plans for

    an upcoming SL offensive were also found.

    Now that Fujimori has Guzman and Campos wearing stripes and is singing for peace like

    a lonely finch (with a little prodding from the head of the secret police), you'd think he could relax.

    Fujimori also brags that he has convicted more than 1000 terrorists, reformed another 1500 and

    captured thousands. The fact that he thinks he's David Copperfield by making students, political

    opponents and journalists disappear doesn't seem to bother hardworking Peruvians, who are sick

    and tired of the terrorist actions.

    Fujimori fled his Lima palace the night of November 13, 1992, after being tipped-off about

    a coup attempt. Not to a television station did he dash to plead for calm or reassure a frightenednation, nor to a military base to bravely lead his troops on a counterassault. Instead, Fujimori

    high-tailed it to the Japanese embassy to save his own butt. Safe, sound and sushi-satiated, he

    then directed his crush against the insurrection by calling coup leader General Jaime Salinas

    from his cellular phone. Finally, after a predawn shoot-out with Salinas' rogues, the coup was put

    down; thank Vladimiro Montesinos for saving his bacon. Montesinos is the man who runs the

    military; he's got direct connections to the CIA and the drug mafia. Montesinos is allegedly the

    man who directs death squads, bullies the military with his secret files and put Fujimori into

    power. He apparently intends to keep him there.

    Fujimoro seemed to be taking care of business. Inflation was down from an amazing7650 percent in 1990 to a modest 12 percent. Investors were attracted by Peru's new fiscal

    health, and the government continued to annihilate terrorists with impunity. In January 1995

    fighting broke out again along the disputed border with Ecuador, claiming nine lives. Peru

    declared a unilateral cease fire in mid-February. In the April elections that followed, Fujimori was

    reelected president. So far, his efforts to improve the economy and control Shining Path seem to

    be working but there is still a great disparity in the distribution of wealth.

    The Peruvian Political Players

    Alber to Fuj imor i

    The current ruler is President Alberto Fujimori. Fujimori is Peruvian of Japanese descent.

    In two years, he managed to dissolve parliament and assume the role of dictator. His stated goal

    was to deal with political corruption, and he bestowed upon himself absolute, unimpeachable

    authority in destroying the terrorist elements within Peru. Fujimori deftly constructed a new

    congress completely under his control, albeit behind a facade of democracy.

    A tough-talking leader who is criticized for his abuses of human rights, Fujimori was

    elected in July of 1990 and took absolute power in an auto-golpe, or self-coup, in April 1992. He

    was reelected in April, 1995. He is also applauded by the ruling classes for his success against

    the two main terrorist groups, the MRTA and the SL, but despised by others for his brutality

    toward opposition groups and elimination of human rights and the democratic process. The first

    acts of Fujimori's new government were to have the army spend two days and nights destroying

    over 10,000 judicial files on active cases in the Palace of Justice. Not only did the most

    incriminating evidence disappear on all legal files on Fujimori and his family; those of his trusted

    confidant Vladimiro Montesinos magically disappeared, as well. This act took place the same day

    Fujimori dissolved parliament and became a dictator.

    Vladimiro Montesino s

    Presidential advisor and unofficial director of the National Intelligence Service.

    Montesinos has had ill-defined connections with the drug kingpins, Peruvian military, intelligence

    community and, since 1990, the direct support of the CIA. Called Rasputin by one local paper,

    Montesinos is considered the power behind the throne. Born in Arequipa, the same neighborhood

    as the SL's Guzman, he has had a rocky and convoluted climb to the top. A former court-

    martialed soldier, fugitive and legal fixer for the corrupt members of the Peruvian military,

    Montesinos is considered instrumental in helping Fujimori climb to his position of power.

    Montesinos is accused of directing death squads and being responsible for ordering various

    massacres and disappearances. He is also in charge of the eradication of drugs in Peru, using

    Peruvians trained and equipped by the CIA. Much like similar programs in Haiti, their efforts were

    diverted from drug eradication into private activities that helped overthrow the democratic

    leadership.

    In August of '96 one of Peru's top drug runners testified that he paid Montesinos $50,000

    a month for protection of drug flights into Colombia.

    The Military

    Emergency legislation has permitted the military special autonomous powers in fighting

    terrorist and politically subversive elements. The military administers and tightly controls

    emergency zones comprising over one-quarter of the country's territory. People arrested by the

    military are subject to the dreaded military courts. Many are not seen again afterwards.

    The military appreciates its new power, but continues to be antagonistic toward the

    government. Fujimori still does a lot of personal promoting of buddies and demoting of fast-

    trackers. Any soldier opposed to his policies is relieved of duty, sometimes of bodily functions as

    well.

    In 1992, 286 people were reported abducted, 178 of whom were subsequently reported

    missing. Responsibility for almost 90 percent of missing detainees was believed attributable to

    the armed forces. The same year, there were 114 extrajudicial executions, including 50 people

    who were captured by security forces and later found dead.

    Since 1983, Peru has managed to win the grand prize or at least the runner-up trophy for

    the ``Country with the Highest Number of Missing Detainees,'' a dubious and oft-sought

    distinction awarded by the United Nations work group on missing people. In 1992, the Red Cross

    counted 3330 arbitrary arrests; the State Department counted 654 bodies attributed to the

    Sendero Luminoso and 95 as the work of the government, the result of victims being executed

    without trial. In that same year, 30 students disappeared, 11 of whom turned up dead.

    Armed forces personnel number about 80,000 conscripts in the army, 25,000 in the navy

    and 22,000 in the air force.

    Sendero Lum inoso (AKA Shin ing Path)

    Oscar Ramirez Durand (or Comrade Feliciano) has taken over leadership from the jailed

    Abimael Guzman (#1509) also known as Presidente Gonzalo and is working hard to keep the

    group's reputation for badness and cruelty they once possessed. The name came from Jose

    Carlos Mariategui, the founder of the first communist party in Peru, who called Marxism ``a

    shining path to the future.'' The group was led by Manuel Ruben Abimael Guzman Reynoso, a

    pudgy, Ray-Banned, bearded ex -philosophy professor, who now will spend the rest of his life in

    San Lorenzo naval base on an island just off Callao. Guzman follows the teaching of Mao and

    was a student in the Chinese Communist Party's cadre school. The Shining Path began its armed

    struggle in 1980 and has been responsible for numerous bombings and assassinations. It has

    vowed to pursue ``total war'' until the government is overthrown. The group hopes to create a

    peasant-worker state along Maoist lines. The group's ideology is a strange hybrid of Maoism,

    Marxist-Leninism and the religious beliefs of the highland Quechua Indians of Peru. What began

    as a rural following in the remote highlands around Ayacucho spread along the mountainous rural

    areas toward the south and the east, until the Shining Path included rural revolutionaries, urban

    terrorists and the coca-growing farmers of Upper Huallaga Valley.

    The Shining Path became famous for its Viet Cong tactics of intimidation of villagers.

    Villagers would be tried, the victims publicly tortured, mutilated, executed and left on display.

    In urban areas, car bombs have been another successful terror weapon. Using a simple

    mixture of ammonium nitrate, diesel and dynamite, these car bombs had the strength of hundreds

    of pounds of explosives.

    Most of the SL leaders are college-educated, middle-class Peruvians from Lima, who

    command Indian peasant armies. The approximately 10,000 attacks since 1980 against the

    government and innocent villagers have killed 30,000 people and cost the country more than

    US$24 billion. The SL likes to bomb symbols of bourgeois power: banks, police stations, political

    party headquarters and factories in Lima. Before the arrest of their leaders, the SL was estimated

    to comprise 5000 to 10,000 armed members. Now their numbers are dwindling to about 1000.

    Shining Path leader Guzman has issued a number of government -sponsored

    communiques from prison that call for an end to the guerrilla war, alienating about half itsmembership in the year following his bust. Prior to Guzman's arrest, the SL controlled an

    impressive 40 percent of Peru's territory.

    The group is self-sustaining, with some fund-raising done in Europe. It gets cash from the

    lucrative drug trade, which it uses to procure weapons and supplies. The group controls large

    portions of the Upper Huallaga Valley, the center of Peru's coca plantations, and taxes drug

    traffickers near their base in the southern highlands around Ayacucho.

    Getting Around in Peru

    Peru is a tough place to get around via land. More than 25% of the country and 50% ofthe population is situation in War Emergency Zones. The land is rugged and the roads are

    relatively poor. Internal transportation services are weak at best.

    More than 25 percent of Peru's land and 50 percent of its population are situated in

    ``emergency zones;'' areas where terrorist groups still control large parts of the country. Here, the

    ``military -political commander,'' usually an army general, is the supreme authority. Elected civilian

    representatives have little or no real roles in local affairs. The military has also acquired wide

    powers in the administration of justice. Leading terrorists charged with ``treason to the fatherland''

    are tried by secret military courts. They regularly receive summary life prison sentences from

    what critics describe as ``faceless'' judges. Travel to, and within, emergency zones outside Lima

    subjects one to extraordinary risk. These zones are extremely dangerous regions where both

    terrorism and violent crime are common. Overland travel to, or through, the emergency zones

    outside the capital city of Lima is particularly dangerous.

    The following departments have been designated as ``emergency zones'' by the

    Peruvian government: Apurimac, Ayacucho, Huanacavelica, Huanuco, Junin, Lima (except the

    city of Lima). Also the areas of Pasco, San Martin, Ucayali (except for air travel to the city of

    Pucallpa), as well as La Convencion and Calco Provinces within Cuzco Ucayali and Alto

    Amazonas Provinces within Loreto Department. The military has started arming peasants in an

    effort to make the SL's job of intimidation a little more risky. This, in turn, prompts the SL to

    execute entire villages as punishment for bearing arms. Guerrillas can expect speedy and one-

    sided military trials, and there are plenty of stool pigeons fluttering about to put away their former

    cohorts. Villagers can look forward to a few more centuries of oppression and brutality.

    Air travel can be used to avoid some of the problems. Internal air services link a number

    of cities that are difficult to get to by land. A number of new airlines have sprung up in recent

    years, causing domestic prices to go down somewhat. The four principal carriers are AeroPer,

    Cia de Aviacion Faucett, Aero Continente and Americana. The two most dangerous airlines are

    Expreso Areo, which connects with some of the isolated burgs in the jungles and the mountains,

    and Aero Tumi, which hauls a few passengers aboard its cargo routes. Schedule changes anddelays are frequent. Cancellations are common during the rainy season. The main airport is

    Jorge Chavez International, about 10 miles northwest of Lima, about 35 minutes by cab. A trip

    between the center of Lima and the airport costs about US$5.

    The streets are not safe at night, despite vehicle curfews. In addition to the terrorism, the

    cartel has major operations in Peru. In January 1995, three tons of pure cocaine and 500 kg of

    cocaine paste were seized and 20 traffickers were busted in northern Peru in what was to date

    the greatest amount of hydrochloride confiscated in the 1990s. Among those arrested were the

    leaders of the notorious Los Nortenos cartel. The cocaine empire covers one-fifth of Peru's

    territory and affects the lives and activities of 1.2 million people inhabiting 60 percent of thePeruvian Amazon. The ``empire'' handles nearly 300 tons of cocaine per year and receives US$1

    billion annually. Additionally, the cartel controls 241 clandestine airstrips.

    Very few roads in Peru are paved, the major routes of the Pan-American and Central

    Highways being the exceptions. The roads connecting Pacasmayo with Cajamarca and Pativilca

    with Caraz and Huaraz are also paved. The road to Bolivia from Puno-Desaguadero has been

    completed. There are also numerous toll roads in Peru. Outside the cities, travel can be a mess.

    Roads are dusty when they're dry and impassable when they're wet. The roads have been falling

    apart since 1985, when the government stopped maintaining them. Some work has begun

    rebuilding the south section of the Pan-American Highway. The South American Explorers Club is

    a good source for maps, as well as the Touring y Automvil Club del Peru (Av Csar Vallejo 699,

    Lince, Lima; % 403270; FAX: 419652). As throughout most of the world, green and red are

    merely pretty colors, hardly incentives to brake or accelerate. Be wary of drivers everywhere in

    Peru.

    Trains are more comfortable than buses, although many routes are cut back or even

    cancelled in the rainy season. Trains link virtually all the major cities in Peru. There are two major

    rail lines. One runs inland from the capital, Lima, and reaches the highest point of any standard

    gauge railway in the world at 4780 meters. The other major line runs inland from the port of

    Matarani in the south, linking the Altiplano to the sea. This line stretches in the Altiplano from

    Puno on Lake Titicaca to Cuzco, and extends from Cuzco to the Quillabamba on the Urubamba

    River, the main waterway to the jungle region. It passes the Inca city of Machu Picchu, Peru's

    most famous tourist attraction. The Cuzco-Machu Picchu route accounts for about 30 percent of

    all rail traffic.

    Bus service is generally good, but exceedingly uncomfortable. Avoid bus travel at night.

    Bandits prey on tourists dozing on nighttime bus rides.

    Taxis, identified by a small red-and-white windshield sticker, are plentiful and cheap.

    Taxis have no meters and fares are negotiated in advance. A map is useful, as few drivers knowspecific streets in the sprawling suburbs where many businesses and ministries are located Peru

    is a tough place to get around via land.

    Jana Alexander:Jana Alexander, 27, is one of two children of a Houston area newspapermagnate. Jana and her brother, Nathan, were forced / coerced into the news field. Jana andNathan were close; they weren't particularly close to their parents. Nathan was a photojournalist;Jana a reporter.

    Away from the office, Nathan was an avid climber. Unknown to his mother, MargaretAlexander, Nathan was also gay and HIV positive. After six years of climbing places within theUnited States, Nathan and several friends decided to go climb several of the peaks in SouthAmerica. Nathan's health was beginning to slide as they began to train for the climb. Whiletraining in Washington state, Nathan came down with a serious case of pneumonia. Nathan tried

    to conceal it and pass it off as just a cold. A few days later, Nathan was in poor shape. Thegroup quickly extracted and quickly transported Nathan to a hospital. Nate died within 24 hoursof arriving at the hospital.

    Jana had climbed with Nathan several times. Jana wanted to finish Nate's climb in hismemory. Over the past two years, Jana began to practice for the climb. Jana met the rest of thegroup while working or climbing in the Southwest. Jana and Darby Henderson became quiteclose. While on a summit in the Red Rocks, Henderson proposed to Jana.

    Jana is a moderately skilled climber, but there is a serious question of whether sheshould be attempting a climb of this nature. Unknown to the others, including Darby, Jana is amonth and a half pregnant.

    Margaret Alexander: Margaret Alexander is the widow of a wealthy newspaper publisher.Her husband died of a heart attack five years ago; Nathan died two years ago. Since herhusband died, Margaret has quietly become an alcoholic. Nathan's death has only made thingsworse. The newspapers have lost money since her husband died. A series of bad investmentshave put the newspapers near bankruptcy.

    Margaret never approved of Jana's trip; she thinks Jana is going to get hurt or killed. Thephone call from Peru almost killed the elder Ms. Alexander. Ms. Alexander will make every

    attempt to get her daughter to safety. To pay for the rescue, Ms. Alexander signs over a largefive-bedroom luxury house in Las Vegas.

    Darby Henderson: Darby is probably the best climber in the group. Henderson startedclimbing when he was in college and has been to most of the major climbs in the continental US.Right now, Henderson is a freelance writer for several outdoor adventure magazines.

    Darby Henderson and Jana Alexander met while Henderson was writing a piece for themagazine that Jana worked at. They politely interacted for a bit until Jana's brother died; whenJana decided to attempt the climb, Henderson tried to persuade her not to. Jana was determinedto finish the climb for her brother. Jana's determination impressed Darby, who asked her todinner. The relationship gradually became more serious; after consumating their relationship,Darby proposed to Jana.

    Darby will do anything for Jana.

    Bill Schubert: Bill Schubert, 42, was an engineer until a recent economic downturn eliminatedhis job. A little old to simply find a new job, Schubert tapped into his savings to pay for theclimbing trip that he had always wanted. Unfortunately, Bill really should have taken the trip tenyears ago when he was in better shape. Bill is in over his head and doesnt realize it.

    DuQiang Wu: Mr. Wu, 48, left China ten years ago to finish his education. While a young boyin China, Mr. Wu was an avid climber. In his younger days, he had climbed several smallermountains, but a stint in the military and then factor service ended his free-wheeling days. Whilein the United States, Mr. Wu went climbing with a few friends. The love was still there. After hefinished his Master's Degree, Mr. Wu found a job as an engineer in the Houston area. While soloclimbing, he met Jana and the others.

    Mr. Wu is a quiet but skilled climber. The others know that he was in the military, but notthe details of his service, which included two stints in North Vietnam.

    Notes and equipment:Bill was almost to the end of his pitch when the rock he was pulling himself up on gave way. Theboulder rolled down over Bill, breaking both legs (Left: 18: TL: 18, 28 pt impairment, Brokenbones, 24: TL: 16: 22 pt impairment, Mangle, Right: 21: TL: 12, 14 pt impairment, Broken bone).

    Notes and equipment:DuQiang was on belay for Schubert when the boulder started to fall. Darby was on the mountainwith Jana when she was bowled over. Darby was carrying most of the heavier gear, including acamera, the Iridium phone, a GPS receiver, rope, and about twenty kg of climbing gear. Darbytreated Jana and Bill the best that he could, but there wasn't much he could do, especially whilehanging off the side of the mountain. Darby is currently wearing Polartech fleece pants, a t-shirtand a ridiculous climbing hat.

    Darby has a laptop with a cellular modem (now stolen by the Shining Path patrol) down at thebase camp.
