REI’s Foreign-Trade Subzone

The goal of the Foreign-Trade Zone program is to encourage commercial and industrial operations in the United States

that would otherwise have been conducted abroad for Customs reasons, including export activity.

REI’s Foreign-Trade Subzone

• What is a foreign-trade zone from the operator’s point of view?

A foreign-trade zone (FTZ or Zone) is a defined secure area within

the United States that, for Customs purposes, is treated as if it is

outside U.S. borders to provide various incentives.

• What can be done to merchandise in a zone?

Merchandise admitted into a zone may be stored, exhibited,

repacked, assembled, distributed, sorted, graded, cleaned,

processed, tested, labeled, repaired, mixed with other foreign or

domestic merchandise, manipulated, destroyed or, after granted

specific approval by the U.S. FTZ board, manufactured.

• What is a Subzone?

Subzones are sponsored by General Purpose Zones – like the

Port of Long Beach – and are generally single-company sites for

operations that cannot feasibly be moved to or accommodated

in a General Purpose Zone.

Benefits to REI of FTZ

• Cash Flow on Duty Deferral: Customs duties and merchandise

processing fees (MPF) are paid only when foreign merchandise is

shipped into U.S. territory. Therefore, inventory is held in the FTZ

without duty payment.

• Inventory Control: The FTZ program requires accurate reporting to

follow foreign merchandise from receipt, through processing (WIP),

and shipment from the zone for entry into U.S. Customs territory or

for export. The high quality of inventory control systems benefits

production systems.

• Production Equipment: Not subject to duty until assembled,

installed, tested, and used in production.

• Storage: No time constraints on storage.

Benefits to REI of FTZ

• Exports: Foreign merchandise in the zone may be re-exported free

of duty.

• Duty Drawback: Unnecessary, as products that remain on site can

be re-exported free of duty.

• Zone-to-Zone Transfer: Duty deferral benefits are available when

transferring product “in bond” from one zone to another.

• Scrap/Waste/Yield Loss/Obsolescence: No duties are paid on most

scrapped product or materials.

• Value-Added: Value added to merchandise in an FTZ is not

dutiable. Customs duties are not owed on labor, overhead and

profit attributed to production operations in the FTZ.

Calculating the Savings

EXAMPLE: REI imports dry toner (which carries a 6.5% duty

rate) from Japan and uses it in the manufacture of a toner

cartridge (which is free of duty) for a multi-function printer. When

the cartridge leaves the FTZ and enters the commerce of the

U.S., the duty rate on the toner drops from the 6.5% toner rate to

the duty free cartridge rate.

By participating in the FTZ program, REI has eliminated duty on

this component and, therefore, reduced the component cost by

6.5%.

An Inverted Tariff Savings Benefit Exists When the Duty Rate for the

Overall Finished Good is Lower than the Duty Rate of the

Component Parts.

Administrative Savings – Weekly Entry Procedure

Calculating the Savings

• EXAMPLE: Estimating 10 shipments per week, each with a value of

over $140,000, the merchandise processing fees would amount to

$4,850 ($485 x 10) per week. If this figure is annualized, the

amount is $252,200 (52 x $4,850) per year.

• Based on this example, utilizing the Weekly Entry Procedure would

permit the zone user to make just one entry for the week. The MPF

paid by the zone user is just $485 total for the week’s shipments,

which is the single entry maximum amount. If this figure is

annualized, the zone user pays only $25,220 yearly.

• What are the savings?

Using the Weekly Entry procedures, the zone user saves

$226,980 per year.
