This flyer presents the 4 products that the ALIAS project developed to foster the legal research in aviation. the products are: the Legal Case metodology, the online Network of Legal Research in ATM, the ALIAS Digital Library and the ALIAS Conference. The flyer was originally prepared for the 2nd ALIAS Conference (1-2 october 2014) but is currently distributed by ALIAS team in the framework of relevant conference and events of aeronautics and legal domains.

    The ALIAS Conference is the annual event organized by the ProjectConsortium to address liability and automation in aviation and air trafficmanagement, including the innovation challenges faced by the SESARProgramme. It gathers experts from different disciplines and domainsof activity to discuss the many changes in the allocation of liabilitiesresulting from the use of automation in aviation, though not excludingrelevant issues in other safety-critical domains to emerge. The eventprovides a privileged occasion for close cooperation with the keystakeholders in the technology lifecycle, such as industries, regulatorsand air traffic controllers associations, offering the potential for cross-domain cooperation and fertilisation.

    In particular, the ALIAS Conference represents a privileged occasionfor physical encounters between ALIAS and other subjects andprojects of SESAR. For all these subjects and projects, ALIAS intendsto act as a common spokesperson that makes connections, proposesopportunities for cooperation and provides support on proactive liabilityassessment of new aviation technologies, if requested.

    The ALIAS Digital Library is a repository of resources that is availablein the Network platform for the registered users. The resourcesencompass material both from the legal domain and from the ATM andhuman factors domain, including references on international andEuropean air law and selected human factors research studiesconcerning automation and human error. When available, it providesthe report of the investigation and court judgments of main aviationaccidents. The contents of the Library reflect the multidisciplinaryapproach of the research carried out in ALIAS, where the socio-technical perspective embeds with the legal perspective.

    Users can access the description of each content and downloadmaterials. The search function is available to help finding out resourcesof interest by means of keywords. Users can also propose newcontents to be added.

    The ALIAS Network is the virtual community of reference within SESARfor the debate on legal issues related to the paradigm shift required byautomation. It involves legal experts and aviation operators andtechnicians in living discussions around the liability impact ofautomation, regarding both main aviation accidents and the integrationof the new aviation systems being developed in the framework ofSESAR.

    In line with the network enabled research approach, the community exploitsinternet services to connect specialists in a frictionless, large scale and almostzero-cost way so as to foster collaboration across multidisciplinary lines andfeed the research activity in this brand new field.

    At present the community welcomes more than 160 experts comingfrom Universities, Research centres, Industries, Service Providers,International Public Entities, Regulatory Agencies and all otherstakeholders involved in the themes of liability attribution in socio-technical systems.

    The Legal Case is the novel methodology for proactive identificationand management of liability issues associated to new automatedtechnologies for aviation and ATM. It promotes the design accordingto liabilities approach, according to which the legal aspects of thetechnology should be identified and addressed since the early phasesof its lifecycle. The methodology offers a structured and standardprocess for the identification of legal issues that may be associated tothe technology and the definition of convenient mitigation measures tobe applied during the design process. Such mitigation measures mayinvolve either technological adaptations or legal arrangements. The aimof the methodology is to prevent the possibility that liability issues actas showstoppers for the development and deployment of newautomated systems.

    The Legal Case can be applied to any ATM concept involving the useof an automated technology. Such notion of automation is not limitedto full automation, where an entire task is completely delegated to amachine, but rather covers also cases of partial automation wheremachines support the work of the human operators without replacingthem.
