5. TIA on Smoke Alarms for Spaces Open to Kitchen. Draft language assigned to task group for overnight work: Tom Jaeger – Chair, Ken Bush, Sam Dannaway, Pete Larrimer, Dan O’Connor, and Richard Roberts. Task group reports received later in meeting. Motion carried by unanimous vote to send TIA to an expedited ballot using the dual-column format with Chapters 18 and 19 appearing side-by-side. Similar First Revisions drafted for NFPA 101-2015 and NFPA 5000-2015. Task group discharged.

6. Risk-Based Occupancy Task Group. The task group consisting of John Rickard –

Chair, Ken Bush, Mike Crowley, Buddy Dewar, David Hood, Tom Jaeger, Bill Koffel, Ben Pethe, and Saundra Stevens reported. The subject relates more to board and care occupancies than health care occupancies. It needs to be addressed more based on the procedure performed, and not an occupancy name. The task group provided no recommendations for future work. Task group discharged.

7. Person-Directed / Person-Centered Care. John Rickard reported. Related subjects, like

exercise room in physical therapy and disguising of doors, addressed via First Revisions. Task group discharged.

8. Home Health Care Study (and Misc. Items). Task group consisting of Ken Bush –

Chair, Tom Jaeger, Pete Larrimer, and Saundra Stevens reported. There are plenty of fire statistics for residential occupancy cooking fires, but little for health care occupancies. UL 300A is not yet a full UL standard. The task group will continue to monitor the subjects. Retain task group on agenda.

9. Antifreeze Sprinkler Systems. Buddy Dewar reported. NFPA Standards Council acted

on nine related TIAs at its August meeting. Results yet to be announced. Drop subject from agenda.

10. Maximum Permitted Suite Size. Mike Crowley reported. The subject had been

mislabeled and deals with smoke compartment size, not suite size. Public Input on the subject was to be addressed later in the meeting. Drop subject from agenda.

11. Correlation between NFPA 101 Chapters 18-21 and NFPA 5000 Chapters 19-20.

The task group consisting of Mike Crowley – Chair, Chad Beebe, Tom Jaeger, Henry Kowalenko, Jim Lathrop and Dan O’Connor submitted its report in the form of many Public Inputs (PI). The PI were addressed during the meeting and First Revisions drafted. Task group discharged.

12. Revision of Suite Requirements. Based on the need to address the suite PIs submitted by Pete Larrimer, a task group was formed, to work overnight, consisting of Pete Larrimer – Chair, Sam Dannaway, Philip Hoge and Saundra Stevens. The task group reported later in the meeting. Issues resolved and First Revisions drafted. Task group discharged.

13. Correlating Committees’ Directives. Mike Crowley agreed to study overnight if there are requirements in definitions that need addressing. Brian Prediger and Mike Gencarelli agreed to study overnight if annex material needs updating or deletion. Later in the meeting, the groups reported and First Revisions were drafted to address the issues. Relative to the Correlating Committees’ requests to make the AHC provisions self-standing, see item 14 below. Drop subject from agenda.

14. Making Ambulatory Health Care Chapters Self-Standing. The Correlating Committees requested that the ambulatory health care chapters be made self-standing without need to reference the business occupancy chapters. Working from staff-generated drafts, First Revisions were prepared. Task Group formed to study the changes in advance of the Second Draft preparation meeting, and to submit Public Comments: Bill Koffel – Chair, Mike Crowley, Mike Gencarelli, Philip Hoge and Brian Prediger. Retain task group on agenda.

15. NFPA 101 First Draft Preparation. Public Input answered and First Revisions drafted.

16. NFPA 5000 First Draft Preparation. Public Input answered and First Revisions drafted.

17. Other Business. Various issues were raised and discussed; First Revisions or Committee Input drafted for some of the following: • Projections in existing 4-ft wide corridors • Smoke compartment size • Ambulatory health care occupant load factor • Ambulatory health care decorations • Protecting ambulatory health care hazardous areas • Moving ABHR dispenser provisions out of hazardous area requirements • Exempting mixed occupancies from separation from other occupancies • FM 6921 containers for trash • Expanded annex on suite supervision methods • Hyperbaric facility referenced standard • Transfer grille prohibition in corridor walls • Flush bolts for inactive corridor door leaf • Consistency in vision panel provisions for doors and walls

18. Future Meeting. The committee agreed to meet for two-full days for Second Draft

preparation. The meeting is tentatively scheduled for June 26-27, 2013.

19. Adjournment. On Wednesday August 15, the meeting was recessed at 5:00 p.m. The meeting was reconvened on Thursday, August 16 at 7:30 a.m. and recessed at 5:05 p.m. The meeting was reconvened on Friday, August 17 at 7:30 a.m. and adjourned at 12:55 p.m.

Please add the subject of Definitions to each SAF/BLD technical committee Second Draft meeting agenda for which you serve as staff liaison. Each Technical Committee chair is asked to identify a member to serve on the definitions task group. The Minutes item from the SAF-AAC Correlating Committee’s November 6, 2012 meeting follows:

Definitions. The committee agreed to have each defined term assigned to a specific technical committee so that committee would have responsibility for the maintenance and revision of such term. A task group is to be formed after the Second Draft meetings of the current revision cycle. The task group will report to the Correlating Committee (CC) its recommendations for the definitions assignments in time for the CC to review the recommendations at its first meeting of the 2018 revision cycle. Each Technical Committee chair is asked to identify a member to serve on the task group.

Please add the subject of Hazardous Areas to each SAF/BLD technical committee Second Draft meeting agenda for which you serve as staff liaison. Each Technical Committee is asked to decide whether it wants to participate in a task group on the subject of hazardous materials. The Minutes item from the SAF-AAC Correlating Committee’s November 6, 2012 meeting follows:

Hazardous Materials. Jeff Tubbs raised the issue of whether NFPA 101 should address hazardous materials (as done in NFPA 5000 Chapter 34). The committee noted that health hazards are not within the scope of NFPA 101. Conflicts exist among the NFPA codes. It was agreed to:

o Add the subject of hazardous materials to the agenda for all NFPA 101 technical committee Second Draft meetings

o Gather comments from each technical committee including whether it wants to participate in a task group on the subject of hazardous materials

o Report results to the Correlating Committee at its Second Draft review meeting o Ask the Standards Council, after the Correlating Committee’s Second Draft meeting, to

establish a task group from the membership of the NFPA 1, 30, 101, 400 and 5000 committees to address conflicts and overlapping requirements related to hazardous materials
