Th e Hemlock Resort Master Plan has been approved by the provincial government.

Th is is one of the fi nal hurdles the mountain’s management company, Berezan Management, will have to climb in an attempt to revitalize the mountain. Th ey started creating the massive plan seven years ago, aft er purchasing the assets out of foreclosure. Th e plan includes a sizeable expansion in both size and in operational seasons, with the hopes of making Hemlock a viable, year round resort.

While the average number of skiers in 2010 was about 1,150 a day, the hill hopes to one day see 13,440 skiers on the hill each day.

Hemlock Resort announced the news on Facebook on Friday morning,

posting a letter sent to owner Ralph Berezan from the Ministry of Forest Lands and Natural Resource Operations.

“Hemlock Resort has addressed the concerns raised through the course of the review to FLNR’s satisfaction with amendments to the Master Plan and commitments that will be incorporated into the Master Development Agreement,” the letter states. “In the coming months, our offi ce will be working with you to fi nalize the new MDA which will replace your existing agreement for the resort.”

Issues such as the Trans-Pacifi c Partnership (TPP), taxes versus spending, tourism, technology and aff ordable housing were among the topics addressed Th ursday night during an all-candidates forum for the new Mission-Matsqui-Fraser Canyon riding.

Only three of the six candidates – Brad Vis for the Conservatives, Jati Sidhu for the Liberals and Arthur Green for the Green Party – were in attendance.

NDP candidate Dennis Adamson and Independent Wyatt Scott phoned in sick, while Elaine Wismer of the Marxist-Leninist Party was a no-show.

Th e event, attended by about 70 citizens, was held at Christian Life Community Church and was hosted by the Abbotsford Chamber of Commerce, the Fraser Valley Real Estate Board and the Fraser Valley Indo-Canadian Business Association.

Th e TPP, a proposed trade agreement among 12 Pacifi c Rim countries, was addressed several times during the forum, particularly as it pertains to the agriculture industry.

Th e agreement seeks to lower trade barriers such as tariff s, but opponents say it will have a devastating impact, in particular, on dairy and poultry farmers by opening the market to more imports.

Vis described the TPP as a “once-in-a-lifetime opportunity” for Canada, saying current Abbotsford MP and International Trade Minister Ed Fast is “working in the best interest of all supply-management workers” and is “doing an excellent job of protecting Canada’s interests.”

“We can’t solely rely

on one major trading partner … We need to reach out and we need to be full participants in the global economy,” Vis said.

Green said his party is not against international trade, but is against agreements that are “one-sided for other countries.”

“Canada always ends up with the short end of the stick … Selling our resources off at rock-bottom prices and not leaving anything for future generations is a travesty, as far as I’m concerned,” he said.

Sidhu, who was himself a farmer for 35 years, said he understands the importance of trade, but believes all stakeholders should have a voice in the negotiations before any agreement is signed.

Th e candidates were also asked about the challenges they might face, if elected, in representing the new Mission-Matsqui-Fraser Canyon riding. Th e large riding includes areas of Abbotsford north of Maclure and Bateman roads, along with Mission, Agassiz and several Fraser Canyon communities stretching up to Lillooet

in the north.Green described the

riding as the “size of Belgium,” but pointed out that 86 per cent of the constituents reside in Mission and Matsqui, and that is where he would primarily be focused.

Vis said the elected candidate will have a “diffi cult job” to cover such a large area, but he said, in talking to constituents throughout the riding, two key issues have arisen – the Fraser River and the importance of agriculture.

“I plan to champion those two things if I become Member of Parliament on Oct. 19,” he said, adding that he plans to make regular scheduled visits to the more remote communities in the riding.

Sidhu said, if elected, he will set up a satellite offi ce in Lillooet.

On the topic of taxes versus spending, Vis said the Conservatives have made “record investments” in social and health transfer funds to B.C. and in the last 10 years have spend $4.5 billion on infrastructure projects such as the

Golden Ears Bridge, the Port Mann Bridge, the Sea to Sky Highway and improvements to the Mission Bridge.

“Th e Conservative fi scal record shows you can invest heavily in social, health and infrastructure programs while still balancing the budget,” he said.

Sidhu challenged that statement.

“We know the mess Mr. Harper has left for the last eight years,” he said, adding that the Liberal party had 10 consecutive balanced budgets and left a surplus of $13 billion in the coff ers when the Conservatives took over in 2006.

Green, too, challenged Vis’ statements.

“Th is is the fi rst balanced budget that the Conservatives have run, for this last fi scal period, but meanwhile they’ve cut drastically to programs … Up until then, they’ve run defi cit budgets for the last eight years.”

Green said his party would take one per cent of the GST to bring in $5.6 billion per year for infrastructure, while still balancing the budget.

B.C.'s Asia trade will benefi t from the Trans-Pacifi c Partnership, the world's largest free trade agreement, reached Monday aft er all-night discussions with 11 Pacifi c Rim countries, according to business and provincial government offi cials.

Jobs Minister Shirley Bond cautioned that legal work and ratifi cation by the 12 countries involved still remains to be done, but the TPP removes barriers for B.C. producers of seafood, minerals, forest and farm products in countries such as Japan, Malaysia and Vietnam.

"Generally speaking, any time British Columbia can compete on a fair and level playing fi eld, we're going to do well," said Bond, citing

trade growth in cherries, blueberries and wood products.

Much of B.C.'s progress in lumber exports has been in China, which is not part of the TPP talks. B.C. averages $4.8 billion annually in forest products to TPP countries and 1.5 billion worth of pulp and paper, despite duties up to fi ve per cent in Australia and New Zealand, up to 10 per cent in Japan and up to 40 per cent in Malaysia.

Th e B.C. Chamber of Commerce says fi sh and seafood are currently subject to 15 per cent duty in Japan and Malaysia, up to 34 per cent in Vietnam and up to fi ve per cent in New Zealand. Beef, fresh and frozen vegetables, fresh cherries and fresh and frozen blueberries also face tariff s in Asian countries.

Th e tentative deal has emerged as

a major issue in the federal electioncampaign. Prime Minister StephenHarper outlined a $4 billion"income guarantee program" forCanada's protected dairy and eggproducers, to compensate farmersfor lost income due to new foreignimports for 10 years aft er the TPPtakes eff ect.

NDP leader Th omas Mulcairblasted the agreement as a "sellout"of Canadian auto workers andfarmers that will also see drugprices rise in Canada. Mulcair saidhis party would not be bound bythe agreement if it forms the newgovernment on Oct. 19.

Liberal leader Justin Trudeau saidhis party is pro-free trade, but willstudy the agreement and "take theresponsible time to do what's rightfor Canada."

Councillor John Buckley, his wife, Karen Buckley, and Tom Coombs who were among the helpers at the Miami River Streamkeepers Society’s shore cleanup on Sept. 26.

Th e Miami River Streamkeepers Society was pleased to host this event once again in Harrison Hot Springs, held on Sept. 26.

A total of 18 people participated in the event, including our Mayor, Leo Facio, and councillor John Buckley, along with his wife, Karen. Several members of the Harrison Yacht Club attended, collecting trash from the lakeshore by boat. Organizers said they were indebted to the members of the public who came out to assist in the event.

Th e distance covered by foot extended from the end of the trail at the hot springs source, including the 9-Bridges Trail and around the lagoon, to the Eastern edge of Rendall Park (approximately 3.5

km.) Th e area cleaned by boat was at least that distance or more. Th e boaters from the Yacht Club brought in 23 kg. of trash from the lake-shore. Organizers were grateful for their assistance.

All garbage collected was categorized and weighed. Five large orange trash bags were fi lled, with

fi nal weight at 36.3 Kg. Most common off ending items were cigarette butts, food wrappers, beverage bottles and cans, and plastic bags. Items of local concern included steel cable, foil wrap, and uneaten food. Most unusual items consisted of a roll of barbed wire, Hello Kitty undies, and

pill bottle complete with pills.

Th e Streamkeepers welcomed Rebecca from WildSafe B.C. who had her booth and display on site at the plaza.

"In general, we continue to see less garbage overall, thanks to the services of the Village staff in combatting this problem. We extend our sincere appreciation to everyone who came out to help us in this eff ort. Th e fi nal results of the Clean-up have been tallied and submitted to the Great Canadian Shoreline Cleanup organization."

A brief history of health spending

Looking into the futureRick Mercer’s Talking to Americans special once asked our neighbours to the

south to condemn our government’s practice of setting our seniors adrift on ice fl ows.

A glance around any Canadian community would confi rm we don’t do that. If we did, we wouldn’t have hit this year’s tipping point: there are now more Canadians over 65 than under 15, for the fi rst time ever.

Th is will no doubt spark some concerned articles about our aging population, and even the possibility of “demographic collapse,” as though we were facing a childless wasteland of a future.

We suggest that Canadian seniors will actually do pretty well in the coming years. Th ere will be challenges, of course, but our country is wealthy, and not only do people generally want the best for their parents and grandparents, seniors are perfectly able to look aft er themselves. Th ey’re a desirable demographic, much courted by politicians, thanks to the fact that they actually vote.

No, if we’re seeing more seniors and fewer children, we might want to be careful in the coming years not to neglect the next generation.

With a larger population retired and a smaller one replacing them in the workforce, we need to make sure that the children out there now are ready for the world they’ll inherit.

It’s impossible to know with certainty what we’ll face in the future, but the next generations will certainly face challenges. Th ey’ll be replacing many hands with few hands, as the number of children per family shrinks. Th ey’ll have to be trained to work smart, not just hard. It’s going to be creativity, fl exibility, and skill that wins out in the future.

If we can’t make sure that the next generations are able to take their place in a globalized and oft en ruthless world economy, then who will take care of the growing ranks of seniors? Someone’s got to do it, and it will fall to those currently in elementary school.

Th e federal budget document began with an ominous warning about deep cuts. Social programs, justice and corrections would be spared as much as possible, but no department would escape the knife.

Th e stark truth was revealed in a table of fi gures. Health care spending, the core of the Canadian state, was cut by 3.8 per cent in just the fi rst year of the fi scal plan, as population and need continued to grow.

No, this is not from the Stephen Harper budget of April 2015, or any other in the last decade. It’s from the Jean Chretien budget of 1995, more than 20 years ago. Th at’s the last time anyone actually cut health care spending.

But wait, you may say. Didn’t I hear that Harper has slashed health

care spending by $30 billion? Yes, you probably did hear the biggest, most brazen lie of this election campaign, either from the government unions that advertised it or the politicians who parrot it.

If health care really is everyone’s high-priority issue, as pollsters have long assured us, voters should at least know the facts.

Aft er cutting provincial health and social services transfers for years to end the string of operating defi cits that began under Pierre Trudeau and continued under Brian Mulroney, Liberal fi nance minister Paul Martin rose briefl y to the top job.

In 2004, Martin staged meetings with premiers, emerging with what was billed as “a fi x for a generation,” with federal health transfers to rise six per cent each year into the future.

Th e future for Martin’s government lasted only two years, as his minority was replaced with one led by Harper.

Th ese galloping increases

continued until the Conservative majority of 2011, aft er which then-fi nance minister Jim Flaherty came to Victoria to inform provincial

fi nance ministers of the new plan. (I was there, and the joke was that this was as far from Ottawa as Flaherty could get without leaving Canada.)

Th e six-per-cent increases, by that time triple infl ation, would continue for another fi ve years.

Starting in 2017-18, increases would be tied to economic growth, with a minimum hike of three per cent, still well ahead of today’s infl ation. Th at remains the Conservative plan today.

All provinces east of Saskatchewan pitched a fi t. Manitoba’s NDP fi nance minister termed it “un-Canadian.” Left ies immediately called it a cut, to which Flaherty replied that transfers to provinces would rise from $30 billion to $38 billion in 2018-19, and continue to grow aft er that.

In B.C., then-fi nance minister Kevin Falcon praised the long-term approach, acknowledging that health spending was ballooning to half of the provincial budget and had to be brought under control as baby boomers start to retire.  B.C. has largely accomplished that, with spending increases below three per cent and health care outcomes that continue to lead the country.

As the current election campaign turns into the home stretch, Statistics Canada has announced

a milestone. For the fi rst time in history, the number of seniors exceeds number of children. Th is demographic shift is inexorable, predictable and must be addressed by whoever wins the Oct. 19 federal election.

NDP leader Th omas Mulcair is on record that he will scrap the Conservative formula for growth-based increases that he pretends are cuts, returning to six per cent every year while balancing the budget. Little detail has been provided on how this would be done.

Liberal leader Justin Trudeau announced in Surrey last week that he will ante up an extra $3 billion over four years for health care, and “sit down with the provinces immediately” to renegotiate, a rerun of Paul Martin’s political theatre.

End the fear mongeringWe live in the safest time period

in history.Th is is not what we hear from

many of our leaders, but actually it’s a fact. Statistics bear that out. Even “terrorism” is less of a risk today. You’ve likely heard about all the exotic ways of dying you are more likely to experience (cows, bathtubs, lightning).

So why all the fear-mongering? Is this in keeping with the values

of our Chilliwack and Hope communities? Th e pursuit of peace has long been a Canadian hallmark, shaping our international reputation. Consistently in state-of-the-nation polls, Canadians say that the country’s international reputation as peacekeeper is held dear. And we’re rightfully known for our measured and considered thinking; our hearts beat with both humility and pride (because that’s

the Canadian way eh?).Th is is an important time

of decision. Let’s not allow our thoughts and our discussions to be drowned out by political dogma edged with racism and hate. And fear mongering. Let’s come together, not be divided.

Arbitrary voting age restriction unfairOn average, only 40%

of youth ages 18-24 turn up to vote in the federal election. Th is is a tragic statistic, as the potential change in government primarily aff ects the futures of these young adults. Many people attribute this lack of voting to laziness or to ignorance. Th e main reason, however, is that many of Canada's youth

aren?t nearly educated enough on the politics of our country to make an informed decision. Th ose in the minority that do go out to vote, are prone to voting for whatever party their family affi liates with.  

Unfortunately, I'm one of the few children born in 1997 that won't be able to vote this year. As a politically minded Canadian citizen, I don't

understand why someone born just a week head of me gets the option to have an impact on the way the country is governed, while I do not.

I am angered by the fact that I am shut out of this important civil duty, while the majority of my peers choose to be ignorant. Th e government must change the voting policy to allow for late-year babies. How

is it fair that I don't get to vote, while the rest of my peers do?

Green light for HemlockTh e resort may one day feature

a mountainside golf course around 10 Mile Bay, overlooking the western side of Harrison Lake, with a chair lift stretching up into the distance to move mountain bikers around the hills.

According to the plan, the main resort would feature hotel rooms, upgraded lift s and four season attractions that would extend the mountain’s viability from three months to a full year.

“It’s a 55-year plan,” Berezan told Black Press at that open house, and will roll out in several stages. While some of the fi nal stages may seem

loft y, he said, the initial plan is to upgrade existing services.

“Th e fi rst phase is to build a new chair to replace our oldest one,” he said. Also to be considered as soon as possible would be a hotel with about 22 beds.

But fi rst, the plan will now go the Fraser Valley Regional District for approval, and possibly for amendments to the region’s Offi cial Community Plan.

It’s good news for a hill that had to cancel its most recent ski season, due to a lack of snow and heavy rains.

Th e plan was designed by Brent Harley, planner behind Big White Ski Resort, along with ski and

bike parks around the world. Atfull buildout, the plan estimatesthe hill will provide 1,500 plusyear-round and seasonal jobs. Th eproject is expected to bring 34,000person years of construction relatedemployment over the course of15 to 20 years of development.Th e total cost the mountainattraction facilities to buildout isapproximately $102 million (in2010 fi gures).

Th e current Master Plan,including a water license reviewfrom 2013, is available online onthe Ministry’s website.

What brought my family here and what keeps us here is the beauty, the nature and the small town feel. Personally, my favourite past time is hiking. The Harrison Hot Springs area offers spectacular hikes including: the Harrison Grind (aka Campbell Lake trail), Bear Mountain, and my personal favourite: Slollicum Mountain. A little rougher than the manicured trails closer to Vancouver, you truly feel you’re getting away from the crowds as you hike our local trails. Coming a close second is biking the country roads in the District of Kent. The roads are fl at and while I miss the bike paths of Amsterdam, once you’re on the country roads the traffi c is light and generally

very considerate. Last, but not least, walking the foreshore of Harrison Lake and around the lagoon never gets old with each day bringing something new to see: windsurfers, kite boarders, geese, eagles, sunsets, spectacular cloud formations. We live and enjoy life in a natural wonderland.

Th e Harrison Festival Society will be presenting the colourful dance performance Viñetas del Mozaico, at Harrison's Memorial Hall on Saturday, October 24, 2015, at 8pm. A production of Vancouver's Mozaico Flamenco Dance Th eatre, the show

will also feature a special opening solo dance performance by internationally renowned dancer Joel Hanna

"Over the years, the Harrison Festival has presented several wonderful fl amenco shows,' says the society's artistic director Andy

Hillhouse. "Th is will be a seamless presentation that off ers a multicultural take on fl amenco, which is a much loved, exciting style of Spanish dance that has roots in the Indian subcontinent and North Africa. Viñetas del Mozaico is a unique production that

has been an audience hit wherever it has been performed."

Directed by dancer Kasandra "La China," Viñetas del Mozaico showcases twelve dynamic dance vignettes accompanied by world percussionists. It includes new belly dance/fl amenco fusion pieces performed by one of Vancouver's foremost belly dancers, Ashley Kirkham. Th e show celebrates virtuosity and expression, through the use of Spanish castanets and zills, Chinese fans and silk veils, Sevillan shawls, and rapid-fi re footwork.

According to Hillhouse, "I love dance, however we are limited in the styles of dance we can present in this hall, due to the size of the stage. Th e beauty of fl amenco is it is less about moving across space, and more about the intensity, tension, and passion in footwork, body postures

and even subtle gestures like changes in hand movements. Th ese can be powerful in more intimate spaces like the Memorial Hall."

Viñetas del Mozaico foregrounds fl amenco percussion through the virtuosic cajon (wooden box) playing of Davide Sampaolo from Rome,

Italy. Th e cajon is contrasted in the show with the darbouka drum, the traditional accompaniment for belly dance, played by Vancouver's Tim Gerwing.

Th e audience will also be treated at the beginning of the evening to a special solo by well known performer Joel Hanna. Known for his athletic and boundary breaking mixture of tap dance, musical percussion, martial arts, and Irish dance, Hanna has toured with Riverdance and Feet of Fire, and has performed at London's West End, Radio City Music Hall, and the Royal Variety Performance.

Viñetas del Mozaico imagines a varied cultural mixture. It expands the Spanish context to include infl uences from some

surprisingly diversesources. Each pieceshowcases a newinspiration, a newexploration, and anew interpretation offl amenco artistry. Th isunique performancepromises to transportaudiences to a magical,imaginative place whereanything can happen.

• First Agassiz Scouts • Agassiz-Harrison Senior Peer Counsellors • Harrison Festival Society • Agassiz Elementary Secondary School • Agassiz-Harrison Historical Society • Agassiz Harrison Aquanauts Swim Club • Kent Harrison Arts Council

The funds distributed by the Foundation are made available by donations from individuals, the District of Kent, as well as dividends on investments managed by the Vancouver Foundation. Applicants come from areas of Arts & Culture, Family & Youth, Education, Recreation & Environment, Health & Welfare, and Seniors.

Business

“We’re Open for Business.” Th at’s the message which will be repeated again and again when the Agassiz/Harrison Area First Nations Business Forum takes place October 20 and 21 at Harrison Hot Springs Resort and Spa.

Seabird Island Band - along with Chawatahil First Nation, Cheam First Nation, Scowlitz Indian Band, Shxw’ōwhámel First Nation and Sts’ailes Band - plan to showcase to the Lower Mainland business community that the eastern section of the Fraser Valley is indeed Open for Business!

“We are collectively the largest land owners in the Fraser Valley and our lands are well situated near critical infrastructure required for development and transport,” stated Chief Clement Seymour of the Seabird Island Band. “Now more than ever in history is an opportune time for partnerships between First Nations and the business community to fl ourish. Business relationships built on honesty, trust and respect will enrich our community and your organization.”

Th e Business Forum

features speakers who will share their insight and experience in building eff ective, productive, sustainable partnerships with First Nations in the real estate, natural resources, commercial, industrial and energy sectors. Keynote speakers include Jim Chu, vice-president of Special Projects & Partnerships with the Aquilini Group, and Ian Anderson, president of Kinder Morgan Canada.

“Developable land is becoming a scarce resource in the Lower Mainland and Fraser Valley. Th e Agassiz/Harrison First Nations are looking for business opportunities from leasing land to full on partnerships in energy, natural resources, manufacturing and agriculture,” stated Brian Titus, Chief Executive Offi cer of the Sqéwqel Development Corporation, which promotes the economic development of Seabird Island. “Simply put, we want to do business. We feel that we have a lot to off er the business world, both locally and internationally.”

One of the highlights of the Business Forum

will be a Fundraising Art Auction and Networking Social, set to take place on Day One from 4 p.m. to 7 p.m. Th e event features First Nations art from Chief Seymour’s private collection. Th e proceeds of the auction will go toward building a new playground for the children of Seabird Island Band. Please check out the Business Forum website to view these exquisite pieces of art.

NOTICE OF PUBLIC HEARING Zoning Bylaw 1219, Amendment Bylaw No. 1525, 2015

Purpose of the Hearing: The District of Kent is holding a public hearing on the proposed District of Kent Zoning Bylaw 1219, Amendment Bylaw No. 1525, 2015. The main purpose of the amendment bylaw is to formalize the following two authorized commercial uses within the Agricultural Land Reserve (ALR):

a. at 1685 Tranmer Road, a commercial use for a helicopter landing site as approved by the Agricultural Land Commission (ALC) in 1975; and

b. at 6690 Key Road, a commercial use for a welding shop established in 1968; since the establishment of the shop was prior to the formation of the ALR, ALC restrictions on the use of agricultural land currently do not apply.

Also, to clarify and list previously approved non-farm-uses in the ALR, the amendment bylaw includes a new Special Conditions of Use section and provides for associated site plans within the Agricultural Zone. The commercial use areas on the above noted properties are identifi ed on site plans within the bylaw amendment.
