Michigan Aerospace Manufacturers Association (MAMA)

Founded in 2007, the Michigan Aerospace Manufacturers Association (MAMA) is a consortium of Michigan AS9120, AS9100 and NADCAP certified manufacturers. MAMA represents the interests of Michigan’s aerospace manufacturing firms with a single, unified voice while providing educational programs and industry research to its members. It also serves to promote the capabilities of the Michigan manufacturing community to the global aerospace industry.

Michigan Defense Contract Coordination Center (DC3)

The Defense Contract Coordination Center (DC3) and the Procurement Technical Assistance Centers (PTAC) are working together to increase the number of Michigan companies winning federal contracts. DC3 opens doors for companies by:

wPromoting and representing the capabilities of businesses before federal buyers and prime contractorswWorks proactively to increase the number of prime

contracts awarded to companies wIdentifies opportunities for companies to create and

compete as supply chain clusters

The Michigan Economic Development Corporation (MEDC) created DC3 to strategically connect defense and aerospace buyers and prime contractors with Michigan’s capable supply chain.

Michigan is a world leader in manufacturing innovation. New and growing industry sector leaders choose Michigan manufacturers to make their products.

Michigan’s growing defense and aerospace business provides diversification and increases new job growth in the state. Michigan is the perfect choice when the federal government looks for innovative new technologies and companies to manufacture those products.

From 2000 to 2007, Michigan companies secured almost $25 billion in government defense contracts. Two industry leaders, General Dynamics Land Systems and BAE Systems have expanded to Michigan and have created more than 2,600 new jobs.

Procurement Technical Assistance Centers (PTAC)

The 11 regional PTACs are the front line in Michigan’s efforts to bring defense and aerospace contracts to state companies.

Our procurement specialists partner with Michigan companies to demystify government contracting, orient those unfamiliar with the process and help companies secure and complete federal, state and local contracts. PTACs helped Michigan companies win over $646 million in contracts in 2009.

PTAC can assist your company throughout the entire pre-award to post-award procurement process, including:

wRegistering to become a government contractor wIdentifying bid opportunitieswSimplifying the bidding processwExpediting payments through electronic invoicingwAssisting with post-award evaluation of your submitted

contract and/or award

PTACs are designed to help Michigan companies capture a portion of the $400 billion – $800 billion that the federal government spends each year for goods and services.

Oakland County International Airport Oakland County International Airport (OCIA) is the second busiest airport in Michigan and is located in Waterford Township. OCIA provides an aviation gateway to the world, featuring a 6,500 foot main runway. OCIA is the ultimate corporate and general aviation facility serving Oakland County, Metro Detroit and southeast Michigan.OCIA features a new environmentally responsible 13,500 square foot terminal that will be one of the first of its kind in the country for a general aviation airport.

Oakland/Troy AirportLocated in Troy, this airport has one runway and is primarily for private and business aircraft.

Oakland/Southwest AirportLocated in New Hudson in the southwest corner of Oakland County, this airport has one runway and is used primarily for private and business aircraft.

Detroit Metropolitan Wayne County AirportDetroit Metro (DTW) serves over 35 million domestic passengers a year, in addition to over 3 million international passengers between the McNamara and North Terminals. Passengers have access to 160 worldwide non-stop destinations through 37 airlines. There are also two Fixed Base Operators at DTW that provide services for private and corporate aircraft.

Detroit Willow Run AirportDetroit Willow Run Airport is Michigan’s third busiest airport with over 100,000 flight operations per year. Occupying 2,600 acres, the airport serves cargo, corporate and general aviation clients. The airport offers five runways and a 24-hour FAA Tower.

Flint Bishop International AirportBishop International Airport (FNT) is located just 30 miles north of Pontiac and provides service to 11 major cities. Bishop features three main runways at 7,848, 7,199 and 4,291 feet, in addition to services for private and corporate aircraft.

Selfridge Air National Guard BaseSelfridge Air National Guard Base in Harrison Township is one of the busiest reserve forces military installations in the United States.

The 127th Wing (Air National Guard) is the host organization at the base. Tenant units include Michigan Army National Guard, separate Joint Reserve intelligence and robotic units, and active duty Army components such as the Joint Combat Support Systems; Navy Operations Support Center (reserves); Marine Wing Support Group-47 headquarters, Marine Support Squadron 471-Det B; 1st Battalion 24th Marine Regiment; Coast Guard Air Station-Detroit; U.S. Border Patrol; Customs and Border Protection Great Lakes Air and Marine Wing.

Selfridge encompasses almost 700 buildings, one runway at 9,000 feet, over a million square yards of taxiway and paved aircraft parking ramps. The working population of the base include over 5,000 reservists, guardsmen and private contractors.

Incentives, Tax Credits & Financing ProgramsOakland County’s Economic Development Team will help your company find potential sources of capital and financing.

Defense Contracting Michigan Business Tax Credit — The program will help companies receive federal contracts from the Department of Defense, Department of Energy and the Department of Homeland Security.

Through the authority of the Michigan Economic Growth Authority, companies awarded federal contracts may also be awarded a refundable tax credit against the Michigan Business Tax.

Michigan New Jobs Training Program — The program authorizes community colleges to issue debt on behalf of employers that are creating new jobs and/or expanding operations in Michigan for the purpose of funding job training. The program provides flexible funding to meet a variety of training and development needs, ranging from highly specialized and customized training to basic skill development for new jobs.

The debt is paid by capturing the incremental increase in the state income tax associated with the new employees’ wages and redirecting it to the college instead of the state. Funds may be used to pay for 100 percent of any direct training expenses.

Traditional and Non-Traditional Financing — Oakland County’s Business Finance Corporation and Economic Development Corporation help companies with the SBA 504 Loan and with Tax-Exempt Revenue Bond programs. Through the Automation Alley Technology Center, emerging companies can be assisted with securing non-traditional and unique sources of financing and capital.

State Incentives / Tax Credits — Michigan has a wide variety of incentive programs and tax credits for companies that qualify.
