to identify the best practices of state parcel conversion programs with an emphasis on facilitating parcel conversion from paper to digital maps in smaller communities.

Seven states have been identified as potential models: Alabama, Arkansas, Florida, Montana, North Carolina, Tennessee, and Wisconsin.
The Information Management Best Practices Criteria will be used as a basis to categorize criteria which are:
• Effect a measurable change in performance.• Be applicable to a broad spectrum of organizations.• Be proven in practice.• Utilize proven technologies• Ensure an acceptable level of control and risk
management• Match the skills and capabilities of the organization

The following information will be collected.A trend analysis contrasting states with and without
conversion programs.
• The quantity and sources of funding provided to the counties.
• The value land management agencies place on parcel data.
• Quantification of improved services and man hours saved if parcel data is available.
Simple descriptive statistics will be used illustrate value and trend analysis will be used to quantify differences.
