INSTRUCTION TO BIDDERS:-
NAME OF WORK: - Work of online, routine, preventive and breakdown maintenance of auxiliaries
related to Steam Turbine and Balance of Plant (BOP) of 500 MW capacity Unit No.6 of Ukai TPS on ‘as
and when required’ basis.
1 Prescribed Earnest money deposit & Tender fee will have to be paid by the Tenderer, which will be
accepted by crossed demand draft drawn on Bank of Baroda or SBI payable at Ukai. Tender
submitted without EMD are liable to be rejected.
2 Tenderer should also quote the MR/DD number with date on the tender cover for payment of EMD.
Tenders received late after due date & time will not be accepted Any alteration/modifications to the
bids received after opening of tender shall not be considered unless called for by the Corpn. in
negotiation
3 Tenders received late after prescribed due date & time will not be accepted. Any alteration /
modifications to the bids received after opening of the tender shall not be considered unless called
for by the GSECL in negotiation.
4 The offer of bidder may be ignored if penalty is recovered from him by competent authority of any
power station of GSECL for negligence of work or non compiling the requirement as per Terms and
Conditions of work order issued to him in past within last three years.
5 Before quoting the rates in the tender, Party can see the site for correct assessment of work. No
ignorance of rate quoted shall be entertained after opening of tender.
6 The offer should be valid for minimum 120 days from the date of opening of price bid otherwise
offer may be rejected. 7 Chief Engineer (GEN) UKAI TPS reserves the right to either accept or reject any or all tenders without
assigning any reason any thereof.
8 If contractor’s bid does not meet the pre-qualification criteria, then his offer is likely to be rejected
without any reference. Decision regarding this will be taken by the C.E. (Gen.), UTPS and binding to
all. 9 Tenderer should also certify that the tender submitted is unconditional tender and specifically
remark “ Unconditional tender” on cover itself
10 Subletting of Tender is not permitted.
11 Corpn. reserves the right to split the contract.

PRE-QUALIFICATION CONDITIONS FOR TECHNICAL BID:

1 The bidder should produce certificate/document as evidence of having an
experience for same or similar jobs (i.e. overhauling, servicing &maintenance of
turbine-generator and their auxiliaries, various types of pumps, BFPs, booster pump,
oil purifier, vacuum pump, various types of valves, compressor, diaphragm of
turbines etc.) for unit having capacity of 210 MW and above carried out satisfactorily
for in last seven years period in the government/semi government/state electricity
board / corporation body/IPPs & NTPC.
Experience of having successfully completed same or similar works during last 7
years ending last day of month previous to the one in which tender are invited
should be either of the following:-
a) Three similar completed works costing not less than the amount equal to 40% of
the estimate cost. OR
b) Two similar completed work costing not less than the amount equal to 50% of the
essential cost. OR
c) One similar completed work costing not less than the amount equal to 80% of the
estimated cost.
2 Details of minimum tools, tackles and equipments in possession relevant to the job
3 Details of P.F. Code no. from appropriate authority
4 Latest Bank Solvency Certificate of minimum 20% of estimated cost from any
Nationalized Bank
5 Certified copies of last three years audited annual account i.e. profit & loss account
and Balance sheet if the estimated cost of the tender exceeds Rs. 05 lacs (for one
year ARC tender). If the party is a proprietary party and not required to get annual
account audited under the law, a copy of Income tax return or certificate from
practicing Chartered Accountant certifying the “Profit & Loss account” should be
submitted
6 Wherever applicable, as per stay order of the court of law, as may be in forced from
time to time, the bidder will have to give consent and confirm that he will engage
same labours and supervisory staff working with the presently working contractor.
7 Copy of appropriate contract registration
8 Copy of contract labour license from the appropriate authorities, duly obtained and
or renewed for the entire contract period
9 Details of registered partnership deed in case of partnership firm and activities of
association and memorandum of association in case of company
10 Group insurance of all the contract labours duly engaged throughout the contract
11 The tender shall be Opened of the paid EMD only
12 Conditional tender is liable to be rejected. Withdrawal or insertion of conditions
unilaterally after opening of tenders will not be permitted unless it so desired by the
GSECL.
13 Party should have to submit the details of the registration number regarding Service
Tax along with Technical Bid (i.e. Copy of Service Tax Registration)
Non compliance of above criteria the technical bid is liable to be rejected. After acceptance of the Technical Bid
the Price Bid will be considered for opening.

Work of online, routine, preventive and breakdown maintenance of auxiliaries related to Steam Turbine
and Balance of Plant (BOP) of 500 MW capacity Unit No.6 of Ukai TPS on ‘as and when required’ basis.
List of equipments/Auxiliaries/machineries at Turbine and balance of plant area of Unit # 6, Ukai TPS
1. Compressed air system centrifugal type Air Compressors (02 Nos.), Air Dyer, Air Receive tanks, Inter
connecting air and water Piping, its fittings and valves.
2. DMCW system for Turbine auxiliaries consisting 03 Nos. of pumps, 03 Nos. of Heat Exchangers,
associated valves and pipings etc.
3. DMCW system for SG auxiliaries consisting 02 Nos. Pumps, associated valves, 02 Nos. of heat
exchangers etc.
4. Self-cleaning strainer system consisting strainer unit, 2 Nos. of back washing pumps, associated valve,
strainers etc.
5. MDBFP 1 No. of Boiler feed pump, booster pump, hydro coupling, booster pump strainer, main
pump strainer, discharge valves, recirculation valves, suction valves, lub oil coolers, working oil
cooler, associated valves and pipelines.
6. TDBFP 02 Nos. of Boiler feed pump, booster pump, gear box, booster pump strainer, main pump
strainer, discharge valves, recirculation valves, suction valves, Lube oil pump, DCLOP, Jacking oil
pump, Transfer oil pump, oil centrifuge, associated valves, governing rack etc.
7. Condensate system: Condensate Extraction Pumps 03 Nos., suction valves, suction strainers,
associated valves and pipe lines up to Deaerator.
8. TG Bearing Lube oil system - Main oil tank, AOP 02 Nos., DCEOP 01 No., ACJOP 01 No., DCJOP 01 No.,
Vapour extractor fans 02 Nos., associated valves, Main oil coolers02 Nos. duplex filters, associated
pipe lines etc.
9. Oil separator-centrifuge, booster pump associated valves, pipe line etc.
10. Control oil system- Control oil pump, regenerative pump, vapour extractor fans, filters, heater,
associated valves and pipe lines, governing racks, accumulators etc.

12. Seal oil system- AC seal oil pump 02 Nos., DC seal oil pump 01 No., Seal Oil Tank, DPRVs, equalizer

16. LP Bypass system- Oil pumps 02 Nos., Recirculation pumps 02 Nos., valves of LP Bypass spray water

17. Vacuum system- vacuum pumps 02 Nos., Recirculation pumps 02 Nos, separator, associated valves,
coolers etc.
18. Gas system -Gas feeding system (H2, N2 and CO2) valves, fittings and pipe lines including different
valves in H2 gas drier etc.
19. Chemical dosing system- Phosphate, Ammonia, Hydrazine dosing pumps 2 Nos. of each category and
their valves, relief valves, NRVs, strainer, pipe lines, tanks and agitator etc.
20. Deaerator System: Deaerator, storage tank, associated pipe lines, valves and safety valves.
21. Condenser online tube cleaning system- pumps, valves, orifices, unions, etc.
22. LP Heaters and HP Heaters- Shell, Drip valves and associated pipe lines.
23. Turbine drain and impulse line valves of MS, CRH, LPBP drain valves, HRH and MAL drain valves.
24. HP heaters, LP heaters, Deaerator and TDBFP Extraction line oil operated NRVs.
25. HP and LP welding of steam lines, water line, oil lines, gas lines and their associated systems related
with Turbine, drain and impulse line valves of MS, CRH, LPBP drain valves, HRH and MAL drain valves
and pipelines, valves of PRDS steam and Spray water line.
26. Condenser, hot well, flash boxes- tanks, associated valves and pipe lines.
27. LP Turbine rupture diaphragm.
28. All hangers and supports.
29. Turbine governing system.
30. CW pump House- 04 No. of CW pump, EOT and discharge butter fly valves & sump pumps.
31. Chlorination plant.
Balance of Plant
1. Raw water pump house- 03 Nos. Raw water pumps, 03 Nos. of ash water pump, 02 sets of travelling
band screen, 02 Nos. of back washing pumps and associated valves, pipe lines etc.
2. Side screen filtration plant – Feed tank, main shell/tank, DP indicator, by pass rotameter, nozzles,
pipelines and associated vales.
3. CW treatment plant- Acid Dosing System, Anti scalant Dosing System, Bio Dispersant Dosing System,
Corrosion Inhibitor Dosing System, Tanks, pipelines and associated vales, CO2 breather, Moisture
Trap, Safety Shower and Eye Wash, Exhaust Fan and strainer for different fans.
4. Chlorination plant - 24 Nos. of chlorine containers and its associated system, pumps, valves, piping
etc.
5. PT plant and clarifier system- 15 Nos. of Pumps, 2 Nos. of Blowers, 2 Nos. of clarifiers, 1 No. of
Thickener, 2 Nos. of Centrifuges, 6 Nos. of Agitators, 6 Nos. of Dosing Tank, Gates and strainers,
piping and associated valves
6. Clarifiers pump house- vertical pumps.
7. AC plant- 03 Nos. of Water Cooled Screw Chiller, 08 Nos. of Double Skin AHU, 03 Nos. of FRP
Construction Cooling Tower, 03 Nos. of Centrifugal pump set for Condenser water, 03 Nos. of
Centrifugal pump set for Chilled water, Make up Water Tank, Water storage Tanks, Strip Heater, Pan
Type humidifiers, Fan, Fire Damper, Ducting, insulation, Piping and associated valves, strainers etc.
8. Ventilation System- Evaporative Cooling System For TG Building, Air Cooling System for ESP-VFD
Control Building, Air Distribution System, Roof Extractor Units, Fans and Pre-filters, strainers etc.
9. EOT crane, Chain pulley Blocks, Electric hoist etc.
10. Condensate polishing Unit – 02 Nos. of CPU vessels, 02 Nos. of resin traps, piping and associated
valves.
11. Cooling Tower- PVC pipes, 02 Nos. of sludge pumps, PVC fills, Gates, screens, nozzles, valves etc.
including SSF system
12. Chlorination Plant- Pumps, tonners, vaporizers, blowers, PVC pipes, valve etc.
DETAILED SCOPE OF WORK
1. Overhauling / Servicing work of Horizontal Pumps at TG area.
a) Decoupling of pump and motor after removal of suction, discharge and related piping.
b) Shifting of motor from position for working in the pump.
c) Dismantling of complete assembly.
d) Cleaning of various parts, necessary grinding and greasing work.
e) Replacement of worn out parts.
f) Removal/replacement of bearings if required or bearing inspection of both end.
g) Checking of impeller, wear rings and noting down the readings as per OEM.
h) Refitting of complete assembly means box up of pump casing and bearings, coupling etc. with
previous procedure.
i) Alignment of pumps with motor
j) Replacement/tightening of gland and greasing work.
k) Refitting of associated piping as per previous dismantling.
l) Repair / welding of defective components as well as pump casing followed
by grinding for matching.
m) Attending any defects arises during trial run/commissioning.
Note: Scope of work for Sr. No. 2 and 3 is same as above.
4. Overhauling /Servicing of Vertical Pumps at TG and BOP area.
a) Decoupling of pump and motor after removal of suction, discharge and related piping.
b) Shifting of motor from position for working in the pump.
c) Dismantling of complete assembly.
d) Cleaning of various part, greasing and replacement of worn out parts.
e) Removal/replacement of bearing or bearing inspection, if required
f) Take necessary reading like float and other clearances
g) Refitting of complete assembly with previous procedure.
h) Alignment of pumps with motor.
i) Replacement/tightening of gland and greasing work.
j) Refitting of associated piping as per previous dismantling.
k) Attending any defects arises during trial run/commissioning.
Note: Scope of work for Sr. No. 5 is same as above.
6. Overhauling /Servicing of Booster pump of TDBFP and MDBFP and its allied works.
a) Dismantling of the associated line connect with Booster pump , TDBFPs and MDBFP.
b) Decoupling of pump with motor, gearbox, hydraulic coupling and turbine whichever is applicable.
c) Dismantling of pump with proper procedure and manufacturers guidelines.
d) Remove the top cover of booster pump and cartridge of the TDBFP.
e) Remove the associated seals with the pump.
f) Check the journal bearing/thrust bearing and replacement, if required.
g) Checking of impeller, wear rings and note down the readings.
h) Assembling of pump by replacement of damaged spare parts.
i) Boxing up of pump casing and bearings, coupling etc.
j) Alignment of motor or turbine or gearbox or voith coupling with respect to pump.
k) Assembling of the associated line connect with Booster pump, TDBFP and MDBFP.
Note: Scope of work for Sr. No. 7 is same as above.
8. Removal of the cartridge of BFP/Vacuum pump
a) Dismantling of the associated line connect with TDBFP and MDBFP.
b) Decoupling of pump with motor, gearbox, hydraulic coupling and turbine whichever is applicable.
c) Remove the cartridge of the BFP and Vacuum pump.
d) Remove the associated seals with the pump.
e) Check the journal bearing/ thrust bearing and replace if required.
f) Assembling of the cartridge of the BFP and Vacuum pump.
g) Assembling of the associated line connect with Booster pump, BFP and Vacuum pump.
h) Assembling of the bearing with design clearance.
i) Alignment of motor or turbine or gearbox or voith coupling with respect to pump.
9. Mechanical Seal replacement of Booster pump of TDBFP, MDBFP and its allied work.
a) Remove the top cover of the Booster pump and its associate line.
b) Remove the mechanical seal from the pump.
c) Assembling of the mechanical seal.
d) Assembling of the pump top cover and fix the associated line.
e) Check the leakage after charging of the line from the seal, if required re-adjusting the seal.
f) Remove the mechanical seal of BFP.
g) Decouple the pump with drive and remove the coupling covers.
Note: Scope of work for Sr. No. 10 and 11 is same as above.
12. CW pump gland replacement work.
a) Confirm the isolation of the system.
b) Remove the whole gland from the gland box.
c) Measure the dimension of gland box/collar.
d) Insert the new gland in the gland box.
e) Complete the assembly.
f) Ensure the leakage of the gland after starting of the pump.
g) Minimize the leakage if any.
13. Overhauling/ servicing work of CW pump.
a) Removal of coupling guard.
b) Decoupling of pump with motor, checking initial pump alignment.
c) Disassembly of bearing / bearing housing.
d) Withdrawal of gland packings.
e) Dismantling of various parts of pump.
f) Cleaning and inspection of all components.
g) Measurement of required clearances like wearing ,cuttless rubber bearing
h) Shifting of components from site to central workshop/deptt. stores and vice versa, if required.
i) Shifting of component from central store to site or deptt. store, if required.
j) Repair / replacement of damaged parts or bearings etc.
k) Complete assembly of pump.
l) Restoration of coupling and coupling guard, gland filling and setting float.
m) Alignment of pump with motor, oil top up.
n) Trial run and rectification of defects, if any.
14. Overhauling/ servicing work of Agitator
a) Confirm the isolation with system.
b) Complete dismantling the agitator from motor.
c) Servicing/ cleaning of agitators.
d) Replace the damaged parts.
e) Reassembly the agitator with motor.
15. Bearing replacement of booster pump, TDBFPs and MDBFP
a) Open the bearing housing cover.
b) Remove the bearing and check, replace it if required.
c) Blue matching of the bearing is required before placing.
d) Fitting of the bearings with required clearance.
e) Close the housings of the bearings.
f) Check the oil return flow, if flow is not proper than rectify it.
g) For thirst bearing remove the all pad check the condition of the bearing.
h) Place the thirst pads with design clearance.
Note: Scope of work for Sr. No. 16 &17 is same as above.
18. Alignment/coupling of Vertical and Horizontal pumps of TG and BOP Area
a) Remove the coupling guard.
b) Remove coupling bolts.
c) Remove distance piece of the coupling.
d) Measure the distance between coupling faces on both sides.
e) Check the alignment by dial gauges axially and radially.
f) Noting of necessary readings as per OEM.
g) Follow reverse procedure for coupling.
h) All fixtures necessary for alignment included in scope of contractor.
19. Servicing/overhauling work of sump pumps, sludge pump etc.
a) Removal of chequered plates and other obstruction for lifting of the pump.
b) Necessary arrangement to be made for lifting of pump.
c) Dismantling of the pump completely.
d) Inspection of all pump internals like bearings, shafts, impellers, seals etc.
e) Repair /replacement of defective and damaged parts.
f) Re-assembly of pump.
g) Cleaning of the pump.
h) Lifting and positioning of pump at proper place with motor.
i) Successful trial run of pump after alignment and coupling with motor.
20. HP-LP heater manhole gasket replacement work.
a) Removing stud and bolt from the manhole.
b) Dismantle the manhole with special tools.
c) Lifting and position of the inner guard and manhole.
d) Check the parting plant bolt, tightening of the bolt to be done if required.
e) Leakage if any to be arrested by welding if required.
f) Check the surface and gasket of the manhole and replace with new one after clearly cleaning the
surface.
g) Ensure checking of leakage after charging of heater. Further tightening or replacement of gasket, if
required.
21. CPU Overhauling work.
a) Ensure the isolation of CPU.
b) Open the manhole.
c) Inspect the inside vessels of CPU.
d) Cleaning of inside surface and nozzle. Properly set nozzle after cleaning.
e) Leakage from the vessel required to be arrest.
f) Check the suction strainer of CPU and reinsert after proper cleaning.
g) Ensure the all work is properly completed and box up of the vessel is required.
h) After completing the box up proper charging of CPU to be ensured, necessary corrections, if
required.
22. CPU Discharge/suction strainer cleaning.
a) Ensure that strainer is drained and cooled completely and confirm isolation.
b) Open all the nuts of the strainer cover
c) Lift the cover of strainer.
d) Take out the strainer.
e) Clean strainer with the help of wire brush, compressed air and pressurized water.
f) Clean the strainer barrel from inside carefully.
g) Enter inside with empty pockets only.
h) Cut the strainer gasket.
i) Insert strainer in the barrel.
j) Box up the strainer cover with new gasket
23. CEP suction strainer cleaning
a) Ensure that strainer is drained and cooled completely and confirm isolation.
b) Open all the nuts of the strainer cover.
c) Lift the cover of strainer.
d) Take out the strainer.
e) Clean strainer with the help of wire brush, compressed air and pressurized water.
f) Clean the strainer barrel from inside carefully.
g) Enter inside with empty pockets only.
h) Cut the strainer gasket.
i) Insert strainer in the barrel.
j) Box up the strainer cover with new gasket.
24. Strainer cleaning of MDBFP/ TDBFP and its booster pump.
a) Open all the nuts of the strainer cover.
b) Remove the cover of strainer.
c) Take out the strainer.
d) Clean strainer with the help of wire brush, compressed air and pressurized water.
e) Clean the strainer barrel from inside carefully.
f) Cut the strainer gasket and apply grease to gasket.
g) Insert strainer in the barrel.
h) Box up the strainer cover with new gasket; ensure that no foreign body remains inside the strainer.
Note: Scope of work for Sr. No. 25 is same as above.
26. Servicing/cleaning of centrifuge of TDBFP, Turbine and COT-DOT area
a) Ensure the isolation of Centrifuge from electrical and oil side.
b) Servicing/internal checking of different equipment of centrifuge.
c) Bowl removal and cleaning of each stack element.
d) Servicing/Replacement /maintenance of Centrifuge booster Pump and bearing replacement.
e) Oil leakage attending.
f) Oil pump leakages attending by replacing the oil seal.
g) Replacement of valves, orifices, unions etc., if required.
h) Assembly of stack elements and successful trial.
27. Cleaning of Duplex filter of lube oil system of TDBFP and Turbine ( other than normal duty hrs)
a) Confirm isolation from both, water side and oil side.
b) Removal of water box covers and drains cover
c) Cleaning of tubes internally with the help of proper sized nylon brush and copper tube/rod.
d) Checking of tube leakage, if any and applying dummy to the leaky tube.
e) Cutting of new gasket for water box and replacing the old gasket with new one.
f) Box up the water box cover, drain covers and related piping.
g) Charge slowly and check for leakages, if any and attend the same.
28. Servicing/cleaning of AHU of TG & BOP area.
a) AHU- includes Filter cleaning work, water leakage in piping and valve attending work, blower
inspection and belt checking, replace belt if required, greasing and oiling work.
b) Adjust the screen, if required.
c) Checking of bearing and replacement, if required.
29. Servicing/cleaning of CT fan of AC plant.
a) Chiller – includes condenser cleaning if required, compressor checking work, Water and gas piping
and associated valve leakage attending work, gas pressure checking work, other general maintenance
of chiller.
b) AC plant cooling tower includes belt tightness checking and replace if required. Leakage attending
work, oil top up and greasing of parts, fan inspection, screen and cooling tower cleaning.
30. Vapour extraction/gland steam exhauster fan overhauling work.
a) Confirm the isolation with system.
b) Dismantling and shifting the fan at service area.
c) Decouple of motor with fan.
d) Servicing the fan and greasing, if required.
e) Complete assembling of fan with motor.
f) Alignment of motor with respect to pump.
31. LPT diaphragm replacement
a) Work is to be carried out in warm condition over LP Turbine casing.
b) Remove the diaphragm assembly from LPT casing.
c) Bring the assembly at turbine floor for dismantling work.
d) Cut the lead diaphragm and gasket of required thickness, grade and size.
e) Assemble it carefully.
32. Replacement of exhaust hood diaphragm of TDBFP
a) Confirm the isolation of system.
b) Dismantling of exhaust hood diaphragm assembly.
c) Removal of old rupture disc.
d) Cutting of new rupture disc of required thickness and size.
e) Inserting new rupture disc and tightening the flange joint.
33. Servicing/Overhauling and replacement of Valve up to 100 NB.
a) Confirm isolation of valve. Removal of insulation and refitting, if required
b) Dismantling of valve and parts inspection i.e. sealing area, seat and body seat, yoke nut and stem
nut threads.
c) Cleaning of stem and making of the valve operation free. Greasing of operating nut and stem.
d) Replacement/repair of parts, if required and lapping of seat.
e) Necessary blue matching, if required.
f) Cutting of gasket of specified grade, cleaning, repair, replacement of yoke bush/drive bush etc.
g) Replacement of gland packing.
h) Assembly of valve and checking its smooth operation.
i) Greasing of yoke nut and stem till smooth operation.
j) Checking gland leakage during charging and attend leakages accordingly.
Note: Scope of work for Sr. No. 34 and 35 is as above.
36. Servicing/Overhauling and replacement of Butterfly Valve up to 250 NB.
a) Work of checking/replacing of rubber sealing ring and setting of valve for Zero passing.
b) Checking of gear box, checking of bearing bush and replacing the same, if requires,
Checking/replacement of gears/pinions, if any. Complete greasing of gear box. Setting of
gearbox/actuator for full opening and full closing of valve.
c) Dismantle the valve with motor/actuator.
d) Removal of valve from flanges. Provide platform, if required.
e) Cleaning of parts.
f) Servicing/Replacement of disc, seat, if required.
g) Removal of old seat gasket. Refitting of new seat gasket, if required. Greasing work.
h) Assembly of parts and coupling with motor/actuator.
i) Placement of valve on position.

48. BFP/Booster pump/hyd. Coupling/motor coupling/Decoupling and alignment related work.
i) Remove the coupling guard.

k) Remove distance piece of the coupling.
l) Measure the distance between coupling faces on both sides.
m) Check the alignment by dial gauges axially and radially.

49. Servicing/repairing/ overhauling of NRVs above 200 NB to 500NB and allied works

c) Replacement/repair of parts like disc, seat or gland packing, if required.
d) Lapping of seat, grinding of hinges, disc body, welding inside/outside, if required.

f) Assembly of valve, check of leakage and ensure its smooth operation.
50. Scrap removal work on Ton Basis.
a) Cutting scrap, if required.
b) Lifting and shifting of scrap from site.
c) Weight to be measured after loading of scrap in truck and weighment slip from store is required
for the evidence.
d) Arrangement of vehicle for shifting the scrap from site to store or unload site is in contractor
scope.
51. Various welding works by general purpose welding rod on RMT basis.
a) Check whether it is permissible or not in that particular area.
b) Check availability of fire extinguishing system.
c) Shifting of welding machine as per requirement and make necessary connections.

e) Remove the insulation, if applied.

Name of the Work: Work of online, routine, preventive and breakdown maintenance of auxiliaries
related to Steam Turbine and Balance of Plant (BOP) of 500 MW capacity Unit No.6 of Ukai TPS on ‘as
and when required’ basis.
TECHNICAL TERMS & CONDITIONS:
1. Contractor has to collect materials/Spares from GSECL main/Dept. store. Transportation vehicle
will be provided by GSECL. However in case of emergency, contractor will have to arrange the
vehicle at his own cost to avoid the delay in work. After completion of work all scrap is to be
credited to main Store.
2. The entry pass for inward material and labour with the CISF/LWO stamp/sign shall have to be
submitted to EIC. Purchased material to be got verified during RA bill recording.
3. Contractor will have to submit complete material account showing all date wise material
transactions and material issued and used with location and detailed measurement to Engineer-
in-charge. Measurement is to be taken in presence of GSECL representative.
4. All maintenance work should be complied with the norms, procedures and standards as
recommended by the O&M manual of the manufacturer or OEM.
5. The contractor should perform his work in such a manner so that his work will not cause any
interference/disturbance of work of other agencies.
6. Required special purpose welding electrodes will be provided by GSECL free of cost. Contractor
has to credit end pieces of welding electrodes. Failing to which, the recovery shall be made from
RA Bill.
7. The maintenance schedule/program should be made in consultation with the EIC of GSECL in
comprehensive manner for optimum availability of equipments for sustained full load operation
of the unit.
8. The contractor will use only good consumables for the maintenance work which should be got
approved by the GSECL’s EIC.
9. All workers / employees engaged by the contractor in work must be physically and mentally fit &
stable and they should not act anything that is detrimental to the plant. They should not act
/engage in any subversive activities with an intention to loss or damage any property & life of
GSECL / GOI/ Others or self or other persons. The contractor must ensure the same.
10. All employees of contractor must observe all safety norms and contractor should ensure the
same.
11. Contractor should have to follow the instruction of engineer in-charge strictly for engaging the
labour for routine, general, preventive and periodic maintenance work related to TG and BOP
area.
12. Contractor has to submit daily progress report along with manpower engaged every day before
stopping the work, failing to which penalty is levied as decided by EIC.
13. Contractor or technically qualified authorized person has to remain present at site and if it will be
observed that work is carried out under GSECL supervision in his absence, Penalty will be charged
as per GSECL’s rules and regulations.
14. Any work, related to contract awarded, is not mentioned in the scope and is required to be
carried out then same will be in the contractor scope at no extra cost.
15. Required general purpose M.S. Welding rods and other consumable items/materials, welding
M/C, gas cutting set/cutting torches, grinders, chisels, chain pulleys block, all tools & tackles,
measuring instruments & labours required relevant to job shall have to be arranged by the
contractor at his own cost.
16. The validity of this work contract is 11 months from the date of commencement of the work. The
GSECL reserves the right to extend this contract for further period of six months after completion
of above mention validity period.
17. The contractor can make pre-arrangement i.e. before starting work like taking all details and
specifications of job by site visit to assess the actual work for planning the required tools /
tackles, manpower to complete work in scheduled time limit.
18. The contractor’s resources will be available at any time on all working days and holidays to meet
the target and time for job work schedule.
19. Contractor shall have to arrange adequate tools, tackles, skilled persons to meet scheduled work
within time limit. At any time, if GSECL feels that progress of work is unsatisfactory, another
agency / personnel shall be engaged in parallel for expediting the work, cost of which shall be
recovered from the contractor’s running bill.
20. Contractor shall have to engage minimum 01 Supervisors, 02 nos. technician, 01 no welder, 02
nos. Rigger/Grinder/Fitter and 04 unskilled labours in general shift. As per GSECL general shift
time from 8.30 Hrs. to 12.30 Hrs and 13.30 Hrs to 18.30 Hrs for attending the work as per scope
of work and instruction of EIC for work as per Schedule-B Sr. No. 52. Their duty roster shall be as
per the direction of GSECL. Their daily attendance duly signed by the Site-in-Charge of the
contractor will have to be submitted to GSECL. If any of them is found to be absent without
permission of GSECL, penalty will be as per penalty clause “C”.
21. Contractor has to submit consumable charges evidence with every RA bill. Difference of the total
amount with all RA bill and consumable shall be deducted from the final RA bill.
22. Electrical connections will be in the scope of GSECL. The lighting is to be arranged by the
Contractor. The GSECL shall make arrangement for providing power supply to the contractor for
working their equipments, tools etc. as and when required as decided locations / points by
Engineer-in-charge.
23. Seven (07) days time shall be allowed from the date of receipt of telegraphic/fax order/letter for
mobilization of contractor man, transportation etc. Commencement date for Starting the work
will be reckoned accordingly or from the date contractor is permitted to start the work.
24. The Engineer-In-charge has the every right to deduct a maximum level of 10% of the contract
value for poor workmanship or for a considerable delay in the completion of the job.
25. Contractor should attend any defect contributory to their faulty workmanship during the trial run
and commissioning of equipment / system / unit, and rectify without any extra charges to the
GSECL. If rectification is not carried out in time as instructed by Engineer-In-charge, the same
shall be carried out by GSECL by engaging GSECL staff or any other agency and cost of which will
be recovered including supervision charges from the contractor’s bill as per Corporation’s rules.
26. All scaffolding required for overhauling of valves/pumps will be done by contractor. All Jigs and
fixtures/Jugad required for removal of any part of valves/actuators/pumps will be fabricated by
contractor. However required planks, plates etc. will be provided by GSECL free of cost.
27. GSECL will provide workshop facility free of cost in GSECL workshop premises as and when
required only after decided by concerned Engineer in charge for said work.
28. All maintenance work should commence after obtaining of WORK PERMIT to be issued by GSECL
authority from Main Control Room and the same to be returned to GSECL authority forthwith on
completion of the work.
29. The contractor shall have to arrange to remove the day-to-day scrap materials from site and
credit to GSECL main store as per instruction of Engineer-in-charge. The site must have to be
cleared before starting / commissioning of equipments / unit; otherwise the amount of Rs. 500/-
or actual whichever is higher will be recovered from contractor’s bill without assigning any reason
in the event of non-removal of scraps and then after bill will be processed.
30. IBR HP welder for small Leakages and Valve replacement related to pressure part is to be
arranged by contractor.
31. The rates given in Schedule-B will be firm till completion of work in units. Any type of price
escalation will not be allowed against this contract.
32. Contractor and their workers should report to EIC within one hour in odd hours after intimation
on Mobile or through SMS.
33. GSECL reserve right to stop the work at any time if Machine will be out of Bar due to major
outage. Contactor will be informed in advance before 02 to 03 days to stop the work. During this
period, no payment will be paid to contractor.
34. Other general terms and conditions are as per the attached sheet.

GENERAL TERMS & CONDITIONS
Name of work: The work contract for online, routine, preventive & breakdown maintenance work of
Turbine related auxiliaries & BOP of 500 MW Ukai TPS on as and when required basis for 11 month.
The ‘contractor’ means the documents forming tender and the subsequent agreement that may be
entered in to.
1. The general rules and regulations of the Corporation for tender and contract for works will apply to
the extent the same are not modified herein. Any other rules and regulations, conditions etc. that
are in force at present and that may be framed by the Corporation from time to time in connection
with contracts will be binding and acceptable to the contractor.
2. Sub-letting or tradable of contract without prior written approval of Corporation will be treated as a
breach of contract and it will be punishable by forfeiting the security deposit as well as termination
of contract.
3. The successful Bidder has to pay Security Deposit 05 (five) % of the order value on issue of Letter of
Intent. The amount of Security Deposit will be refunded after satisfactory completion of work and
after deducting any dues of the Company.
4. The contractor shall hold the Corporation indemnified against and in respect of any claims arising
out of injury to any persons(s), loss of life; workman’s compensation and any other thieve the
Bidder claims whatsoever. The contractor shall be responsible for any damages to any property of
the Corporation due to negligence of the contractor on his employees. The Corporation will be
entitled to recover the damages from the contractor and it shall be final and binding to the
contractor.
5. The contractor shall submit his Service tax registration number and same should be quoted on all
his bills.
6. The contractor will have to enter in to an agreement with the corporation and the cost of the
stamped paper shall be borne by the contractor, the contractor shall also have to execute an
indemnity bond on required value of stamped paper as per Corporation’s rules. The cost of the
stamped paper will be borne by the contractor.
7. Arbitration Clause: All questions, disputes, or difference, whatsoever which may at any time arise
between the parties to this contract in connection with the contract or any matter arising out of or
in relation thereto, shall be referred to the Gujarat Public Works Contract Dispute arbitration as per
the provision of the Gujarat Public Works Contracts Disputes Arbitration Tribunal Act-1992.
8. The Bidder shall strictly observe all the Labour laws and Factory acts in existence and amendments
made from time to time.
9. The work shall be completed within stipulated time. If required, the contractor will have to work
round the clock to maintain the work schedule.
10. Payments shall be made as per actual work done only.
11. The contractor shall have to take all necessary precautions to avoid fire during cutting welding etc.
in case of any smoldering fire; the same should be extinguished by contractor immediately using
their own labour tools water and buckets etc.
12. Contractor shall arrange their own adequate tools and tackles welding accessories drilling machine,
grinders, scaffolding/ lighting materials including lighting transformers as per IS-1416 etc. required
for the work included in Schedule-A.
13. Party has to carry out the work at site only. If work is found unsatisfactory or not progressing
according to the schedule given by the GSECL, then the GSECL reserves rights to terminate the
contract without assigning any reasons thereof and the remaining work can be allotted to some
other agencies at your risk & cost.
14. Before starting the contract, the party has to furnish the documents for insurance of workers,
failing which the contractor shall not be allowed to commence the work.
15. An authorized technically qualified representative of the contractor must be available at site while
the work is going on. The address of the representative should be submitted to this office so that
The Bidder’s representative can be contacted whenever, required in connection with execution of
the work.
16. Scaffolding material, if available with GSECL, will be issued on chargeable basis otherwise contractor
will have to arrange for the same at his own cost. After completion of work scaffolding is to be
removed immediately.
17. After completion of work, working area and surrounding area should be made clean by removing
M.S. debris & all types of scrap etc. scrap should be credited to main store only & it should be
dumped at place shown by EE (Store).
18. The contractor shall submit daily progress report for the work carried out by them.
19. The contractor if desires can see the plant and site of work with permission of under signed on any
working day during working hours.
20. The contractor shall have to submit their own P. F. Code number if allotted by RPF Commissioner /
P.F. Authority. In case the P.F. Authority has not issued. Allotted P.F. Code number to you then you
shall have to comply with the provision of the P. F. Act and submit the P.F. Contribution of your
Employees and Contribution of yourself to the P.F. Trust of the Corporation.
21. All the employees engaged by you will be covered under P. F. Act and if you are denied the separate
P.F. Code number by the P.F. Authority than you will have to submit the P.F. Contribution along
with administrative charges to GSECL P.F. Trust without fail. If you will not
comply this condition the final bill will not be released.
22. This contract or any part thereof shall not be sublet to or assigned to any other party/ contractor
without written permission of the GSECL.
23. The contractor has to arrange for the accommodation for their all staff at his own cost.
24. Income tax will be deducted as per prevailing rate.
25. The tender should be submitted along with EMD, without which no tender will be accepted.
26. The details of payment of EMD & Tender fee shall be clearly indicated and furnishing of MR / DD no.
on technical bid of tender covers itself.
27. Conditional tender will not be accepted, withdrawal of condition unilaterally after opening of
tender will not be permitted.
28. Bidder shall submit tender along with detailed list of similar works carried out by him indicating
place of work, contract values and names of organizations along with certificates for satisfactory
performance of work.
29. The bidder shall quote only in single percentage of rate above or below the estimated rates i.e.
bidder should quote either say percentage above estimated cost for the item or say below the
estimated cost for the item detailed at schedule-B.
30. After completion of contract work the work completion certificate is required to be produced
before the DGM / IRO for the purpose of no dues certificate and cancelation of gate passes issued
to the contractors work men at the time of execution of the contract work.

01. Terms and Conditions regarding Industrial Laws and other related matter.
1.1 Wages to be paid in time to his laboures by the contractor.
1.2 The contractor shall pay minimum of wage per day as prevailing as may be specified here after or
rates fixed under the minimum wages act. Whichever, is higher the wages of every contract
labour employed by him under the contract shall e paid by him before the expiry of 7th day of the
latest day of the month in respect of which the wages are payable (i.e. wages of a month to be
paid by him are in the 1st week of the next month.) The payment shall be disbursed in the
presence of management Representative during the working hours in factory premises and the
contractor shall get the entries certified it the wages by the representative of the Corporation
default will result in cancellation of contract forthwith or else the contractor shall be punishable
to the extent of Rs. 400/-fine per each day.
1.3 The contractor shall give his telephone number and address to the Corporation so that incase of
labour trouble etc. The contractor can be contacted. The contractor shall arrange to have his
office outside the factory premises and the contractor keeps himself present throughout the
working hours.” As a contractor you will be responsible and liable to pay difference in wages if
any and or observed the revised the service condition that may be awarded by the honorable
industrial tribunal effective from the date directly in the Award. "
02. LABOUR LAWS:
2.1 Person below the age of 18 years shall not be employed for the work.
2.2 No female worker shall be employed in the Night shift between 7-00 p.m. to 6-00 a.m.
2.3 Contractor shall maintain a valid labour license under the contract labour (Regulation &
Abolition)etc. for employing necessary manpower to be require by him. In the absence of such
license the contract shall be liable to be terminated without assigning any reasons thereof.
2.4 The contractor shall his own expense comply with all labour laws and keep the Corporation
indemnified in presence thereof. Some of the major liabilities under various labour and industrial
laws which the contractor shall comply which are as under:-
2.4.1 Payments of contribution by way of an employer’s contribution towards provident fund, family
pension scheme, deposit linked insurance scheme, Administrative charges etc. at the rate made
applicable from time to time by Govt. of Gujarat, Govt. of India or other Statutory Authorities.
2.4.2 Payment of deposit in respect of each contract labour at the rate of Rs. 270/- per labour or made
applicable from time to time with the office of Commissioner of Labour as per the contract labour
(Regulation & Abolition Acts.)
2.4.3 License Fee as prescribed under the contract labour (Regulation & Abolition) Acts & Rules framed
there under or depending upon the number of workmen employed by the contractor.
2.4.4 Paid leave facility and wages as per the provision of the Factories Act the rate of one day for
every twenty days of working.
2.4.5 Identity cards as prescribed under the Factories Act with photo affixed there to, the same for
identification.
2.4.6 Payment of retrenchment compensation, notice pay and other liabilities as per industrial dispute
Act. Payment to the contractor’s employees arising out of plant or dispute under the Industrial
Dispute Act-1947 or any other labour laws.
2.4.7 Payment of compensation in case of accidental injury.
2.4.8 Provision of creach if the female labour employed, is more than 30.
2.4.9 Maternity leave as per the provision of the maternity Benefits.
The above are some of the major liabilities of the contractor in addition to other liabilities
prescribed under the various labour laws in force from time to time from statutory authorities
like Govt. of Gujarat, Govt. of India which the contractor shall have to comply with.
03. PROVIDEND FUND AND FAMILY PENSION SCHEME:
The contractor shall submit along with his bill (month wise) a statement regarding deductions
against employees provident fund and family pension scheme at the rate of 12 % (or at the rates
made applicable by the Government from time to time) of the wage. The contractor’s contribution
and his workers contribution towards provident fund family pension scheme shall be deposited by
the contractor with Regional Provident Fund Commissioner.
04. DEPOSITE LINKED INSURANCE SCHEME:
The contractor shall have to deposit ½ % of the wages in respect of employees who is member of
the provident fund contribution of the deposit linked insurance scheme with Regional Provident
Fund Commissioner.
05. ADMISTRATIVE CHARGES:
Administrative charges for maintaining provident fund account shall be deposited by the contractor
with Regional Provident Fund Commissioner, at the rates applicable.
06. PAID LEAVE FACILITY:
Paid leave facility at the rate of one day for every twenty days worked by the contract labour shall
be provided by the contractor to his workers. He shall maintain leave records/leave and for
individual labour which shall be duly verified and approved/certificate by the authorized office or
the Corporation.
07. WORKMEN’S COMPENSATION FUND AND EMPLOYER’S LIABILITY:
INSURANCE:
The contractor shall cover all his employees under workman’s compensation Insurance policy.
08. The contractor shall employ adequate number of experienced staff at site for daily supervision and
for maintenance of various registers and records required under the laws and contract. No payment
for supervision shall be admissible.
09. CONTRACTOR TO INDEMNIFY THE CORPORATION:
The contractor shall identify the Corporation and every member, Officer and Employees of the
Corporation, all Engineers in charges and his staff against all actions, providing claims demand costs
and expensed what-so-ever, arising out of connection with the matters referred and against all
actions, preceding claims, demands, costs and expenses which may be made against the
Corporation or Govt. for or in respect of arising out of any failure by the contractor in the
performance of obligation under the contract document. The Corporation shall not be liable for or in
respect of or in consequent of any accident or inquiry in any workmen or other person in the
employment of the contractor or his sub-contractor, and the contractor shall keep indemnify all
claims demands, proceeding costs, charges and expenses what-so-ever in respect thereof or relation
thereof.
10. WORKMEN COMPENSATION & EMPLOYERS LIABILITY INSURANCE:
Insurance shall be effected for all contractors’ employees engaged in the performance of this
contract. If any of the work in subject, the contractor shall require the sub-contractor provided
workman’s compensation & employer’s liability insurance for the Sublette’s employees unless are
covered under the principal contractor’s insurance.
11. The Corporation reserves the right to terminate this contract at any times during its tendency
without giving notice of termination or any reasons thereof.
12. The Corporation will be entitled to deduct directly from the bills to be paid to the contractor any
sum or sums payable by you and which sum/sums the Corporation is required to pay as a principal
employee on account of your default in respect of all liabilities referred to in above clauses.
13. After completion of the contract work, the work completion certificate is required to be produced
before the DGM for the purpose of No Due certificate and cancellation of the gate passes issued to
the contractor worker at the time of execution of contract work.

All the contractors working at Ukai Thermal Power Station shall have to strictly observe the
following Safety Rules. The Contractors shall be responsible for informing & observing these
rules by their supervisors /employees/labours as well as the supervisors/employees/labours of
their sub-agencies/sub-Contractors engaged, if any. Prior to commencement of the work,
Contractor shall have to submit a written assurance on their letterhead to the concerned
Sectional Head/Engineer-in-charge that they have thoroughly gone through these Rules, have
educated their employees/employees of their sub contractor and will strictly observe the said
Rules while execution of work under work contract awarded to them. They will have to
indemnify the Corporation for any loss or damage/accident/injury to the Corporation‘s
property/employee or employee of their own in default of non - observing these rules.
01 Persons to be employed for carrying out the work shall possess required qualification, be
fully trained and conversant for works to be done. All persons should have gate pass.
Register consisting the full details (i.e. address, phone no, details of nearest relative, etc.) of
all persons is to be maintained. During the work execution, one trained & competent
supervisor should always remain present at site.
02 The contractor shall take all the required safety measures prior to commencement of work
on dangerous substances, machineries or area at which cautionary notice is displayed and
obtain —Line Clear“ or —Work Permit“ through the concerned Department/Section.
03 Prior to carrying out welding, gas cutting, furnace heating or any other hot work job, the
contractor hall remove all the inflammable material lying at or nearby worksite or cover it
properly by suitable protective covering. Also, special care shall be taken before carrying out
such job & see that all possible contributing factors to set fire shall be removed/ vanished
prior to commencement of the work. Advance intimation shall be given to concerned
section/fire section to commence the work in fire prone areas. They should also keep ready
all the First Aid Fire Extinguishers/equipments & fire extinguishing media / material like
sand / water buckets or other appropriate equipment at such place.
04 While carrying out work in confined space or inside vessel, the contractor shall obtain
necessary—Confined Space/Vessel Entry Permit from concerned department prior to
commencement of the work. For lighting in such areas, only 24-volt (ISI certified & with
proper guard) hand lamp shall be used. For taking care of the persons working inside the
confined space / vessel, a supervisor /person capable to keep continuous watch on
person(s) working inside, assist them in case of emergency or arrange to get immediate
outside help, shall remain present at entry point and shall use full body safety belt without
fail. While working inside sewage, trench or in-depth, a person to warn
outsiders/entrants/passers etc shall remain available near entry point or the entry point
shall be cordoned by a barricaded tape with a cautionary notice. After completion of the
works, all the lids /covers/ grills /grits opened, shall be re-fixed/re-placed in the original
position as it were prior to commencement of the work and leave the work place in safe
condition in all respect, so as to prevent accident to fellow workers.
05 The contractor shall see that he/his persons do not block (by stacking material, spare parts, tools-
tackles,equipmentsetc),anypassages/walkways/gangways/aisles/staircases/ladders/lifts or
any other approaches/roads leading to plants or its auxiliaries, on which there is a traffic
movement or possible traffic movements in case of emergency. Such passages are meant
for safe escape in the event of emergency. If it is utmost necessary to carry out work in such
area with blocking of passage, prior permission of Competent Authority or the Engineer-In-
Charge shall be obtained. To demarcate/declare the area as UNSAFE, cordon it using
barricading tape & display suitable caution notice or keep a person to restrict / divert the
traffic on this route through other safe passage.

“GENERAL SAFETY RULES / NORMS” TO BE OBSERVED BY THE
CONTRACTORS
06 Prior to use power/electrically operated hand tools/equipments/machines/gadgets like
welding machine, hand grinder, hand drill etc, ensure for its safe operation & use it only if it
is found safe to use. Do not use defective, unsafe or improperly maintained equipments.
The electrical power supply required to run such equipments shall not be taken directly at
their own but shall be obtained through concerned Electrical Maintenance Departments or
their authorized persons or under their observations / guidance only. The Electrical Section
shall provide temporary electrical connection up to contractor‘s Mains Board on which it is
compulsory to install mains switch, ELCB & fuses of adequate capacity. All such equipments
shall invariably be earthed adequately to prevent electrical shock, sparking, short circuit etc.
Power cord to be used shall be of adequate capacity, without any joint & shall consist of
earth wire also. Hence, it is necessary to use adequate capacity 3-wire power cord for single
& 5-wire power cord for three phase power connections. The plugs, receptacles, pins,
holders etc shall be of adequate capacity & safe to use. All electrical & mechanical
equipments/tools-tackles viz. welding machine, cutting machine, Grinder, Drill, Chain Pulley
Blocks, Hook chooks etc required to be used during work execution shall be of standard
make & bear ISI certification mark on it. The consumables like welding electrodes, grinding
wheels/discs etc which has specific prescribed life span shall not be used in any case if its
expiry date is over.
07 It is compulsory to use standard make Personal Protective Equipments (P.P.Es.) as per the
job requirement. Do not work without use of required P.P.Es. Contractor is responsible to
provide standard make (ISI approved) Personal Protective Equipments/Safety Gadgets
suitable to give sufficient protection against hazards involved in their work/job to their staff,
as per the job requirement and insist/enforce their staff to put on the same while at works.
The ongoing work is liable to be stopped at any time if the contractors staff is found working
without P.P.Es.
Following is the list of various P.P.Es. to be used for various works / worksites.

08 Before using lifting machines/tackles (like C.P.Bs., Hook chooks, winch, forklift, mobile crane,

tested, examined & certified in form no 9 / 10 by Competent Person as per the Factory act-

in high noise level area.

1948 and its validity is not expired. Further, it shall be fixed properly and firmly prior to
lifting the weight.
09 Scaffoldings to be used for working at height shall be of adequate size & capacity. Obtain the
work permit when working at height. While climbing on such scaffolding or working on any
structure at height, use of full body safety belt & Helmet is compulsory. It is also necessary
to fasten chinstraps of the helmet.
10 Contractor or their employee shall not interfere in day-today routine plant activities / works
except the work assigned to them, shall not loiter in the areas other than their work
jurisdiction, as well as shall not temper / operate / touch the machineries / equipments /
auxiliaries with which they are not concerned. Also, the contractor shall strictly instruct
their staff not to sit or take rest at / near / below running plants, auxiliaries, systems or any
place which is risky, hazardous & prone to accident.
11 The cylinders containing poisonous / toxic or inflammable / explosive gas like Oxygen,
Acetylene, LPG, Hydrogen, Ammonia, Chlorine, CO2etc shall be handled safely taking due
care. To handle / shift such cylinders a special trolley / cage meant for it must be used but in
no case it should be rolled. Domestic LPG cylinder shall not be used / permitted.
12 On completion of the work, cotton waste, spilled oil / grease, pieces of welding rod & other
waste material shall be removed from work site and the area shall be left safe, neat & clean.
13 In case of any injury / accident while working, it shall immediately be reported to Safety
Department through concerned Sectional Head / Engineer. The prescribed Form No. 21 may
be obtained from concerned section or Safety Officer. For any incident occurred but have
no injury to any persons should also be informed to Safety Officer as —Near Miss Incident.“
14 In all risky jobs, before starting the work, contractor should obtain General Safety Work
Permit from concerned section well in advance.
15 In case of noticing smoke or fire during their work execution, they shall make immediate
efforts to extinguish / control it and simultaneously inform the Fire Brigade on phone No.
4444 or 4344 or 5555 or 02624-290049, shall shift the casualty to nearby hospital after
rendering first aid in case of accident.
16 Over & above these, contractor shall have to follow all the safety requirements / rules &
regulations/ norms and legal provisions laid down in various statutes, particularly the
provisions of The Factories Act-1948 & The Gujarat State Factories Rules-1963 (Amended up
to date) shall be followed strictly. The contractor shall also obey the rules / regulations /
instructions of the local Competent Authority for safety requirements.
17 No women or young person shall be allowed to clean, lubricate or adjust any part of a prime
mover or of any transmission machinery while the prime mover or transmission machinery
is in motion. Examination or operation of motion machinery shall be made or carried out
only by a specially trained adult male worker wearing tight fitting clothing as per section 22
of factories act 1948.
18 No women or young person shall be employed or permitted to work in Lead-compound area
like battery room etc. as per schedule VI of GFR 1963.
19 All the relevant labour and industrial laws shall also be followed compulsorily.
20 It is felt necessary to deploy safety officers / Safety supervisors by contractors / Agencies
involved in carrying out hazardous activities / operations inside TPS to have better and
constant supervision in terms of Health Safety and Environment activities.
21 In case, it comes to the notice of GSECL UTPS management that the safety guidelines / safety
rules / safety norms are not being followed then a minimum sum of Rupees One Thousand
shall be penalized on the contractor /Agency and for subsequent such violation, a severe
penalty / action as deemed fit shall be imposed, which may please be noted.
22 The above rules shall be scrupulously followed and where required, they may contact the
Safety Officer for any ambiguity / further guidance in this regard.
23 For performance evaluation of contractor, safety factors of work accident, fire incident &
near miss accident will be considered. Steps can be taken to review the job assignment up
to cancellation for negligence.

The following are the major obligations to be fulfilled by the Contractors as per the Contract Labor
(R&A) Act 1970 and rule mentioned there under:
1. License to be obtained before starting the Work where number of contract laborers in ten
or more.
2. Payment to contract laborers has to be made in presence of IRO/LWO. Wages rates for
contract laborers are applicable as per the terms and conditions of the license. The
contractor shall have to pay wages to workers as notified by Government of Gujarat., from

5) In-complete offers are liable for rejection & decision of Engineer-in-charge of Ukai TPS are
final & binding to the contractor.
6) The above quantities are for 11months period & purely tentative. It may vary as per the
site requirement.
7) All statutory taxes should be paid if same claim in RA Bill/Invoice.
8) The rates are exclusive of Service Tax. Service tax at prevailing rate, if applicable will be
paid by GSECL extra if the same is claim in invoice/Bill only.
