Climate Change Concerns in India

India‘s Initial National Communication (NATCOM) to the United Nations Framework Convention on Climate Change (UNFCCC), 2004:

Already existing threats: 60% of India is drought prone Overuse and degradation of most ecosystems

Climate change predictions: Surface air temperatures + 2 to 4° C (2070-2100) Up to - 30% in crop yield in rain-fed areas (60%) Increase of extreme events (droughts, floods, cyclones) Himalayan glaciers receding => severe water scarcity

expected (Times of India, April 2007)

International Policy Level – First Steps Forward

Delhi Ministerial Declaration at 8th Conference of the Parties (COP8), 2002

“Adaptation to the adverse effects of climate change is of high priority for all countries.”

COP12, Nairobi, 2006

Modest progress on financing adaptation

Adoption of the “Nairobi work programme on impacts, vulnerability and adaptation to climate change”

“ Adaptation is the “stepchild” of the international climate negotiations so far!”

Controversial Discussions on Adaptation

Additionality of adaptation measures?

… adaptation measures are just old wine in new bottles…

Rebranding of old development approaches?

Additionality of adaptation finance?

… just put the money from one pocket to the other…

Diversion of official development assistance?

Proposed Problem Statement of the Indo-German Adaptation Programme
