Active Shooter Executive Law Enforcement Conference   

  Topic: Two‐day executive conference with state and local law enforcement senior management to discuss best practices and expert opinions on the unique and complex aspects of dealing with active shooter/mass shooting situations, as well support available to assist in incident response, management and resolution.       Agenda:  Day 1  

Opening Remarks: Active Shooter Issues, Best Practices and Available Resources 8:30 a.m. to 9 a.m. SAC presentation welcoming participants, defining purpose and focus of conference, introduction of participants, including FBI personnel present. Discussion of trends seen in prior active shooter situations, lesson learned, and available FBI assets.  

 

Pre‐event Indicators; How to Spot and Prevent Active Shooters 9 a.m. to 12 p.m., with a 15‐minute break Behavioral Analysis Unit, Critical Incident Response Group (CIRG) ‐ Discussion and Q&As focused on indicators of potential subjects. What to look for in pre‐attack behavior and how to respond.   

Lunch ‐ 12 p.m. to 1:00 p.m. (List of restaurants in the area will be provided)   

Managing Uniquely Complex Active Shooter/Mass Shooting Situations ‐ 1:00 p.m. to 2:30 p.m. Crisis Management Unit, CIRG ‐ Interactive discussion of best practices for command and control at the initial phase of an active shooter/mass shooting situation. Topics include initial on‐scene command decisions, information flow, management of large‐scale personnel and equipment needs, planning for longer‐term mission completion, and unified command in a complex, unique incident.

Handling the National Media in a 24‐hour News Cycle ‐ 2:45 p.m. to 3:45 p.m. National Press Office, Office of Public Affairs. Presentation on media planning to sustain an unexpected, multi‐day endeavor. Topics include national and local press priorities, the news cycle, managing information, containing potential media leads and press release and press conference best practices.  

Open Discussion and Closing Thoughts ‐ 3:45 p.m. to close FBI EM facilitated discussion with LEO, and FO EM attending, to discuss prior experiences, best practices, lessons learned, dependencies and outstanding concerns.

Opening Remarks and Discussion of Day 2 Agenda  ‐ 8:30 a.m. to 9 a.m.  

What Happens in Washington? – 9:00 a.m. to 9:30 a.m. ASAC‐led discussion of FBIHQ protocols when news of an active shooter or mass shooting incidents is initially received, including an explanation of the command post structure in FBIHQ’s Strategic Information and Operations Center (SIOC) and resources placed on stand‐by.

Helping Victims, Their Families and First Responders Cope  ‐ 9:45 a.m. to 11:15 a.m. Office of Victim Assistance: Presentation discussing the complexities and unique issues involved in mass victim situations involving high media coverage, and national and international issues.  Material will include discussion of resources available beyond state and local resources.

Dealing with Explosive Devices in Active Shooter Situations ‐ 11:25 a.m. to 12:30 p.m. Hazardous Devices Operations Center, Laboratory: Presentation discussing public safety and law enforcement officer concerns when facing an active shooter or mass shooter scene in an IED environment.  Presentation will provide basic awareness of IED components and the presence of booby traps, based on recent active shooter events.  

Lunch – 12:30 p.m. to 1:30 p.m. (List of restaurants in the area will be provided)  

Evidence – 1:30 p.m. to 2:30 p.m. Evidence Response Team, Laboratory: Presentation discussing the complexities of a mass casualty/active shooter crime scene and the resources available in reconstruction, such as trajectory analysis, photography, narratives, event sequencing, sketches, evidence collection and coordinating collection at multiple search and crime scenes.                                                                  15 minute break  

FBI Active Shooter Training for Your Department – 2:45 p.m. to 3 p.m.  Brief discussion on how the FBI has trained 100 FBI Special Agent Tactical Instructors in ALERRT Active Shooter training to support the DOJ/Texas State University project to provide free training to state, local and tribal law enforcement officers.  Though approximately 40,000 LEO have been trained to date, more than 150 department requests are still pending.
