Actionable Points for 168th OCC held on 09.07.2020 through WebexVC

1. COVID-19 preparedness by all entities of SR

i. COVID-19 preparedness by all power sector entities of SR for ensuring smooth grid operation to be ensured.

ii. All Control Centers (SLDCs, ALDCs, Generating Stations’ Control Rooms, Transmission CCs & other Control Rooms) to endeavor to make arrangementsfor shift operation (2/3 as applicable) from different locations to avoid any physical contact between different shift operators.

iii. Endeavor to create Back up Control Center at geographically separated locations and operate shifts from there also.

iv. Strictly advise and monitor the shift operators & other officials to follow the Covid SOPs guidelines.

v. SRLDC stated that they would create a WhatsApp Group of Senior officials of entities to share the Covid related information/precautions/advisories etc.

2. LC Oscillation/resonance during single phase Auto-enclosure in over-compensated Transmission lines

i. SR-II informed that CTU is studying the issue and they would revert back with the study results and the long term and short term measures would be identified to be adopted / implemented to mitigate the issue.

ii. SR-I & SR-II were requested to inform CTU to discuss the issue in RPC-TP meetings also.

iii. SRLDC stated that they had carried out PSCAD study and suggested taking out of line reactor along with tripping of breakers to contain oscillation/resonance. They are also studying other options to damp the oscillations and resonance.

iv. SR-I & SR-II were suggested to identify one line each, where this scheme could be implemented to contain the oscillation/resonance. PSCAD study would be carried out by SRLDC before implementation. Subsequently, studies would be carried out for other oscillation/resonance prone lines of SR based on the experience.

3. Fluctuations observed in AC side voltage of HVDC Gazuwaka Back to Back station

i. SR-I expressed concern over the external oscillations/harmonics affecting their HVDC equipment. Corporate Engg. was concerned and studying the issue for remedial measures.

ii. SRLDC stated that the area was having two different make HVDC blocks, FSCs on Jeypore - Gazuwaka and Jeypore - Bolangir lines, STATCOM, reactors and other elements. POSOCO was studying the various combinations and interaction of different elements to identify the source of the oscillations/harmonics. However, it cannot be concluded at present whether the source was external to HVDC or the HVDC itself.

iii. MS, SRPC stated that as there were some technical papers discussing the issue of Low Frequency Oscillations (LFO) in HVDC systems, SR-I could consider that

aspect also while studying and taking remedial action plan to contain the oscillations.

4. Ramp Performance of Thermal Power Stations for April 2020

i. A separate meeting would be called shortly, to discuss the concern raised by generators in detail.

ii. SRLDC was requested to ensure participation of NLDC to the meeting.

5. Over drawl of power by KSEBL on 110 kV Konaje - Manjeshwara line

i. KPTCL expressed concern over the no. of instances of flow going beyond 20 MW on this line (KSEBL has been sanctioned to draw only 20 MW on this line). KPTCL also enquired about the status of the 2ndckt of 110 kV Konaje - Manjeshwara line which would help in addressing the overloading of this line.

ii. KSEBL assured that the flow on the existing line would be restricted to 20 MW and strict instructions have been issued to the field. KSEBL stated that they would revert back on the status of the 2ndckt.

6. Non Reporting of TS 1 Expansion data to SRLDC

i. NLCIL stated that there was CPU card issue in the RTU panel and they were looking for a spare CPU card. They have taken up the issue with SR-II also. New RTU panel is also expected through PGCIL.

ii. SR-II was requested to expedite the commissioning of the new RTU and facilitate spare CPU card for the interim period.

iii. NLC TS-I E as a User was suggested to extend the data to SRLDC at the earliest.

7. Simultaneous Outage of 104 RTUs

i. SR-II informed that M/s GE has suggested small configuration changes and next week it would be taken at Sriperumbdur and subsequently at other locations.

8. Non-reporting of real time data of KTS-VI (Telangana) & MTPS Stg-III (Tamil Nadu)

i. KTS-VI (Telangana): TSTRANSCO informed that there were CPU card failure and gateway issues and M/s Siemens has been assigned the work and material was expected by August 2020.

ii. MTPS Stg-III (Tamil Nadu): TANTRANSCO informed that SAS issue would be rectified by month end.

9. Mytrah Wind pooling station- SRLDC letter dated 15.06.2020

i. Mytrah representative stated that the works were affected due to Covid-19 and they would ensure the balance SCADA inputs to SRLDCat the earliest.

ii. It was noted that all the SCADA data needed to be made available to SRLDC before declaring the CoD of the RE generation Phases. Forecasting of Phase-III didn’t commence in REMC due to non-availability of inputs/data by M/s Mytrah. This was required as per CERC/CEA Regulations.

10. Near miss incident on 28.06.2020 -Tripping of 400kV NLC ST2-NNTPP leading to tripping of 400/230kV 250 MVA ICTs at NLCST2

i. SRLDC expressed concern regarding near miss incident on 28.06.2020 and requested TANTRANSCO to take action as noted in the Webex meeting held on 16.06.2020. If mitigation plan is not implemented by TANTRANSCO, there could a grid disturbance encompassing a larger area in and around NLCIL, SRLDC cautioned. The tripping of the units at NLC TS-II and NNTPP were also to be reviewed in the PCSC meeting.

ii. TANTRANSCO stated that a detailed study has been carried out and would be furnished to SRLDC/SRPC by evening of 09.07.2020. NLC TS-I Exp& NLC TS-II Exp generation is injected in 400 kV NLC TS-II bus and it leads to overloading of NLC TS II – NNTPP line. In addition 400 kV NLC TS II – Nagipattinam PS power is also injected at TS II bus. Remaining 4 feeders export power from TS II bus and 400 kV NLC TS II – NNTPP line being a short line gets overloaded during non availability of NNTPP generation. As per SRLDC report opening of 9 numbers of 230 kV lines leads to major constraint in the 230 kV system and it creates a grid collapse situation. In this regard it is requested to review the opening of 9 numbers of 230 kV lines as radialisation would lead to big transmission constraint in Neyveli complex.

iii. SRLDC/SRPC stated that they would examine the study report and future course of action would be jointly discussed with the stakeholders.

11. Restoration of one unit from RSD– Part load compensation charges

i. TSTRANSCO expressed concern about the compensation charges being borne by other beneficiaries even when unit is brought back on bar on specific request of some beneficiaries. In the past month, there was compensation charges for TS of more than Rs. 3 Cr for availing mere quantum of 30 MW thought the unit was brought back on specific request of other beneficiary. Recently they had appraised their concern to the Commission.

ii. TSTRANSCO requested POSOCO/SRPC to come out with amicable solution in this regard.

iii. It was noted that the issue was under consideration of CERC/POSOCO and it would be prudent to wait for the outcome

12. Request for emergency control room operation

i. KAR SLDC stated that they were willing to allocate space in their control center for SRLDC to operate during emergency. They would examine the space provided by SRLDC in their control center for setting up KPTCL’s emergency control room.

ii. KAR SLDC and SRLDC agreed to discuss the issue further and take action to establish emergency control rooms.

13. CERC (Standards of Performance of inter-State transmission Licensees) Regulations, 2012: Furnishing of data by ISTS Licensees

i. All the ISTS Transmission Licensees to furnish data to SRLDCfor the calculation of Dependability Index (D), Security Index (S) and Reliability Index (R) in compliance of CERC SOP Regulations.

ii. All ISTS Licensees to furnish the information by 10th of every month for previous month trippings.

14. Vallur Technical Minimum maintained zero in website in spite of requisitions

i. NTECL expressed concern that many times injection schedule was being given less than Technical Minimum and sometimes it was on account of SCED/RRAS which is not in line with IEGC.

ii. SRLDC stated that Technical Minimum of 55% / 65% can be assured if the unit is kept on bar by SRLDC considering the grid security. The unit can be assured Technical Minimum if it is brought back on specific request of beneficiary(ies) for 8 hrs. There were well established guidelines in IEGC/DoP/OCC MoM in this regard.

iii. NTPC/NTECL stated that their machines were getting stressed as their injection schedules were going below Technical Minimumonly for intermediate blocks. They requested that the injection schedule should be jacked up to the Technical Minimum during these intermediate blocks.

iv. SRLDC stated that it is programmed that SCED down instruction is not given below Technical Minimum. They would take care to ensure RRAS down instruction is not given below Technical Minimum. They were making changes in scheduling program to ensure this. Any discrepancy in this regard needed to be informed to SRLDC in real time. These corrections in respect of SCED/RRAS, if any, would be ensured post facto.

v. It was noted that this issue would be discussed in a special meeting.

15. High Voltage at Pavagada Substation - Action to be taken by KSPDCL and SPD's at Pavagada

i. SRLDC expressed concern that the voltages were going above 430 kV at Pavagadaand stated that all the possible actions were being taken at ISTS grid by SRLDC.

ii. SPDs/KSPDCL needed to take action as noted in the meeting held on 02.07.2020 (MoM available on SRPC website)

16. Diversion of 400 kV NTPL-Tuticorin DC line to facilitate new BG Railway Line between Milavittan-Melmarudur by Southern Railway – Reconciliation charges towards providing shutdown.

i. TANTRANSCO stated that a letter has been sent to field and they would revert back to SR-II in this regard.

17. Transmission Line diversion works anticipated for facilitating NHAI for their High Way Expansion Projects

i. SRLDC stated that detailed study would be required for 16 lines and requested tentative date of shutdowns.

ii. It was noted that shutdown time needs to be minimized and only for final stringing work the shutdown should be taken.

18. Training & deployment of analytic software based on PMU data as part of URTDSM project

i. KPTCL and APTRANSCO were requested furnish the no. of officials who would be attending the training and the modules on which training is required and tentative dates on which training activity could be planned.

ii. SR-II stated that once the details are received from KPTCL and APTRANSCO, they would take up with LD&C, PGCIL. Training would be conducted online. Other states were also requested to furnish the details of training requirements, if any.

iii. SRLDC agreed to furnish the official communication regarding new applications which could be incorporated in the Phase II Project to SRPC. SRPC will take up with LD&C, PGCIL to take up these analytics in URTDSM Phase-II.

19. Non availability of OPGW on NTECL - North Chennai lines

i. TANTRANSCOmentioned that works may be completed by August 2020 end (delay

due to Covid-19).

ii. SRLDC expressed concern on non-availability of LDP as the OPGW was not restored.

iii. TANTRANSCO was requested to explore the options to enable the LDP through alternate means and expedite the OPGW restoration.

20. Opening of 220 kV Kadakola - Kaniyambetta line

i. KSEBL expressed concernthat the line can’t be kept open for long duration and the matter had been flagged to senior management.

ii. KPTCL stated that the tender had already been floated for providing intermediate tower in the forest at sagged location and they would expedite the works and the line will be restored after the works.

iii. KSEBL stated that that their management would get in touch with KPTCL management to optimise the outage duration.The monthly outage proposed by KSEBL for one day to avail on 27.08.2020 was withdrawn by KSEBL.

21. Daily demand change over at around 18:00 hours: High voltages in the grid and actions to be taken to have secure grid operation

i. APTRANSCO mentioned they are pursuing with DISCOMs for staggered load changeover.

ii. TSTRANSCO informed that the changeover starts at 16:45 and every 15 minutes small loads are taken out. DISCOMs have been advised accordingly. Capacitor banks are switched off, reactors are taken into service and many 400 kV & 220 kV lines are taken out.

iii. KPTCL mentioned that BESCOM and CESC changeover would be done at 18:00 hrs, while changeover at GESCOM, HESCOM and MESCOM will be done at 18:15 hrs. Note in this regard was put up for management approval. Other impact on ISTS grid would be managed with hydro ramping up and down.

iv. SRPC/SRLDC stated that staggering of load changeover needed to be implemented by the DISCOMs in coordination with SLDCs and the changeover could be staggered for around one to one and a half hours.

22. Schedule fixation methodology adopted in SR

i. The following were noted in the 167th OCC Meeting:

AP: Current methodology

TS, KER & PUDU: All India methodology

ii. TNSLDC stated that the current methodology could be continued.

iii. KAR SLDC stated that note has been put upto management and after approval, the option would be communicated.

iv. MS, SRPC and ED, SRLDC opined that it would be better if All India methodology is adopted in SR.

23. URTDSM Phase II Requirements

i. SR-II informed that the details have been received from KPTCL, TANTRANSCO & KSEBL.

ii. APTRANSCO informed that 18 PMUs would be required in Phase-II and the details would be communicated.

iii. TSTRANSCO stated that the PMU requirement for Phase-II would be communicated within 2-3 days.

iv. SRLDC stated that once the requirement is received from APTRANSCO& TSTRANSCO, they would discuss with SR-I & SR-II (if required with states also) and finalise the PMU requirements for Phase-II for SR. RE pooling stations, LI SS, STATCOM locationsetc would be considered while finalizing the PMU requirement.

24. Advisory on Spare Parts Management in Thermal Power Plants

i. Meeting in this regard was carried out on 24.06.2020 (State sector) and on 30.06.2020 (ISGS / ISTS). Minutes of the Meetings are available on SRPC Website

ii. All the GENCOs were requested to take action for compliance of the advisory.

25. Availability computation of PGCIL HVDC system as per outage data certified by SRPC

i. PGCIL had furnished the availability computation for HVDC for the year 2019-2020.

ii. SRPC pointed out that the computation was not done as per the outage data certified by SRPC.

iii. SR-II stated that they would revert back with the revised computation.

26. Installation of PMUs/shifting of PMUs

i. Trichur&Pugalur: SR II had informed that two numbers of PMUs at Pugalur have been installed and are reporting to SRLDC. The Order had been placed on M/s GE and the supply is delayed.

ii. Narnoor,Mahboobnagar, Vemagiri to KTS VII (PST) &Vemagiri to Ramadugu (LI): SR-I informed that LoAwould be placed on M/s GE after vetting by Telecom wing. AP & TS to coordinate the commissioning works. M/s GE had initiated the works.

iii. Trichy&Udumalpet STATCOMs 33 kV integration: SR-II informed that there were some cable supply issues. Some type test discrepancy had also been observed. They were following up the issue.

27. Upcoming Inter-Regional Links – Progress monitoring

i. +/- 800 kV HVDC Raigarh- Pugalur:

SR II informed that the LILO of Salem – Udumalpet line at HVDC Pugalur has been removed on 28.06.2020 and line was restored to original status. 400 kV HVDC Pugalur – Arasur D/C lines would come up by month end. HPT test would be carried out from 15.07.2020 to 23.07.2020 (against the approved schedule of 10.07.2020 to 18.07.2020). After completion of HPT, RPT and other trial tests, the Pole – I is expected to be declared on CoD by August 2020.

SRLDC presented the details of ATC curtailment during RPT (details would be communicated by SRLDC via mail). The constituents noted the same.

ii. 765 kV Warangal – Warora

TANTRANSCO informed that a petition was being heard at CERC.

28. Cold Spare transformer requirement of Southern Region

i. In the 167th OCC meeting AP, TS & KER had informed thatCold Spare transformers are not required.

ii. In the 168th OCC meeting KAR & TN (they would maintain their own spares) had informed that Cold Spare transformers are not required.

iii. SR-I& SR-II were requested to communicate the same to their Higher Management.

29. 400kV Hoody – Yelahanka& 400kV Hoody –Nelamangala Shutdown

i. SR-II informed that lines may be restored by August 2020 end (getting delayed due to Covid-19).

ii. KAR SLDC had expressed serious concern over the delay and suggested that the lines were to be restored by 30.06.2020 as communicated in MD KPTCL letter. The lines need to be restored at the earliest.

iii. KAR SLDC mentioned that capacitor banks were being kept open, tap changing on ICTs at Hoody SS had been carried out, even then high voltage (429 kV) is persisting at Hoody S/S. The consumers are complaining high voltage issues.

iv. SRLDC mentioned that since the lines are radial at present, sustained O/V (at around 430 kV) for longer duration is a threat to system security. Kolar lines are opened during night to contain O/V. There may be a grid disturbance if a line trips in the present configuration.

v. KPTCL informed that reactor along-with LILO at hardware park will be commissioned by August 2020

30. Energy Scheduled inside the region and outside the region from RES(under GEC)

i. Details of WPDs/SPDs connected to Sub stations under Green Energy Corridor along with Installed Capacity (MW) details & corresponding schedules and actuals (from April onwards) needed to be submitted.

KPTCL had furnished the details till Feb 2020

APTRANSCO mentioned that details will be furnished.

TANTRANSCO had furnished the details till June 2020.

31. Weather forecast by IMD

i. SRLDC informed that solar irradiance data is not available with IMD as sought by TANTRANSCO.

32. Automatic Generation Control (AGC) implementation in India

i. NLCIL:Panels are expected shortly. After receiving the panels it will take 1 month for installation and another one month for commissioning.

ii. NTECL:BoM is gone from vendor to NTPC Engineering. Awaiting approval.

iii. NLC TS II - Exp: One channel testing is done. Other channel testing is pending.

iv. NTPC had informed that AGC was being taken at Organization level (jointly for all the stations).Order is placed on M/s ABB with completion schedule of Dec 2020. Individual stations were in touch with M/s ABB.

v. NTPL:Material received on 22.06.2020 from vendor. OPGW works to be executed shortly

33. AGC at state Level- Pilot Project identification & Implementation

i. Andhra Pradesh (APGENCO: earlier Krishnapattanam):APTRANSCO mentioned that they are planning for AGC at VTPS, RyTPP, Upper Sileru, Lower Silerua and enquired regarding approval from SRPC/SRLDC for the above mentioned stations. SRPC/SRLDC clarified that no approval is required from SRPC/SRLDC since it is under state purview. APERC should be informed accordingly.

ii. Karnataka (KPCL: Sharavathy-100 MW / Varahi-80 MW): KPCL informed that final configuration was completed and signal transmission from SLDC to Sharavathi station and vice versa had been tested. Final commissioning and testing is pending. Expected to complete by August 2020.Varahi would be taken up subsequently.

iii. Kerala (KSEBL: Kuttiadi -50 MW & Idukki):KSEBL informed that Kuttiadi comes under must run unit, at present and AGC is disabled. At Idukki, communication channel is required and it will take couple of months to complete the works. For AGC on regular basis Regulator would be approached.

iv. Tamil Nadu (TANGEDCO: North Chennai Stage-II-60 MW and MTPS Stage II-60 MW each):As requested by TNSLDC, meeting with KSEBL was held on 19.06.2020. Details were collected by TNSLDC. MTPS & NCTPS are studying the optionsto decide future course of action.

v. Telangana (TSGENCO: Kothagudem E-132 MW downward):Dummy protocol testing from Kothagudem to SLDC was successful. PO had been placed on M/s Siemens on 11.05.2020 (for GENCO scope) with schedule of 75 days. Supply is expected by end of August 2020 end. SLDC part is being carried out internally with in-house team.

vi. NP KuntaAGC: No update.

34. Issues near KGS

i. Insulator replacement in Sirsi-Guttur section of Kaiga - Guttur

KPTCL had informed that the tender has been floated on 22.05.2020 for 55 numbers of long rod Silicon insulators (to replace existing DISC insulators).

The bid had been opened on 23.06.2020.

35. Rectification of OF cable between EDC to HAL

i. KAR SLDC informed that the issue had been flagged to Director (Transmission). CE Transmission Zone has been advised to complete the works. They would send a reminder in this regard.

36. Renewable forecasting

i. All states had been requested to furnish the implemented forecast, day ahead forecast & actuals also (before 5th of every month). It was noted that this data was being sought by higher forums and other entities.

ii. SRLDC mentioned that RE forecast for June 2020 was furnished by KAR only.

iii. All the states were requested the data in time bound manner.

37. Extension and Expansion of Pilot on Security Constrained Economic Despatch (SCED) – Detailed Procedures

i. Hon’ble Central Commission vide Order in Petition No.08/SM/2020 (Suo-Motu) in the matter of Extension and Expansion of Pilot on Security Constrained Economic Despatch (SCED) dated 18th April, 2020 directed NLDC to expand the ambit of SCED by including more inter-state and intra-state generators.

ii. A meeting was held between NLDC, SRPC, SRLDC and Regional entities on 06.07.2020. MoM is awaited.

iii. SRLDC informed that NLDC is under discussion with all RLDCs in this regard.

38. Status of Implementation of the FGD /ESP Up-gradation

i. CEA had requested for the implementation of FGD installation in the following plants, it was noted that SRPC vide letter dated 27.12.2019 had submitted the FGD Plan (as mentioned below)

a) APGENCO Rayalseema U-6, 600 MW : 30.06.2022.

b) Neyveli New TPP, U-1, 500 MW : 30.11.2021

c) Kothagudem TPS, U-12, 800 MW : 30.09.2022

ii. APGENCO (APSLDC), TSGENCO (TSSLDC)& NNTPP were requested to update FGD installation status.

iii. It was pointed out that fine had been imposed by CPCB on few stations of SR for not complying to timelines for FGD installation. The issue needed to be viewed seriously and timely reports to be communicated to SRPC.

39. PSP- daily Demand and Consumption pattern

i. TSTRANSCO& KPTCL had furnished the sought information till June 2020, KSEBL had furnished information till April 2020. Puducherry had furnished the information till May 2020.

ii. Other states were requested to furnish the details as sought by CEA.

40. Category wise consumption pattern

i. KSEBL, TSTRANSCO&TANTRANSCO had furnished information till April 2020.

ii. KPTCL had furnished the information till March 2020.

iii. States/UT to furnish the information in time bound manner.

41. Outage Proposals/LGBR

i. RPC expressed concern that SR outage during November / December, 2020 got aggregated to around 7500 MW including all Thermal, Hydro & MPP/IPP as per 181 LGBR data furnished by Generators and States. States were requested to prepone the outages planned during November / December to the period of August to October, 2020

ii. KGS Stage II, Unit 3 which was scheduled to avail shutdown from 4th Oct, 2020 has been postponed to 1st Nov, 2020 to 15th Feb, 2021 (107 days) as informed over phone on 10.07.2020 for generator replacement works.

iii. The following maintenance schedules of NTPC Units have been postponed :

iv. NLC TS II vide their mail dated 19.6.2020 reverted back to their original schedule in respect of all Units and cancelled their outage proposals made vide their mail dated 02.05.2020. In the meeting NLC TS II informed that they will confirm their Units outage plan shortly.

v. As seen above, there are many revisions in the outage schedules for the maintenance of generating Units. Hence, MS, SRPC expressed concern on the frequent revision in maintenance schedules and requested the States / Generators to avoid frequent changes in the outage planning.

vi. NTPC and NLCIL informed in the meeting that the maintenance schedules are postponed due to the delay from their OEM / BHEL and Covidissues.

vii. NLC TS II was requested to complete the relay replacement works by 3 days and restore the 230 kV Lines Karaikal, kadalangudi, Ulundurpet and villiyanur proposed to avail during August, 2020

42. Capacitor installation details (Monthly)

i. SRPC vide letter dated 29.06.2020 enclosing Capacitor status report as on 30.04.2020 had requested all the states to verify the report and furnish the vetted data to SRPC.

ii. The monthly capacitor details need to be furnished as per the format attached with the letter.

43. High Voltage at UPCL

i. UPCL had requested for early commissioning of 400 kV Hebbanahalli S/s (Yettinahole LIP) along with the reactors. Both bus reactors at UPCL were likely to reach the site by October 2020 and commissioning may take another two-three months.

ii. KAR SLDC had informed that Hebbanahalli S/s (Yettinahole LIP) and one more 220 kV S/S at Hebbanahalli (under construction) would come up by July 2020.

44. MVAR interchange with ISTS

i. SRPC had analyzed the nodes of high voltage coupled with MVAR injection during July 2019 to January 2020 and the following was observed:

45. Reactor status

i. Hoody reactor: Would be commissioned by August 2020.

ii. KKNPP reactor: Shunt Reactor will be put back into service in Dec, 2020.OCC expressed concern regarding the further postponement.

iii. KGS reactor: In the 167th OCC Meeting, KGS informed that there was a huge difference between estimated price and quoted price. Retendering activities are under process (being floated). KGS had agreed to expedite the tendering.

iv. 125 MVAR reactor at VTPS: APGENCO requested for approval of PSDF funding for PSDF. ED, SRLDC stated that delay in seeking funds for commissioning was noted in the Parliamentary Committee (Rajya Sabha) on Subordinate Legislation held at Vizag on 11.11.2019. APGENCO was advised to approach NLDC in this regard.

v. 125 MVAR reactors at Sattenapalli&Chittor: ED, SRLDC stated that delay in seeking funds for commissioning was noted in the Parliamentary Committee (Rajya Sabha) on Subordinate Legislation held at Vizag on 11.11.2019.

46. Network Protection/Security issues

TS 88 TSTRANSCO informed that additional RTUs at 132 kV level are required to achieve 100 %. Project is taken under PSDF funding. Tendering will be taken up very shortly.

TN 88 All the RTUs commissioned (28 RTUs). SRLDC stated that sought details were not furnished by TN. Mapping needed to be carried out in coordination with SRLDC before next OCC. (100 % will be achieved with 28 RTUs). TANTRANSCO is requested to furnish the details sought by SRLDC.

47. Relocation of SPS schemes

i. Mock test of SPS for Kudankulam Unit-1 & Unit-2 was carried out on 18th June 2020.

The following may be noted:

SPS signal from Kudankulam U#1 (KK1) was received at all locations in Andhra Pradesh, Tamil Nadu and Karnataka. KK1 signal was received at all locations except 220kV Kundara station in Kerala.

SPS signal from Kudankulam U#2 (KK2) was not received at HVDC Kolar station, hence signal not transmitted downstream. Signal not received in any of the locations in Telangana and Andhra Pradesh since the KK2 SPS signal is routed through HVDC Kolar station. In Tamil Nadu, KK2 SPS signal received at all locations except at 230kV Thiruvarur and 230kV Trichy. In Kerala, Signal not received at 220kV Kanhirode

SRLDC informed that the issue was rectified on 03.07.2020.

ii. Mock test of SPS for HVDC Talcher-Kolar was carried out on 29th June 2020.

The following may be noted:

SPS Talcher-Kolar trip signal-1 (TK1) was received in all locations in Andhra Pradesh, Tamil Nadu and Karnataka.

SPS Talcher-Kolar trip signal-2 (TK2) was received at all locations in Andhra Pradesh and Kerala. In Tamil Nadu, TK2 SPS signal was not received at 230kV Madurai, 230kV Kurukathy and 230kV Gurupallapally stations. In Karnataka, TK2 SPS signal was not extended to 220kV Somanahalli station from 400kV Somanahalli.

SPS Talcher-Kolar trip signal-3 (TK3) was received at all locations in Andhra Pradesh, Tamil Nadu, Karnataka and Kerala

SRLDC informed that the issue needs to be addressed and rectified.

iii. Mock test of SPS for HVDC Raichur – Sholapur was carried out on 29th June 2020.

The following may be noted:

All three SPS signals (RS1, RS2 & RS3) from Raichur were not transmitted towards Kolar station due to problem in the internal circuit at Raichur station.

In Karnataka, RS2 and RS3 SPS signals were received at 220kV Bastipura (Mysore) DTPC from Raichur. However, due to wrong output wiring, the signal was not transmitted towards the identified load locations

PGCIL informed that theyhave replaced the cable which carries the PLC logic to DTPC. PGCIL informed at present the cable is healthy.

iv. SRPC/SRLDC informed that mock test for Raichur-Sholapur and KK2 SPSs would be carried on 11th August 2020 after getting confirmation regarding rectification works from PGCIL/States.

v. SRPC requested SRLDC to get concurrence from NLDC for the testing.

vi. SR-II, PGCIL furnished detailed Destination Signal (DS)Matrix and Destination Signal Port (DSP) table for SPS. SR-II requested that the same may be verified by the states and revert back for any discrepancy. The DS matrix/ DSP table should be made available at all the SPS locations for smooth testing infuture.

vii. SR-II was requested to include Raigarh – Pugalur in the above DS and DSP tables. States were suggested to make similar tables matrix for the SPS signal till the load point.

48. Reliability of SPS Schemes

i. SRLDC informed that there was no SPS operation for the month of June 2020.

ii. KPTCL requested that arrangements may please be made to generate an event alarm on operation of individual SPS signals namely TK1, TK2, TK3, RS2, RS3 and KK1, KK2 SPS signals at SLDC to enable to ascertain the load relief and duration.

49. SPS for Raigarh–Pugalur

i. TSTRANSCO raised the issue of difficulty in identification of loads for HVDC Raigarh-Pugalur SPS.

ii. The issue was deliberated and it was suggested that since excess loads to the tune of 1500 MW had been observed for Ramagundam islanding scheme, it was prudent to connect some loads to HVDC Raigarh-Pugalur SPS.

iii. TSTRANSCO stated that Ramagundam island is not having the quantum of loads as shown by SRLDC.

iv. Hence, it was decided to have a special meeting for Island and SPS loads finalisation.

v. SRLDC opined that meeting will be fruitful only if TSTRANSCO provides prerequisite data in advance 9details communicated to TS vide mail dated 10.07.2020). The following details may be submitted so that the efficacy of the island can be verified:

Furnish the actual average and peak available load in the island.(SCADA data for proof of 1 year)

To form island, SRLDC had proposed line openings, whether the proposed line list is ok? If not please may furnish the line opening details for formation of island. The lines where UFR relays for Island formation are already installed may also be indicated.

Furnish the converged PSSE case with average loads for studying the island.

Furnish the SPS , AUFR, df/dt load details, which are part of this island.

Details of any further elements, generators likely to be commissioned in next 6 months

vi. Once the details are received, a meeting will be called for further discussion wrt identification of loads for HVDC Raigarh-Pugalur SPS.

vii. Loads to be mapped for 3000 MW HVDC Raigarh-Pugalur SPS with existing SPS needed to be communicated by SRLDC to SR-II.

50. SPS for Pugalur – Trichur

i. It was agreed that KSEBL will wire 80 MW at Madakkathara and 135 MW at Palakkad identified for Udumalpet – Palakkad line SPS for Pugalur – Trichur HVDC SPS.

ii. It was noted that when loading increases beyond 1000 MW, SPS would be reviewed.

51. RGMO/FGMO

i. On 11th June 2020, at 11:59 hours Generation loss of around 1126 MW & 1000 MW (as per SCADA data) observed in solar connected to Bhadla(PG) &Bhadla(Raj) in WR. Frequency has dropped from 50.06 to 49.8 Hz during the incident. RGMO Analysis for the above incident based on SRLDC SCADA data is attached at the following spread sheet.

ii. SRLDC informed that after receiving the data from all the entities, SRLDC will share the final report

52. Testing of Primary frequency response of generators as per IEGC clause 5.2(g)

i. AGM, NTPC SRHQ informed that Ramagundam Stage I (3 x 200 MW) is exempted from RGMO and sought clarification on Primary frequency response testing to be carried out or not.

ii. SRLDC clarified that testing is not required for units exempted by Commission.

iii. NTECL informed that they received quotation from M/s Solvina for the scope of the work which includes both RGMO & FGMO testing whereas as per IEGC, RGMO only was to be tested. There should not be any discrepancy wrt to scope of works and the payment schedule.

iv. SRLDC had stated that the issue was discussed with NLDC and it was clarified that the test would be carried out for both RGMO & FGMO.

v. SRLDC informed that duration of test along with required schedules would be shared through SRPC.

vi. NTPC/NTECL stated that modification would be required to be carried out if sustainability of response is to be measured for 5 minutes (against 1 minute) and POSOCO may clarify on the scope.

vii. SRLDC stated that the measurements would be carried out for 5 minutes and sustainability would be assessed accordingly. However, they would revert back after seeking clarification from NLDC.

53. Automatic Demand Side Management Scheme

i. For the incidence on 5th May 2020, there was no relief from AP.

ii. APSLDC informed that M/s ABB is carrying out the rectification works online.

54. LVRT Implementation

i. APTRANSCO, TANTRANSCO& KSEBL are requested to furnish the WTG details as per the standard format.

55. REMC Project in SR SLDCs

i. APTRANSCO informed that SAVT is over. Remarks on NOC are being attended/checked. SR-II requested to give the NOC with punch points.

ii. TSTRANSCO informed that the bid was awarded to ABB on 01.07.2020. It will take 9 months to commission the project.

iii. KPTCL had furnished the issues on FSPs.

iv. SRLDC stated that meeting with FSPs would be helpful and SRLDC would compile the issues in this regard.

v. AP and TN were requested to furnish the issues in respect of FSPs after discussing with REMC wings.

vi. A separate meeting with SLDCs/SRLDC and REMC FSPs would be called.

56. Periodical Audit and Vulnerability Assessment & Penetration Testing(VAPT) of Infrastructure

i. All the entities are requested to complete the periodical audit and VAPT of ICT infrastructure for the year 2020-21.

ii. Identification of Critical Information Infrastructure(CII) in respect of Stake holders under the purview of SRPC:

KER informed that they have identified SLDC, Backup SLDC, Generating Stations,

Substations etc. under CII.

SRPC informed that meeting may be called as per feedback from CISO, MoP and

NCIIPC(South)

57. Testing of Imported equipment in for use in the power supply system

i. OCC noted the MoP order dated 02.07.2020 in regard to testing of equipment, components and parts imported for use in the power supply system and network.

58. Deviation in drawals by states

i. AP, TS, KAR & TN SLDCs were requested to take action in real time on the messages issued by SRLDC and also furnish reply to SRLDC letters issued.

59. Frequent Tripping of Hiriyur - Nelamangala -2

i. SR-II informed that CVT and relay(with Numerical relay) had been replaced and trippings on O/V have come down.

60. Closing & Opening of Bus Reactors - in KPTCL system without intimation to SRLDC

i. On 22.06.2020 switching of Bus Reactors (Guttur&Jagulur) connected to 400 KV network has been carried out by KPTCL without intimation/code from SRLDC.

ii. KPTCL stated that they would switch in / switch off reactors with the approval of SRLDC through exchange of code and instructions have been communicated in this regard.

61. Providing Bay Outage Request through Outage Portal (PGCIL/ISGS& IPP Bays)

i. SRLDC informed that most of the 400 kV Bay have been configured in SRLDC

Outage Portal. From 01.07.2020, all 400kV bay outages are being requested on D-1 basis through the portal.

ii. SRLDC stated that request for adding the bays in SRLDC outage portal could be communicated through mail (both for ISTS and Intra state) and subsequently the request could be made from the portal.

62. Prolonged outage of 400kV NCTPS Stage II – Vallur Circuit – I

i. Shutdown of 400 kV NCTPS StageII-Vallur-1 was taken on 19.03.2020, and shutdown not returned due to problem in earth switch.

ii. NTECL informed that some modification was to be carried out at GIS and the line would be available without the earth switch by month end and subsequently line would be made available with the earth switch.

63. Frequent tripping UG cables in Pavagada Solar Park

i. Discussed in the meeting held on 02.07.2020.

64. NTPC Talcher Stage II Schedule correction for blocks 74 - 80 on 17.02.2020

i. SRLDC informed that NTPC Talcher Stage II has requested for schedule revision

for the blocks 74-80 on 17.02.2020 during the period of unit tripping due to HVDC Talcher –Kolar SPS operation.

ii. All the states to revert back within one week.

iii. OCC recommended that for this post facto revision, additional deviation charges need not be imposed. MS, SRPC stated that the charges would be imposed as per the prevailing regulations.

iv. POSOCO was requested to review the Inter Trip of Talcher Stage II and if required, a separate meeting may be called by POSOCO. SRLDC agreed to communicate to NLDC and revert back.

65. Simhadri Stage II Unit I : High TG vibration: Request for Technical Minimum Schedule

i. Forum agreed for 625 MW Technical Minimum for Stage II till Unit I is taken out for rectification.

ii. NTPC informed that the S/D would be taken from 27.07.2020 to 10.08.2020 to address the issue

66. Request for Schedules to carry out APC test

i. Forum agreed for APC testing of Unit II of Simhadri Stage II from 27.07.2020 to 08.08.2020.

ii. As noted in earlier meetings, only one unit testing (of all ISGS) would be permitted at a time. For additional units, consent of all the beneficiaries would be required to be furnished by the generator

67. CERC (Sharing of Inter-State Transmission Charges & Losses) Regulations, 2020 dated 04th May 2020

i. Implementing Agency (NLDC) had prepared the draft procedures for implementation of Sharing Regulations 2020.

68. Goa’s request for implementation of immediate diversion of power from SR to WR during failure of SR lines to Goa

i. SRLDC suggested that if SRPC, SRLDC, WRPC and WRLDC agree, the

modifications could be made post facto for diverted power.

ii. SRLDC was suggested to move a proposal in this regard.

iii. KAR SLDC stated that S/D for 220 kV Ambewadi - Ponda line is required for insulator replacement to improve reliability of the line and requested for facilitation by ED Goa, WRPC, SRPC, WRLDC and SRLDC.
